Call to Order Chair l3ev Hickey called the meeting to order at 7:05 pm 2. Disclosure of Pecuniary interest None, 3. Review of Items Not on the Agenda None. It was moved by Chuck Buchanan and seconded by Susan Start that the Agenda he approved as presented. Motion Carried. 4. Announcements None. 5. Delegation(s) None. 6. Approval of Previous Minutes It was moved by Kimberly Leg2 and seconded by Chuck Buchanan that the minutes of the February 10, 2016 meeting he approved. Motion Carried, 7. Correspondence 7.1 (a) For information only An announcement of the sad news of the passing of Cheryl Peters was received by board members. An appreciation was noted for her time volunteering with this Board. 7.2 (b) Action required None. 8. Unfinished Business: A. London Boat, Fishing& Outdoor Show Review Chair Bev Hickey shared a special thank you to all of the Board members that were able to assist with setting up, manning the booth and returning the items. It was a good location with lots of people coming through. Being well presented, the booth attracted a lot of attention. B. Job Posting & Job Description The Job Posting and Job Description for a Curator were made available for review. The Board was pleased with the job description and posting created and felt it accurately reflected the role of the Curator. The Board was asked to consider and provide comment/ clarification regarding the time frame of the Curator position. Following discussion regarding the role of the Curator, it was decided that the board members are comfortable with the original timeframe, however, we would like the Curator to be involved in the hiring of the students and be available through the end of the season for closing. Bev Hickey will share the motion with Brenda at the Municipal office and ask for any further clarification, as well as answer any further questions. A motion was made by Susan Start seconded by Ally Shelly, to make the Curator available Jriathe hiring of students and he there for a weekjollawing the closing of the season, including an opportunity to report to the Council. Motion carried. C. Council Resolution re: Edison Museum The resolution from the Council "that the discussion topic of the Edison Museum be referred to Museums Bayham for consideration specifically considering the provision of temporary and static displays and the response be provided to Council in the form of an Advisory Board Committee resolution" was reviewed, as well as the minutes of the Museum Building Committee minutes from February 23, 20161. A motion was made by Susan Start, seconded bv Albert White, that the board supports the ro.aoscr1 r•om Randy Bre er or an unsta .ed static di.s la in the Ba 'ham Tamil Table Restaurant fear the 2016 season. Motion carried D. Edison Building Committee recommendations to Council The recommendation from the Building Committee regarding a static display was discussed. As a Board we are concerned with the future of the preservation of the Edison story. A motion was made by Matt Shatter, seconded Chuck Buchanan, that the Board recommends that the current building lot and the current funds that were raised by the huildin F committee be ke n in their current stale until a real decision is-made re_ardin r the Edison Museum and that we request to meet with the Mayor and CAD to begin working collaboratively to move forward to create a long term fiscally-maintainable way to document and display the Edison story. Motion carried. Bev llickey will arrange a meeting with the Mayor and the CAO at a time that is convenient ibr them. A. Possible donation of books to Museum The following books have been offered, signed by a local author Lyal Tait and currently held by a museum member of the EON group: Tobacco in Canada and The Edisons in Vienna. A motion was made by Mutt Shaffer and Seconded by Albert White that the books he declined and given to the Elgin County Archives, Motion Carried. B. SLATE conference The Slate conference will take place on April 18th, 2016 at the Ingersoll Town llall. A registration form was attached to the email. 10. Finances (Budget): None. 11. Other Business (a) Clippings from Aylmer Express re: repairs to Marine Museum For information only, a clipping was shared from the Aylmer Express (February 24th, 2016) which noted that $3980 will be spent for repairs to the Marine Museum. (b) EON news For information only, it was shared by Chuck Buchanan that June 6th is the proposed date for the student seminar. 12. Among the many important things it documents is the arrival of the first two generations of Edisons from Nova Scotia to lots on the lakeshore just west of Burwell's property along the Otter,and in the second and third concessions. This is a phenomenal resource to now have at our fingertips locally online;and the Elgin County Archives and Elgin OGS are to be hugely congratulated for this achievement. Brenda Gibbons Clerk's Assistant Municipality of Bayham 9344 Plank Road Straffordville,ON Office: (519)866-5521 bgibbons@bayham.on.ca Vienna Edison Fest Committee Meeting Held Monday, January 18, 2016 at 4:45 p.m. Committee Room Municipal Office 9344 Plank Road Straffordville, NOJ 1'Y0 Present were Robert & Hellen Ronson, Mathew Schafer, Bob Graham, Leann Walsh, Annette Lindsay, Rosemary White and Acting Secretary, Lynda Millard. Chairman Hellen Ronson called the meeting to order at 4:45 p.m. The Minutes of the July 27th meeting were circulated and read by those present who do not have email. Moved by Annette Lindsay Seconded by Bob Graham That the minutes of the meeting held July 27th, 2015, be approved, as amended. Carried It was noted that the minutes of the Edison Dinner wrap-up meeting held December 7, 2015 were referenced in regard to Wrap Up Discussion of Edison Fest 2015 which noted that the 2015 EdisonFest proved very stressful for the sparse organizing committee as they were each trying to do too much. More help is needed for future Edison Fests. The discussion resulted in the following resolution being passed: Moved by Lynn Acre and seconded by Bob Graham that we proceed with the municipal grant application as amended. The committee was advised that the application had been completed and submitted for consideration by Council at a budget meeting earlier in January and that the monies supporting the four larger Bayham events remains in the budget which is expected to be approved on January 215t, Once budget support was confirmed, it had been understood that the committee would further consider whether to hold EdisonFest in 2016, take a leave for one year or cancel the event due to lack of volunteers. Lynda advised that promotion of local events has already begun and the February Newsletter is being prepared for distribution through the property tax billing and must be completed and ready for printing by January 27th. She noted that this meeting was requested in order to confirm whether EdisonFest should be included. Several members admitted that they were strongly reluctant to proceed with EdisonFest unless more volunteer support was forthcoming, however, it was agreed that an urgent appeal for support be put to the public and that the Fest be cancelled if sufficient support was not demonstrated by mid March. It was noted that it would be a greater benefit to retain Fest promotion in the Newlsetter, tentatively, based on obtaining sufficient volunteer support. It was suggested that loss of the promotion would not be recovered should the Fest garner volunteer support and proceed. After further discussion, the following resolution was passed Moved by Mathew Schafer Seconded by Robert Ronson That promotional information for the Vienna EdisonFest to be held June 4, 2016 be included in the February 2016 Bayham Property Tax Newsletter; That an urgent message also be included in the Newsletter that the 2016 EdisonFest will be cancelled if sufficient volunteer support (adult/student) is not received by Tuesday, March 151'; And that this urgent message be circulated by word of mouth, email and any other appropriate and potentially effective cost-free methods available. Acting Secretary: Date Approved: _ Municipality of Bayham EdisonFest Committee Meeting Minutes Bayham Municipal Office, Council Chambers 9344 Plank Road, Straffordville, ON March 15, 2016 at 7:00 p.m. Present were Mathew Schafer, Bob Graham, Annette Lindsay, Wm. Gheysen, Bev Hickey, Randy Breyer and Lynda Millard. Robert & Hellen Ronson, and Leann Walsh were absent. Matt Schafer volunteered to act as Chairman and Lynda volunteered as acting Secretary. 1. Minutes of EdisonFest Committee meeting held January 18, 2016 for approval The Minutes of the January 18, 2016 meeting were circulated and read by those present who do not have email. Moved by Wm. Gheysen Seconded by Annette Lindsay That the minutes of the meeting held January 18th, 2016, be approved. Carried 7. Correspondence 7.1 For information Only 7.2 Action Required a) Discussion & resolution confirming whether or not to proceed with Vienna EdisonFest on June 4, 2016 The Chairman encouraged the attendees to voice their comments and concerns about whether or not to go forward. He requested a verbal report on responses to the blitz efforts taken to solicit volunteer support since the January meeting. Lynda responded that five volunteer applications had been received at the office from local persons interested in assisting the organizers with Edison Fest, although two indicated they had prior commitments on the day of the Fest and could only provide assistance prior. Another person offered the assistance of five mature, capable and willing teenagers to assist wherever needed on the day of. An additional six to eight others were contacted by the committee and indicated an interest in assisting at EdisonFest, should it be determined that it would be held this year. Discussion included loss of physical support by others due to family or other commitments, health concerns or other interests, etc. It was generally agreed that taking a year off would not contribute to renewed interest, generate momentum or restore interest sufficiently to be successful if left until 2017. There was agreement that it is critical to keep the Fest going, while also seeking and encouraging more participation. Randy & Bill were both opposed to putting EdisonFest on hold until next year and supported going forward. It was recognized and agreed that in going forward some expectations may need to be temporarily altered, set aside, reduced or simplified to be manageable by the limited number of workers. Moved by Randy Breyer Seconded by Wm. Gheysen That EdisonFest go forward for 2016 on Saturday June 4'" Carried b) The decision to go forward required additional discussion of critical Fest items needing immediate attention. Various concerns raised included the potential need to find a replacement disc jockey should Stan be unavailable, availability of the service providers and entertainment engaged in 2015, health limitations that may require cutting back on the talent contest or other program items and/or cutbacks that may be necessary due to limited existing workers and inexperienced volunteer support. It was agreed that: • It be confirmed whether Stan is available to look after the recorded music and that Randy & Bill seek out other options, for consideration, if/as required: • Status of talent contest be confirmed with Robert & Hellen and alteration of the program be considered if/as necessary; EF Committee Minutes March 15, 2016 3 • Posters & promotional material be revamped to include watermark, reduced content, be more general yet eye-catching and increased fi on local circulation (Randy & Bill); • Vendor form content & requirements be reviewed & adapted iflas necessary; • Availability of Service & Entertainment Providers be confirmed and quotations based on last year's activities, plus other options availab requested in time for consideration at the next meeting; • Service clubs be approached for physical presence and financial su • Funding support be solicited; • Recognition of donors/supporters during event be enhanced/expanc It was agreed that the persons that submitted volunteer applications be invi and encouraged to attend the next meeting. Carried DRAFT EdisonFest Committee Minutes of Meeting Held March 29, 2016 at 7:00 p.m. Bayham's Family Table Restaurant 6209 Plank Road, Vienna, ON Members Present: Mathew Schafer, Bev Hickey, William Gheysen, Bob Graham, Annette Lindsay and Lynda Millard. Also present and welcomed as new members were Darya Rousseau, Susan Chilcott, Ken Andrews and Randy Breyer. (newcomer Gord Bennett was absent) Members absent: Robert & Hellen Ronson, Rebecca & Zygmunt Dygos and Leann Walsh. 1. Call to Order— Mathew Schafer, Vice-Chairman called the meeting to order at 7:00 p.m. It was agreed that Lynda Millard continue to act as Secretary. 2. Disclosure of Pecuniary Interest None 3. Review of Items Not on the Agenda Correspondence dated February 8, 2016 from the Municipality advising that a $1500 grant for Edison Fest has been approved by Council under the Municipal Assistance program. 4. Correspondence 7.1 For Information Only Correspondence dated February 8, 2016 from the Municipality advising that a $1500 grant for Edison Fest has been approved by Council under the Municipal Assistance program. Carried 7.2 Action Required a) Confirmation of pre-booking of Vienna Community Centre as back-up for EdisonFest. Following discussion regarding relevant use of the hall in extreme weather conditions as opposed to postponing the Fest until the next day, the following resolution was passed: Moved by Ken Andrews Seconded by Susan Chi'cott That EdisonFest to be held on Saturday June 4th, be postponed until Sunday, June 5'' if under forecast of prevailing extreme weather conditions, at the joint discretion of the Co-Chairpersons, Vice-Chairman & Secretary; That immediate action be taken to advise all participants and the public, upon making the decision to postpone, while maintaining the activities as close to the original format as possible on the following day, based on determined, pre-planning efforts of the committee; That the Committee hereby relinquishes use of the Vienna Community Centre as back-up for EdisonFest on June 4, 2016; And That the Hall Manager be so advised. Carried b) Review of 2015 program was discussed for 2016 and the following confirmed: -Opening ceremonies at 10:15am; - Cross-cut Saw Challenge at 10:30am, - #tents available — 10' x 20' used last year was requested from Scouts for silent auction to be added this year (Susan has one at least 10' x 10', Lynda has access to 3, 1 needs roof support fixed); - there are chairs &tables available in the food booth; - the Vendor application form is to be amended to accommodate postponement until Sunday under prevailing extreme weather conditions with all service & entertainment providers to be advised asap - Vendors are to be advised of the change and provided with an amended copy, as the application form was already circulated. The Masonic Lodge has advised that they will not be serving breakfast. It was noted that Robert and Hellen will participate and approach the schools regarding the Youth Talent Competition; Bruce Bolin will prepare necessary certificates. What type of media the DJ can handle for the youth talent contest will need to be determined, eg. Jump drives, CDs, karaoke style disc etc. The Vienna Lions have been requested to consider holding a 50/50 raffle and draw. Some letters seeking funding support have gone out by email. Others to follow as finalized. Committee members were also given copies of the funding request letter to seek additional financial donations, payable by cheque to the Municipality. The Secretary is to provide a listing to whom these letters have already been sent to. Community supporters & volunteers will solicit items for a Community silent auction fundraiser. For next meeting: Advertising & promotion are to be reviewed & updated, including freebees & paid advertising options. Development of draft poster content (input provided by Randy & Bill) for circulation & review, to be submitted for placement on the agenda and discussed at next meeting. # of umbrellas available for picnic tables to be determined at next meeting. 8. New Business Discussion and consideration of submission of applications to the County of Elgin under the Festival & Event Program and to the Elgin Public Health, Healthy Kids Program. Moved by Susan Chilcott Seconded by Annette Lindsay That an application be prepared and submitted for EdisonFest funding support under the County Festival & Event Program, subject to availability and applicable deadlines; And That a resolution in support of the application by Bayham Council, iffas required, be requested. Carried **The following information regarding the above was provided to the Secretary the meeting: "This is not what the Healthy Communities Partnership is about. There is no application or resources for community groups to access funds. The Ice Rink project was one of the Partnership's identified projects as part of the Healthy Kids Community Challenge, which focused on physical activity to meet th€ criteria for the funding from the Ministry of Health. Funding to the Partnership is provided by the Ministry of Health & LTC through the Healthy Communities Fund-Partnership Stream for community planning and policy development. Other funding is coming from the Ontario Trillium Foundation for community development of higher quality programming and infrastructure to suppc physical activity and getting people more active, The group is accountable to both entities." Carried er Business Matt provided an update regarding a meeting between Museums Bayham Board members, the CAO and Mayor. He commented that there are tegal details regarding the Edison building that still cannot be disclosed, however, there are options that may apply to non-profit entities that may be of interest, as opposed to what a Municipality Is permitted to do. Donation or transfer of a property to a local group may be an option to which fundraising opportunities and other benefits that apply to non-profits may be possible. Such a move would entail a big commitment but may warrant consideration. 12. B. Hickey called the meeting to order at 5:30pm Purpose of the meeting was to discuss the future of the Edison Artifacts, potential use of Building Fund and the future use of the vacant lot at the top of the hill Raised points of interest: - Council is not repairing 14 Snow Street Building as per the Engineer's recommendations - Outstanding legal concerns surround the ownership of the 14 Snow Street property; municipal staff are still working through legal counsel to resolve - Council is waiting for the Museum Board's resolution regarding the R. Breyer offer to host artifacts and a resolution regarding the accumulated Edison Building funds - Members stated the Boards decision is to accept the R. Breyer offer to display for the summer and to hold the funds, keep the vacant lot until a decision is made on the 14 Snow Street property; Minutes are forthcoming - Staff stated no further Council deliberations until the Minutes/Resolutions received and if received in time, they can be placed on the April 7" regular Council agenda - 2016 Budget includes ongoing operating costs for 14 Snow Street property; students' funding transitioned to the Port Burwell Marine Museum; changes to Budget is subject to Council's direction and approval - Board needs to know Council's intention for the 14 Snow Street and the vacant lot before plans can be made to move forward with the artifacts and future Edison projects such as: 1. install more Information/Historical signage throughout Vienna and tie all together 2. include the Edison Pioneer Cemetery as part of an historical tour around Vienna 3. enhance the Historic Plaque location with Historical Information boards 4. install display boards in the vacant lot and Vienna park 5. involve the County Archivist to review artifacts for significance to establish static displays at the PB Marine Museum and Municipal Office and other locations 6, provide financial support to EdisonFest to promote expansion & growth 7. promote all of Bayham's historical figures including the Edison Connection - Consider three options for a Museum: 1. Privately Owned: Establish a registered Non-profit Organization to own and operate the museum; may allow for easier fundraising and grant opportunities; Organization assumes all liabilities 2. Municipally Owned: Municipality retains ownership and liabilities while the Non- Profit Organization operates the museum; concept is fine but may be a problem at the existing site; municipal owned building is held to a higher standard for occupancy, engineering and accessibility vs. privately owned building 3. No Museum - Comment made that establishing and maintaining a Non-Profit Organization requires a strong long-term personal commitment from the membership - Suggestion the Museum Board ask the Building Committee to explore potential for establishing a non-profit organization Next Steps: - Board to provide their last meeting Minutes to Municipal Staff for the Council Agenda —minutes include the resolutions regarding the: R.
