CALL TO ORDER Moved by: Committee Member Donnell Seconded by: Committee Member Hayward THAT Wayne Murray be appointed as Chair for the May 23, 2024 Property Standards Meeting. CARRIED Chair Murray called the meeting to order at 10:30 a.m. 2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. ADOPTION OF MINUTES FROM PREVIOUS MEETING(S) A. October 26, 2023 Property Standards Committee Meeting – OTC-23-001 Moved by: Committee Member Hayward Seconded by: Committee Member Donnell THAT the minutes from the October 26, 2023 Property Standards Committee Meeting be approved as presented. CARRIED 2 4. ORDER & APPEAL A. Order OTC-24-001: 8204 Owl Cage Road The Clerk reviewed the process of the hearings noting that following the By-law Enforcement Officer’s report the appellant will have the opportunity to address the Committee and speak to the appeal. The Committee may ask questions of the officer and/or the appellant. Each party will have an opportunity to provide a closing summary statement prior to a decision by the Committee. 5. PROPERTY STANDARDS OFFICER STATEMENT Stephen Miller, Municipal Law Enforcement & Property Standards Officer, provided the background and details of the Order to Comply OTC-24-001. S. Miller provided the Committee Members with additional photos of the property. 6. APPELLANT STATEMENT Property owner, John Fehr, spoke to the order and provided status updates of work that is being done on the property to comply. 7. COMMITTEE MEMBER QUESTIONS The Committee Members inquired on how many people live on the property, specifics of the current state of the building and septic system, how close neighbours are, how water is used and if there is immediate danger. S. Miller addressed the questions and noted the ordered reports will help provide the information for level of danger. Mr. Fehr spoke further to the work that has been completed on his property thus far relating to a yard maintenance matter and Clerk Meagan Elliott reminded the appellant that the Committee is only considering the contents of Order OTC-24-001. 8. CLOSING SUMMARY STATEMENTS S. Miller reiterated that he believes the order should be complied with to have further information to review. S. Miller recommended an additional 60 days if the Committee wishes to extend OTC-24-001. 9. DECISION Moved by: Committee Member Donnell Seconded by: Committee Member Hayward THAT the Municipality of Bayham Property Standard’s Committee extends the timeline for the items within Schedule B of Order OTC-24-001 to July 31, 2024. CARRIED 10. ADJOURNMENT Moved by: Committee Member Donnell 3 Seconded by: Committee Member Stewart THAT the Property Standards Committee hereby closes the appeal hearing at 11:13 a.m. CARRIED CHAIR CLERK
