CALL TO ORDER Mayor Ketchabaw called the public meeting to order at 7:36 p.m. and asked those in attendance for this Planning Public Meeting regarding a Zoning By-Law Amendment application by Ed Nichols to place their name and contact information on the sign-in sheet provided at the podium. 2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF No disclosures of pecuniary interest were declared. 3. CHAIRMAN'S REMARKS ON THE PURPOSE OF THE MEETING The Chairman stated the purpose and effect of the proposed amendment. 4. PURPOSE AND EFFECT OF THE PROPOSED AMENDMENT A. Application submitted by Ed Nichols 53834 Vienna Line The purpose of the public meeting is to consider an application to change the zoning on a 12,141 m2(3 acres) parcel of land from an Agricultural (A1) zone to a site-specific Rural Residential (RR- XX) zone to permit an "animal kennel" in addition to the main residential use, in Zoning By-law Z456-2003. The subject lands are located at 53834 Vienna Line, north side, west of Woodworth Road. 2 2019 Planning Meeting Minutes February 21, 2019 Ed Nichols, 53834 Vienna Line The effect of the by-law will be to allow an animal kennel, in the form of a small animal rescue facility, to house and care for a maximum of thirty (30) small animals, sheltered in an existing building and retain the existing dwelling. 5. PUBLIC PARTICIPATION Carol Nichols thanked supporters for attending. Katheryn Lemon was in attendance to support the application for which there is a need. Councillor Froese asked Ms. Nichols to define small animal. Ms. Nichols responded by giving examples of animals she rescues such as hamsters, guinea pigs, rabbits, small dogs, cats, chinchilla. Ms. Nichols went on to advise due to her disability she is physically unable to handle large dogs. 6. CORRESPONDENCE The Deputy ClerklPlanning Coordinator advised receipt of an email comment from Ray Talbot which will be included in the Staff Report to be presented at the meeting scheduled for March 21, 2018. 7. OTHER BUSINESS None. 8. ADJOURNMENT Moved by: Councillor Froese Seconded by: Councillor Chilcott THAT the Zoning By-law be considered at the meeting scheduled for March 21, 2019; AND THAT pursuant to the Planning Act requirements, the Public Meeting for Zoning Application Ed Nichols is now complete at 7:43 p.m. CARRIED // -) MAYO CLERK
