Please be advised that at their June 11, 2019, County Council passed the following
resolution:

Resolved that the report titled "911 Primary Public Safety Answering Position
(PPSAP) Contract Extension (2020)" be received; and that the contract with
Northern Communication Services be renewed for one (1) additional year to
expire on December 31, 2020; and that the Warden and Chief Administrative
Officer be authorized to sign the amending agreement; and that the report be
circulated to the County's Municipal Partners for their information.

SUBJECT: 911 Primary Public Safety Answering Position (PPSAP) Contract
Extension (2020)
RECOMMENDATIONS:
THAT the report titled "911 Primary Public Safety Answering Position (PPSAP) Contract
Extension (2020)" be received; and,
THAT the contract with Northern Communication Services be renewed for one (1)
additional year to expire on December 31, 2020; and,
THAT the Warden and Chief Administrative Officer be authorized to sign the amending
agreement, and;
THAT the report be circulated to the County's Municipal Partners for their information.
INTRODUCTION:
The current contract for 911 Primary Public Safety Answering Position (PPSAP)
services is with Northern Communication Services. This contract provides for front line
911 services. When someone dials 911, the call is answered by Northern
Communication Services and transferred to the appropriate police, fire or ambulance
service.
DISCUSSION:
A Request for Proposal was issued by the County on behalf of the Municipal Partners
and the City of St. Thomas in 2010. The contract term was a three year term beginning
in December 2010. The contract also allowed for options to renew for two consecutive
three (3) year terms and the contract was renewed in 2014 and 2017. The current
contract expires at the end of 2019.
Recently the County was informed by the City of St. Thomas that they will not be entering
into a new joint contract for the service.
Given recent announcements by the Provincial Government regarding changes to
emergency services and the City's intention not to enter into a new joint contract with the
County for this service, staff reached out to Northern Communication Services to request
a one (1) year extension to the current agreement.
Northern Communication is agreeable to the one (1) year extension and is requesting an
increase of approximately three percent over the current rate which is $0.46 per resident.
The rate for 2020 will be $0.47 per resident.
Based on revised population numbers using the 2016 Census data, the breakdown per
municipality is as follows:

Costs for this service contract are billed directly to each Municipality in January of each
year.
CONCLUSION:
The contract for 911 Primary Public Safety Answering Position Services is being
renewed for a one (1) year term. Staff have no issues with the services being provided
by Northern Communication Services.

Dear Mayor Ed Ketchabaw, and fellow Councilors,
This letter is in response to the questions raised at the Council meeting February 7, 2019. At
that time, we requested the Municipality relinquish to the Bayham Historical Society, the
monies in the Edison Museum Reserve Fund as well as the building lot
that was purchased for a new Edison, Vienna and Area Museum. We made this request to
further our goal of building/acquiring a new museum. We are looking at the possibility of
purchasing an existing building and renovating it to use as a museum rather than building new.
The reserve money and the land (if sold) will provide a large down payment and/or collateral on
this prospective property and allow us to contact financial institutions in regards to a loan.
Currently we are warehousing the museum artifacts at a significant cost to the BHS. That
money would be better served to pay a loan and have the museum open for business. Adding
to the urgency of this request is correspondence we received from the owners of the
warehouse stating we may need to move the artifacts to one of their alternate locations. Each
time we move, we risk damaging our artifacts. The sooner we can get them into a permanent
location the better.
Assuming we are able to purchase the prospective property we plan to approach businesses for
donations and apply for grants to help reduce the initial cost and pending renovations that may
be required (e.g. Handicap accessible washrooms, signage etc.). We will continue our current
fundraising initiatives as we believe they are not only important to the success of The Edison,
Vienna and Area Museum but are events that bring our community together, young and old
alike.

Goals and Objectives
The Bayham Historical Society plans to set up a museum to preserve the history and artifacts of the
Edison Family, Bayham and the surrounding area. A place where we can invite speakers to talk about
local historical events so listeners can learn about topics in which they may not be familiar. A place
where schools can bring students to learn where their modern technology actually originated. A place
that will open the doors to increased tourism in the area.
Background
The Bayham Historical Society is a Not for Profit Charitable Organization and member of the Ontario
Historical Society and the Elgin Oxford Norfolk Association of Curators,Archivists& Directors. Members
of the Bayham Historical Society(BHS) have taken courses on handling artifacts and are familiar with the
books and artifacts that are currently in storage. These artifacts and documents were previously
displayed in the now closed Edison Museum. It was there that many members gained experience
running a museum. The BHS has also connected with a curator of other area museums whose expertise
we can draw on if needed.
Management
The Bayham Historical Society Board consists of eight Directors of which four are the Executive,
comprised of the President, Vice-President,Treasurer and Secretary,three being Program, Research,
Publicity/Advertising Chairpersons and one Member at Large. All are to be elected annually.
Operational Timeline
We plan to have the museum up and running within 12 months of acquisition.

Current assets of the Bayham Historical Society include the artifacts and documents from the previous
Edison Museum along with bank accounts totaling$
Product
The knowledge gained through viewing artifacts and documents displayed in the museum and from the
information passed on from our staff.
Future Expansion
Possible future expansion may include a coffee/snack bar and a souvenir counter in the museum.
Marketing Plan
Target Market
The target markets for the new museum are schools,tourists and the general public.
Location Analysis
The location of the building we are looking to purchase will be an advantage for the museum. The
building is Vienna,the home town to the Edison Family. It is easily found on the main street and is on a
direct route to Port Burwell and the Provincial Park. Appropriate signage will draw in campers,beach
goers and day trippers.
Pricing
The pricing strategy will be pay per use with specialized pricing for families or large groups such as tour
buses and class trips. The cost will be in line with other similar businesses in the area.
Advertising
The advertising Strategy is to use as many different medias as possible. We are currently successful
using newspapers, local community television,flyers, posters,storefront mini displays,signage and
social media to advertise our fundraising events. We would continue to use this strategy on a larger
scale to promote the museum.
The Competition
There are two other museums within a 10 kilometer radius, one specific to Lake Erie and Marine and the
other is the Ojibwa Submarine, whereas,The Edison,Vienna and Area Museum preserves the area
history and is Canada's connection to Thomas Edison.
Operations
Staffing
The staffing requirements would be to have one person available to welcome people to the museum,
explain the artifacts and answer any questions during business hours. We will fill this position with
volunteers when possible. In the summer months we may need to have an extra person and will apply
for a student grant. This is a trainable position and does not require any specialized schooling.

We anticipate the building to be purchased for$200,000-$250,000 with an additional $30,000-$50,000
for renovations.
Capital Repayment Plan
It is our intent to continue our current fundraising initiatives as well as seeking out corporate and private
donations/sponsors to pay for the cost of the building and renovations.
