CALL TO ORDER Mayor Ketchabaw called the public meeting to order at 8:11 p.m. and asked those in attendance for the Public Meeting regarding the Vienna Line Drain to place their name and contact information on the sign-in sheet provided at the podium. 2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. PURPOSE OF THE MEETING A. Vienna Line Municipal Drain Public Notice Pursuant to Chapter D17, Section 41 of the Drainage Act the purpose of the public meeting is to consider the proposed construction of the Vienna Line Municipal Drain as outlined in the Vienna Line Drain Engineer's Report#218145 dated September 17, 2019 as prepared by Spriet Associates 4. STAFF PRESENTATION A. Report DS-63/19 by Bill Knifton, Chief Building OfficialiDrainage Superintendent re Vienna Line Drain 5. ENGINEERS REMARKS Engineer John Spriet provided an overview of the design of the drain. 2 2019 Public Meeting Minutes Vienna Line Drain October 17, 2019 6. PUBLIC PARTICIPATION Mr. Brad Valko inquired about lot grading /drainage plans in regard to the newer homes on Centre Street. Mr. Valko also questioned the limits of the watershed and topography within the watershed. Mr. Dave Racz questioned the depth and location of the drain as well as the benefit to his land. Mr. Racz commented regarding the impact to his agricultural land and questioned alternative design considerations. Mr. Dylan McCormick commented that water ponds on the property and the ditch floods at the corner of Vienna line and Centre Street. Drainage Superintendent, B. Knifton and Engineer John Spriet provided comment regarding drainage plans for the Centre Street homes and the reasoning and background behind the design of the drain. 7. CORRESPONDENCE One piece of correspondence was received which was included with the Staff Report. 8. DISPOSITION Moved by: Councillor Chilcott Seconded by: Councillor Froese THAT in accordance with Sections 44 to 46 of the Drainage Act, Council of the Corporation of the Municipality of Bayham hereby adopts Spriet Associates report#218145 dated September 17, 2019, referred to as the "Vienna Line Drain" report; AND THAT Provisional By-law No. 2019-086 be given first and second reading; AND THAT the Clerk be directed to distribute copies of the Provisional By-law and Notice of the time and place of the first sitting of the Court of Revision to the affected parties pursuant to Section 46 (2) of the Drainage Act; AND THAT a date of November 7, 2019 at 8:00 p.m. be set for the first sitting of the Court of Revision." CARRIED 9. ADJOURNMENT Moved by: Councillor Froese Seconded by: Deputy Mayor Weisler THAT Pursuant to the Drainage Act requirements the Public Meeting is now complete and the Provisional By-law will be considered during the regular meeting.
