HomeMy WebLinkAboutAugust 18, 2022 - Council - Addendum 2THE CORPORATION OF THE MUNICIPALITY OF BAYHAM COUNCIL MEETING ADDENDUM MUNICIPAL OFFICE – SCC Main Hall Thursday, August 18, 2022 13.2 D Report CAO-41/22 by Thomas Thayer, CAO|Clerk re Port Burwell Lighthouse Heritage Architectural Services REPORT CAO TO: Mayor & Members of Council FROM: Thomas Thayer, CAO|Clerk DATE: August 18, 2022 REPORT: CAO-41/22 SUBJECT: PORT BURWELL LIGHTHOUSE HERITAGE ARCHITECTURAL SERVICES BACKGROUND At its July 21, 2022 meeting, Council received Report CAO-36/22 re Port Burwell Lighthouse RFP, which identified that staff would be placing RFP 22-02 on hold, pending further information with respect to the proposed works on the exterior of the Port Burwell Historic Lighthouse: “Staff have commenced discussion with the Architectural Conservancy of Ontario (ACO) to confirm 1) how best to evaluate and address the required rehabilitation works; and, 2) whether the Municipality’s proposed approach to rehabilitation would be satisfactory under the Act. As such, staff will be placing RFP 22-02 on hold temporarily, pending further information and will advise further when same is received.” Since this time, the Municipality has been in discussion with an architectural firm with a specialty in heritage consultation and restoration. DISCUSSION Staff conducted an on-site meeting with Ed van der Maarel and Timothy Finch, a+LINK Architecture Inc. (a+LINK), on August 9, 2022. Ed van der Maarel and Timothy Finch are both Heritage Consultants and members of the Canadian Association of Heritage Professionals (CAHP). Based upon on-site discussions and evaluation of the exterior and interior of the Port Burwell Lighthouse, a+LINK has provided a Heritage Services Proposal Letter, attached to this Report, outlining a timeline and costs for an analysis of the options for recladding the exterior for the preservation and restoration of the existing lighthouse, and options and next steps for the long- term preservation of same. Their proposal fee is $5,150+HST for the work, which can be completed within six (6) weeks of approval by the Municipality. Also attached hereto is a document that identifies past heritage projects undertaken by a+LINK. Given the tight timelines around the necessary evaluation and project completion, staff recommend accepting the Proposal Letter as submitted by a+LINK and authorizing the CAO to complete and remit same to the proponent so the works can commence as soon as functionally possible. If approved by Council and given the timeline provided by a+LINK, a report can be expected in early October. ATTACHMENTS 1. Heritage Services Proposal Letter – a+LINK Architecture Inc. 2. Arch.Tech., OAA, CAHP Acceptance of Proposal Signature Print Name Date marketing package - reference projectsport Burwell lighthouse recladding project reference projects The Banting House Museum, built in 1907 of Victorian architectural style, is a National Historic Site of Canada and designated under Part IV of the Ontario Heritage Act. a+LiNK was retained by the museum to complete the project in two phases. In Phase I, a+LiNK completed a heritage Building Condition Assessment (BCA) for the Canadian Diabetes Association in order to determine the existing condition of the building envelope of the original building and the 1987 rear addition. The report concluded that restoration work was necessary on the original building to maintain its historic fabric. For Phase II, a+LiNK provided restorative measures as part of the construction drawings and budget preparation for the restoration which included the following elements: • Complete masonry repointing • Foundation repairs• New concrete stairs • Restoration of heritage porches As part of the BCA, a+LiNK also developed a concept to renovate the 1987 addition at the rear of the property to address building deficiencies. Although the proposed design was not constructed, the intention was two-fold: improve the building envelope, and also bring life and longevity to the exterior facade by replacing the brick with a modern glass curtain wall. With several Canadian Association of Heritage Professionals (CAHP) staff, a+LiNK provided expertise to assess the heritage buildings to identify components in need of repair or replacement, with consideration to future needs and planning. Alongside our consultant team, a+LiNK worked with the City to create a conservation master plan to conserve the City-owned heritage properties for future generations by planning for the maintenance and life cycle renewal requirements with heritage conservation best practice. In 2020, a+LiNK was retained again by the City to complete the Condition Assessments and Maintenance Plans in order to establish the Capital Budget for the next ten years. Eldon House houses some of the oldest artifacts known to exist in the City. The restoration included masonry repairs, waterproofing, door and window repairs, as well as window, siding and door painting. a+LiNK takes pride in preserving the historical elements of the property while bringing the building up to current codes. The restoration of Eldon House included the production of design drawings & specifications, tendering & contract administration for restoration purposes. a+LiNK has worked on the restoration of several heritage facilities providing expertise to develop strategies for identifying, maintaining, stabilizing, removing, and in some instances, recreating various architectural components. It is a public space that provides an ideal setting for family events and outdoor activities, as well as sport and music events. In 2015, a+LiNK Architecture was retained by the City of St. Thomas to design and implement a phased restoration plan of the Dance Pavilion to re-establish the pavilion as a community and civic events venue. Phase I of the restoration addressed structural deficiencies and exterior site work such as installation of new concrete curbs, replacement of existing gutters and columns, repair of concrete piers, and new exterior wood trim and siding. In 2017, a+LiNK implemented Phase II for the exterior restoration of the pavilion which addressed rain water control and the building envelope including a historical paint analysis and new exterior paint application. Phase III is planned to include the interior restoration of the ground floor and second floor. pinafore park dance pavilion 95 Elm Street, St. Thomas, Ontario project type: Restoration | Ongoing | project Value: $470,000 | project size: 6,000 SF | Port Burwell Lighthouse Marketing Package a+LiNK Architecture8 9Port Burwell Lighthouse Marketing Package | reference projects Constructed in 1894, Petrolia’s Old Post Office was designed by the Queen’s Architect, Sir Thomas Fuller in the Romanesque style and served as the community post office until 1964. The post office is a designated structure with the facade protected under Part IV of the Ontario Heritage Act. a+LiNK was retained by Lambton County Developmental Services (LCDS) to design for the adaptive reuse of the historic building to better serve the community in present day and into the future. a+LiNK considered the needs of the client and programming requirements while remaining true to the historic origins of the building to provide a balanced solution for the extensive restoration of the building. Added features of the building include six residential units on the upper, two floors allocated for affordable housing for LCDS, a new elevator and code compliant exiting provided via a new contained addition separate from the heritage structure and facade, at the rear of the building, with retail and small dining spaces on the main floor as well as space for restaurant and catering operations in the future. With significant and rich architectural features, the post office building reflects the wealth of the community during the oil boom in the area.
