Call to Order Bev Hickey called the meeting to order at 7:00 pm Wednesday, February 19, 2020. 2. Disclosure of Pecuniary Interest: None 3. Review of Items Not on the Agenda None 4. Announcements: (a) The Board did not meet in December 2019, and January 2020. Meetings will continue to be held as needed, at the call of the Chair. (b) Student Positions are advertised with a deadline of March 5, 2020 — Ad attached for Information. Margaret Underhill explains three students will be hired for the 2020 season. Four applications have been received so far. 5. Delegation(s): 7:05- CAO/Clerk Paul Shipway regarding Lighthouse condition and improvements Paul Shipway shares a report explaining the repair assessments for the Port Burwell Lighthouse made over 2019 and the four options of repairs that are available for consideration. An assessment from the municipal engineer reports that the structure is good but certain issues such as the significant water damage and carpenter ant infiltration, should be addressed to preserve the integrity of the structure long term. Council is looking to obtain comment and input from board members on the general scopes of work identified by the Municipality to conduct repairs on the Port Burwell Lighthouse. The attached Report will be on the next agenda for further discussion March 11/20. See attached report Port Burwell Lighthouse- Museums Bayham Museums Bayham Board Minutes February 19/20 6. Correspondence 7.1 Receive for Information (a) Attached - Curator's Reports for December 2019 and January 2020- Attached (b) Curator's Verbal Report on the summer 2020 "Welcome" exhibit and planned projects Jennifer Beauchamp shares her plans for the new welcome board theme for the 2020 exhibit. The exhibit the "Beach" is still in need of a title. Jennifer welcomes any additional items and photographs that may enhance the exhibit. Chuck Buchanan suggests Betty Lee Loucks as a possible contact for photographs that used to hang at the CIBC in Port Burwell. Motion to accept Curator's Reports as information. Finances (budget): (a) 2020 Museums Bayham Operating Budget Provided for information only. 11. Other Business Upcoming Items: (a) May 14/2020 Port Burwell Marine Museum and Historic Lighthouse Opens The Museum will open the Thursday before the long weekend. Three students will be Museums Bayham Board Minutes February 19/20 3 hired and begin their training that week. (b) Jeff Robinsion shares that he is now the president of the Bayham Historical Society. The BHS has purchased the "Bayham Family Table" former restaurant property at 6209 Plank Road for the new location of the Edison, Vienna & Area Museum. The artifacts have been delivered for preparation at the museum. Plans have yet to be determined for the 2020 season. Next Meeting Date: Wednesday, March 11th, 2019 or at the Call of the Chair 12. Date: Ally Shelly, Secretary Bev Hickey, Chair Curator's Report February 2020 Collections I continue to save photos from facebook and Elgin County Archives, and collect the comments from viewers, who often give important information about the people or locations. I acquired some large square plastic buckets to fit in the space under the new cabinets, which increases our storage. Exhibits and Events I asked Chuck if he could cut 3" off the bifold legs in the exhibit area so that it would fit under the truss and now it is a perfect fit. The beach exhibit is shaping up with continued research on beach glass and the beach in popular culture, including Tub Daze. Most of the text is prepared, and the planned placement of it and the artifacts has been determined. I have switched the locations of the two banners and removed the signal flags to make room for hanging swimsuits. I have acquired foldup chairs and a picnic basket, and the Elgin County Museum has loaned four swimsuits, with more to come from the Aylmer Museum. The rope that returned from Queen's Park has been installed on the stanchions by the navigational section, replacing the ordinary rope, which will be used in the beach exhibit to hang the swimsuits. I met with the Beachfest ladies, Val, Diane, and Jill, to talk about the event and how the museum would make its contribution to activities. They are planning a pirate theme and I will plan for several related crafts for kids. Staff The laptop I am using is unable to access InMagic so we are trying to fix that. I attended the EON meeting and Annual General meeting. The educational brochure is moving forward and the group continues to look for ways to promote and assist area museums. The planned meeting with the organization "Beyond The Blackboard" in London with the Learning Coordinator for the TVDSB was postponed due to anticipated bad weather and will take place in March. The fire extinguishers have been checked and the new toilet paper dispenser installed. The old one was broken and held together by screws until the supply of large toilet paper rolls was used. F(a) 11na t, illao 4r-"j'tunity Is Port Burwell Lighthouse — Museums Bayham PURPOSE: • As per Council direction obtain comment from Museums Bayham on potential scopes of work identified by the Municipality to conduct repairs on the Port Burwell Lighthouse TIMELINE: • May 2019 water infiltration to Port Burwell Lighthouse more significant than previous years. o Annual spray for carpenter ants due to water saturation of structure. • May 2019 Preliminary assessment conducted by municipal engineer and architect. o Recommend utilizing local contractor as at time issue is not structural o Water infiltration at door and behind siding • May 30, 2019 Bayham makes application to the Canadian Experience Fund to complete non-structural lighthouse repairs. o December 12, 2019 informed application was unsuccessful • July 18, 2019 — Report CAO-44/19 re Port Burwell Lighthouse presented to Council: o THAT Report CAO-44/19 re Port Burwell Lighthouse be received for information. AND THAT a copy of Report CAO-44/19 be provided to the Museums Bayham Committee for informational purposes; AND THAT Port Burwell Lighthouse capital renovations be referred to 2020 Capital Budget deliberations. On January 16, 2020 the Council of the Corporation of the Municipality of Bayham passed the following resolution: o THAT correspondence item 11.1.2-B be received for information; AND THAT staff be directed to utilize the services of Franklin Construction to define scopes of work for repairs to the Port Burwell Lighthouse considering lifecycle costing; AND THAT staff be directed to obtain comment from Museums Bayham on potential scopes of work identified by the Municipality; AND THAT staff be directed to report back to Council. SCOPE OF WORK CONSIDERATIONS: OPTION `A' — REPAIR • Door & Frame — Concrete Floor • Concrete Foundation • Repair (Time & Materials) o Sufficiently scrape and sand damaged areas. o Cracks caulked o Any rotted wood removed and replaced. o Reapplication of liquid vinyl siding • Additional Considerations: o Vapor Permeable - Properly applied, liquid siding allows water vapor to escape so moisture does not build up within the walls. This reduces the potential for rotting wood. o Difficult to match colour o Past misrepresentation - Coatings are sometimes prone to misrepresentation and exaggerated claims by some contractors. At one point, the Federal Trade Commission stepped in when some contractors made excessive claims about the insulating value of liquid siding. Also, some unscrupulous contractors use nothing more than paint with an insignificant vinyl content. Such a formulation may make it legal to use the term "liquid vinyl siding" but it offers little more protection than regular latex paint. Carried. 3. Adoption of the Minutes from Previous Meeting Motion 2020-02: Moved by Chuck Buchanan and seconded by Scott Gillies to accept the minutes of the November 7, 2019 meeting as presented. Carried. 4. Business Arising from the Minutes There was no business arising from the minutes. Financial Report Treasurer Chuck Buchanan reported that the balance of the EON General Account is $1,816.92. He noted that we have 11 paid members and received one additional membership at the meeting. Motion 2020-03: moved by Chuck Buchanan and seconded by Stephanie Radu to accept the financial report as presented. Carried. 6. Ministry Updates There was no Ministry Representative present. 7. OMA Network Update Mike Baker thanked those sites that sent in their financial report for use by the OMA. Elgin Oxford Network of Curators and Directors 8. Project Reports 8.1 Education Brochure Michelle Christmann reported that she received the educational programming information from five sites. She passed around a preliminary draft of the compiled programming information and suggested that we send it to schools and teachers closer to September/prior to the school year. Those interested are encouraged to send any additional information or feedback to Michelle at mchristmann(Da. gayleafoods.com. 9. New Business 9.1 2020 EON Meeting Schedule The remainder of the 2020 EON Meeting Schedule was discussed and set as: April 9, 2020 September 3, 2020 November 5, 2020 The student workshop date was set for Monday, June I" at Annandale NSH. 9.2 Experiential Tourism Workshop Report Matthew Lloyd reported on a workshop that he attended on experiential tourism and spoke of the benefits of having meaningful experiences. He noted that there is a shift in people travelling for experiences rather than materials, and that sites can charge significantly more for an experience than they could for a standard tour. He reported that the ideal length for one of these experiences is about 3 hours. Discussion was held about how to apply the concept and benefits of experiential tourism to museums. It was noted that being able to provide visitors with firsthand and hands on experiences in museums would provide a different experience than simply talking to visitors. He also mentioned the benefits of having a take away from the experience, such as something created by the visitor. 9.3 Southwestern Ontario Black History Guide Mike Baker reported that an updated Southwestern Ontario Black History Guide was being prepared, as well as an app. 9.4 Barn Quilt Distribution Motion 2020-04: moved by Scott Gillies and seconded by Chuck Buchanan to spend $300 to distribute Barn Quilt brochures through Daytripping. Carried. Motion 2020-05: Moved by Stephanie Radu and seconded by Michelle Christmann to suspend the regular meeting and conduct the 2019 Annual General Meeting. Carried.
