ANNOUNCEMENTS Mayor Ketchabaw announced that the first round of the trial curbside bulk garbage pick-up was successful and that the next pick-up date is Monday, September 26, 2022. Anyone who wishes to register is to call the office. CAO Thayer announced that voterlookup.ca is now disabled and those looking to check if they are on the Voter's List for the 2022 Municipal Election are to check with the office directly. 5. Report PS-15/22 by Ed Roloson, Water/Wastewater Operations re Sanitary Sewage Capacity Study Update and Proposed Upgrades Moved by: Councillor Froese Seconded by: Councillor Donnell THAT Report PS-15/22 re Sanitary Sewage Capacity Study Update and Proposed Upgrades be received for information; AND THAT the Council of The Corporation of the Municipality of Bayham accept the Engineering Proposal from CJDL Consulting Engineers to update the sanitary sewage capacity study and proposed system upgrades in the amount of $11,000 plus HST to be funded from the Sewage Works Reserve Fund. Report DS-50/22 by Margaret Underhill, Deputy ClerklPlanning Coordinator re Rezoning Application ZBA-20/22 — Zimak, 54694 Calton Line Moved by: Deputy Mayor Weisler Seconded by: Councillor Chilcott THAT Report DS-50/22 regarding the Zimak rezoning application ZBA-20/22 be received for information; AND THAT pursuant to Planning Act Regulations Bill 73 Smart Growth for our Communities Act, 2015, it be pointed out that at the public participation meeting held August 18, 2022 associated with this application, there were no public presentations and no written public comments received regarding this matter; AND THAT all considerations were taken into account in Council's decision passing this resolution; AND THAT Zoning By-law No. Z456-2003, as amended, be further amended by changing the zoning on the retained lands from Agricultural (Al) to an Agricultural (Al-A)Zone; AND THAT Zoning By-law No. Z749-2022 be presented to Council for enactment. Report DS-51/22 by Margaret Underhill, Deputy ClerklPlanning Coordinator re Rezoning Application ZBA-21/22 — Jiggins, 54624 Calton Line Moved by: Councillor Froese Seconded by: Councillor Donnell THAT Report DS-51/22 regarding the Jiggins rezoning application ZBA-21/22 be received for information; AND THAT pursuant to Planning Act Regulations Bill 73 Smart Growth for our Communities Act, 2015, it be pointed out that at the public participation meeting held August 18, 2022 3 2022 Council Minutes September 1, 2022 associated with this application, there were no public presentations and no written public comments received regarding this matter; AND THAT all considerations were taken into account in Council's decision passing this resolution; AND THAT Zoning By-law No. Z456-2003, as amended, be further amended by changing the zoning on the severed lands (Consent Application E70-21) and the lot addition lands from Agricultural (Al) to Rural Residential (RR) Zone; AND THAT Zoning By-law No. Z750-2022 be presented to Council for enactment. Wendy Carmichael re Request for Traffic Study Moved by: Deputy Mayor Weisler Seconded by: Councillor Donnell THAT the correspondence from Wendy Carmichael re Request for Traffic Study be received for information; AND THAT the Council of the Corporation of the Municipality Bayham recommends to the County of Elgin that a traffic study and speed study be conducted on Fulton Street in Vienna. Report CAO-43/22 by Thomas Thayer, CAOICIerk re Procedural By -Law Update — Public Meetings and Meeting Duration Moved by: Councillor Froese Seconded by: Councillor Donnell THAT Report CAO-43/22 re Procedural By-law Updates - Public Meetings and Meeting Duration be received for information; AND THAT the suggested changes to Section 5.2 of By-law No. 2022-003 be amended to include language regarding Council's discretion to extend applicant and resident presentation lengths; AND THAT the amended changes to Section 5.2 of By-law No. 2022-003 be approved; AND THAT the suggested changes to Section 10.29 of By-law No. 2022-003, be approved as presented; AND THAT notice is hereby given in accordance with By-law No. 2007-121, that at the October 6, 2022 Regular Meeting of Council, the proposed changes as outlined in Report CAO-43/22 to By-law No. 2022-003, being a by-law to govern the proceedings of the Council of the Municipality of Bayham will be considered for adoption. Report CAO-45/22 by Thomas Thayer, CAOICIerk re Shared Review of Building and Planning Fees Moved by: Deputy Mayor Weisler Seconded by: Councillor Donnell THAT Report CAO-45/22 re Shared Review of Building and Planning Fees be received for information; AND THAT, subject to approval by the Township of Malahide, the Council of The Corporation of the Municipality of Bayham agrees to partner with the Township of Malahide on a joint review of building and planning fees, with an upset limit of $20,000+HST.
