SUBJECT: PW-3 - MAPLE GROVE LINE
BACKGROUND
On April 21, 2016 the Council of the Corporation of the Municipality of Bayham passed By-law No.
2016-030, being a by-law to adopt the 2016 Capital Budget. Within By-law 2016-030 is Capital
Project PW-3 in the amount of$50,000, being the first year of a proposed three year reconstruction
of Maple Grove Line.
DISCUSSION
To date Public Works have initiated and/or completed brushing, tree removal, stump removal, rough
ditch cuts, berm removal, road base bore holes and a drainage assessment on Maple Grove Line.
The drainage assessment and bore holes provide information on the road base, drainage outlets
and culverts required. The drainage assessment indicates that Maple Grove Line requires
approximately 50 culverts (road crossing and laneway) and 5 catch basins. The bore holes and
drainage assessment also indicate that approximately one (1) kilometre of road base will need to be
removed as it is largely top soil, filter cloth applied and the road base rebuilt with the appropriate
granular products.
The initial project scope would see culverts, road base repairs, pulverization and gravel application
in year two of the project (2017) and final grading and hard surfacing in year three of the project
(2018). Staff would respectfully request Council to authorize a component acceleration from the
aforementioned plan and provide pre-budgetary approval for staff to conduct culvert replacement
activities in 2016. The project budget and overall timeline would remain unchanged, 2017 would
still require the capital allocation of approximately $150,000, however staff would advance a portion
of that funding to obtain and install culverts and catch basins.
The benefits of conducting culvert replacement activities in 2016 as opposed to 2017 is as follows:
1) Timing
a. Large road crossing culvert replacement will require multiple road closures,
conducting these activities in the late summer months avoids school bus rerouting.
2) Material-Equipment
a. The Municipality currently has roadside stockpiles of soil to place around the culverts
and conduct culvert buildout/backfilling. Should the replacement be deferred until
2017 the road side stockpiles will be moved offsite for the winter and required to be
hauled back onsite in 2017.
b. Equipment is currently onsite.
RECOMMENDATION
1. THAT Report CAO-43/16 re PW-3 - Maple Grove Line be received for information;
2. AND THAT Council direct staff to utilize the Gas Tax Reserve to procure and install culverts
on Maple Grove Line in 2016;
3. AND THAT the Gas Tax Reserve be refunded with the 2017 Maple Grove Line Capital
project allocation.
