Hospice is both a “place” and “type” of care. Hospice is a healthcare facility providing 24-7 expert palliative care in a welcoming home-like environment. Hospice palliative care is about relieving pain and suffering while improving the quality of life for those who are living with and dying from a life-limiting illness. Holistic person and family-centered care addressing the physical, emotional, psycho-social and spiritual and culturally appropriate care needs Care is provided to the individual, their caregiver, and family and provided at home, in the community, or in Hospice. Mayor Ketchabaw advised Elgin County Council approved the Municipality of Bayham Official Plan Amendment No. 26 application which deals with Partial Services in the Village of Straffordville, and Hamlet of Eden E. Mayor Ketchabaw advised Elgin County Council elected not to proceed with implementation of Development Charges for the County of Elgin. 5. DELEGATIONS A. From: Julie Gonyou, Chief Administrative Officer Re: Potential Shared Services – Human Resources _________________________________________________________________________ Dear Municipal Partner CAOs, While particular municipalities may have specific or individualized challenges, we are all facing increasing costs associated with employee benefits, changing service and legislative requirements, and declining revenue sources. As well, it is increasingly important to focus on maintaining and recruiting a motivated workforce, planning for retirements, and becoming an employer of choice. These pressures have forced us to change the ways we manage our workforces to adjust to new realities. The good news is that our collective and collaborative response to the pandemic has proven that in the face of challenges, new ideas and streamlined processes emerge! As municipal responsibilities become increasingly complex and demanding, exploring shared services and other cooperative opportunities as a way to reduce costs, improve service delivery or maintain services is critically important. You will recall that Elgin’s Service Delivery Review identified several opportunities for reduced costs and improved service delivery through enhanced and formal shared service arrangements with interested Local Municipal Partners (LMPs). In February 2021, County Council directed staff to work with our partners to gauge interest in exploring a formal shared service agreement for HR services. Historically, the County has provided informal and formal HR assistance upon request from local and neighbouring municipalities. Five (5) CAOs volunteered to participate in a Working Group to explore and help design this shared service opportunity. Remaining partner municipalities are interested in receiving information about this service offering once it is available and indicated that they did not have a need for HR support from the County at this time. Service Offerings: Shared service offerings are intended to support, not replace existing HR offerings if they exist. To be clear, we recognize that expert and tenured HR staff exist in the County and that there may be an opportunity to provide additional resources or support when needed. Our CAO Working Group will: • Review our options thoroughly – with a focus on best practices and shared benefits; • Endeavour to identify opportunities for cost avoidance and future savings and discuss and define costs; • Consider secondary impacts – whether shared services in one area will negatively impact other areas; • Set realistic programs and expectations – assessing what is feasible from both practical and financial perspectives; • Pay attention to the details – ensuring we are conducting a realistic assessment of options and outcomes needed to build a successful program; • Define service standards and procedures including reporting mechanisms; • Determine how we will measure success; and • Develop a formal agreement for the consideration of interested municipal partners. Proposed Structure: A shared service agreement for HR services will likely be similar to the agreement we have in place with our LMPs for Shared Legal Services. Our Shared Legal Services agreement has an established fee structure and municipalities are charged based on usage. The County will not levy the cost of the service. Page 3 of 3 We are recommending a tiered fee structure1 depending on which role provides assistance: • $111/hour for Director of HR (*) • $72/hour for Manager of HR (*) • $60/hour for HR Assistant (*) • Notice of adjustment will be sent to LMPs no later than November 1. (* this is subject to change) Average external HR consultant cost is $135/hr. County HR will continue to respond to requests for advice (typically under 1 hour), this will be considered value-added and participating municipalities will not be charged. Request for Ongoing Support Ongoing participation of the CAO Working Group is key to developing, supporting and implementing this shared service. Before our planning efforts continue, it is important that you share high-level information about this initiative with your respective Councils. Your Council’s involvement and support in principle for shared HR services will help inform the HR Working Group’s next steps in the process. Yours Very Truly, Julie Gonyou 1 Fee structure includes: hourly wages + benefit costs (25%) + administration cost (15%) Much of the existing Port Burwell stormsewer system dates back to the 1950s and 1960s with periodic updates since and are in need of upgrades. The proposed works to the Port Burwell Stormsewer system are the largest capital venture the Municipality has included in the upcoming draft 2022-2031 Capital Budget and one of the most important assets noted in the Municipality's 2020 Asset Management Plan (AMP), as adopted by Council. The AMP notes that the average condition of Bayham's Municipal Stormsewer system is Condition: Poor and listed ~$19.5 million in renewal costs over the identified 10-year period. Further, increased instances of intense weather and rain events have put increased strain on stormwater infrastructure and have once again illuminated the need for renewal of the Port Burwell system. The Port Burwell Stormwater system project itself is broken into eleven phases (1A-F, and 2-6), two of which have been completed (1A and 1 B). Phases 1A and 1 B were completed with funding through the Clean Water/Wastewater Fund (CWWF). Since then, Bayham has not received any grant funding for the next phases of this multi-year venture, in part because eligibility criteria to the CWWF changed and rendered stormwater projects ineligible. Staff have commenced discussion with upper levels of government and supporting organizations regarding this application. In support of applications for Phases 1A and 1 B, IBI Group provided a letter of support from a planning perspective and are amenable to same for future phases. We also have received confirmation from the County of Elgin and the MPP and MP pertaining to support for Bayham's DMAF application. The DMAF Small-scale project stream is eligible for projects from $1 million to $20 million in total eligible costs. A successful Small-scale DMAF grant application will allow for undertaking and completion of works that will provide legal drainage outlets to residents while also upgrading hardscape infrastructure such as road surfaces, and curb/gutter/sidewalks, which has a positive impact on the Municipality's Capital Plan and Asset Management Plan. Legal drainage outlets also have a positive impact on the Municipality's wastewater system by allowing for legal drainage into a stormwater system rather than instances of illegal drainage into the sanitary system. Staff have sourced Spriet & Associates to assist with appropriate scoping of the proposed project. Spriet & Associates will be providing the Municipality with three potential project scopes for staff and Council to consider when further information comes forth in the short-term. At that time, staff will be seeking recommendation from Council to proceed with an application under the DMAF for improvements to the Port Burwell Stormsewer system and guidance from Council pertaining to the scope of the works proposed in the application. SECTION 13 - PENALTIES 13.3 In addition to any other penalty provided by this By-law, upon discovery of any vehicle parked, stopped on a highway, parked or left unauthorized area of Municipal property or on private property in contravention of any provision of this By-law, a municipal law enforcement officer may cause such a vehicle to be moved or taken to and placed and stored in a suitable place and all costs and charges for removing, caring and storage thereof, if any, are a lien upon the vehicle being released and may be enforced in the manner provided by the Repair and Storage Liens Act, R.S.O. 1990, c.25 as amended. Authority to allow the towing of vehicles is under section 170 of the Highway Traffic Act, R.S.O. 1990, c. H.8 and under section 101 of the Municipal Act, 2001, S.O. 2001, c. 25. THE CORPORATION OF THE MUNICIPALITY OF BAYHAM BY-LAW NO. 2021-051 A BY-LAW TO CONFIRM ALL ACTIONS OF THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM FOR THE COUNCIL MEETING HELD SEPTEMBER 2, 2021 WHEREAS under Section 5 (1) of the Municipal Act, 2001 S.O. 2001, Chapter 25, the powers of a municipal corporation are to be exercised by the Council of the municipality; AND WHEREAS under Section 5 (3) of the Municipal Act, 2001, the powers of Council are to be exercised by by-law; AND WHEREAS the Council of the Corporation of the Municipality of Bayham deems it advisable that the proceedings of the meeting be confirmed and adopted by by-law. THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY OF BAYHAM ENACTS AS FOLLOWS: 1. THAT the actions of the Council of the Corporation of the Municipality of Bayham in respect of each recommendation and each motion and resolution passed and other action by the Council at the Council meeting held September 2, 2021 is hereby adopted and confirmed as if all proceedings were expressly embodied in this by-law. 2. THAT the Mayor and Clerk of the Corporation of the Municipality of Bayham are hereby authorized and directed to do all things necessary to give effect to the action of the Council including executing all documents and affixing the Corporate Seal.
