The ICIP Community Culture & Recreation Stream objective is to support community infrastructure priorities across the province, improving access to and/or quality of community, cultural, and recreation priority infrastructure projects. Applications to the ICIP — Community Culture & Recreation Stream are due November 12, 2019. The ICIP — Community Culture & Recreation Stream application consists of a standard application, comprehensive technical schedule and a business case requirement. ICIP — Community Culture & Recreation Stream eligible asset types include: • Community centres/hubs (e.g., multi-purpose spaces that bring together a variety of different services, community centres including recreation facilities) • Recreation facilities (e.g., hockey arenas, multipurpose recreation centres, playing fields) • Cultural facilities (e.g., theatres, libraries, museums, cultural centres, civic squares, performing arts centres) • Education and health facilities advancing Truth and Reconciliation Commission Calls to Action (e.g., funding for new and/or existing Indigenous healing centres, spaces in education facilities for traditional teaching/programming) The ICIP Community Culture & Recreation Stream funding allocation model is as follows: Investing in Canada Infrastructure Program (ICIP) Rural & Northern Stream Funding Share Federal Provincial Municipal 40% (Max.) 33.33% (Max.) 26.67% (Min.) On September 5, 2019 the Council of the Corporation of the Municipality of Bayham passed the following resolution: THAT Report CAO-52/19 re Investing in Canada Infrastructure Program (ICIP) - Community Culture & Recreation Stream be received for information; AND THAT Council provide staff direction to utilize Facility Reserve Funds to finalize design details for the Investing in Canada Infrastructure Program (ICIP) – Community Culture & Recreation Stream grant application; AND THAT Council direct staff to make application to the Investing in Canada Infrastructure Program (ICIP) — Community Culture & Recreation Stream for the following projects: 1. Straffordville Community Centre Community Hub DISCUSSION Staff have completed initial high-level costing on potential grant components for Council consideration as follows: STRAFFORDVILLE COMMUNITY HUB This project would include the enhancement and redesign of ancillary structures at the Straffordville Community Hub into combined structures towards further diversification and multi- use abilities of the facilities at the Straffordville Community Centre. ITEM NO. 1A-FA-08 STRAFFORDVILLE FOOD BOOTH BUILDING Estimated Capital Cost $350,000 Estimated Operating Impact –$5,000 Notes: This would consist of major renovations on the existing Food Booth building incorporating a commercial kitchen and washrooms. OR ITEM NO. 1B -FA-08 STRAFFORDVILLE FOOD BOOTH BUILDING Estimated Capital Cost $1,200,000 Estimated Operating Impact –$5,000 Notes: This would consist of demolition of the existing Food Booth building. Reconstruction of a smaller concrete pad in conjunction with construction of a covered pavilion, extending off the rear of the existing Community Centre, incorporating an indoor commercial kitchen, washrooms and storage space, with upper level meeting/office space (abutting the SCC). This would include a direct link from the commercial kitchen to the Straffordville Community Centre and possible reduction of ancillary hydro services. ITEM No. 2 -FA-01 SCC HVAC Estimated Capital Cost $52,000 _Estimated Operating Impact N/A Notes: This item is carried in the 2020 Capital Budget. This project should result in a minor reduction in utilities due to increased efficiency of the devices ITEM NO. 3 -FA-07 SCC WATER TREATMENT SYSTEM Estimated Capital Cost $20,000 - $40,000 Estimated Annual Operating Impact $15,000 - $25,000 Notes: Treatment requirements are based on two main functions, source water chemistry and required water capacity to be treated. Treatment and operations of this type of public facility falls under Ontario Regulation 319/08. ITEM NO.4 -FA-12 SCC OLD CHAPEL PARKING Estimated Capital Cost $40,000 Estimated Annual Operating Impact N/A Notes: Would provide parking on Old Chapel and staff access to the SCC. ITEM NO. 5 -PR-01 -STRAFFORDVILLE PAVILION Estimated Capital Cost $10,000 Estimated Annual Operating Impact N/A Notes: Replacement of external steel as a lifecycle upgrade and to match existing buildings. ITEM NO. 6 -PR-02—STRAFFORDVILLE STORAGE SHEDS—PORTABLE SOCCER NETS Estimated Capital Cost $25,000 Estimated Annual Operating Impact N/A Notes: Replacement of external steel as a lifecycle upgrade and to match existing buildings. ITEM NO. 7— BALL DIAMOND LIGHTS Estimated Capital Cost $89,000 Estimated Annual Operating Impact N/A Notes: This project should result in a minor reduction in utilities due to increased efficiency of the devices. This will result in reduced maintenance fees. ITEM No. 7—ACCESSIBLE WALKING TRAIL Estimated Capital Cost $145,000 Estimated Annual Operating Impact N/A Notes: Approximately 700 metres of concrete accessible walking trail throughout the SCC grounds. Would create accessible viewing and access to all facilities on site. If maintained in the winter would have an operating budget impact. Includes minor fence alterations. ITEM NO. 8—PLAYGROUND—ACCESSIBLE PLAYGROUND MODIFICATION Estimated Capital Cost $200,000 Estimated Annual Operating Impact N/A Notes: Would include addition of two accessible play structures and installation of rubberized accessible surface increasing playground size to approximately 580 m2. The estimates provided are based on preliminary assessment. The Municipality would need to incorporate contingency and inflation into the same. Further, intent is to apply for the grant for work to be conducted in 2021, so 2020 can be utilized for budgeting and procurement. RECOMMENDATION 1.
