REPORT: CAO-50/21 SUBJECT: ONTARIO TRILLIUM FOUNDATION – RESILIENT COMMUNITIES FUND
BACKGROUND
At its November 4, 2021 meeting, Council received Report TR-16/21 re Ontario Trillium Foundation – Resilient Communities Fund and passed the following resolution: Moved by: Councillor Donnell Seconded by: Councillor Chilcott THAT Report TR-16/21 re Ontario Trillium Foundation – Resilient Communities Fund be received for information; AND THAT staff be directed to bring to Council costing estimated for the identified capital works and potential Ontario Trillium Foundation – Resilient Communities Fund grant application.
DISCUSSION
As Council is aware, the Municipality’s Multi-Year Capital Budget identifies the following project for
2025:
• FA-15 Council Chamber Upgrades – for a Hybrid of in-person and online meetings
On November 19, 2021 and November 24, 2021, Bayham staff met with members of Elgin County IT
to discuss options for a technological retrofit of Bayham’s Council Chambers, which would be
required to implement a hybrid meeting solution for the Municipality’s Council meetings. On
November 30, 2021, staff met with Franklin Construction to discuss costs required to address
soundproofing in the Council Chambers regarding the enclosed electrical room.
Subsequently, both Elgin County IT staff and Franklin Construction were able to provide the following
cost estimates for the technology required to support this venture:
Technological upgrades: $9,461.00 + HST
Soundproofing: $8,505.92 + HST
Total estimated cost: $17,966 + HST = $20,302.62
A successful application through the Ontario Trillium Foundation’s Resilient Communities Fund
stream would provide the funds required to advance this Capital Budget Item to 2022/23, allowing
for flexible public participation in Council meetings while addressing ongoing COVID-19 concerns
and associated access to the Municipal office functions at the Straffordville Community Centre.
Staff are direction from Council in this regard and whether to submit an application to the Ontario
Trillium Foundation – Resilient Communities Fund for this project. RECOMMENDATION 1. THAT Report CAO-50/21 re Ontario Trillium Foundation – Resilient Communities Fund be
received for information; 2. AND THAT Council provides direction regarding an application to the Ontario Trillium
Foundation – Resilient Communities Fund for a hybrid meeting solution for Municipal Council meetings.
