ANNOUNCEMENTS Councillor Donnell expressed pleasure in being at the in -person meeting since the pandemic started. Mayor Ketchabaw informed Council that being in to the pandemic for five months, we are proceeding along well and commends the public and staff for their continuing efforts. 5. DELEGATIONS None. 6. CARRIED 10.1.2 Requiring Action 10.2 Reports to Council A. Report DS-57/20 by Margaret Underhill, Deputy Clerk/Planning Coordinator re Zoning By-law Amendment H. Peters, 54945 Vienna Line 2020 Council Minutes August 20, 2020 Moved by: Councillor Froese Seconded by: Councillor Donnell THAT Report DS-57/20 regarding the Peters rezoning application be received for information; AND THAT pursuant to Planning Act Regulations Bill 73 Smart Growth for our Communities Act, 2015, it be pointed out that at the public participation meeting held June 18, 2020, two written submissions opposing the rezoning were received and the second public meeting held August 20, 2020 associated with this application, there was one additional written submission opposing the rezoning and no oral presentations and that all considerations were taken into account in Council's decision passing this resolution; AND THAT Zoning By-law Z456-2003, as amended, be further amended by changing the zoning on the lands owned by Henrich Peters identified as Concession 2 North Part Lot 10 from Agricultural (Al) to site -specific Agricultural (A1-37) Zone to permit "Kennel Use" for the boarding, breeding and grooming of dogs as an additional permitted use; AND THAT Zoning By-law Z712-2020 be presented to Council for enactment; AND THAT By-law No. 2020-074 being a By-law to authorize the execution of a Site Plan Agreement between Henrich Peters and the Municipality of Bayham for the Kennel development at the property known as 54945 Vienna Line be presented to Council for enactment. Minister of Municipal Affairs & Housing re Safe Restart Agreement Moved by: Deputy Mayor Weisler Seconded by: Councillor Chilcott THAT correspondence item 11.1.1-B be received for information; AND THAT the Council of the Corporation of the Municipality of Bayham direct staff to allocate the Safe Restart Agreement Funding to the Liability Reserve. CARRIED 11.2 Reports to Council A. Report CAO-34/20 by Paul Shipway, CAOICIerk re Ontario Trillium Foundation — Resilient Communities Fund Moved by: Councillor Donnell Seconded by: Councillor Chilcott THAT Report CAO-34/20 re Ontario Trillium Foundation — Resilient Communities Fund be received for information; 4 2020 Council Minutes August 20, 2020 AND THAT staff be directed to make application to the Ontario Trillium Fund — Resilient Communities Fund for the Richmond Community Park Pavilion. WITRIM 12. BY-LAWS A. By -Law No. 2020-072 Being a by-law to authorize the execution of a lease agreement with Medavie EMS Elgin Ontario Inc. B. By -Law No. 2020-073 Being a by-law to assume and establish lands in the Municipality of Bayham as part of the open public highway system (Alward Street) C. By-law No. 2020-074 Being a by-law to authorize the execution of a site plan agreement between Henrich Peters and the Municipality of Bayham (This follows the recommendation in Report DS-57120 by Margaret Underhill, Deputy Clerk/Planning Coordinator during the regular meeting of August 20, 2020) D. By -Law No. 2020-075 Being a by-law to authorize the execution of an agreement with the Canadian Union of Public Employees and its Local 35.4 E.
