PROCEDURAL MOTION Moved by: Councillor Donnell Seconded by: Councillor Chilcott THAT Section 6.15.1(K) of the Municipality of Bayham Procedural By- law be suspended for the duration of the April 15, 2021 Meeting of Council due to the functional abilities of the electronic meeting platform. Councillor Donnell advised that an announcement which will affect the Municipality of Bayham is being issued at 10:00 a.m. Friday, April 16, 2021 by MPP Jeff Yurek. 5. DELEGATIONS A. Mayor Sally Martyn, Chair - Elgin Group Police Services Board and Julie Gonyou, Secretary -Administrator— Elgin Group Police Services Board re Ontario Provincial Police Board Composition Review Moved by: Councillor Donnell Seconded by: Councillor Chilcott THAT the Elgin Group Police Services Board presentation be received for information; AND THAT the Council of the Municipality of Bayham endorses the status quo of a five (5) member composition for the Elgin Police Services Board; AND THAT the Council of the Municipality of Bayham supports Elgin County in making the appropriate application to the Ministry. Report CAO-06/21 by Thomas Thayer, CAOICIerk re 2021 Municipal Assistance — EarlyON Moved by: Councillor Chilcott Seconded by: Councillor Donnell THAT Report CAO-06/21 re 2021 Municipal Assistance - EarlyON be received for information; AND THAT the Council of the Corporation of the Municipality of Bayham grants permission for the EarlyON Child and Family Centre — East Elgin to use: • The Straffordville Community Park Pavilion on Monday mornings from 9:30 a.m. — 11:30 a.m. and Monday afternoons from 1:30 p.m. — 3:00 p.m. • Vienna Community Park on Tuesday mornings from 9:30 a.m. — 11:30 a.m. * The Straffordville Community Park Pavilion on Wednesday mornings from 9:30 a.m. — 11:30 a.m. * The Port Burwell Pavilion on Thursday mornings from 9:30 a.m. — 11:00 a.m. from the beginning of May until the end of September 2021 subject to provision of liability insurance certificate in the minimum amount of $2,000,000.00 naming the Municipality of Bayham as additional insured; AND THAT vehicle access to the requested locations be granted for the purpose of unloading items, if necessary; AND THAT the cleanup of the requested locations be the responsibility of the organizers. AND THAT all Municipal Assistance Approvals are subject to public health guidelines and provincial regulations and Council may revoke said approvals as required. CARRIED C.
