Our area experienced a major storm event on Sunday resulting in road closures, trees down and wishing to acknowledge staff and volunteer fire services' hard work and quick response. YWCA St. Thomas -Elgin re Emergency Evacuation Site for Straffordville Public School Moved by: Councillor Donnell Seconded by: Councillor Chilcott THAT the request from YWCA St. Thomas -Elgin to use the Straffordville Community Center as an emergency evacuation location for the 2020-2021 Before and After School Program be received for information. AND THAT the Council of the Municipality of Bayham approves the request for the Straffordville Community Center to be used as an emergency evacuation location in accordance with public health guidelines, AND THAT Council approval may be withdrawn based on public health guidelines of the day. CARRIED A 2020 Council Minutes 11.2 Reports to Council November 19, 2020 A. Report CAO-43/20 by Paul Shipway, CAOICIerk and Lorne James, Treasurer re COVID- 19 Pandemic 2021 Financial Planning Moved by: Councillor Froese Seconded by: Councillor Donnell THAT Report CAO-43/20 re COVID-19 Pandemic 2021 Financial Planning be received for information; AND THAT staff be directed to fund the municipal portion of the Straffordville Library - Enabling Accessibility Fund project from the 2020 year-end surplus; AND THAT staff be directed to allocate the unutilized 2020 OCIF Formula funding to Capital Item No. PW-01 Baynor South Bridge; AND THAT staff be directed to terminate the fire hall debt as authorized by By-law No. 2017-064 with funding from the 2020 year-end surplus and the OMPF Reserve; AND THAT staff be directed to transfer the remainder of the OMPF Reserve and the OPP Reserve into the Liability Reserve to be utilized as an allowance for doubtful accounts and the potential exposure to loss; AND THAT staff be directed to transfer the Parks & Playground Reserve into the Parkland Reserve Fund; AND THAT staff be directed to not include the Vienna Facility Manager role within the 2021 Operating Budget.
