comments regarding Municipality of Bayham staff.

B. Councillor Chilcott announced the Bayham Historical will be taking part in the Talbot
Trail of Yard Sales Saturday, August 21, 2021 from 8:00 a.m. — 1:00 p.m. at the Vienna
Memorial Park
C. Councillor Donnell extended a thank you to the Municipality on behalf of Bayham
Beachfest Committee for permitting the fireworks display held on the Civic holiday
D. Mayor Ketchabaw advised Elgin County Council approved the Municipality of Bayham
Official Plan Amendment No. 26 application which deals with Partial Services in the
Village of Straffordville, and Hamlet of Eden
E. Mayor Ketchabaw advised Elgin County Council elected not to proceed with
implementation of Development Charges for the County of Elgin.

Hydrant/Pond Use for Fire Suppression/Vienna and Port Burwell Fireflow Testing
Moved by: Councillor Donnell
Seconded by: Councillor Chilcott
THAT Report FR-04/21 re Dry Hydrant/Pond Use for Fire Suppression/Vienna and Port
Burwell Fireflow Testing be received for information;
AND THAT the Fire Department purchase the portable pump for Pumper 1 within the
Fire Department's 2021 Operating Budget;
AND THAT the Fire Department include in their 2022 Capital Budget the installation of
six community dry hydrants and have consideration for 2 new dry hydrants per year or
as needed;
AND THAT if required, the Municipality enter into Agreements with the landowners
regarding the installation and use of the dry hydrants;
AND THAT the Fire Department include in its 2022 Operating Budget the cost to
complete a Fireflow Test of the Vienna and Port Burwell water systems;
AND THAT when new residential developments are being considered Municipal
Planning staff consult with the Fire Chief and consider an appropriate fire protection
approach for the said development at the developer's cost.

account in Council's decision passing this resolution;

THAT Report CAO-27/21 re 2021 Municipal Assistance — Maven's Music Management
be received for information;
AND THAT the Council of the Corporation of the Municipality of Bayham grants
permission for Maven's Music Management to conduct a music festival in Vienna
Memorial Park on September 18, 2021 from 11 am until 7pm, subject to the following
criteria:
* providing the Municipality with proof of liability insurance coverage naming
the Municipality of Bayham as an additional insured, in the minimum
amount of $2,000,000.00;
* obtaining the necessary approvals from the Ontario Provincial Police and
the Bayham Fire Chief and advising other applicable organizations;
• ensuring any alcohol dispensed in relation to the music festival is done so
legally per the Municipality's Alcohol Policy and with the proper approvals
from the Alcohol & Gaming Commission of Ontario (AGCO);
* ensuring compliance with applicable Provincial regulations regarding
outdoor gatherings under the Province's Reopening Plan and local public
health guidelines.
