Minutes of November 9, 2011 Meeting
Bayham Municipal Office, Straffordville, Ontario
Present: Chair-Bev Hickey, Vice Chair- Chuck Buchanan, Secretary- Lynn Acre,
Jean Woon, Mat Schafer, Ray Maddox
Regrets: Anna Schafer, Councillor Tom Southwick, Brian Masschaele, Ron Bradfield
1. CALL TO ORDER: Chairman called the meeting to order at 7:00 pm
2. DECLARATION OF PECUNIARY INTEREST: None
3. AGENDA: It was moved by J.Woon and seconded by M. Schafer that the
agenda be approved. Motion Carried.
4. MINUTES: It was moved by L.Acre and seconded by R. Maddox
that the minutes of the Oct. 12, 2011 meeting be approved as written. Motion
Carried.
5. CORRESPONDENCE: None
6. REPORTS:
A) Marine Museum Report: R.Bradfield has completed the donation forms
and B.Lozon has signed them. The secretary was directed to send a
"Thank You" letter to Bob Lozon for this donation. It was noted that the
lifeboat artefact needs a centre support for the covering. C.Buchanan
volunteered to build this centre support. It was moved by R.Maddox and
seconded by J.Woon that C.Buchanan be directed to purchase some
pressure-treated lumber for the construction of a centre support for the
lifeboat covering. Motion Carried.
B) Edison Museum Report: J.Woon reported that she has sent"Thank You"
note and donation paperwork to Robert Coderre for the donation of the
1914 WWI medal. She also researched the recipient, Mr. Balcom of
Vienna using the service number engraved on the medal. Copies of this
information have been forwarded to Robert Coderre as well has placed in
the Edision Museum. B.Hickey has been emptying the dehumidifiers
regularly and will try switching them to see if one of them will
successfully empty directly into the kitchen sink.
D) Barn Quilt Report: C.Buchanan reported that although some of Elgin's
barn quilts have been completed, none have yet been erected.

E) New Edison Building Committee: J.Woon reported that there is
approximately $45,000 in this reserve, which means we must raise an
additional $90,000 to complete the construction. It was noted that the sale
of the existing building and adjoining lot could raise this amount.
F) E.O.N. Meeting: C.Buchanan attended the November 3,
2011 meeting at the Gay Lea Dairy Heritage museum. At that time a
decision was made to increase the membership fees from $35 to $50, since
they have not been increased in 15 years. This increase will allow for the
purchase of"Officers & Directors Liability" insurance. Associate non-
voting memberships for those from outside counties will cost $40. The
new EON website will contain the membership list. The January 5, 2012
EON meeting will be held at the Oxford County Archives and the March
EON meeting will be held at the Woodstock Art Gallery.
7.MATTERS OUT OF THE MINUTES:
a) By-Law Review: It was moved by J.Woon and seconded by C.Buchanan that the
existing by-laws be approved as they stand with no recommended changes. Motion
Carried.
b) Private Tour: On Friday Oct. 21 a group of 17 Mennonite Home School students
and parents toured through the Marine Museum, the lighthouse and the Edison
Museum. C.Buchanan attended all 3 sites, and B.Hickey assisted with the Marine
Museum site. The three families were charged a total of$20.
c) Project Ojibwa Update: A London Free Press article reports that the Elgin
Military Museum is seeking another extension of the CAF funding. However L.Acre
reported that it was not likely that CAF would be extended. Rather the unused funds
from the grant would likely be transferred into another federal program to be dispersed
from there.
d) 2012 Budget: It was moved by J.Woon and seconded by C.Buchanan that the
2012 amended draft budget be accepted as presented. Motion Carried. Amendments
include increases in student wages from S31,399 to S33,000; increases in
equipment/computer maintenance from S2,00010 S2,500; increases in
telephone/FAX/Internet.from SI,500 to S2,300.
e) Annual Dinner Dance/Silent Auction Fundraiser: Saturday November 19/11.
J.Woon reported that the liquor license is purchased but Smart Serve volunteers are
needed. Schooners Galley is Pt.Burwell is cooking the fish. Leann Walsh from the
municipal office is organizing the silent auction. Anyone wishing to attend the dance
but not the fish fry can arrive at 8:00 pm and pay only $10/person. A small crowd is
predicted to attend.

7. NEW BUSINESS:
a) Outboard Motors Donation: Harvey Fishback has offered to
donate a 1949 10hp Johnson and a 1958 Evanrude outboard
motor to the Marine Museum. It was moved by C.Buchanan and
seconded by J.Woon that we accept two outboard motors from
Harvey Fishback. Motion Carried. C.Buchanan and B.Hickey
volunteered to construct a display rack to hold all 3 antique
motors.
b) Committee Membership: Due to health concerns for herself
and her husband, J.Woon announced that she is considering her
resignation from this committee after the November fundraiser.
c) Volunteer Recognition: It was moved by M.Schafer and
seconded by L.Acre that Bev Hickey and Chuck Buchanan be
nominated to receive the Bayham "Community Volunteer" of the
year award. Motion Carried. It was also noted that this
committee has requested that former member Cheryl Peters also
receive special recognition at the annual Bayham Volunteer
Recognition Night.
d) 2012 Edison Fest Sub-Committee: This committee requires a
chairperson. The usual volunteers include; Ron & Helen Ronson,
Jan Collins and Jon Pederson, Stan& Marg Rushton, Harris
Teall and Bob Graham. C.Peters has copious notes and lists of
contacts. This is not a fundraiser. It is a community event. A
municipal grant has been issued in the past. Special interest
groups are welcomed to participate at no charge. ( Anglican
Church, Concerned Citizens of Vienna, Skateboard Park group,
SANYA, Horticultural Society, Historical Society.) Donations of
prizes for singing contest, bicycle draw, light bulb race,
spaghetti-eating contest, etc. are collected.
9. NEXT MEETING: Wednesday January 11, 2012 at 7:00 pm Municipal office.
10. ADJOURNMENT: It was moved by M.Schafer and seconded by L.Acre that the
meeting be adjourned at 8:30 pm.
