Council recessed at 7:32 p.m. for the Public Meeting and reconvened at 7:50 p.m.
Council recessed at 8:13 p.m. for a short break and reconvened at 8:16 p.m.
The regular meeting of the Council of the Municipality of Bayham was held on Thursday,
October 15, 2015 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Tom
Southwick, Councillors Randy Breyer and Ed Ketchabaw, CAO Paul Shipway and Clerk Lynda
Millard. Councillor Wayne Casier was absent.
Deputy Clerk/Planning Coordinator Margaret Underhill, Chief Building Official/Drainage
Superintendent Bill Knifton and Treasurer Lorne James were in attendance to present their
respective reports.
1. CALL TO ORDER
Mayor Ens called the meeting to order at 6:00 p.m.

Marisa Zilli to keep the species Patagonian Cavy as part of her business and
educational work.

Stewart Drain No. 1 Award Contract

THAT Report DS-66/15 re Stewart Drain No. 1 Award Contract be received:
THAT Council accept the tender for provision of drainage works set out in the
Form of Tender for the Stewart Drain No. 1, as submitted by Froese Excavating
Ltd., in the amount of$32,959.24 (excluding HST), for the tile portion of the drain
with work to commence on or after November 30, 2015 and be completed on or
before December 7, 2015
THAT council accept the tender for provision of drainage works set out in the
Form of Tender for the Stewart Drain No. 1, as submitted by Extreme Drilling Inc.,
in the amount of$11,500.00 (excluding HST), for the directional drilling portion of
the drain with work to commence on or after October 19, 2015 and be completed
on or before December 1, 2015
AND THAT By-Law 2015-109 authorizing the execution of contract documents
with Froese Excavating Ltd. be presented to Council for enactment

AND THAT By-Law 2015-110 authorizing the execution of contract documents
with Extreme Drilling Inc. be presented to Council for enactment.

THAT Report CA0-74/15 re Corinth Pavilion be received for information;
AND THAT Staff be directed to tender for the construction of the Corinth Pavilion
with funds to come from the Parkland Reserve Account;
AND THAT the Corinth Recreation Committee be provided with a 'letter of thanks'
for their efforts and dedication in seeing the project through to completion.

THAT Report CAO-76/15 re Animal Control Services-Animal Control By-law, as
amended, be received for information;
AND THAT the proposed By-law be amended to allow only dogs on the beach
between November 1 through May 1;
AND THAT staff be directed to bring forward an Animal Control By-law for Council
consideration;
AND THAT staff be directed to post an RFP for Animal Control Services in
accordance with Appendix 'C'.

agreement with Froese Excavating Inc. for the provision of drainage works for the
Stewart Drain No. 1
(b) By-Law 2015-110 Being a By-law to authorize the Mayor and Clerk to execute an
agreement with Extreme Drilling Inc. for the provision of drainage works for the
Stewart Municipal Drain No. 1
(c) By-Law 2015-111 Being a By-law to stop up and close part of the unopened road
allowance in the Hamlet of Eden
