We would like Council to consider including the paving of
James Line as an item for the 2021 Budget. James Line is
a very high traffic area for eight to ten months of the year.
This high volume of agricultural traffic puts a heavy burden
on the road base resulting in large pot holes which makes
travel unsafe. There is also a lot of road dust on James
Line which at times is so severe that it can impede
visibility. The municipality did put extra dust control
product on the road this year on the area which has the
greatest burden of traffic but this product only reduced the
dust for a few weeks. The issue of the road condition was
discussed with municipal staff at the time the dust control
was being applied and the staff advised that they were
aware of the problems with this section of James Line and
that the problem needed to be addressed.
thank you for your consideration.
Staff generally concur with
the action to convert gravel
roads to surface treatment.
Staff respectfully
recommend considering
average annual daily traffic
and operational efficiencies
when converting roads to tar
and chip. James Line ranks
as the fourth busiest gravel
road over the past four
years by average annual
daily traffic.

PW -29 – Gravel Program
commencing in 2022.
