Re: Annual Reporting as per section #11 of ECA #0112 – B6VQV8 and ECA# 2248-
B2RRXN for the Port Burwell Wastewater Treatment plant.
Dear: Sir/Madam
The following is a summary of the year 2018 operations for the Port Burwell Wastewater
Treatment Plant, owned and operated by the Municipality of Bayham in accordance with
the conditions set out in section #11 (3) of the above said ECA`s.
a. A summary and interpretation of all influent and imported sewage monitoring
data, and a review of the historical trend of the sewage characteristics and
flow rates; - the 2018 annual compliance summary spreadsheet details the
influent characteristics as well as flows, 2016 – 2018 compliance
spreadsheets attached for trending information
b. A summary and interpretation of all final effluent monitoring data, including
concentration, flow rates, loading comparison to the design objectives and
compliance limits in this approval, including an overview of the success and
adequacy of the works; - as above
c. A summary of any deviation from the monitoring schedule and reasons for the
current reporting year and a schedule for the next reporting year; - no
deviations were encountered with the 2018 Monday sampling schedule with
the exception of stat holidays falling on the Monday (this can be noted in
the annual SGS sampling file) , Tuesday sampling will be utilized for 2019
d. A summary of all operating issues encountered and corrective actions taken; -
August 2018 total effluent ammonia exceedance due to mechanical failure,
written notification to MOECC dated Sept.7/18 – a spare SBR motive pump
is currently available to mitigate future concerns
e. A summary of all normal and emergency repairs and maintenance activities
carried out on major structure, equipment, apparatus or mechanism forming
part of the works; - preventative and predictive maintenance completed
throughout the year consisted of pumps, blowers, valves, influent works
equipment, UV, flow meters, electrical, SCADA, generators … Wastewater

f. A summary of any effluent quality assurance or control measures undertaken;
- results of in-house lab work is utilized as a quality control measure along
with process optimization
g. A summary of all the calibration and maintenance carried out all influent,
imported sewage and final effluent monitoring equipment to ensure that the
accuracy is within the tolerance of that equipment as required in this approval
or recommended by the manufacturer; - annual flow meter calibration
reports attached confirm that flow measuring devices are within
manufactures specifications – the ABB Magmaster flow meters at pump
stations #1 and #5 will requiring replacement in 2019.
h. A summary of efforts made to achieve the design objectives in this approval,
including an assessment of the issues and recommendations for pro-active
actions if any are required under the following situations; - when any of the
design objectives is not achieved more than 50% of the time in a year, or there
is an increasing trend in deterioration of final effluent quality, and or when the
annual average daily influent flow reaches 80% of the rated capacity; - the
2016-2018 annual compliance spreadsheets are attached for confirmation
and objective compliance trending
i. A tabulation of the volume of sludge generated, an outline of anticipated
volumes to be generated in the next reporting period and a summary of the
locations to where the sludge was disposed; - sludge application/metals
anlayasis spreadsheets attached – no significant increase in volumes are
anticipated for 2019
j. A summary of any complaints received and any steps taken to address the
complaints; - odours specific to pump stations/forcemain resulted in an
increase of Bioxide to rectify the concerns
k. A summary of all bypasses, overflows, other situations outside normal
operating conditions and spills within the meaning of part x of EPA and
abnormal discharge events; - Feb. 21-22/18 bypass event due to Otter Creek
flood , MOECC incident # 901949
l. A summary of all notice of modifications to sewage works completed under
paragraph 1.d of condition 10, including a report of status of implementation
of all modifications – none to report during this annual report period
m. A summary of efforts made to achieve conformance with procedure F-5-1
including but not limited to projects undertaken and completed in the sanitary
sewer system that result in overall bypass/overflow elimination including
expenditures and proposed projects to eliminate bypass/overflows with
estimated budget forecast for the year following that for which the report is
submitted; - ongoing flood preparedness efforts to mitigate flood water from
entering the sanitary collection system include gasketing of sanitary
manholes in low lying flood prone areas as well as sand bagging manholes
when and where applicable.
n. Any changes or updates to the schedule for the completion of construction and
commissioning operations of processes/equipment groups in the proposed
works; - not applicable for 2018
