Highlights
Draft Operating Budget Posted to Website
The CAO announced that the Draft Operating Budget was posted to the website for
public consumption prior to Council consideration on January 18, 2023. The levy
increase is 9.3% and includes the approved-in-principle tax levy-supported portion of
the Capital Budget, which was received and considered by Council at a Special
Meeting on December 13, 2022.
Support for Councillor Chilcott’s Motion
Councillor Chilcott proposed a Motion for Council to consider regarding the Province-
wide shortage of medication. Council resolved to support her Motion, which will be
forwarded to the Premier and Ministers and Ontario municipalities.
Drinking Water Quality Management Standards
Council received and endorsed the Operational Plans for the Bayham and Richmond
water systems. Council endorsement is required under legislation to maintain system
compliance and is required at the start of a new Council term.
Public Planning Meetings
Council held two Public Planning Meetings in accordance with the Planning Act for a
pair of applications:
Vienna Ridge (Draft Plan of Subdivision located in Vienna); and,
Beach House Lane (Official Plan and Zoning By-law Amendments located in
Port Burwell)
Public Meetings provide the public opportunity to being involved in the planning
process and comment on the applications.
No decisions regarding the applications were made at the meeting. Council will be
presented with the Staff Reports for these application s at a later date and will, at that
time, decide how to proceed.
Committee Appointments
Council requested draft mandates for the Waterfront Advisory Committee, Museums
Bayham Committee, and Joint Cemetery Board be presented to Council at a later
date.
Council also made a number of appointments to External Committees as follows:
Rainey Weisler – Long Point Region Conservation Authority Board of Directors
Tim Emerson (alternate) – Elgin Area Primary Water Supply System Board
Tim Emerson (primary) and Rainey Weisler (alternate) – Port Burwell
Secondary Water Supply System Board
Ed Ketchabaw, Susan Chilcott & Dan Froese – Joint Otter Valley Utility
Corridor Board of Management
Council appointed John Seldon to be Bayham’s representative on the Elgin County
Land Division Committee for the 2022-2026 term.
Insurance Renewal and Building Services
Council received two CAO reports addressing the 2023 insurance renewal and an
Agreement for third-party Building Services support.
Council directed staff to issue an RFP in 2023 for the 2024 insurance renewal to
ensure Bayham is receiving the best value and agreed to enter into an
Agreement for six months of Building Services support through Hillenaar
Consulting Inc.
