CALL TO ORDER Mayor Ketchabaw called the public meeting to order at 7:30 p.m. and asked those in attendance for this Planning Public Meeting regarding a Zoning By-Law Amendment application by Antonia Van Leeuwen and Best Line Farms Ltd. to place their name and contact information on the sign-in sheet provided at the podium. 2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. CHAIRMAN'S REMARKS ON THE PURPOSE OF THE MEETING The Chairman stated the purpose and effect of the proposed amendment. 4. PURPOSE AND EFFECT OF THE PROPOSED AMENDMENT A. Application submitted by Antonia Van Leeuwen and Best Line Farms Ltd. The purpose of the public meeting is to consider an application to allow for a site- specific Official Plan policy on a 27.6 ha (68 acre) parcel of land to permit the severance of a second surplus farm dwelling in the Official Plan of the Municipality of Bayham. The subject lands are located on the north side of Best Line, east of Somers Road known as 54728 and 54744 Best Line. The effect of the by-law will be to create two surplus farm dwellings from one original farm parcel. 2 2019 Planning Meeting Minutes October 17, 2019 Antonia Van Leeuwen and Best Line Farms Ltd. 5. PUBLIC PARTICIPATION Dave Roe, agent for the applicant provided background information referencing the Provincial Policy Statement and Municipality of Bayham Official Plan regarding surplus dwelling policies. In response to questions from Council, Deputy Clerk'Planning Coordinator M. Underhill advised the Provincial Policy Statement requires restrictive A2 zoning on the retained lands. She also advised that Council previously supported an Official Plan Amendment for one surplus dwelling for a landowner not owning an additional residence in the Municipality of Bayham and that the Best Line application is a different amendment requesting a second dwelling be severed from the same parcel. 6. CORRESPONDENCE None. 7. OTHER BUSINESS None. 8. ADJOURNMENT Moved by: Councillor Chilcott Seconded by: Deputy Mayor Weisler THAT the Official Plan Amendment be considered at the meeting scheduled for November 7, 2019; AND THAT pursuant to the Planning Act requirements, the Public Meeting for Official Plan Amendment Application Antonia Van Leeuwen and Best Line Farms Ltd. is now complete at 7:44 p.m. p.m. CARRIED MAYOy CLERK I �
