DELEGATIONS 4. ADOPTION OF MINUTES FROM PREVIOUS MEETING(S) A. Minutes of the Waterfront Advisory Committee Meeting held January 15, 2024 Moved by: Committee Member Pieters Seconded by: Committee Member Donnell THAT the minutes of the Waterfront Advisory Committee Meeting held January 15, 2024 be approved as presented. CARRIED 5. MATTERS OF BUSINESS A. Memo WAC-04/24 re Consideration of Paid Parking at East Beach Moved by: Committee Member Wolfe Seconded by: Committee Member Cardinal THAT Memo WAC-04/24 re Consideration of Paid Parking at the Port Burwell East Beach be received for information; 2 AND THAT The Waterfront Advisory Committee recommends to Council to move forward with a pilot program for paid parking at the Port Burwell East Beach. ADJOURNMENT Moved by: Committee Member Wolfe Seconded by: Committee Member Donnell 3 THAT the Waterfront Advisory Committee Meeting be adjourned at 6:03 p.m. CARRIED CHAIR CLERK MEMO WATERFRONT ADVISORY COMMITTEE TO: Waterfront Advisory Committee FROM: Thomas Thayer, CAO DATE: July 15, 2024 MEMO: WAC-08/24 SUBJECT: 2024 BEACH TOUR BACKGROUND The Waterfront Advisory Committee set their meeting dates for 2024 at the January 15, 2024 meeting with noting the July meeting would be at the Port Burwell East Beach. DISCUSSION The July 15, 2024 Waterfront Advisory Committee Meeting will kick-off at the Port Burwell East Beach for a general Beach Tour with staff then continue for further committee discussions in the Trackless Lounge. General operations topics during the Beach Tour will include maintenance, signage/flags, bioswales, and parking. There may also be high-level reference to ongoing and future capital works. The Beach Tour will be led by the Manager of Public Works|Drainage Superintendent, who oversees general beach operations and maintenance for the Municipality. In-depth discussion on matters such as capital items for the 2025-2034 Capital Budget will take place after the Beach Tour in the Trackless Lounge at the Straffordville Community Centre, 56169 Heritage Line, Straffordville. Please note that the Beach Tour is weather-dependent. If rain or storms are in the forecast, the Committee will be advised the morning of the meeting, and the Beach Tour item will be handled as a discussion item on Beach operations, which will take place in the in the Trackless Lounge at the Straffordville Community Centre, 56169 Heritage Line, Straffordville. RECOMMENDATION THAT Memo WAC-08/24 re 2024 Beach Tour be received for information. MEMO WATERFRONT ADVISORY COMMITTEE TO: Waterfront Advisory Committee FROM: Thomas Thayer, CAO DATE: July 15, 2024 MEMO: WAC-09/24 SUBJECT: COUNCIL DECISIONS – WAC RECOMMENDATIONS TO COUNCIL BACKGROUND The Waterfront Advisory Committee had a meeting on April 15, 2024, from which two (2) motions included recommendations to Council. These were presented to Council at the May 2, 2024 Regular Meeting and the following motion was passed: Moved by: Deputy Mayor Weisler Seconded by: Councillor Emerson THAT the Waterfront Advisory Committee Recommendations to Council be received for information; AND THAT staff be directed to: - report back to Council with more information on the implementation of a pilot program for paid parking at the Port Burwell East Beach; - report to Council on the costing to create and erect signage about shelf ice in the winter at the East Beach; - bring forward an amended sign policy to include language to allow businesses to advertise at the East Beach; and - report to Council with information on the CoastSnap App. DISCUSSION As direction has been provided from Council on these items, staff will be reporting back to Council with further information as directed and any further outcomes will be relayed back to the Waterfront Advisory Committee for information. In respect of paid parking, additional data is required prior to the item returning to Council. This is to be collected by staff to better determine reasonable revenue generation scenarios. A Report will likely be presented to Council this fall on the item. RECOMMENDATION THAT Memo WAC-09/24 re Outcomes of Recommendations to Council be received for information. MEMO WATERFRONT ADVISORY COMMITTEE TO: Waterfront Advisory Committee FROM: Thomas Thayer, CAO DATE: July 15, 2024 MEMO: WAC-10/24 SUBJECT: 2025-2034 PORT BURWELL EAST BEACH / PIER CAPITAL ITEMS BACKGROUND Every Q4, Council considers and approves a Capital Budget and 10-year Capital Plan. These items constitute a major policy document for the Municipality, which guides core and non-core infrastructure and similar investment within the 10-year time horizon ensure renew or expand municipal assets for the betterment of the community. The Draft Capital Budget is published on the Municipal website for public consumption in August. Staff generally allocate time in July and August to compile the Draft for publication. At its October 3, 2023 Special Meeting, Council received Report TR-14/23 re 2024-2033 Capital Budget – Draft and passed the following motion, in part: Moved by: Councillor Froese Seconded by: Councillor Chilcott THAT Report TR-14/23 re 2024-2033 Capital Budget - Draft be received for information; (…) AND THAT Council approve in principle the 2024-2033 Capital Budget with amending Capital Item No. W-03 to be $17,500 and Capital Item No. PR-03 to be moved to 2024 from 2026. The approved-in-principle Capital Budget contained a number of capital projects applicable to the Port Burwell East Beach and Pier. These items were presented to the Committee via Memo WAC-04/23 on May 16, 2023 and are outlined below. FA-09 – Port Burwell East Beach Washroom Expansion – $575,000 (2024 & 2028) PR-02 – Playground Equipment - $75,000 (2031) PR-06 – Electric Charging Station – $20,000 (2029) PR-11 – East Pier Rehabilitation – $325,000 (2025 & 2026) PR-13 – Beach Accessibility – $50,000 (2027) PR-14 – Beach Shade Structure – $80,000 (2027) DISCUSSION In preparation for the 2025-2034 Capital Budget, staff have commenced preliminary internal discussions regarding East Beach and Pier capital needs over the 10-year term of the Budget. When these discussions take place, Capital Items are sometimes altered in the budget to recognize adjusted priorities and/or costs for Council to formally consider. At this time, no changes to proposed Capital Items, nor associated costs or timelines, are being presented to the Committee for consideration. Because of this, the above-noted items will be further included in the 2025-2034 Capital Budget Draft, scheduled to be before Council this fall. These items are also attached to this Memo for Committee review. The recommendation is to receive this Memo for information. However, should the Committee wish to make recommendations on Capital Items not previously referred to Council, the Committee may do so. ATTACHMENTS 1.
