REPORT: FR-02/24 SUBJECT: PROCUREMENT AND REPAIR UPDATE – PUMPERS 1 AND 2
BACKGROUND
Pumper 2 (Straffordville Station) On Monday April 15, 2024 during the mandatory annual pump testing, it was discovered that the mechanical seal on Pumper 2 had deteriorated to such a state that it could no longer pass the required testing. Using the company completing the pump test would had meant a substantial delay, and on their recommendation, another company was contacted to complete the repairs. As these repairs are on the pump system, and a qualified Emergency Vehicle Technician (EVT) is required to have the seal repaired immediately. Staff turned the company who successfully
bid on the replacement of Pumper 1, Carrier Emergency Vehicles, from Brantford as they could take the truck immediately.
Pumper 1 (Port Burwell) At its July 15, 2021 meeting, Council received Report CAO-18/21 re Acquisition of Pumper –
2022/23 Capital Program, and passed the following motion: Moved by: Councillor Donnell Seconded by: Councillor Chilcott THAT Report CAO-18/21 re Acquisition of Pumper – 2022/23 Capital Program be received for information; AND THAT Staff be directed to issue a Request for Proposal for one (1) Pumper. Procurement was sought early due to supply chain impacts of the COVID-19 pandemic.
DISCUSSION Pumper 2: Pumper 2 was delivered to Carrier Emergency Vehicles to be repaired. After a small setback, the vehicle was repaired at a cost of $17,336.45 + HST. Further, as a result of the repair, another pump test was required. During this time, some additional valves were found to be leaking and were replaced. At the time of this report, the exact cost of the valves could not be
supplied but is not believed to be significant, and should be under $4,000 for all four valves. Pumper 2 is now back in service. It should be noted that while Pumper 2 was down, Tanker 2’s pump had passed the annual testing requirement. The equipment on Pumper 2 had mainly been distributed between Tanker 2, rescue 2 and Car 1. Station 1 was placed on automatic dispatch with Station 2 and all mutual
aid fire partners were notified to ensure the safety for the community. Pumper 1: Staff has recently spoken to Carrier Emergency Vehicles and they advised the expected delivery date is by the end of July 2024. The pump panel has been manufactured, and the rear
compartments. It is in the assembly stage.
