London, ON N6E 1L3 Re: Annual Reporting as per C of A#7337-66YQL4. Dear Sir/Madame: The following is a summary of the year 2004 operations for the Port Burwell Wastewater Treatment Plant, in accordance with the conditions set out in section#10 (6) of C of A #7337-66YQL4. Please be advised that the Ontario Clean Water Agency was the operating authority for the said facility from January to July 2004. The Municipality of Bayham ( owners ) took over the operating authority beginning in August. Section a. The attached spreadsheet entitled Annual Compliance Summary captures the monthly treatment performance of the wastewater treatment plant along with compliance and objective criteria met ( exceedances highlighted in red) b. Elevated effluent E-Coli during March and November was caused by repeated frozen airlines that supply air to the self-cleaning ultra violet light mechanism. The installation of an air dryer has eliminated the said freezing problem. c. All equipment was maintained on a routine basis, following manufactures recommendations and or past operating history. These records are available at the wastewater treatment plant for review at any time. d. On-line dissolved oxygen analysers within the sequential batch reactors and an additional alarm point at the ultra violet lights were added to the process to provide additional effluent quality assurance. Daily in house lab work and visual inspections of the treatment process are the tools used to make adjustments for continued effluent quality. e. Flow metering equipment is calibrated on an annual basis by R & R Instrumentation. The calibration report is available at the wastewater treatment plant for review at any time. The in house lab equipment is calibrated on a regular basis by operations staff. f. See attached spreadsheet for the effluent objectives that were met during the 2004 reporting period(objectives met highlighted in blue). g. Sludge is hauled to land under C of A#S-0513-39. A total of 1369.5 m3 was hauled to a total useable area of 30 hectares located at Conc.2 South part lot 10 in the Municipality of Bayham forming part of Elgin County. Sludge records are available for review at the wastewater treatment plant. h. Complaints received during 2004 were specific to odour in the wastewater collection system. Wastewater is pumped from various serviced areas via pump stations and force mains. Odours accumulate in the force mains due to the size, length and low flow of some of the serviced areas. As oxygen depletes in the force mains sulphides increase causing the said odours. A sulphide reducing chemical known as Bioxide is being injected into the system at various locations in the collection system which has proven to successfully eliminate odour complaints. i. On May 23, 2004 , spills action centre was notified that the wastewater treatment plant was hydraulically overloaded and had spilled raw sewage onto the treatment plant yard and parking lot due to excessive and prolonged rain. The SAC issued incident#64175Z9UMU. The site was appropriately cleaned up and the process SCADA system set points have been modified in an attempt to alleviate future spills. On April 21, 2004 a 2-inch force main was hit along Heritage Line in Straffordville by Natural Resource Gas during a routine road bore for a new gas service. The gas company failed to call for locates. SAC was notified and issued incident#4185-5Y9N2H. The damaged area was repaired and put back into service along with the appropriate site cleanup during the said date. Please do not hesitate to call me with any question or concerns at 519-874-4761.
