HomeMy WebLinkAboutBy-law No. 2022-065THE CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NO. 2022-065 A BY-LAW TO AMEND BY-LAW NO. 2022-003 BEING A BY-LAW TO GOVERN THE PROCEEDINGS OF THE COUNCIL OF THE MUNICIPALITY OF BAYHAM, AND OF ITS COMMITTEES AND THE CONDUCT OF ITS MEMBERS WHEREAS Section 238(2) of the Municipal Act, S.O.2001, c.25 as amended, requires every Municipality to pass a Procedural By-law for governing the calling, place and proceedings of meetings; AND WHEREAS Council for the Corporation of the Municipality of Bayham deems it desirable to amend By -Law No. 2022-003, being a By -Law to Govern the Proceedings of the Council of the Municipality of Bayham and of its Committees and the Conduct of its Members to include language surrounding length of presentations during Public Meetings and overall meeting duration; THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM ENACTS AS FOLLOWS: 1. THAT Section 5.2 of By -Law No. 2022-003 being a By -Law to Govern the Proceedings of the Council of the Municipality of Bayham and of its Committees and the Conduct of its Members be amended to include the following: 5.2.4 With respect to V. Public Participation, the applicant and/or any agent thereof, making oral representation on their behalf, shall be permitted to present to Council for a cumulative duration of twenty (20) minutes maximum. Any individual resident attending a Statutory Planning Meeting and wishing to make oral representation shall be permitted to speak for a maximum of ten (10) minutes. An extension to speak may be decided, without debate, by a majority of Council Members present. 2. THAT Section 10.29 of By -Law No. 2022-003 being a By -Law to Govern the Proceedings of the Council of the Municipality of Bayham and of its Committees and the Conduct of its Members be amended to include the following: d) Any Regular or Special Meeting proceeding past 11:00 p.m. shall not proceed past 11:30 p.m. e) Council shall use this additional time to dispose of the most time -sensitive items as decided at the sole discretion of Council. 0 Any items not formally disposed of by 11:30 p.m. shall be deemed deferred until the next meeting of Council, as determined by Council resolution, and will be disposed of at that time. READ A FIRST, SECOND AND THIRD TIME AND FINALLY PASSED THIS 6th DAY OF OCTOBER 2022.
