Margaret Underhill shares that the first Children's program in collaboration with the Port Burwell
Library was held Tuesday July 9th, 10 children registered.
7.2 Action Required
Chuck Buchanan asks when the museum display at the Ontario Legislature building will be
installed. Margaret explains that on August 81h Jennifer Beauchamp would like to take the

summer students with her to install the display and will be looking for volunteers to cover the
Marine Museum that day. Bev Hickey volunteers to cover the Marine Museum from 10:00 to
5:30 pm the day arrangements are made to install the exhibit at Queen's Park.
8. Unfinished Business Arising from the Minutes:
8.1 Lighthouse Exterior/Interior Condition — Margaret Underhill reports that the grant
application is still being reviewed. Over $100 000 in funding has been requested through
the grant. Staff are looking to address the water damage issues on the Lighthouse long
term. Jeff Robinson asks if new solutions have been researched and suggests asking the
Lighthouse Association that tours in September for advice. Margaret Underhill explains
that research or seconded opinions regarding possible solutions will be conducted as
needed as repairs are dependent on grant approval.
9. New Business:
9.1 Receive for information
(a) Chuck Buchanan made motor stands last winter for the Marine Museum. Jennifer has
requested one more to be made to mount the last large motor. Chuck will submit the costs
after building.
While looking into the motor stands Jennifer asked about the old wood that is in a corner at
the museum. Chuck explains that it is the wood from the original shank of the anchor from
the Nimrod. After being recovered and exposed to air the wood deteriorated very quickly
and this part of the anchor was replaced. Jeff Robinson suggests labeling the
pieces to explain what the wood is from.
(b) Albert White reports that a brass wheel that is to be mounted in the Wheelhouse will be
stored in the museum temporarily for safekeeping.
10. Finances (budget):
Museums Bayham Budget 2020 and actual up to May 31, 2019
Margaret Underhill shares the budgets with board member, she explains that they are amid
getting the operating and capital budgets for 2020/2021. Not much change will be visible. A
slight increase will be visible on certain items as basic costs for wages, and maintenance
will always increase. The year to date budget report ends May 31, 2019.
No admissions numbers will be visible until later in the year due to the timing of the report.
The budget is tight, but there is still money left aside for HVAC upgrades and funds in 2022
have been allotted for handicap accessible washroom upgrades.
Jeff Robinson asks about the decrease in the Revenue wages section. Margaret explains
student wages are subject to grant approval. In 2019 all grants were approved, but that may
not be the case in future years. The budget reflects caution regarding funding subject to
approval.
Motion to receive the Museums Bayham Budget 2019 and the proposed budget for
Museums Bayham Board Minutes June 12/19
2020/2021 and pass to treasurer to present to Council moved by Chuck Buchanan,
seconded by Albert White. All in Favour.

Curator's Report July 2019
Collections
The museum has accepted a porthole with cover into the collection. It has been placed in the seaway
exhibit as it came from the dry docks at the Welland Canal.
I took the pith helmet and its box over to the submarine office to discuss it with Ian Raven, curator of
the Elgin Military Museum. He determined it is a colonel's helmet and will try to find out the regiment.
I continue to save photographs and histories from the Burwell Life Facebook page.
Two public works people came to assist with moving the outboard motors from the storage area to the
compressor shed. They also rearranged the items in the shed so that the blue panels stored in there hid
the unsightly items. They placed three motors on the 2 new stands. After they moved the work desk to
take the two motors to the shed, I found there was a third motor underneath, and it went to the shed
too. Chuck was asked to build another stand, and he delivered it later in the month, and with Nathan's
help, placed the last two motors on it. The motors were cleaned and interpretive text has been prepared
and installed inside on the window frames.
As a result of moving the motors, the entire lower shelf of the storage wall was cleared. There will be
significant changes made to the storage shelves. During this process, we continue to find artifacts, both
accessioned and unaccessioned.
The two new exhibit cases finally received their glass. Mike Baker planned to come on July 16th but had
to delay one day. We prepared the space by emptying the Sutherland cabinet and moved it into the
wheelhouse for storage. As this case has cracked glass, this will allow us to see if it can be fixed and
returned to use. The large pile of ropes underneath it was moved to the side and the new cabinets
moved in their place. The glass arrived on Wed. and was installed after some finessing. The ropes were
spread out to measure and it was discovered that there were actually 4 ropes. All were accessioned and
placed in new locations. The Sutherland display was installed in one cabinet and the pith helmet in
the second, labelled new acquisition.
The students suggested moving two newly found dresses into the General Store. We moved a black
dress out and onto the Parlour wall with mourning info.
Exhibits and Events
The magazine, The Monarchist League of Canada, sent three copies of the latest issue, complete with
the article and photographs on the opening event.
The children's programs have been well attended this month. The first week went well with crafts for
10 kids, the next had 5, then 11 for games, then 9 attended to learn about turtles.
For some signage for the wheelhouse, I prepared, printed, laminated, and installed wall text for the
wheelhouse windows.
We have been promoting our Beachfest activities.
Staff
The students have many little projects, ensuring the 'to-do' list is reducing in size, despite me continually
adding to it. Accessioning continues.

Proiects Completed and On -the -Go:
Marine Museum:
- Children's program
o Completed 5/6 activities days.
o They have been successful with on average around 10 children in attendance.
o Discussing plans for the last day, we are thinking about doing games instead of a
craft. The children recommended the idea.
- Organization of the back -storage area
o We have cleaned, reorganized, and optimized space in the back room and on
the shelving unit.
o Continued accessioning of small items, books, and other pieces found in the
collection
Displays
o Installation of two new glass display cases acquired from the Elgin County
Archives for free
o Updated the Sutherland display, and created the new Pith Helmet display.
o Moved, accessioned and, rearranged several large ropes that were found under
the original Sutherland case.
Projects We Intend to Start:

see the Port Burwell Marine Museum Exhibit. Through a second successful application
process, museum artifacts are on display in the West Wing of the Legislature for the next few
months for the public to enjoy.

Tysha Rieger, a summer student at the Port Burwell Marine
Museum, said this military pith helmet, with case and
accessories, was in one of two new display cases recently
installed at the facility. Museum Curator Jennifer Beauchamp
said the helmet was donated by a descendant of historic local
shipbunaer Haipn rnuiGy. ,,,,J „vu.....- .-_---
a colonel, and research was continuing into what regiment it
would have been associated with. The museum is open daily
from 10 a.m. to 5:30 p.m. until the beginning of September.

SUBJECT: PORT BURWELL LIGHTHOUSE
BACKGROUND
The Port Burwell Lighthouse was constructed in 1840. It was part of a national network of light stations
equipped with beacon lights to warn or guide ships at sea. The Port Burwell Lighthouse was used to
aid navigation and commercial shipping of local timber on Lake Erie. For over 100 years the
Sutherland family kept the Lighthouse, until it closed in 1962 when the Canadian Coast Guard began
decommissioning light stations. In 1965, the Village of Port Burwell acquired the structure. It is the
oldest wooden lighthouse on the Canadian shore of Lake Erie and one of the oldest surviving lights
in Canada.
On October 22, 1985 the Village of Port Burwell passed By-law No. 1985-029, being a by-law
to designate the Port Burwell Lighthouse as a property of architectural and historical value or
interest under Part IV of the Ontario Heritage Act, 1974, S.O. Chapter 122. The Village of
Port Burwell noted to following character defining elements reflecting the heritage value of
the Port Burwell Lighthouse:
• the octagonal, tapered design
• framing of braced douglas fir and pine timber
• clapboard cladding
• the staggered windows on four sides
• the octagonal wood lantern
• low pitched metal roof and ventilator
• the interior staircase with four landings
• the lighting apparatus inside the lantern, including the fresnel lens
• its central location in the village on a hill overlooking the harbour and the Big Otter
Creek
• views to the lighthouse from Lake Erie, the harbour, the west bank of Big Otter Creek
and Robinson Street
• the stone and bronze markers that commemorate the restoration of the lighthouse in
1986, including a list of donors to the restoration fund
In 1986 dozens of local citizens and businesses contributed to the Port Burwell Lighthouse
restoration, which was carried out by Mennonite craftsmen working with hand tools similar to those
that would have been used in its original construction.
On August 12, 2010 the Council of the Corporation of the Municipality of Bayham passed the
following resolution:
THAT Staff Memorandum regarding Potential Financing -Lighthouse Painting be
received;
AND THAT Council accept the quote submitted by Excalibur Windows, Doors & l �Pm L �a
Siding in the amount of $41,301.50 inclusive of taxes; �uc� �q11
AND THAT the financing be from the Museum Capital Budget, the General
Museum Reserve and the balance from Reserves.
DISCUSSION
In May of 2019 the Port Burwell Lighthouse was subject to frequent and significant water penetration.
Subsequently, staff and Dean Franklin of Dean Franklin Construction assessed the structure to
determine the source of water infiltration. It was determined that water was infiltrating and being
contained beneath the vinyl siding application from 2010. The water was then travelling to the
interior of the structure. Further, the main access door and sill is deteriorated and needs replaced.
The water infiltration is creating favourable conditions for carpenter ants. The Municipality has had
to spray for carpenter ants the past two years.
The 2010 works by Excalibur Windows, Doors & Siding did include a warranty however the
company no longer exists and the vinyl application is not designed for wood application. This was
confirmed when a company out of British Columbia approached the Municipality and offered to
reapply the vinyl coating in exchange for promotional considerations. The conversation ended
when the company was made aware the vinyl was applied to wood.
To rectify the issues, and avoid internal structural damage, the following general scope of work has
been outlined:
• remove and dispose of existing siding and vinyl application
• install new plywood and hardie board siding
• add new wood trims
• paint interior side of plywood white
• install new entrance door and sill
• concrete repairs
SCOR EDC notified staff about a grant opportunity. SCOR EDC regularly notifies the SCOR
members of funding opportunities. Subsequently staff, with the assistance of Franklin Construction
submitted a grant application to the Canadian Experiences Fund for funding to complete repairs to
the Port Burwell Lighthouse in 2020. The total project cost would potentially be $184,000 with
$164,000 from the Canadian Experiences Fund and $20,000 from the Facility Reserve. If the
Canadian Experiences Fund application is not approved, which is a real possibility, the Municipality
will need to consider alternative methods to fund the required repairs.
RECOMMENDATION
THAT Report CAO -44/19 re Port Burwell Lighthouse be received for information.
2. AND THAT a copy of Report CAO -44/19 be provided to the Museums Bayham Committee
for informational purposes;
3. AND THAT Port Burwell Lighthouse capital renovations be referred to 2020 Capital budget
deliberations.
