Award of RFT-22-02
Council approved the award of RFT-22-02 to Eichenberg Motors Ltd. of Tillsonburg in
the amount of $51,937.73 + HST. The Municipality will receive a new half -ton base
model, four-wheel-drive pickup for the Water/Wastewater department.
Water Flow Survey Results
A joint Report was brought forward to Council regarding Fireflow testing results of
Vienna and Port Burwell’s fire hydrants. The Report identified that 2 (3 percent) of the
system’s hydrants provide insufficient flows to address needs of the fire department
with respect to drawing water. 79 percent were deemed Marginal, and 18 percent
were sufficient. The hydrants will be colour-coded to identify their classification per
NFPA 291 standards.
Following receipt of this Report, staff will be developing internal Standard Operating
Procedures that utilize the results provided to streamline Water and Fire operations.
Draft Plan of Subdivision Application 34T-BY202201, 11:28 Properties Inc. Eden
Council supported a Subdivision application from 11:28 Properties Inc. The Report
was brought forward to Council with 21 recommended conditions, all of which were
supported.
The application will now be forwarded to Elgin County for Council consideratio n as
the Subdivision approval authority.
Port Burwell Lighthouse Heritage and Structural Assessment
Council approved a Proposal from a+LINK Architecture for further heritage and
structural assessment of the Port Burwell Lighthouse in the amount of $19,935.
It was also noted that, while Bayham cannot take full advantage of the $100,000
Southwest Tourism Relief Fund (STRF) grant, it can use the grant to recoup costs
incurred to date for other studies completed in support of ongoing Lighthouse work.
Correspondence Received
Council received various pieces of correspondence regarding Bill 23, an Elgin County
Economic Development newsletter and a response letter from LPRCA regarding their
2023 budget.
Council received correspondence from Desi Broughton with a request to utilize the
Port Burwell baseball diamond for an outdoor skating rink and resolved to approve
this request.
