REPORT: TR-13/21 SUBJECT: ONTARIO TRILLIUM FOUNDATION – COMMUNITY BUILDING FUND
BACKGROUND
The Community Building Fund – Capital stream provides support for non-profits, Indigenous communities and Municipalities in the community sport and recreation sectors. The fund will help strengthen communities by supporting the repair, renovation or retrofitting of existing sport and recreation facilities to address:
• local community need by extending the life and maximizing the use of existing facilities (e.g. playgrounds, splashpads, etc.) OR
• COVID-19 related public health requirements now that support future preparedness
Applications will be accepted starting September 1, 2021. Application deadline is September 29, 2021 at 5pm EST.
Organizations can apply for up to 100% of their total project cost up to a maximum of $500,000, with the exception of Municipalities with a population over 20,000 that can only apply for up to 80% of their total project cost.
• Eligible project costs will be supported up to a maximum of $500,000.
• Minimum request amount is $10,000. DISCUSSION For the purpose of this fund, the following definitions are used:
• Recreation: Physical activities engaged in for the purpose of health, well-being or enjoyment with the primary focus on human activity.
• Sport: Regulated and organized form of physical activity between two or more participants. Such activity may be in the form of a game, match, race, or other form of event.
• Repair: Fixing or restoring a facility to increase its useful life.
• Renovation: Updating the functionality of a facility to improve its usefulness.
• Retrofit: Adding new features or parts to improve the functionality or efficiency of a facility.
Assessment of the Municipality of Bayham Multi-Year Capital Budget identifies the following projects:
• PR-4 – Port Burwell Tennis Court - $15,000 (2022)
• PR-5 – Port Burwell Ball Diamond - $10,000 (2023)
• PR-15 – Playground Equipment Program $75,000 (Starting 2028)
Staff have also identified $135,000 in additional work in the Port Burwell Ball Diamond/Tennis Court
area, which could address soccer net improvements, efficient lighting enhancement programs,
accessible picnic tables in the pavilion, accessible parking lot, and walking area to access the
recreational amenities. The park is a highly used venue in the community with daily pickleball,
residents playing tennis or the baseball associations using the field on a daily basis. This further
encourages a healthy community of recreational activities.
Staff are seeking Council support and direction regarding the scope of an application under the
OTF Community Building Fund – Capital Stream.
RECOMMENDATION 1. THAT Report TR-13/21 re Ontario Trillium Foundation – Community Building Fund be received for information; 2. AND THAT staff be directed to make application to the Ontario Trillium Fund – Community Building Fund for the Port Burwell Ball Diamonds and Tennis Court. Respectfully submitted by,
