HomeMy WebLinkAboutApril 16, 2015 - Council THE CORPORATION OF THE MUNICIPALITY OF BAYHAM COUNCIL MEETING MINUTES Thursday, April 16, 2015 MUNICIPAL OFFICE STRAFFORDVILLE, ONTARIO IN CAMERA 6:00 p.m. -7:00 p.m. (Closed to the Public) Council recessed at 6:40 p.m. for a short break and reconvened at 7:00 p.m. REGULAR MEETING 7:00 P.M. The regular meeting of the Council of the Municipality of Bayham was held on Thursday, April 16, 2015 in the Council Chambers. Present were Mayor Paul Ens, Deputy Mayor Tom Southwick, Councillors Randy Breyer, Wayne Casier and Ed Ketchabaw, Administrator Paul Shipway and Clerk Lynda Millard. Planning Coordinator I Deputy Clerk Margaret Underhill, Fire Chief/ By-Law Enforcement Officer Randy White, Chief Building Official 1 Drainage Superintendent Bill Knifton and Public Works Manager Ed Roloson were in attendance to present their respective reports. Due to recent internal administrative restructuring, the Water/Wastewater department has been merged into Public Works and Operations, with Ed Roloson as Manager. CALL TO ORDER 1. CARRIED (c) Report P5-03115 by Vance Czerwinski, Manager of Public Works re 2015-2017 Landscape Services Tender Results and Recommendation Moved by: Deputy Mayor Southwick Seconded by: Councillor Casier THAT Report PS-03115 re 2015-2017 Landscape Services Tender Results and Recommendations be received for information; AND THAT Council accepts the lowest bid for landscape services as indicated in the report. AND THAT By-laws to authorize the Mayor and Clerk to enter into contracts be brought forward to the next Council meeting. CARRIED (d) Report PS-04/15 by Vance Czerwinski, Manager of Public Works re 2015 Roadside Grass Cutting Tender Results and Recommendation Moved by: Councillor Ketchabaw Seconded by: Councillor Casier THAT Report PS-04/15 re 2015 Roadside Grass Cutting Tender Results and Recommendation be received for information; AND THAT Council does not accept the lowest bids for roadside grass cutting services as indicated in the report. CARRIED (e) Report PS-05/15 by Vance Czerwinski, Manager of Public Works re Stop Sign Installed at Bayham Norfolk Boundary Road & Goshen Road Intersection Moved by: Councillor Ketchabaw Seconded by: Deputy Mayor Southwick THAT Report PS-05115 re stop sign installed at Bayham Norfolk Boundary Road & Goshen Road Intersection be received for information. CARRIED (f) Report PS-10/15 by Vance Czerwinski, Manager of Public Works re 2015 Port Burwell Page 3 of 9 Council Minutes April 16, 2015 and Vienna Storm Sewer Line Condition Report Request for Quotation Results and Recommendation Moved by: Deputy Mayor Southwick Seconded by: Councillor Casier THAT Report PS-10115 re 2015 Port Burwell and Vienna Storm Sewer Line Condition Report Request for Quotation Results and Recommendation be received for information; AND THAT Council accepts the quotation from Meritech Engineering at the price of$101,907.56 plus H.S.T.; AND THAT if there is sufficient funding after the Condition Assessment is complete that the Erieus Street Storm Sewer Line be replaced in 2015. CARRIED (g) Report PS-11115 by Vance Czerwinski, Manager of Public Works re Washroom & Change Room Cleaning Services Request for Quotation Results and Recommendations Moved by: Councillor Casier Seconded by: Councillor Breyer THAT Report PS-11115 re Washroom &Change Room Cleaning Services Request for Quotation Results and Recommendations be received for information; AND THAT Council awards the contract for Washroom & Change Room Cleaning Services for the Port Burwell Municipal Beach to Cerna Enterprises at the quoted price of$10,500.00 plus H.S.T. AND THAT a By-law to authorize the Mayor and Clerk to enter into the contract be brought forward at the next Council meeting. CARRIED 1.2 REQUIRING ACTION (a) Event Road Closure Reqest Form re Canada Day Celebration and Parade Moved by: Councillor Breyer Seconded by: Councillor Ketchabaw THAT the Event Road Closure Request Form submitted by the Port Burwell Historical Society be received; THAT municipal streets in Port Burwell be used for a Canada Day Parade on July 1, 2015 beginning at 11:15 a.m. from the Legion; THAT the Municipality hereby requests permission from the County of Elgin to use Wellington Street from Elizabeth Street west to Robinson Street; AND THAT the Municipality of Bayham Manager of Public Works take the necessary precautions for traffic control, safety and signage requirements. CARRIED (b) Sylvia Jones, MPP Dufferin-Caledon re Bill 36, Private Member's Bill the Respecting Private Property Act Moved by: Deputy Mayor Southwick Seconded by: Councillor Ketchabaw THAT correspondence from Sylvia Jones, MPP Dufferin-Caledon be received for information; AND THAT the Council of The Corporation of the Municipality of Bayham support private member's bill, Bill 36 the Respecting Private Property Act. CARRIED (c) Marisa Zilli re Exotic Animal By-law (added by addendum) Moved by: Councillor Ketchabaw Seconded by: Councillor Breyer THAT correspondence from Marisa Zilli re Exotic Animal by-law be received for information; AND THAT Marisa Zilli, a professional studio animal trainer,with a licensed business regarding trained and experienced animal actors be granted an Page 7 of 9 Council Minutes April 16, 2015 exemption from the Corporation of the Municipality of Bayam By-law#99-82, being a by-law to prohibit and regulate the keeping of exotic animals in the Municipality of Bayham and be permitted to obtain a coatimundi, for business and educational purposes. CARRIED 2. REPORTS TO COUNCIL 12. BY-LAWS (a) By-Law 2015-043 Being a By-Law to authorize the execution of a Site Plan Agreement between Etienne and Marie-Louise Borm (ETBO Tool & Die)and The Corporation of the Municipality of Bayham (b) By-Law 2015-044 Being a By-Law to establish and regulate a Fire Department for the Municipality of Bayham Moved by: Councillor Breyer Seconded by: Councillor Casier THAT By-Law 2015-043 be read a first, second and third time and finally passed; AND THAT By-law 2015-044 be deferred to May 7, 2015. CARRIED 13. UNFINISHED BUSINESS (a) Preliminary Facilities Discussion Councillor Casier requested, and it was agreed that staff obtain a price on a pitched roof structure and exterior brick/seal for the municipal office building. Councillor Ketchabaw suggested and Council agreed to meet with and seek input, in pairs,from local groups as follows: Vienna Lions Club - Councillors Casier and Breyer; Straffordville Lions Club - Councillor Ketchabaw and Deputy Mayor Southwick; Museums Bayham - Mayor Ens and Councilor Ketchabaw; Eden Area Community Centre - Deputy Mayor Southwick and Councillor Casier; Straffordville Community Committee - Councillors Breyer and Ketchabaw. Council agreed to hold a special Council meeting at 7:00 p.m. on May 11th, to discuss options and consider actions to be taken regarding the various facilities currently under review. 14. OTHER BUSINESS None 15. BY-LAW TO CONFIRM THE PROCEEDINGS OF COUNCIL (a) By-Law 2015-045 A By-Law to confirm all actions of Council Moved by: Deputy Mayor Southwick Seconded by: Councillor Casier Page 8 of 9 Council Minutes April 16, 2015 That confirming By-Law 2015-045 be read a first, second and third time and finally passed.
