MINUTES
Held at Municipal Office, 9344 Plank Road, Straffordville, Ont.
December 8, 2015

1. Call to Order:
The Chairman called the meeting to order at 7:00 pm.
2. Disclosure of Pecuniary Interest -None

4. Approval of the Previous Meeting Minutes (November 10, 2015)

That the minutes of the November 10, 2015 meeting be accepted as presented.

- Comment by Paul Shipway: publishing minutes of HFC minutes as 'MS Word' documents
would be the most efficient way to disseminate this information to
all parties. Everyone agreed this would be implemented going forward.
5. Discussion with Paul Shipway, CAO;
- Great Lakes Guardian Committee Fund Report dated October 1, 2015 was confirmed to involve
LPRCA (Paul Gagnion) and the Otter Valley Naturalists to submit grant application which was
due by October 23, 2015.
- Status of this application is not known at this time, although some feedback should be
forthcoming. The application was assembled and submitted very quickly with the input
available from LPRCA and the OVN, on very short notice. HFC was not involved.
- Earl Shea presented drawings and sketches which proposed methods and means of employing
natural grass, retaining walls, accessibility areas and go to picnic tables. Some of these details
are quite different than what is proposed in the above grant application.
- Paul Shipway took photos of these drawings and will approach LPRCA and OVN to determine
what is possible and report back to HFC committee.
- Overall concern is that it is the responsibility of HFC committee to make recommendations and
suggestions to Council regarding the harbour front and related areas. Other individuals or
groups seem to do as they please without a formal plan or permission from anyone.
- Relocation of playground equipment beside baseball diamond to east beach area is a prime
example. HFC was informed that this equipment was offered through a time sensitive grant
and it must remain where it is for another year. Any relocation would involve a suitable
location including surface and subsurface materials plus specialized labour and recertification
process of all playground equipment. All costs involved must be preapproved by Council.
- Permission was given to Mr. Jim Tone to add materials which are washed up on the east beach to
the edge of the east pier without any involvement of HFC.
- It was confirmed that HFC Committee are to be involved in the beach parking areas to be
maintained as they are for the time being. Any dredging or prop washing needs will be
addressed on an as required basis.
- Paul Shipway, CAO confirmed that the Terrapex Report will be revealed as a public document in
Jan/Feb 2016.
6. Results, Capital Budget Application / Parkland Reserve, Re: East Beach Accessibility
Platform
There was discussion of other funding mechanisms that could be examined, including
sponsorships.
7. Other Business:
Suggestion to increase HFC membership by approaching interested people in other areas of
Bayham, ie: Vienna, Straffordville, Richmond with the objective of increasing the members of the
H F Committee. Interested individuals may apply on municipal website.
HFC Committee motion to have Council approve all procedures for future suggestions proposed
by anyone; Motioned- Ray Talbot, Seconded - Ron Flick, Motion Carried
