Minutes of October 10, 2012 Meeting
Bayham Municipal Office, Straffordville, Ontario

1. CALL TO ORDER: Chairman called the meeting to order at 7:00 pm
2. DECLARATION OF PECUNIARY INTEREST: None
3. AGENDA: It was moved by M. Schafer and seconded by C. Buchanan
that the agenda be approved as presented. Motion Carried.
4. MINUTES: It was moved by L.Acre and seconded by R. Bradfield
that the minutes of the July 25, 2012 meeting be approved as written.
Motion Carried.
5. CORRESPONDENCE: None
6. MATTERS OUT OF THE MINUTES
a) Lifeboat Repairs: The gunnel is deteriorating. Ed Matthews
advises that it would be cost prohibitive to replace. Therefore
B.Hickey will buy some `Rondo" body filler to repair it. This needs to
be done prior to covering it for the winter. This expense can be
covered under 2012 operating funds.
b) Missing plaque on Stanley Clipper Engine: C.Buchanan ordered a
new plaque for the Kahlenberg Engine from the Stanley Clipper as
well as one for the Marine Museum as per past discussion.
c) Membership: Jean Woon has tendered her resignation as both a
committee member and the chairman of the New Edison Building
committee. It was moved by M.Schafer and seconded by R.Maddox
that we regretfully accept the resignation of Jean Woon and that a
letter of appreciation by sent. Motion Carried.
Albert White has expressed interest in becoming a member. Chairman
Hickey will invite him to attend the November meeting.

6. MATTERS OUT OF THE MINUTES
d) Elgin Heritage Guide: B.Masschaele attended the Sept.4, 2012
meeting at the county Archives building. This guide is a tourism
publication sponsored by Elgin County and St.Thomas and is scheduled for
distribution in spring of 2013. As it is limited to 32 pages, not every
heritage attraction is listed but readers will be directed to the website where
a complete list is available. www.elgintourist.ca
e) Doors Open East Elgin: Approximately 45 people attended the Edison
Museum, 78 visited the Marine Museum, 72 visited the Lighthouse and 25
visited the Wind Interpretive Centre. L.Millard will circulate official results
once all paperwork is finalized.
7. BUDGET: Clerk Lynda Millard presented the draft 2013 Operating
Budget based on 2012 actuals to date. It was decided to amend "fundraising"
by adding $5,000 to the revenue and $4,000 to the expenses. Also it was
decided to add another $1,000 to "donation revenue". It was moved by
R.Bradfield and seconded by C.Buchanan that we accept the 2013 draft
budget as amended. Motion Carried.
Capital Budget Discussion: It was decided to add an additional $500 to the
reserves for a replacement furnace for the Marine Museum as well as $2,000
to the new Edison Museum building reserve. There was some discussion
regarding a laptop computer which was thought to have been purchased in
2012 for the Marine Museum but which hasn't been seen. L.Millard will
find invoice to check.
8. REPORTS:
a) Edison Museum: The Year End Report for the Edison Museum as
submitted by our summer students was received. The problem of humidity
and its damaging effects on the artifacts was discussed. C.Buchanan
suggested raising the winter temperature to 15 degrees would help. It was
decided to test the humidity with our hygrothermograph. With the
resignation of J.Woon, who traditionally organized the annual dinner dance
& silent auction, it was felt that not enough time was available for someone
else to get it organized for this year.

L.Millard will cancel the Vienna Community Centre. Alternate fundraisers
were suggested by M.Schafer, one of which was a raffle on an I-Pad or
Smart phone. L.Millard informed the committee that the municipality cannot
receive any monies raised by lotteries (raffles). Prior to her resignation,
J.Woon received an artefact donation from Elaine Balpataky from
Tillsonburg. It is a book of poems written by Charles Edison, the son of
Thomas Alva Edison. The paperwork has already been administered by
J.Woon. It was moved by R.Bradfield and seconded by R.Maddox that we
accept the book of poems from Elaine Balpataky. During the summer ADT
Alarms servicemen came to replace the panel on the alarm system. At that
time they recommended that we change the batteries, which C.Buchanan has
done.
b) Marine Museum & Lighthouse: The Year End Report as submitted by
the summer students was received. R.Bradfield reported on 3 donations of
artefacts. An antique fishing pole with wooden storage case as well as a new
publication of Frank Prothro has been donated by Tim & Brenda Martins.
The former Boy Scout Hall has donated 2 plaques from the 1940's
honouring former "Sea Scouts". It was moved by M.Schafer and seconded
by B.Masschaele that we accept all of the donations for the Marine Museum.
Motion Carried. B.Hickey will look after the paperwork. A newsletter from
February 1988 was circulated, depicting the establishment of the Marine
Museum by the Port Burwell Council. The building cost $29,000 and was
purchased from Glen White Industries.
c) Ojibwa Update: As per the Sept.19, 2012 News Release, the new arrival
date for the arrival of HMCS Ojibwa is Nov. 14, 2012.
8. NEW BUISNESS:
A) 2013 Home & Rec Show: Since Tillsonburg will no longer be hosting
this event, it was decided to attend both the Aylmer and St.Thomas Home &
Rec shows instead. B.Hickey will gather more information for the next
meeting. (dates, prices, space size etc.)

8. NEW BUSINESS:
b) Queen's Jubilee Award- Round Two Nominations: It was moved by
M.Schafer and seconded by R.Maddox that we recommend to Bayham
Council that Chuck Buchanan be nominated to receive a Queen's Jubilee
Award. Motion Carried. Deadline for submissions is Dec.31, 2012.
c) Bayham Volunteer Awards: It was moved by M.Schafer and seconded
by L.Acre that R.Maddox, R.Bradfield and C.Buchanan be nominated to
receive Bayham volunteer awards. Motion Carried. M.Schafer agreed to fill
in the nomination forms by the November 1 deadline.
9. NEXT MEETING: Wednesday Nov. 14, 2012 at 7:00 pm Municipal
office.
10. ADJOURNMENT: It was moved by R.Maddox and seconded by
C.Buchanan that the meeting be adjourned at 8:50 pm.
