Report TR-11/22 by Lorne James, Treasurer re Investment Options – Vienna Community Improvement Reserve Fund REPORT CAO TO: Mayor & Members of Council FROM: Thomas Thayer, CMO, CAO|Clerk DATE: June 16, 2022 REPORT: CAO-29/22 SUBJECT: REVISIONS TO STRAFFORDVILLE COMMUNITY CENTRE SCHEMATIC PLANS BACKGROUND At its December 16, 2021 meeting, Bayham Council adopted By-law No. 2021-073 to enter into an Agreement with a+LINK Architecture Inc. for the architectural services for the SCC expansion. At its February 3, 2022 meeting, Bayham Council received a Presentation from a+LINK Architecture Inc., presenting the proposed schematic plans for the SCC expansion, and passed the following resolution: Moved by: Councillor Chilcott Seconded by: Councillor Froese THAT the presentation from Ed van der Maarel and Brendon Ager, Principal Architect, Partner, a+LINK Architecture re Proposed Design –Straffordville Community Centre Expansion be received for information; AND THAT a Public Comment period be commenced on February 8, 2022, ending February 24, 2022, to ascertain public input on the Straffordville Community Centre schematic plans. In accordance with the above resolution, a sixteen-day public comment period was commenced on February 8, 2022, which lapsed at 4:30 p.m. on February 24, 2022. The comment period invited public input on the schematic plans for the Straffordville Community Centre (SCC) expansion as presented by a+LINK Architecture Inc. At its March 3, 2022 meeting, Bayham Council received Repory CAO-08/22 re Public Comments Received –Public Comment Period for Straffordville Community Centre Schematic Plans and passed the following resolution: Moved by: Deputy Mayor Weisler Seconded by: Councillor Donnell THAT Report CAO-08/22 re Public Comments Received –Public Comment Period for Straffordville Community Centre Schematic Plans be received for information; AND THAT the SCC schematic plans be referred back to staff to revisit the orientation of the proposed kitchen and bar; __________________________ AND THAT an Education Session for Council be arranged to visit other similar facilities in the area. Accordingly, Council attended an Educational Session on March 15, 2022. a+LINK has also provided an alternative design for the kitchen/bar/concession food booth layout in accordance with Council direction. The revised plan is attached hereto,alongside the previous design for Council’s consideration. DISCUSSION During the March 3, 2022 discussions, Council advised that a revised kitchen/bar orientation should be considered to have a stand-alone bar location separate from kitchen and concession operations. This arrangement would be in keeping with the existing layout, where the Servery is separate from the Bar on the north side of the auditorium. a+LINK has provided for this arrangement, where a 125 sq ft bar is located adjacent to both the concession booth and the kitchen. It is of a similar size to the existing bar space, with two ingress/egress points, and allows for separation of uses while utilizing the space previously allocated to a storage room and a small vestibule space. Staff and a+LINK are, once more, presenting to Council the previously discussed layout with the storage room and small vestibule. This design also may contemplate a combined kitchen/bar but with one additional option. In some community centres and as an alternative to built-in bar spaces, portable bars are used to bring the bar into the event space and move it around as necessary or convenient. Portable bars cost an estimated $3,000/unit and can be housed in the kitchen space or in a storage room while not being utilized. In this scenario, there would not be need for a stand-alone bar. There could also be the option to remove the pass-through from the proposed kitchen, which would limit the amount of noise in the event space itself during food preparation and clean-up. Staff and a+LINK are amenable to move forward with either option and recommend that Council render a decision regarding how to proceed with the schematic plans so direction can then be provided to proceed with working drawings and preparation of tendering documents. DISCUSSION On June 1st, 2022, the Bank of Canada increased its target overnight rate to 1.5%, with the Bank Rate at 1.75% and the deposit rate at 1.5%. Bank of Canada is also reducing their quantitative easing in the market place. The Bank of Canada will meet again, July 13th with a street expected increase of 0.5 to 0.75% increase in interest rates. These additional rate hikes will increase future yields of bond and interest bearing investments thereafter. The Treasurer reached out to three different investment firms that handle municipal clients and the Municipality’s primary banking institution for short term (1 year or less) or medium term (1 to 2 year) investment options and portfolio structures. Currently, the municipality is earning 0.75% on its cash balance in the main operating account, May 2022 ending balance was $5.5m. The Municipality could look to invest $500k to $2.5m short term depending on cash balance on hand at June 30, 2022. 1. Canaccord Genuity - Management Group ( 2 Proposals) 2. Hub Capital ( GIC Rates) Based on the options provided, Staff would suggest that a 1-year fixed GIC through RBC would be a preferred option for a short-term investment arrangement for the funds previously allocated to the Vienna Community Improvement Reserve Fund (VCIRF). Additionally, should Council wish to do so, this could also be an option for Council consider with respect to additional cash on hand. RECOMMENDATION 1. THAT Report TR-11/22 re Investment Options –Vienna Community Improvement Reserve Fund report be received for information; 2. AND THAT Council provide direction to staff regarding investment options.
