Call to Order of the Inaugural Meeting by Staff Representative Margaret Underhill called the meeting to order at 7:00 pm Wednesday March 13th, 2019. 2.Introductions- Membership (a) Advisory Board and Committee Policy and Confidentiality Forms The Museums Bayham Board is now composed of 7 individuals from the community. Meetings will require 4 members to have the quorum required for a meeting. Jeff Robinson- Bayham Historical Representative Chuck Buchanan- E.O.N. and Port Burwell Historical Society Representative Ally Shelly- Heritage Institution, The Elgin County Museum Matt Schafer, Ken Nesbitt, Albert White — Members at Large 3. Board Elections: Chair, Vice -Chair and Secretariat 3.1 Action Required Nominations for Chair, Vice -Chair and Secretariat opened at 7:05 (a) Nominations of Chair, Vice- Chair and Secretariat (b) Election of Chair, Vice -Chair, Secretariat Election of Chair Chuck Buchannan moves to nominate Bev Hickey for re-election to the position of Chair. Bev Hickey accepts the nomination to continue as chair. Motion seconded by by Matt Schaffer. All in Favour. Election of Vice -Chair Matt Schafer moves to nominate Chuck Buchanan for re-election to the position of Vice -Chair. Chuck accepts the nomination to continue as vice -chair. Motion seconded by Albert White. All in favour. Election of Secretariat Chuck Buchanan nominates Ally Shelly for re-election to the position of Secretariat. Ally accepts the nomination to continue as secretariat. Motion seconded by Bev Hickey. All in favour. Museums Bayham Board Minutes March 13/19 All Museums Bayham Board Positions Officially Elected (c) Set Day/ Schedule ad Time of Board Meetings Board Members discuss meeting schedules. It is agreed to continue meeting in the Trackless Lounge of the Bayham Municipal Office, on the 2nd Wednesday of each month at 7:00 pm, at the call of the Chair. 4. Disclosure of Pecuniary Interest None 5. Announcements (a) The Board did not meet in December 2018, January, February 2019. Meetings will continue to be held as needed, at the call of the Chair. (b) The "Collections & Records Management Policy" and Interpretation & Education Policy" The new museum policies being created by curator, Jennifer Beauchamp and municipal staff will be circulated and presented at future meeting. Board members will review and make recommendations before the policies are presented to Council. 6. Delegations None 7. Adoption of Minutes (a) Motion to adopt minutes of November 14th, 2018 Museums Bayham meeting as presented. Moved by Albert White, seconded by Matt Schafer, to accept minutes. All in Favour. 8. Matters of Business 8.1 Receive for Information (a) Curator's Reports for November, December 2018, January, February 2019 (attached) - Curator's report was reviewed by Board Members. Motion to accept Curator's Report as information. Moved by Albert White, seconded by Matt Schafer. All in Favour. Museums Bayham Board Minutes March 13/19 3 (b) Museum Sidewalk Installation Update Margaret explains that the sidewalk project has been delayed since last fall due to the weather. The company "Auto -Form" will continue work as soon as weather allows. Sidewalk will be paved from the entrance, along the museum, to the parking lot. Work should be finished before the museum opens. (c) Motor Mounts Project Update- future Motors Display Last fall Jennifer Beauchamp, had asked Chuck to make stands to hold motors for a new museum display. Chuck has all the materials needed to create the mounts on movable casters but must wait to complete the project when the weather allows. Chuck will ask Jennifer if she wants the stands painted. Mounts will be complete before the Marine Museum opens. (d) Humidifiers Tent Update — ongoing conservation of the "Planks" Chuck Buchanan explains that the wooden planks recovered from the ground on Plank Road during road construction in Vienna are still in the tent ongoing conservation to dry them gradually. The humidifier is still being checked often to ensure that it is working properly. Planks will need to be removed before the museum opens. (e) Wheelhouse Restoration Update- verbal report C. Buchanan, PBHS Chuck Buchanan reports that little work has been completed on the Wheelhouse since last fall. The rounded corners on the skirting around the Wheelhouse have been formed to fit properly and installed. Foam insulation has been applied to the bottom to fill the cracks. Once the weather improves, the next steps are to install the stairway to the pilot house. Albert White adds that a landing may be added to the bottom of the stairs. The backing was installed higher to ensure a more comfortable ceiling height affecting the stairs installation. Captain Metz will be coming in the spring with a Binnacle (the tower that holds the compass in front of the helm). The Binnacle will come in pieces and will need to be put back together. (f) E.O.N. Association Meeting Update — C. Buchanan The next E.O.N meeting will be held in April, the inaugural meeting was held in February. The regional map guide highlighting museum sites is finished and will be printed in time for the 2019 tourist season. (g) Museum and Lighthouse Summer Students : Hiring & Opening Update - M. Underhill The advertisements for the three Marine Museum student summer job positions have been posted, on the municipal website and in the newspapers the Aylmer Express and Tillsonburg News. The deadline for applications is March 28, 2019. Interviews will be conducted early May, or sooner depending the student's availability. There have been 6 applications so far, one being Nathan a student wishing to return from last year. Grants have been applied for through - Young Canada Works, Canada Summer Jobs and Summer Experience Museums Bayham Board Minutes March 13/19 4 The funding granted last year was good, we are hoping for similar funding for 2019. Student Orientation will start Tuesday May 14th, May 15th at the Museum. The Marine Museum will open Thursday May 16th in time for the Victoria Day long weekend. 8.2 Unfinished Business Arising for the Minutes: 8.3. New Business 8.4 Action Required (a) Correspondence from R. Bradfield ( former MB Board member) dated January 17/19 for Boards consideration Re: "Hercules" Model- attached Jennifer Beauchamp is interested in the possibility of the "Hercules" model ship being loaned to the Marine Museum. She would like more information from the owners, to wait until next season and display a "Local Harbour" exhibit. Chuck Buchanan says the model was loaned to the museum in the 90's and the table and cover were built to display it for a season and a half. Mike Baker from the Elgin County Museum had asked about the model which had began Ron reconnecting with the owners, who subsequently offered the loan. The Board directs Margaret Underhill to ask Jennifer to contact Ron Bradfield so Jennifer can contact the owners and negotiate the loan herself. (b) Correspondence Request to municipal staff from Ron Bradfield dated December 17t'. 2019 for the Board's consideration. Ron Bradfield has requested that the following be sent to council for consideration - "For 2019-1 would like to see a sign put up on the corner at the base of the "Mariner Tower" saying Parking for Lighthouse and Marine Museum Tours and a "Cross -Walk" painted on Robinson Street for tourists to cross from the Marine Museum parking lot to Lighthouse." Motion to make Crosswalk and signage recommendation to Council moved by Albert White, seconded by Chuck Buchanan. All in Favour. 9. Finances (Budget) Margaret Underhill presented the budget and projections for 2019 to the Board. 2018 was a few cents short of meeting admission in 2018. Revenue shows 2018 income tax credits, deposited in 2019. The budget will be tight for 2019, with no money for artifact acquisition and limited monies for supplies. Motion to receive 2019 Budget for information. Museums Bayham Board Minutes March 13/19 Moved by Chuck Buchanan, seconded Albert White. All in favour.
