Minutes of November 12, 2014 Meeting
Bayham Municipal Office, Straffordville,Ontario
Present: Chair-Bev Hickey, Vice Chair- Chuck Buchanan, Secretary- Lynn Acre, Matt Schafer,
Ron Bradfield, Susan Start, Albert White, Brian Masschaele, Ray Maddox

Absent: Councillor Tom Southwick/Cliff Evanitski
1. CALL TO ORDER: Chairman called the meeting to order at 7:00 pm Chairman
B.Hickey welcomed R.Maddox and B.Masschaele back from recent absences.
2. DECLARATION OF PECUNIARY INTEREST: None
3. AGENDA: It was moved by R. Bradfield and seconded by A.White that the
agenda be approved as presented. Motion Carried.
4. MINUTES: It was moved by L.Acre and seconded by C.Buchanan that the
minutes of the October 8, 2014 meeting be approved as corrected. Motion
Carried. The Marine Museum needs a new "OPEN"flag, not the lighthouse.
5. CORRESPONDENCE: Emails from Bill Phillips, offering a discounted
price for a booth at the London Boat Fishing & Outdoor Show Feb.20-22,
2015.
6. MATTERS OUT OF THE MINUTES
a) Wheel House Acquisition: It was moved by R.Maddox and C.Buchanan
that the Museums Bayham "Wheel House Project" sub-committee hereby be
dissolved since the organization and fundraising of this project has been
taken over by the Port Burwell Historical Society. Motion Carried. It was
noted that Council's approval is still needed for this project.
b) Committee Membership: As requested, C.Buchanan spoke to Mike
Baker, Elgin County curator. He is not able to sit on our committee as a
member.
In response to the retirement of B.Masschaele from this committee,
members reviewed By-Law 2010-059; Membership- which states "The Board
shall consist of a minimum of eleven (11) members, including six (6) community members, one (1)
member from the Port Burwell Historical Society and one (I) member from the Bayham
Historical Society, one (1) expert representative from a professional heritage facility (active or
retired), as possible, one (1) member of Council, and a curator/municipal staff liaison (non-
voting)position.

It was moved by S.Start and seconded by C.Buchanan that our membership
by-law be amended by removing the phrase "one (1) expert representative
from a professional heritage facility (active or retired) as possible" since this
membership requirement is neither attainable nor necessary. Motion Carried.
B.Masschaele assured the committee that he would remain involved as a
resource person but would no longer attend regular meetings. It was agreed
that he would therefore continue to receive emailed minutes of the meetings.
It was also noted in the By-Law under "Term of Office" that although board
members are eligible for re-appointment, they"shall not be eligible for the same
position for a period of more than six continuous years. After an absence of not less than one
year, such person shall be eligible for re-appointment." It was suggested by S.Start that
the next municipal newsletter be used to advertise the need for a new
member for this committee.
c) Certificate of Appreciation for Brian Masschaele: Staff will prepare a
certificate which will be presented at the annual Volunteer Appreciation
night on November 27 at 7 pm at the Vienna Community Centre. If
B.Masschaele is unable to attend this event, then the presentation can be
incorporated into a library presentation to council sometime in December.
d) London Boat Fishing & Outdoor Show: Since we are once again
offered a 75% discount, and because attendees of Boat Shows are
"destination oriented" and are aware of Lake Erie ports, it was moved by
S.Start and seconded by A.White that we register for the February 20-22,
2015 London Boat Fishing & Outdoor Show for $297.00 (hst included).
Motion Carried. Volunteers to staff the booth will be recruited from this
committee and the Historical Societies.
e) 2015 Draft Operating Budget: Members reviewed the draft operating
budget as presented by L.Millard. Reductions were made to
"Ads/Brochures/TODS/Rec Shows" and "Marketing-new facility".
Members agreed to check the museums to determine the supply of brochures
stored at each site. Once again a discussion regarding the management of
summer students, led to the agreement that increased supervision is needed.
It was suggested that perhaps we could seek to "share" Aylmer's new
curator since she's only working part time for them. With this in mind, it
was decided to budget $4,200 for curatorial services for 20 weeks/year.

It was moved by L.Acre and seconded by M.Schafer that we recommend to
Council the approval of our 2015 Operating Budget as amended. Motion
Carried.
1) 2015 Draft Capital Budget: L.Millard explained council's goal to
establish a 10-year capital budget. Committee members reviewed the draft
budget outline and provided projects and estimates for their completion. It
was moved by M.Schafer and seconded by A.White that we recommend to
Council the approval of the draft 2015 Capital Budget as amended. Motion
Carried.
g) Lighthouse Flags: These flags cannot be taken down without a boom
truck therefore the municipal staff needs to take them down. All of the
museum flags have been removed by committee members.
h) Gay Lee Dairy Museum Artefact Offer: C.Buchanan examined the Gay
Lee Dairy Museum's brownie cameras and determined that they were all
identical to the ones we already have. Therefore none were accepted.
i) Edison Dinner Fundraiser Sat. Nov. 15, 2014: This committee donated
two free passes for 2 adults to attend our museums. M.Schafer announced
that "Happy Hour" was 5-6 pm; Perch Dinner was 6 pm, Silent Auction and
Live Entertainment to follow. Tickets are $30/person. Anyone who arrives
after 7:30pm and does not have dinner, the price is $5/person.
NEW BUSINESS:
A) 175th Birthday Celebration of Lighthouse: The Port Burwell
Historical Society is organizing a celebration for July 1, to correspond
with Canada Day since most of our federal and provincial dignitaries
will be in town then. They hope to have the wheel house installed by
then.
B) EON Workshop: There will be a workshop on "Governance" at the
Delhi Tobacco Museum on Friday Nov. 28, 2014.
C) School Tour of Marine Museum: L.Acre will contact teacher Ian
Hibbert at Port Burwell School to arrange date & time for his JK/SK
class tour.

9. NEXT MEETING: Wednesday December 10, 2014, at 7:00 pm Municipal
office.
10. ADJOURNMENT It was moved by Albert White that the meeting be
adjourned at 9:40 pm.
