1. CALL TO ORDER
Mayor Ens called the public meeting to order at 7:41 p.m. and asked those in attendance for
this Planning Public Meeting regarding a Zoning By-Law Amendment application by John Fehr
to place their name and contact information on the sign-in sheet provided at the podium.
2. DISCLOSURES OF PECUNIARY INTEREST & THE GENERAL NATURE THEREOF
No disclosures of pecuniary interest were declared.
3. CHAIRMAN'S REMARKS ON THE PURPOSE OF THE MEETING
The Chairman stated the purpose and effect of the proposed amendment.
4. PURPOSE AND EFFECT OF THE PROPOSED AMENDMENT
Zoning By-law Amendment Application submitted by John Fehr
The purpose of the public meeting is to consider an application to change the zoning on
a 10,460 m2 (2.5 acres) parcel of land from a Hamlet Residential (HR) Zone to the Site-
Specific Hamlet Residential (HR-XX) in Zoning By-law Z456-2003. The zone change is
to permit the operation of a seasonal water hauling business and to permit the
construction of an oversized accessory building with a floor area of 111.5 m2 (1,200 ft2)

where 75 m2 (807 ft2) is the permitted maximum. The subject lands are located at 54303
Eden Line, south side, east of Culloden Road, in the hamlet of North Hall.
The effect of the by-law will be to allow for the construction of an oversized accessory
building to store a large truck associated with the business.
Deputy Clerk I Planning Coordinator announced as follows:
The circulated Notice was based on the information provided in the application, however, new
information has been obtained since then that changes the nature of the home business.
There is water extraction and hauling, use of water pumps, additional truck etc. at the current
residence and the same is planned for the subject lands in the future.
This information was brought to staff's attention in a neighbour's letter and confirmed by the
landowner on October 31st.
Therefore, I would advise Council of three options:
Continue with the current application at the next meeting and
1. Approve as presented,
2. Refuse the rezoning or
3. Postpone the rezoning decision until such time as the applicant amends the application to
request permission to permit the processing/taking of water, use of pumps, use of an additional
truck etc.
Staff recommends the third option to amend the application and due to the significant changes
to the application, schedule a new public meeting.
5. PUBLIC PARTICIPATION
John Fehr provided an overview of his intent as well as the process along with Ministry of the
Environment and Ministry of Health requirements.
6. CORRESPONDENCE
Deputy Clerk I Planning Coordinator M. Underhill advised correspondence was received from
John Peters, 54272 Eden Line, expressing concerns regarding the extraction and hauling
process and the letter would be attached to the forthcoming report.
7. OTHER BUSINESS
None.

8. ADJOURNMENT
Moved by: Councillor Casier
Seconded by: Deputy Mayor Southwick
THAT the Zoning By-law application be amended and a second public meeting be scheduled;
AND THAT pursuant to the Planning Act requirements, the Public Meeting for Zoning
Application John Fehr is now complete at 7:50 p.m.
