Mayor Ens called the meeting to order at 7:00 p.m.

4. ANNOUNCEMENTS
A. Councillor Ketchabaw provided a reminder of the Remembrance Services Sunday,
November 4, 2018 in Vienna at 11:00 a.m. and parade and service in Port Burwell at 1:00
p.m. as well as a service in Fairground on Friday, November 9, 2018.
B. Mayor Ens provided a reminder of the Volunteer Appreciation to be held at the Straffordville
Community Centre Thursday, November 15, 2018 from 6:00 p.m. —7:00 p.m.

5. DELEGATIONS
A. 7:05 p.m. —William Pol IBI Group re Bayham Official Plan Five-Year Review— Elgin County
Meeting Summary
William Pol, IBI Group, provided details as outlined in the Memorandum which summarized the
items discussed at a meeting between the County of Elgin Manager of Planning and IBI Group
regarding Municipality of Bayham Official Plan Five-Year Review Amendment No. 23.

THAT the IBI Group presentation re Bayham Official Plan Five-Year Review— Elgin County
Meeting Summary be received for information;
AND THAT Council acknowledge amendments to the Municipality of Bayham Official Plan
as follows:
i. Section 4.2.4.1 be amended by adding the following clause, "The target, for
residential intensification and redevelopment, over the life of this Plan is 15%."
ii. Section 8.5.1.2 be amended by adding the following potential background studies to
the list, "Land use justification report; Agricultural impact assessment; and
Archeological Assessment."
iii. Schedule 'Al' Municipality of Bayham Land Use — Industrial Land Exchange be
amended by adding the following text to the preamble of the Five Year review
amendment as part of the amendment explanation, "The Municipality is relocating
an industrial designation of lands in the Bayham Industrial Park from Highway#3
onto Pressey Road, north and west of the subject site location. The purpose of the
amendment is to allow municipal road access instead of limited Provincial Highway
access. There is no net change in the area of industrial lands consistent with the
Provincial Policy Statement 2014."

Community Centre as an emergency evacuation location for the 2018 —2019 Before and
After School program be received for information;
AND THAT the Council of the Corporation of the Municipality of Bayham approves the
request for the Straffordville Community Centre to continue to be used by the 2018—2019
YWCA Before and After School program as an emergency evacuation location.

AND THAT Council provide that chairs unused by the Straffordville Community Centre
and the Vienna Community Centre be surplussed by the Straffordville Hall Foundation in a
manner determined by the Straffordville Hall Foundation.
