Curator’s Report April 2024
Collections
There was a great number of changes made throughout the museum due to the arrival of the lifeboat
and the acquisition of three new (to us) cabinets. The PW guys came to the museum to move the heavy
items to their new locations after I had moved all I could.
Randy Hamilton brought a block from the shipwreck Nimrod, found by his father Robert.
I emailed various curators about borrowing artifacts for the summer exhibit on confraternities, based on
our own artifacts: the Knights of Pythius items from the estate of Ralph Hurley, the Masonic Apron of
Col. Burwell, and two Masonic posters. The Aylmer-Malahide Museum emailed a virtual catalogue with
lists of artifacts to borrow, and arrangements were made.
Exhibits and Events
I emailed dignitaries for opening event and prepared a poster for opening event which Margaret able to
use on the website.
I emailed two school principals about our school programs.
Numerous exhibits needed small fix ups, but the war exhibit had a complete overhaul, including a new
location with new cases.
I worked on the lifeboat text, one for adults and one for children – a small binder with flip pages
The General Store was stuffed with more artifacts to give it that “little bit of everything” look like other
museum general stores I’ve seen. It was an opportunity to store artifacts in there that had no where to
go.
Staff
There were two zoom student interviews and follow-up discussions with Margaret.
I attended the EON meeting and offered to be a workshop presenter at the EON Student Workshop
being held at Annandale House.
My laptop required extensive attention and contacted IT for help.
I prepared and emailed Curator’s reports for Feb. and Mar.
I attended Museum Advisory Board meeting.
I worked on changes for the EON education brochure that reflect our changing programs and exhibits.
There was email correspondence concerning the Digital Museum of Canada proposal submitted last
Dec., which was denied. We set a follow-up discussion May 25 at 9 am.
I received an email from teacher at PBPS on educational programs at the school.

Collections
Fran Underhill came over to consult about installing some shelves for ship models and had a better idea
to use the old square cabinet which he helped set up.
I picked up the loan items for the summer exhibit from the Aylmer Museum and returned to MM with
them.
The lifeboat needed cleaning out and the oars needed washing so Gavin was the first in lifeboat to start
to process. The oars were washed outside and reinstalled. The lifeboat was cleaned and protective
mylar was installed on the gunwale to keep the splinters from snagging visitors. Early indications show
that the lifeboat is of great interest and the text and children’s booklet are meeting the needs of the
visitors.
Exhibits and Events
Got a call about meeting in Vienna to discuss the Lion’s Club for the exhibit. I returned with items and
information.
The students and I worked on hanging signs, banners, text panels, and posters, as well as finding some
video clips to show on the small screen and the tv monitor. We worked on signage, both the military
exhibit and the exhibit thank you.
I prepared for the EON workshop by visiting Annandale House to select artifacts for the Exhibit Planning
Workshop.
There was email correspondence concerning the Digital Museum of Canada proposal submitted last
Dec., which was denied. We set a follow-up discussion May 25 at 9 am. The phone call with the rep from
Digital Museum of Canada outlined the good points of the application and where it needs strengthening
for a future application. I was encouraged to apply again as they have nothing on lighthouses.
Staff
Two students were hired, and they are the ones from last year. I worked with students on a variety of
tasks in preparation for opening of the museum (giving them the 2 page list of things to do, setting up
the summer exhibit, and cleaning).
I booked our students for the EON Student Workshop at Annandale House.
The three laptops were sent in to Stronghold and I picked them up. I tried to use them but had to
contact IT and they all needed to be worked on remotely at the museum. After considerable effort and
time, most of the problems were solved. The printer now works for us but is considered far too old to be
in use, according to the IT techs.
I received an email from teacher at PBPS on educational programs at the school and we continued the
discussion about a program for kindergarten. It was booked for May 30th. The students and I went to the
school and they helped the children do printmaking in the classroom while I taught museum etiquette in
the library. The class was divided into three groups, giving us smaller groups to work with. It seemed to
be a successful inaugural visit to the school.
I prepared for, then attended the Elgin County Advisory Board meeting Wed. and picked up sheets of
information from Amanda on the loaned items.
Many emails regarding the opening event ( ordering refreshments, extending invitations, etc.) and the
school program (format of visit, number of students and helpers, etc.) were done.
A BTB meeting (Beyond The Blackboard) was held and I discussed the upcoming school programming
and got some helpful ideas.
I shopped for some decorations for the opening event. The Port Burwell Historical Society donated $100
for the event. I contacted Trinity United Church to prepare the fingerfood refreshments.

Collections
I took the typewriter in the General Store to be part of the exhibit going to the Port Burwell Public
School as it was requested. It will be the centrepiece of the display.
Exhibits and Events
We did last minute preparations for the opening event on the 8th. The event went well with
refreshments, a rope cutting ceremony and dignitaries present.
Preparations were made for the Canada Day activity. The craft will be a salute to Canada’s most
industrious worker – the bee. I have invited Forest Edge Apiary and Apothecary to set up a display about
beekeeping and they will bring a bee-less hive, equipment, and information.
The students and I have planned the 6 week kids’ program to have a general theme of insects. There are
a number of interesting and educational activities that come into my email from teaching and kids’
science sources. We will include in our lineup two popular themes from last year, Marble Race on the
wheelhouse walls and the Lego Demolition Derby.
Staff
The students went to only the morning portion of the EON Student Workshop at Annandale House as
they had done the afternoon training last year. That allowed me to instruct the exhibit making
workshop later in the afternoon.
The Port Burwell Public School had contacted me about a display of school oriented artifacts for their
anniversary and I asked the Ingersoll Cheese & Agricultural Museum if they could help us out. I went
later in the week to pick up the artifacts and the students and I set up the wheeled exhibit case to
display the artifacts safely. We included a sign inside the case that stated where the artifacts came from
and who had set them up. Then we wheeled it over to the school, rearranged what had shifted during
transit, and returned to the museum. We returned to the school the following week to dismantle the
exhibit and roll the empty case back.
I returned the artifacts to the Ingersoll Cheese & Agricultural Museum and picked up the Lego bin we
had used in the past for our summer kids’ program.
We had our first staff meeting and with Cecil presiding, we planned our upcoming events and activities.
I prepared the Curator’s Reports for April and May.
We continue to have computer problems as the students’ laptops don’t connect to InMagic but mine
does. Stronghold hasn’t been able to resolve the issue with one of the laptops but one will connect now.
I received an email from Bike Ontario about registering to be on their list of places for cyclists to stop. I
reviewed their criteria and we meet them all. I will apply.

Collections
There are some lighting issues with several artifacts that will be checked to see if they can be fixed.
Exhibits and Events
Canada Day and the activity on “The Hardest Working Canadians – the Bees” was quite successful.
Forest Edge Apiary and Apothecary were very popular with the visitors and were a great addition to our
bee craft. We ran out of bee ingredients and ended our craft time around noon.
The kids’ program began with the dragonfly craft, attracting 8 children and assorted caregivers. The next
week was four, then the Marble Race was held inside due to the weather. It was very busy with six
children and several adults. It seems the posters and other means of advertising was successful and we
haven’t felt any downside from not having the connection with the local library this year.
The lifeboat and revamped war exhibit, entitled “Burwell at War” continue to please visitors. The bench
with the binders outside the General Store is a popular resting place.
Staff
We had our second staff meeting and with Gavin presiding, we discussed museum challenges and our
upcoming children’s activities.
I prepared the Curator’s Report for June.
We continue to have computer problems as the students’ laptops don’t connect to InMagic but mine

for cyclists to stop.
I watched several webinars: Writing About Science for a History Museum Audience (When You're
Not a Scientist) and Made You Look!: How to Select Visuals That Will Keep Visitors Engaged
with Your Exhibits
I worked on the Digital Museum of Canada application with the hopes of reapplying Dec. 1st.

Collections
There were several donations this month. Chris Macaulay brought in an old school projector and with
Fran Underhill’s help we figured out how to make it work. It will be used in a display next summer.
Jacqueline Baskery brought in a framed print of the Ashtabula Ferry. We have the Artist’s proof but this
is one of the numbered prints from that edition. She also brought in a framed plate of the lighthouse. It
is the same as the recently donated trio of commemorative plates that have been installed in the large
plexiglass model cabinet.
Stronghold has gotten the student laptops connected to the database finally so they can complete
accessioning.
Exhibits and Events
The fourth, fifth, and sixth Kids’ programs were held. The final one had no one attend and the
observation that the village was deserted probably contributed. IT was discussed in the last staff
meeting that we should move the six week period ahead by one week to avoid the end of summer
period.
The washroom will be undergoing renovations this autumn so the contents of the north end of the
museum will be cleared away. The main portion of this work is taking place on the last day of the
season.
Staff
We had our third and fourth staff meetings and discussed museum challenges and our children’s
activities.
I prepared the Curator’s Report for July and August/September.
We prepped for craft activities for the summer program and for Christmas.
I watched a webinar on incorporating art into a historic site, which helped come up with some ideas for
next summer’s exhibit.
I worked on the Digital Museum of Canada application with the hopes of reapplying Dec. 1st.

o Printed new title onto aged legal sized paper, and attached to wall + subtitle
o Organized fraternal brotherhood artifacts and information into two cabinets
o Hung robe and banners from Oddfellows, as well as two paintings
• New Lifeboat cleaning + exhibit
o Removed old and rotting wood from interior
o Swept leaves and dirt out of lifeboat’s bottom
o Created informational booklets + displays, added them to lifeboat

o Creating advertisements for the event, including the Forest Edge Apiary and

o Creating bee craft – attaching corks to sticks, priming and then spray-painting
them yellow, affixing ribbon wings
o Ensuring we have sufficient supplies for event: sun shade, benches, crafts, and
handouts (flags, stickers, tattoos)

BACKGROUND
The Port Burwell Marine Museum was open 10:00am to 5:30pm daily from May 17, 2024
through to Labour Day, September 2, 2024 with two (2) full-time post-secondary students and
one (1) part-time Museum Curator.
DISCUSSION
Overall the summer of 2024 was quite successful with visitor numbers increased from 2023.
The students were busy as noted in their Monthly Reports. The students commented to staff
that more families than singles/couples attended the museum this year. Both students
performed very well, both at the museum and assisting with the records management duties at
the office under the supervision of the Clerk.

The Municipality participated in the Young Canada Works in Heritage Organizations (Summer
Work Experience) program, a youth employment initiative launched by the Department of
Canadian Heritage as part of the Government of Canada’s Youth Employment and Skills
Strategy. This approved grant was for one (1) Young Canada Works in Heritage Organizations
(YCWHO) summer/short-term position as a Museum Attendant/Records Assistant.
Staff look forward to summer 2025 and the opportunities it will bring.

THAT the Museum Advisory Committee Recommendation to Council be received for
information;
AND THAT Council for the Corporation of the Municipality of Bayham reaffirms By-law
No. 2017-117, being a by-law to authorize the execution of a trust agreement between
the Municipality of Bayham and the Port Burwell Historical Society.
Committee appointments are through Council and the following motion was passed at the August
15, 2024 meeting:

BACKGROUND
In accordance with Capital Item No. FA-07 and amendments thereto, on September 9, 2024,
Spriet Associates issued a Request for Tender for the renovations of the Marine Museum
Accessible Washroom Upgrades located at 18-20 Pitt Street in Port Burwell. The Tender was
published on the Municipal website.
The scope of the Marine Museum renovation includes:
Installation of a new entrance door compliant with AODA standards.
Removal of the existing washroom.
Installation of a new female washroom
Installation of new universal male washroom.
On October 2, 2024, the Tender closed at 2pm. The Municipal Engineer opened the tender
documents. Five bids were received, however, one has since been withdrawn by the bidder.
On October 17, 2024 Council considered Staff Report PS-13/24 re TENDER RESULTS –
CAPITAL ITEM NO. FA-07 – MARINE MUSEUM ACCESSIBILITY UPGRADES and passed the
following motion:

ACCESSIBILITY UPGRADES
BACKGROUND
On October 3, 2024, Council received the Draft 2024-2033 Capital Budget and passed the following
motion:

THAT Report TR-14/23 re 2024-2033 Capital Budget - Draft be received for information;
AND THAT staff be directed to begin the procurement process for Capital Item No. FD-05;
AND THAT staff be directed to report to Council further on Capital Item Nos. FD-06, PW-35,
and PW-29;
AND THAT Council approve in principle the 2024-2033 Capital Budget with amending
Capital Item No. W-03 to be $17,500 and Capital Item No. PR-03 to be moved to 2024 from
2026.
The 2024 Capital Budget includes the following:
Capital Item No. FA-07 - $60,000 – Marine Museum Accessible Washroom Upgrades
Subsequently, at its December 7, 2023 meeting, Council received Report CAO-62/23 re Enabling
Accessibility Fund – Grant Award and Agreement Authorization. The Report advised of receipt of an
Enabling Accessibility Fund (EAF) grant for the works at the Marine Museum in the amount of
$49,606. It also advised that preliminary discussions with the engineer suggested that the price tag
for the project would be closer to $80,000. Staff suggests reallocating the $20,000 from the Port
Burwell Library capital item to the Marine Museum to ensure funding. Council passed the following
motion:

AND THAT the Chief Administrative Officer and Mayor be directed to execute an Agreement
with His Majesty the King in Right of Canada, as represented by the Minister of Employment
and Social Development, in respect of the Enabling Accessibility Grant awarded for the
Marine Museum Accessibility Improvements;
AND THAT the appropriate authorizing by-law be brought forward for Council’s
consideration;
AND THAT Capital Item FA-06 be removed from the approved-in-principle 2024-2033 Capital
Budget;
AND THAT the $20,000 in funding identified for Capital Item FA-06 be re-allocated to Capital
Item FA-07.

The Lowest Compliant Bid is that of PK Construction at $94,200+HST. All bids amounts include
contingency costs that may or may not be incurred. PK Construction included a $15,000 contingency
in their tender submission. Staff have reviewed the Tender submissions with the Municipal Engineer
and are recommending approval of this Bid.
In accordance with previous direction and budget approvals, the Municipality has $80,000 allocated
to this project. The bid submission from PK Construction is $14,200 over budget. Should
contingency not be used in full, the total price will be under the $94,200 contract price, but likely still
over the $80,000 allocation.
Council will recall Report PS-12/24 re Capital Item No. FA-04 – Public Works Building HVAC and
Lighting Upgrades. The approved value of Capital Item No. FA-04 in the budget is $100,000. The
works for the item are now complete and under budget at $61,974.51 – an underspend of
$38,025.49. The Manager of Public Works and Treasurer both recommend the overage on FA-07
be funded from the cost savings on FA-04.
Staff recommend accepting the Tender bid from PK Construction.

BACKGROUND
The Museum Advisory Committee passed the following resolution on January 17, 2024:
THAT Memo MAC-03/24 re Museum Advisory Committee 2024 Meeting Schedule be received

AND THAT the following meeting dates be the Regular Meetings for the Museum Advisory
Committee for 2024:
Wednesday, April 17, 2024 at 5:00 pm (Trackless)
Wednesday, July 17, 2024 at 5:00 pm (Museum)
Wednesday, October 23, 2024 at 5:00 pm (Trackless)
AND THAT the first meeting of 2025 be scheduled at the October 23, 2024 meeting.
Further in accordance with the Museum Advisory Committee’s (MAC) Terms of Reference, the
Committee is to set the Regular Meetings at the first meeting of the year. The Terms of Reference
states that the MAC meets quarterly.
DISCUSSION
It is recommended that the meetings take place in the first month of each quarter. For 2025, it is
proposed for the meeting months to be January, April, July, and October, which will be set at the
first January meeting. Additional meetings may be scheduled by the call of the Chair, if deemed
necessary.
The first January meeting date is proposed to be January 22, 2025.
