HomeMy WebLinkAboutNovember 19, 2015 - Council THE CORPORATION OF THE MUNICIPALITY OF BAYHAM COUNCIL MEETING MINUTES MUNICIPAL OFFICE 9344 Plank Road, Straffordville, ON Council Chambers Thursday, November 19, 2015 7:00 p.m. The regular meeting of the Council of the Municipality of Bayham was held on Thursday, November 19, 2015 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Tom Southwick, Councillors Randy Breyer, Wayne Casier and Ed Ketchabaw, CAO Paul Shipway and Clerk Lynda Millard. Deputy Clerk/Planning Coordinator Margaret Underhill and Treasurer Lorne James were in attendance to present their respective reports. 1. CALL TO ORDER Mayor Ens called the meeting to order at 7:00 p.m. 2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. REVIEW OF ITEMS NOT LISTED ON AGENDA (a) Addendum - Additional information for item 10.2(a) Report DS-70/15. 4. ANNOUNCEMENTS None. 5. DELEGATIONS (a) 7:05 p.m. -John Kirby re Bayham Beachfest (Thank you to Donors)and Santa Claus Parades John Kirby on behalf of Bayham Beachfest presented a video of beachfest activities. From the video it was evident of the successs of the event which provided great family fun and much enjoyment for many. Mr. Kirby went on to present financial information on the success of Beachfest. The event generated $15,309.40 in revenue, $19,546.00 in donations and had expenses of$24,383.07. There was a balance remaining of $10,472.11 from which donations were made to various local events and groups. The committee will remain open to providing support for additional initiatives within the community, however they hope to use the resources to continue to improve future events. Mr. Kriby acknowledged that the Bayham Beachfest Committee is organizing and taking responsibility for both the Port Burwell and Straffordville 2015 Santa Claus parades. Council thanked Mr. Kirby and the Committee. CARRIED (b) 7:15 p.m. - South Central Ontario Region Economic Development Corporation (SCOR EDC) re partner update Art Lawson, SCOR EDC General Manager spoke about priorities, actions and future plans of SCOR along with activities with other like organizations. 2015 priorities were noted such as Action, Advocacy and Identification and Problem solving. Focus areas include Economic Development, Workforce Development and Sector Development such as the FoodHub. Moving forward projects and initiatives are planned that include working with elected officials and submissions to senior levels of government. Szorenyi Moved by: Deputy Mayor Southwick Seconded by: Councillor Breyer THAT Report DS-70/15 and addendum item be received for information; AND THAT Council recommend to the Elgin County Land Division Committee that Consent Applications E105-108/15, submitted by Michele Szorenyi, be refused; AND THAT the Municipality of Bayham requires a comprehensive Plan of Subdivision in order to support the orderly and coordinated development of the subject lands. CARRIED 1.2 REQUIRING ACTION (a) Museums Bayham Committee Member Application Form Moved by: Councillor Ketchabaw Seconded by: Deputy Mayor Southwick THAT Museums Bayham Committee Member Application Form be received for information; AND THAT Alley Shelley be appointed to the Museums Bayham Committee for the 2014-2018 term of Council. CARRIED (b) Bayham Beachfest Committee re Port Burwell and Straffordville Santa Claus parades Moved by: Deputy Mayor Southwick Seconded by: Councillor Breyer THAT the Council of the Municipality of Bayham approves the request by the Bayham Beachfest Committee to use Third Street within Straffordville for the Santa Claus Parade to be held Saturday, December 12, 2015 at 10:30 a.m. subject to proof of liability insurance coverage naming the Municipality of Bayham as an additional insured, in the minimum amount of$2,000,000.00; Page 4 of 7 Council Minutes November 19, 2015 THAT the County of Elgin be requested for permission to use Plank Road from the Straffordville Public School to Third Street, Straffordville between 10:30 a.m. and 11:30 a.m. for the parade; THAT the Bayham Public Works Manager be directed to provide the necessary provisions for traffic control and safety; AND THAT permission be granted to the Bayham Beachfest Committee to use the Straffordville Fire Hall to host Santa Claus following the parade. CARRIED Moved by: Councillor Breyer Seconded by: Councillor Ketchabaw THAT the Event Road Closure Request Form for the Port Burwell Santa Claus Parade be transferred into the name of Bayham Beachfest Committee; THAT the Council of the Municipality of Bayham approves the request by Bayham Beachfest Committee to use streets within Port Burwell for a Santa Claus Parade to be hald Saturday, December 5, 2015 at 6:00 p.m., subject to provision of insurance certificate naming the Municipality of Bayham as an additional insred in the minimum amount of$2,000,000.00; AND THAT the County of Elgin be requested for permission to use Wellington Street in Port Burwell between 6:00 p.m. and 7:30 p.m. for the parade; AND THAT the Bayham Public Works Manager be directed to provide the necessary provisions for traffic control and safety. REPORTS TO COUNCIL (a) Report TR-19/15 by Lorne James, Treasurer re Write-off Uncollectible Accounts Receivable Moved by: Councillor Ketchabaw Seconded by: Councillor Breyer THAT Staff Report TR-18/15 be received for information; THAT Council direct staff to write off the uncollectible receivable using the Rate Stabilization Reserve; AND THAT Council direct staff to apply the 2016 operating budget amount of $47,000 to be used in 2015. BY-LAWS (a) By-Law 2015-116 Being a By-law for the Management, Regulation & Control of Cemeteries (b) By-Law 2015-117 Being a By-law to authorize the execution of an agreement between the Corporation of the Municipality of Bayham and the Corporation of Norfok County for the Provision of Automatic Aid Services (c) By-Law 2015-118 Being a By-law to authorize the execution of an agreement between the Municipality of Central Elgin and Spectrum Communication Ltd for provision of Digital Communication System Maintenance Moved by: Councillor Ketchabaw Seconded by: Deputy Mayor Southwick THAT By-Laws 2015-116, 2015-117 and 2015-118 be read a first, second and third time and finally passed.
