Dear Mayor,Deputy Mayor and Council Members,
As far as representing the Eden&Area Community Centre there is only one option
we have to pick from and that is Option#1.
Option#1 is the only one that allows the Eden&Area Community Centre to continue
to even exist or to function as efficiently as it has done since it was opened in 2003.
Option#1 is the only option where the Eden&Area Community Centre was NOT
considered SURPLUS. So THAT IS THE OPTION WE CHOOSE!
We think that the Eden& Area Community Centre should be allowed to continue to
exist and to function as a very useful and viable part of the community of Eden and the
Municipality of Bayham.
You have only looked at COST which we know is the purpose of this paper of yours. The
annual costs of the Eden&Area Community Centre have been less than the others because
it has been paying for itself.
We pay for the utilities as required with our agreement with the Municipality when we started.
We do not run at a deficit like the other two Community Centres do. We run it at a modest
profit and use that money to make improvements that we could afford to make the facility
more attractive and more efficient to heat and light.The hard earned money made for the
Eden&Area Community Centre by its many devoted,creative,inventive,hard working
volunteers—both young and older-using all their many skills and talents have kept it going
throughout the past eleven years.With the money that's been made,we have put in a kitchen,
painted rooms,enlarged rooms,removed windows and closed in exterior walls to save on the
heating costs even though the utility rates continue to increase.The changes we've made
have helped us to meet our needs,in order to make it a better and more attractive
place for renters to rent.
We continue to make improvements with this purpose in mind. We have made it more usable
for us who work in it and for the public who rents it.
The kitchen serves such a purpose.It serves its basic purpose.Renters using it don't have to be
afraid to use it because it is just like their kitchen at home.The stoves are mostly used to keep

food warm rather than actually cooking it there.It is used as a staging area to get their already
prepared food out and ready to serve and eat. Cleaning the kitchen up afterwards is expected
and is usually done.
We have kept this purpose in mind by keeping two rooms the size they were,and by
making the other two rooms into one bigger room to have more space for our breakfasts
and suppers.We usually do two breakfasts a month except for July and August,and four
suppers until last year when one of Bayham's other establishments again took over one of
our supper dates,and now they are doing it with one of our breakfast dates. Since our dates
have been established for many years with the first Saturday of the month having our
Breakfasts and third Saturday having our suppers in June,July, September and November,
we find it extremely frustrating that other Bayham events are put on these dates,when our
list of events for the year has to be submitted to the Municipality and then it is literally
ignored when other Bayham sponsored events are put on those days.This short-sidedness
hurts both events and shows lack of planning.
Renters like the fact that the two different sizes of rooms gives them an option on which
room to rent depending on what they want to use it for.Sometimes renters rent the
entire building to meet their purpose. SIZE is important to them.
Their purpose for renting determines the size and number of rooms a person will rent and
those purposes are many and varied.They have used them for anniversary and birthday
parties,bridal and baby showers,weddings,Christmas and Easter family parties,quilting
bees,reunions,family gatherings,safety seminars,business promotions and suppers,
funeral luncheons,horse club activities and so on. Size is important.
Both the Straffordville and Vienna Community Centres have only enormous sized spaces
which most people don't need for many of these activities,and which lack that feeling of
closeness that people like and can get with their friends and family in a smaller space on
some of these kinds of special occasions.The larger halls are better at accommodating
banquets,large weddings,large public meetings,etc.;where a much larger amount of
space is required.
Often the purpose that the Centre is to be used for,determines which one is rented,
and many times the Eden&Area Community Centre is chosen,because having a
choice in room size better meets their needs.
Another reason renters choose the Eden&Area Community Centre is because of our prices.
The cost is based on the room(s)wanting to be rented,the length of time they want to rent
them,and also whether they want to rent the kitchen.The prices are reasonable.
The fact that volunteers do most of the work helps keep the costs down.
Volunteers are the engine that keeps the Eden&Area Community Centre running.
Besides the rental money that is made,volunteers put on one breakfast for the public every
month and then do a second breakfast the next week for a men's organization for ten months
of the year. Suppers and bake sales also are ways of raising funds for the Eden&Area
Community Centre.Volunteers have worked and continue to work hard to meet our obligation
and continue the betterment of the Eden&Area Community Centre.
Volunteers may be able do some of the interior upgrades that are estimated at$70000,if we
knew what they are. Work that can be done for free and some of the materials needed paid for
by us or others would help to lessen that$70,000 figure.Assistance from our Building Inspector
might enlighten us on how some of our volunteers could be better used at the Centre.

Regarding the General Issues under 5)Eden Community Centre(P4)our responses are:
Returning to regular annual inspections and maintenance of the furnace by a company that
does it,might increase the life of the furnace and improve its operation.Remember a ten
year old furnace is really only a five or six year old one because it is only used six to eight
months of the year.The actual amount of time it is used and how well it is maintained
should be considered rather than only the age of it.
As far as the electrical issues in the building we have again not been informed as to what is
needed.We know that a new panel box with what needs to be done most likely needs to be
installed and depending on the cost might be done by us,using a local electrician to do the
work and have it inspected by hydro inspector to make sure it is done properly and perhaps
done at a lower cost than what the Municipality might have to pay..
We know that there are other issues inside with the fire code and upgrading certain things
that are legislated by the government.We have eliminated some of them.But we know
there are others yet to be resolved.Maybe some of that$70000 can eliminate them and do
whatever is necessary to meet the new accessibility regulations mentioned in the report.
We know that there are some things we cannot afford to do ourselves.The roof is one of
those costs.It is another that you have listed under general issues and one which was no
surprise to us;as we have asked to have it fixed properly almost since the Municipality
entrusted us with the running of the Eden&Area Community Centre in 2003 and definitely
since Dec.2006 and Jan.2007 when we requested then that the roof be replaced.It was
fixed some.But it still leaks and needs to be fixed properly,by giving it a raised roof,
which we hope part of that$347,700 is for,if we are allowed to continue functioning.
The cost of$8061.66 for 2014 and now the cost projection of$10223.85 for 2015 are costs
that we assume are for grass cutting or tree trimming??.If these costs are associated with
the wonderful PARK area we have,with its relatively new equipment installed by the
Municipality,then the costs are worth it.
Our green Park area and its equipment have made the Eden&Area Community Centre an
ideal place for many family gatherings because there is somewhere for the children to play.
We're sure many of the renters rent the Eden&Area Community Centre for this reason.
The people of Eden,especially the children of Eden,expect the Park area to be there
even if you close the Community Centre.Every other community in Bayham has a Park
area. During nice weather mothers and small children use the equipment and have lunch
using the picnic tables.On summer break,most days children can be seen using the equipment
and at other times playing tag,soccer,catch,baseball out in the grassed yard area.The paved
area also gets a great amount of use.Children and often dads play stick hockey and basketball
on the paved area. Some children ride their bicycles around on it. The equipment,grassed
area and paved area are all well used by the people of Eden,especially the children.It is a
great asset to Eden in helping to keep its people of all ages fit and providing them with an
area that is a good place to walk in or just sit and think.

If you decide to terminate the Eden and Area Community Centre(and hopefully if
you don't),we hope that you will remember this letter and the things in it,before
you make your decision on which option you will select.
Eden wants to keep its Park—both the grass and paved areas. So if you sell the
Eden&Area Community Centre choose the new owner carefully.Be sure there is
access to the Park area and people wanting to use it can't be barred from it by the
owners. Choose owners agreeable with having a Park literally as their backyard
and what that might entail.Choose owners who plan on staying and becoming part
of the community of Eden and know that the people of Eden value their Park.
Bigger is not necessarily better for all things.
Size,cost and purpose usually determine why people rent community centres.
Often smaller and affordable are rented more for the reasons people need them.
Remember volunteers are very valuable assets.
Volunteers often fill the gap when money is not available.They use their skills
that are many and varied and can often figure out ways to make some of that
money in trying new,different,unusual,and interesting things. They believe
in what they're doing and they work very hard at it.But sadly they often go
unappreciated for what they do.A thank you for the smallest job is usually
much appreciated but often forgotten.Volunteers are getting harder to find.
Volunteers at the Eden&Area Community Centre have kept it a paying
enterprise and have improved it and keep improving it still over the past
eleven years,and make it a valuable asset to the Community of Eden and
to the Municipality of Bayham.

Re: Facilities
1. It would be my first choice to make all needed repairs to each building with the
exception of the Edison Museum. It is too old and should be sold with the idea
to build on either the lot purchased for it or on the Vienna C.C.property.
2. I am concerned about the amount mentioned for the municipal office repairs and
would like to know what they are.
3. Is there a detailed list for each building showing the required repairs and who did
the estimates?-they all seem rather high.
4. Your presentation seems to favour Vienna Corn. Centre. What's your real agenda?
5. If each hall cannot be kept we should retain the Straffordville building:
-it is central in the township
- has higher rental thus income
▪ location to park area(Watermelon Fest etc)
- larger capacity
-one main floor
-majority of people will not support venue further south
(eg)CIBC tried to move business south and the local residents said they would
continue to support them-the financial numbers proved otherwise and the
Bank closed.
The Straffordville Lions tried to run bingo night in Vienna but the people
would not come to support them so they lost money and stopped.
When people who had booked the Straffordville Com.Centre found out about
the closure they were offered Vienna but cancelled instead.
6. Please keep personal feelings out of your decisions and use good business sense. To
Repair is more sensible than to build new.

SUBJECT: Facilities
Over my lifetime in Bayham,I have witnessed the decline of businesses,institutions,and other
facilities in the communities of Vienna and Port Burwell in Ward One. I have seen the departure
or closure of churches,libraries,banks,credit unions,grocery stores,hardware stores,dry goods
stores,mechanical repair garages,gas stations,restaurants,schools(both public and separate),
beach front concessions,and the list goes on.
It is admirable to wish to slow or reverse this trend but one may as well try to stop the tide or
time itself
CIBC closed its Vienna branch and made cutbacks to Straffordville so it could build a brand new
facility in Port Burwell,only to discover there was not enough support from their clients. The
end result,no banking facilities any where in Bayham.
More recently,the Straffordville Lion's Club tried to host weekly bingo games in the Vienna
Community Centre. What had been a full house week after week,one might say a roaring
success, in the Straffordville Community Centre,failed dismally in Vienna and had to be
cancelled.
No one needs to be reminded of the complete failure of Project Ojibwa to come remotely near
forecast attendance levels.
Visitors are led to Bayham by Heritage Line,a continuation of the Talbot Trail running the
breadth of Elgin County and by Plank Road leading from points north. Their intersection is
conveniently central to our Municipality and as such is the current and obvious location for our
Municipal Office. This centrality is one reason the Straffordville Community Centre has more
rentals than Vienna,year after year.
There is a perception of a North-South divide within our population. Four of the six options
presented to us would close facilities in Wards Two and Three and move them to Ward One.
The very numbers used to present these options seem to be weighted in that direction. If the
intention is to alienate two thirds of our rate payers then this surely fills the requirements of
design excellence in Bill 6.
THE FACILITIES:
1.Municipality of Bayham Municipal Office
-leave it centrally located to be fair to all rate payers and employees
-repairs as necessary,no argument with general issues as listed
-$350,000 for interior repairs?Be very critical about what staff needs compared to what staff
wants

2.Public Works Building
-central location allows efficient access to entire Municipality
-general repairs are expected and acceptable
3. Straffordville Community Centre
-repair the existing building
-centrally located in the Municipality,it has consistently had more rentals than our other venues.
-the steel clear span design(no posts or columns to work around)allows unrestricted
arrangements of tables,seating,layout and use in general
-the kitchen and banquet facilities are all on one level and the building is accessible
-heating and cooling have been an issue but again the clear span steel structure allows versatility
in determining heated space. The ceiling can be suspended at any level determined to be most
efficient, and the second floor area which isn't accessible could be taken out of general use and
re-purposed for a mechanical area,allowing heating and cooling equipment to be easily
accessed for maintenance and to supply duct work located above the suspended ceiling of the
hall
-carefully assess the kitchen requirements. Do the appliances need to be on a huge commercial
scale and correspondingly expensive or can they be of more modest design? Again please
distinguish the difference between need and want.
-finally,do the Straffordville Lion's Club not still have an interest in this building and its
accompanying out buildings?
4. Vienna Community Centre
-make repairs as necessary
-examine the kitchen requirements with the same general questions. Are they used like a
commercial kitchen or are they a staging area for catering?
5. Eden Community Centre
-make repairs as necessary
-see my earlier comments about alienating rate payers
6. Port Burwell Marine Museum
-this is the obvious location considering the subject matter and the hope of contributing to and
benefitting from existing and future lake side attractions
-make repairs as necessary

8. Edison Museum
-the structure was questioned a number of years ago
-wasn't property purchased and fund raising start ed to replace the existing facility? What is the
status of that plan?
-could the existing property be sold and the proceeds used to augment any funds on hand for a
new facility,either stand alone or with the Vienna Community Centre?
My final suggestion is that if after due diligence it is decided to proceed with an option that will
surplus one or two of the existing community centres in favour of the Vienna Community
Centre,then the surplus buildings must be razed instead of allowing them to become privatized
in any way. If they are in existence in private hands they will be in direct competition with our
remaining Municipally owned centre and will also have a very negative impact on continued
public use of the park facilities adjoining them.

1. In general the cost estimates provided seem very high. Withholding the engineering report makes it nearly
impossible to make any useful suggestions regarding the options presented and the options not presented. Why
has our Bayham government not shared the report with the ratepayers-the same ratepayers who paid over
$22,000 for the report? Intentional or not,it seems that once again there is a hidden,predetermined agenda. If
real public input is wanted,then the public should not need to be kept in the dark as to the details of what has
been recommended for repair and/or renovation. Full disclosure,please!
So my question is this: If I invoke the Municipal Freedom of Information and Protection of Privacy Act so as to
access the report done by Centric Engineering,would that be faster and cheaper means for the ratepayers of
Bayham to obtain transparency than it would be for our public servants to just provide the service willingly out
of a sense of duty?
2.Will the questions from ratepayers be edited/modified by staff before responses are issued(as was the case
with the Project Ojibwa questions)?

isn't it funny after such a fail the people paying taxes get a chance to voice there concern so that Bayham
don't need to take blame It's obvious that there's a problem in the office we can't keep township buildings
open We'd rather give ourselves raises then keep our buildings up and pave mayor rd.with hardly any traffic
but can't plow our roads then we get told we shouldn't complain if taxes go up because nextdoor townships are
higher but yes they know how to plow/fix there roads. I'd say if my taxes are raised I wana see my roads
plowed and pop holes fixed. If that can't be done then we should find who the problem is that getin paid to
much With no work done rite and replace them

I am sending this e-mail to voice my opinions of what I think the future of the building in the municipality.
appreciate the opportunity to do this without the hecklers in an open forum meeting.
First I would like to point out that the numbers on Future Facility considerations did not add up it should read
$159844.36 not$117844.84, but you probably already have been told that..
I personally like the option 6 with modifications.
I do not think that the building should have the Edison Museum. My reasoning is that the museum should stay
in Vienna as it is more authentic and will draw people down to the area and hopefully further south to the other
museums and the Sub.
As for modifications to the plan to demolish and build a new building in Straffordville...this is really good. I
think we have already spent considerable money on the VCC and should finish the plans. It will remain what it
is,a hall for large events.The combination of S.C.0 and the Municiplity office is good but the S.C.0 should
have a completely different role in the community than the V.C.C.The S.C.0 should have several smaller
rooms similar to Tillsonburg Community Centre.There should be a senior room or senior centre where locals
can gather and have social time together without having to go out of the area.Also other rooms could be
used for various activities such as small family get togethers, service groups, yoga, dance and so on. Having a
huge room is limiting when small rooms will be less cost and several events at the same time could be
happening. It may encourage use of the facility more.
You may get business to rent for meetings so smaller rooms could be quite useful. If two of the rooms could
have a divider that opens or closes it could the also accommodate Watermelon fest activities held indoors or
possibly church as it was being used for.
As for Eden C.C. I believe it is surplus and if it did not sell in a reasonable amount of time the property should
be sub divided and part sold and the other part should have a park with playground equipment and a covered
picnic area like Straffordville park has for events and a public washroom facility.

It is somewhat difficult to make any intelligent comments on the six options for Bayham's facilities
provided by staff for Council's consideration and deliberation without having much more of the detailed
information and analysis that lead staff to the options put forward in their report.Be that as it may I
welcome the opportunity to provide input,however subjective it may be,and commend Council for
soliciting input from the community before making these difficult decisions that will affect life in
Bayham for many years to come.
My questions and comments are:
• All kinds of emotional arguments can be put forward for simply choosing Option 1 but Bayham's
current precarious financial position and uncertain future would suggest that this is not a
realistic option.We cannot mortgage away the future of Bayham's next generation simply
because we were poor stewards of the assets entrusted to us by past generations.
• Why does the staff report limit council to 6 options when there are numerous other
combinations of actions and options available to Council?
• There seems to be a weighting in the six options towards the disposition of certain assets and
more particularly the"surplus"of the Eden and Straffordville CCs.One might suspect that staff
are trying to lead council to that decision and are hoping to funnel public input to the same end.
• What is it that excludes Vienna CC only from any proposal to eliminate facilities?E.g.If a multi-
million dollar mixed use facility was to be considered in Straffordville as in Option 6 why
wouldn't Vienna CC be considered surplus?(Note that Option 6 like Option 1 does not appear to
be an affordable path for Bayham to embark on)
• What would the"surplus"of Straffordville CC mean?I.e.who owns the land?What happens to
the Ball Park and Minor Ball in Straffordville?What other green space is available to children in
the community of Straffordville?What becomes of the Watermelon rest?
• Where do the service clubs in the Municipality fit into these proposals and most particularly
Straffordville Lions Club?
• Why is there any need to consider expanding the administrative office in Straffordville?
Amalgamation of the 3 municipalities was supposed to generate cost savings through greater
economy of scale and yet staff numbers seem to continue to grow.If more space is needed to
accommodate more staff how does Bayham's staff level compare on a per capita basis with
other municipalities in Bayham?
• Option 5 calls for the relocation of the Admin office to Vienna in a shared services facility.
Straffordville is the geographic centre of Bayham and as such is the most logical and fitting
location for the admin office for the convenience of rate payers.If in fact more space is required
and it is justifiable,there is ample room at the existing location to expand.I would expect part of
the mtc.Issue with the existing office is because of the flat roof.r would expect replacing the

roof with a sloped design and expanding on site would be far more economical and logical for
Bayham.
Here is my Preferred Option—Option 7.
Community Centres
Bayham obviously cannot afford to continue to maintain(and hasn't been maintaining)all of the
current facilities.We have two multi-use facilities in Vienna and Straffordville that have been
well used over the years and serve numerous groups and interests including exercise programs,
wakes,dances,receptions,church,bazars,exhibits etc.,bingos,church services,clinics etc.They
should be repaired and properly maintained.
The business community may be able to be tapped to help fund these repairs through corporate
donations and granting of naming rights.EastLink(formerly Amtelecom)by way of example has
donated many tens of thousands of dollars to the EECC,Lambton Shores Rec Centre(in Forest)
and Elgin Manor for naming rights in those facilities.What have they contributed to in Bayham?
What about the other businesses,clubs and the utilities and energy companies that serve
Bayham residents and/or extract resources and use Bayham's rights of way?
We have one CC in Eden that is unsuited as a CC,is limited in its usefulness,and is high mtc.due
to the flat roof.It should be surplus however green space for the community should be a
consideration in its divestiture.
Museums
Bayham desperately needs tourists and tourism dollars to salvage all we can from the submarine
fiasco.Port Burwell is the natural drawing card for tourism in the municipality.It is our"jewel"
even if it remains a diamond in the rough.The more visitors that can be drawn to Port Burwell
by making it the heritage and cultural hub of Bayham,the better for all of Bayham's rate payers.
The Edison Museum in Vienna should be made surplus and then expand the Marine Museum to
include the Edison under one roof.This will save administration and mtc.costs and will help to
funnel and draw visitors to where they are most needed.Straffordville and Vienna offer nothing
as tourist destinations but the beaches,fishing,boating,the provincial park,lighthouse etc.can
help to make Burwell the destination of choice.Expand on the allure of Bayham with Port
Burwell as centre of focus by opening the rail trail as part of the Trans Canada instead of
designating an asphalt road as such.Encourage cycling,hiking,walking,skiing,and birding and
maybe even motorized use of the trail with Burwell as the destination.Establish and promote
Otter Creek as a flat water family kayak and canoe route for tourists by improving access points
along the length of the Creek from Tillsonburg to Vienna and push Port Burwell as the terminus.
Volunteer Committees could be formed to maintain the trail and these creek access points.

There doesn't seem to be any compelling reason to build new administration facilities.If room is
truly needed Council should avoid any temptation to create a legacy facility that we simply
cannot afford and do not need.Repair the existing admin office,replace the flat roof with a
sloped one and if expansion is proved to be necessary expand at the current location.
Going forward,establish proper reserves for the maintenance of each of these facilities to
ensure future generations of Bayham residents aren't back in the same place as we are today.
Take full responsibility to properly maintain the assets entrusted to you by the people of this
municipality.

I have reviewed the facilities backgrounder and have a few questions/concerns/thoughts. Please
respond by return email and if possible at tonight's meeting.
1. Has a study been done to determine which location will bring in the most revenue should a
shared facility be the decision?
If so,where would I find it and will it be available for this evenings meeting?
Anyone I have spoken to has stated if they close the Straffordville Center,they will go to
Tillsonburg,Aylmer Brownsville or Springfield before they will go to Vienna. Vienna is out
of the way and the drive in the winter is considered treacherous. Many have already booked
in Springfield,Brownsville and Aylmer rather than Vienna during the Straffordville
closure. Building or fixing up a community center that won't draw sufficient business doesn't
make sense.
The cost to build a new Shared facility should be virtually the same regardless of where it is
located. Therefore,the decision on where to put the New Facility should be based on the
revenue it will produce.
Straffordville is central in the Municipality and much more accessible to ALL of the taxpayers
of Bayham who will ultimately be footing the bill.
2. Why isn't there an Option 7-Basically Option 6 without fixing up the Vienna Center? If we
can run with just the Vienna Center then we can run with just the Straffordville Center and
save the costs associated with fixing and maintaining the Vienna Center.
3. Why is there only one option for Straffordville and 0 for Eden(aside from the"fix all
Facilities" option)on this report?
This report seems to be leaning towards a Vienna Center,with 4 options for Vienna,1 for
Straffordville,0 for Eden.

report? Could the other"Shared Options"shown for Vienna also be proposed for
Straffordville or Eden?
While the cost to keep a Center in Straffordville is higher than elsewhere the rate of return may much
higher. The biggest issue people had with the Straffordville Center was the dated rundown
interior. Modernizing and updating the interior to make it visually pleasing for weddings,
Anniversaries etc along with increased advertising should bring higher demand.

Overview
Please find enclosed a preliminary proposal for the Municipality's consideration to lease
administration offices and community health and wellness facilities within a new vibrant
Community and Wellness Centre to be established in Port Burwell,Ontario.The new facility
is intended to offer a financially viable and strategic long-term shared facility option that
reduces the financial burden of existing facilities in need of significant financial investments.
The new facility plan option proposes to replace the existing Municipal Offices in
Straffordville as well as the existing auditoriums in Vienna,Straffordville and Eden,which
require substantial renovations and retrofitting to bring up to present day building codes and
accessibility standards. A new library has also been incorporated into the facility plan to
replace the existing Port Burwell Library.The Edison Museum can also be incorporated into
the facility plan if needed.
The new Bayham Community and Wellness Centre can provide the structure to transform
Bayham into a place for all ages in our community to enjoy.The facility includes retail
space,municipal offices,meeting rooms for local community groups,a library and computer
lab,and a multi-functional activity area(auditorium/gymnasium/banquet hall)equipped with
kitchen facilities,indoor walking track,exercise room,and change room and washroom
facilities.The facility will be energy efficient and fully accessible,welcoming people of all
ages and abilities.
It is envisioned the Bayham Community and Wellness Centre will offer a variety of different
programs including:preschool and youth programs,adult and senior programs,as well as
drop in activities to encourage residents to participate in leisure programs of their own
choosing in order to promote a healthy and happy community oriented life style.
The Bayham Community and Wellness Centre is committed to revitalizing the community,
building social capital and enhancing the built environment making Bayham a great place to
live,work and play.

Municipality of Bayham Facility Audit(2015)
Based on the Municipality of Bayham Facility Audit Report findings(Report CAO-23/15),the
municipality is faced with costs in excess of$1.8 million to bring existing municipal
structures up to Ontario Building Code and Accessibility Standards.These costs include
efficiency,aesthetic and accessibility upgrades where identified, but do not consider long-
term financial planning for future maintenance,repairs and upgrades or full capital asset
replacement.
Given the limited financial resources available to the Municipality of Bayham and the
significant capital required to continue to support these facilities,we believe the
development of a brand new shared facility in Port Burwell is a financially viable facility plan
option for Council and the Community to consider.
Municipality of Bayham Economic Development Initiatives and Opportunities Plan
(September 2014)
The need for focused attention on enhancing the quality of place,vibrancy and aesthetic
appeal of Bayham is a key consideration in the attraction of residents,visitors and business
investment. As such, Elgin County's economic development department places a high
priority on enhancing the built environment through revitalization of the region's downtown
cores.
In addition to the community amenities proposed by the development of the Bayham
Community and Wellness Centre,it is envisioned the new facility will contribute to the
revitalization of Port Burwell's downtown core and provide the infrastructure to expand
business opportunities and attract the establishment of new business investments,
supporting job creation and economic growth.This in turn can be leveraged in other areas
of the municipality as more people and residents are attracted to the community.
Proposed Facility Plan Option—Port Burwell Shared Services Proposal
Lease space within a new community shared services and wellness facility to be developed
in Port Burwell.
This option includes surplus of the Municipal Office,Eden Community Centre,Straffordville
Community Centre,Vienna Community Centre, Port Burwell Library,and the Edison
Museum(optional).This option does not include Public Works requirements(funded
through the 2015 Capital Budget).
Benefits of leasing a brand new facility:
• New construction legislative requirements will meet Ontario Building Code Standards
and Accessibility Standards for the design of public spaces;
• The facility can be designed to improve energy usage and efficiency at an asset level
to help meet requirements under the Municipality's Energy Conservation and
Demand Management Plan 2012;
• Eliminates the need for significant capital financing requirements to support replaced
facilities;
▪ Eliminates the potential for significant long-term financial costs for the ongoing repair
and maintenance of these older facilities;and
• Eliminates elevated operating costs,including insurance and liabilities related to
keeping all existing facilities open.

Preliminary cost estimates indicate long-term capital and operating costs to lease space
could be lower than reported for the shared services plan outlined under Option 6
(Straffordville Shared Service Proposal)in Report CAO-23/15.
Location of New Shared Service Facility
The proposed location of the new facility at 23 Robinson Street in Port Burwell is situated in
the town's downtown core.Access to the site from surrounding communities within Bayham
is summarized in Table 1.Eighty-three percent of the community population lives within a
twelve minute drive to the facility.

Summary Description of Development
The proposed Bayham Community and Wellness Complex would encompass the following
amenities to meet the needs of the community:
1) Municipal Administration Offices and Public Library.The municipal administration
office lobby is located on the main floor with elevator and stair access leading to the
second floor administration offices,council chambers and public library.
2) Public Meeting Rooms.Three meeting rooms have been strategically positioned off
the main floor lobby to provide easy access for local business and community group
meetings.
3) Auditorium/Gymnasium/Hall.The new energy efficient Auditorium would be a multi
functional facility that would allow a seating capacity of up to 458 people. The structure
includes kitchen facilities to support banquets,larger gatherings,and cultural,music and
sporting events. The structure is a legal size gymnasium that can accommodate a
basketball,volleyball and/or badminton courts. The plan includes washroom facilities,
change room amenities,a large foyer and coat storage to support these functions.
4) Exercise Facilities.The second floor can accommodate an indoor walking track,
exercise room,weight room and washroom facilities.
5) Lower Floor.There is approximately 4,200 square feet(sf)of floor area that could be
developed into the Edison Museum adjacent to the Museum of Naval History.
6) Parking.Public and staff parking for the facility would include street parking and parking
on existing municipality parking lots. Future parking can be developed to the lands to
the west of the Community and Wellness Complex to address present and future
parking requirements.
7) Retail Stores.The current design incorporates 4,592 sf of retail space to front onto
Robinson Street.This space would not be leased to the Municipality,but rather leased
to the private sector to stimulate the start of the revitalization of the downtown core in
Port Burwell.

8) Museum of Naval History.The lower level of the proposed facility consists of 13,499 sf
of leasable area for the Museum of Naval History.This is a great opportunity for the
Elgin Military Museum to develop their new home beside the Ojibwa Submarine.This
area would not be part of the lease agreement with the Municipality.

Option 1
Not the cheapest but not the most expensive option however future repairs are not considered at this time.This
option is probably the best as it would keep harmony in the communities with not all facilities in the south end of
the township.Straffordville and Eden would not lose their halls.A close look should be taken at the visitor usage
versus costs of running the Edison Museum before sinking monies into this building that could possibly be wasted
by repairing this building.Perhaps some of the expenses could be fine tuned.Would a trusted roof over the
existing flat tar roof at the Municipal Building and Eden Community Center be a more cost efficient option?
Option 2
This represents a huge decrease in operating costs but not include future expenses deemed needed on the
interior of the Municipal Office.This also leaves Eden,Edison and Straffordville buildings unrepaired.What
happens to these buildings?Do they just decay and fall down?Do they get sold for revenues?Can they be sold?
Do they bring additional expense to demolish?
Option 3,4,5
All the questions in option 2 still apply in these cases.Of the 3 options it is just a case of which is the most
financially feasible.However Vienna is not very centrally located in the township.Winter conditions can make
access very tricky for people travelling to this location and will or probably already has decreased use and
revenues from the hall. The hall is considerable distance for the residents of Eden and Corinth.The kitchen and
lower level are not an easy access for seniors.
Option 6
This is probably the best option if a shared facility is to be considered but the most financially difficult one.The
Municipal Office would be centrally located in the township.There is better access and parking.Park facilities are
excellent and well used.Perhaps a small user fee for events and sports teams would help revenues,leaving the
park open for public use.Vienna roof repair would still leave hall useable in that community.A new shared
building with a modern,updated kitchen could possibly eliminate the need to kitchen repairs in the Vienna hall.
The bottom line residents will be asking of all options is: How much will this raise taxes?
Council has a tough decision to make and hopefully many ratepayers will respond with suggestions.A mailer
should go out to all ratepayers address's to make sure all residents are in the know.We have to start somewhere
and it needs to be carefully considered how finances will be impacted now and in the future if the cheapest and
short term solutions are chosen.
Ratepayers are puffing their trust and financial future in councils hands to guide us through this financially difficult
time,knowing that whatever the outcome all parties will not be happy.

In my opinion,we don't need three community centers.All we really need is a municipal office.If a larger hall is
required,Aylmer has a community centre and so does Tillsonburg for large council meetings.These could be rented far

As the ratepayers are already facing a 10.3%increase in municipal taxes,how much more can we afford?

And why are no questions allowed?
In 1998,why was there no"formal written strategic facility plan"put in place when the Municipality of
Bayham acquired 3 more existing municipal facilities?
It would appear that our council has simply been coasting along for years taking no responsibility in the
upkeep of our municipal buildings. How in the world could 3 community centres,1 municipal office and 1
museum be in such outrageous need of repairs NOW?Where did the exorbitant financial figures come
from?Why weren't repairs and upkeep done ages ago,as they were needed(and some apparently requested)
when costs might have been minimal?These facilities didn't just arrive in this state now!Who was responsible
for turning a blind eye?
As a taxpayer and voter in this municipality, I am thoroughly disgusted and disappointed in our council and
the non-iob they are doing!They have consistently mismanaged and misspent OUR Money!They have
bankrupted usliffil
I'm not sure"who"came up with,or"how"the"options"were conceived that have been presented to us but
I don't like anv of them! It seems that,as has been apparent over the past 15 years,our council serves and
favours the villages in the southern part of this township with the northern part paying more than their share
of the costly burdens.Now they want to close the Community Centre and Municipal Office in Straffordville,
the only village with any potential in this township,and move them to Vienna???That is ludicrous"I I I I Is
Straffordville to become a "business ghost town"like it's neighbours to the south?
When our taxes increase,again,and we homeowners and businesses cannot afford to pay them,what will
happen to this township???

If my opinion counts then 1 vote for Option 6,as a member of this community for 35 years and a former employee of
the Library's in Straffordville,Pt Burwell and Vienna,i've seen more use of the community centre in Straffordville
. I've only been to the Vienna Community Centre a handful of times in all those years. Maybe this community centre
could also be partnered with the Lyon's club or Optimist clubs or other service clubs to keep it rented full time. 1 didn't
even know Eden had a community centre. It just makes sense that the community centre,and municipal office stay in
Straffordville. As for the Edison Museum like the Submarine in Pt Burwell,I've toured it once,seen it,have no desire
to tour it again. You can't even find these facilities driving down 19 hwy there is no signage pointing to the back
streets that they are located on,so i can't see putting any more money into these attractions,unless you want to
erect better signs. I have however noticed the parks&gardens,so that is where I'd rather my tax money is spent
where children and families can get some enjoyment out of it.

To the Councillors of the Municipality of Bayham:
1.Please make decisions based on the best economic interest of Bayham residents.Community pride and ambitions
should not be deciding factors in this difficult time.
2.Museums
Local museums should be for the preservation of local history, not as a means to bring tourist money to Bayham.We
have much to be proud of that should be preserved where teachers can take students to see and touch relics.
The Edison Museum touches on only one story. Ray Madox has a plan for bringing others under the roof as funds
become available.This plan jibes with relocation to the highway site partly for ease in locating, but more because the cost
to bring the old house up to specs is prohibitive.The house was chosen for it's links to the family of the inventor without
regard to the geology of the location.
The marine museum is valuable for the same reason as a more general museum.It's location in Port Burwell is
reasonable as it ties to the light house and other marine exhibits.
3. Partnership with private parties in maintaining community halls should be given close consideration for two reasons.
The burden on tax payers can be reduced while keeping the facility available for the use of all of us.A partnership
between the Mennonite communities and the municpality would foster cooperation and good relations as the culture
changes with the times.
4. Historically this sort of change took place after the American Revolution. Nova Scotia Street along the Lake Erie
shore reflects the displacement of aboriginal people by United empire Loyalists.The introduction of tobacco growing at a
time when Europeans were being uprooted by war brought many new cultures into Bayham.Those people intermarried
with one another and the residents of the time which created a new kind of society.
Wars also drove the migration of Mennonites which continues to create social change here in Bayham.
5. In deciding where to locate new facilities we must learn from experience that people will not travel to a centre with
few services to make the trip worth while.Banks fell into this lack of planning which drove customers to Aylmer and
Tillsonburg. Both Port Burwell and Vienna lost banks.Service stations suffered from the loss of bank customers.Not one
survived in Port Burwell.

First off,our thanks and compliments to Council and senior staff for your thorough,transparent and forward-
looking review of major facilities in the township. The CAO's report and public presentation gave us
confidence in our municipal leadership. Bayham is indeed fortunate to have such intelligent, experienced,
youthful energy in its CAO at a time when there is a clear choice to be made between hunkering down under
financial challenges to maintain an increasingly dated approach to facilities infrastructure or embracing newer
and innovative models for service delivery.
We are indeed at a crossroads,and we commend Council for recognizing how critical their choices are at this
time-and what an opportunity these challenges can be if a careful yet bold new direction is chosen.
What came through to our family in both the report and presentation was the need for an overall guiding
principle/plan for Bayham's urban centres-particularly the Eden/StraffordvilleNienna/Port Burwell corridor.
What is the role of each in a matrix of residential, commercial, cultural,agricultural, social and public service
needs? In a largely agricultural and tourist-focused municipality with a spectacular lakefront at its base,which
of these communities should be the focal point for municipal administrative service delivery? Which
community will most benefit the others,and the whole municipality-in terms of bolstering the economic
development of all-by being that choice?
The request our family would make of Council and senior staff is that you take one big step back from the
immediate problem of competing facilities and deteriorated buildings to see that bigger picture-and to invest
the time in 2015 to make your decision in that light. Bringing Council new options from that perspective is the
most important job your senior administration can do for Council this year;and it is clear to us that municipal
staff now has that objective, investigative, experienced and forward-looking leadership at its helm.
You will no doubt hear from many citizens, and even from some staff, urging you to save particular social and
cultural facilities. Without going into the particulars of each,we believe that would be a mistake. We also
believe that what appears on the surface to be an enormous financial challenge for service delivery and
community development-the concurrent calling of the Ojibwa loan and a crippling fiscal forecast for
underused facilities inherited from a prior, multi-community municipal structure-may turn out to be the catalyst
for the best management decisions in the twenty years of the restructured Municipality of Bayham.
Your decision may be a difficult one for many(dare we say older)Bayham residents to accept, and may in the
short-term appear to exacerbate long-time divisions. But we are also a community of young families who will
live with the effects of your decision for many decades. Our family believes that the most vibrant communities
are those where the best of the past is maintained and celebrated while positive change toward a strong future
is embraced. We want to assure Council and staff that many of us are looking for bold leadership and
innovative options,and will support you in a well-thought-out,future focused strategy for municipal service
delivery.

The survival of Bayham Township is reliant on the decisions we are currently going to make.When faced with
such a decision,many things need to be taken into account.With the abundance of unnecessary money spent on
the Ojibwa and the supposed revival of the Edison Museum are monies that we can not afford.Any monies
should be put toward the maintenance of Bayham Township.It has come to our attention that there was no
upkeep on the buildings. So,the unfortunate decision must be made.Which to keep and which to eliminate.
The village that draws the most people and generates the most revenue makes the most sense to keep.I believe
that would be Straffordville as the community center is rented frequently for weddings,dances,the Watermelon
Festival,Santa Claus Parade and numerous baseball games,etc.This draws many outsiders into our
communites which is necessary for the survival of Bayham Township.

Thank you for your hard work and diligence in serving our community! Regarding the information given at the

Preliminary Proposal
For the Purchase
Of the Straffordville Community Centre
To whom it may concern in the Straffordville, Ontario staff& council,
We as a local body of believers from the Straffordville Evangelical
Mennonite Church, are here with proposing a plan that we feel would be an
accommodating situation for both parties.
As a church we have desired to move more directly into the
community of Straffordville for various purposes. Among these purposes
are:
1 - To be in a location to better facilitate relationships with the community,
and participate in community events.
2 - To be in a location that is better assessable for the community to attend
children and youth programs.
We are proposing the purchase of the Community Center in
Straffordville for the purpose of church activities. We as a church would
maintain, manage, and make the center available to the community. We
desire to renovate the community center with the possibility of an addition
to the south or west sides of the building at which time the existing vacant
property in Straffordville may become available for sale.
The terms and conditions of this proposal are subject to the offer of
purchase agreement.

some of my questions but created more.
When looking at the numbers for a"shared"facility,options 5 and 6 are the closest to comparing
apples to apples. However,the option 5 uses the surplus from Straffordville to reduce costs while
adding the Vienna repairs to option 6 increasing costs. If we are willing to replace the Vienna facility
to build new in Vienna then we should be willing to consider it surplus when building in a different
location. Please consider making a true"apples to apples"comparison. To do this,the repairs to
Vienna facility should be removed and the surplus value of the Vienna facility added to option 6. I
believe doing so will reduce the$640,250 difference in capital financing between the two options and
provide a truer evaluation of the costs.
What would be the capital financing of option 6 if Vienna were considered surplus?
What is the current"sell"value of the Vienna facility?
What is the current"sell"value of the Straffordville facility?
What is the current"sell"value of the Eden facility?
What is the actual cost of building a new shared facility without taking any surplus into
consideration?
Since you will not be replying to individual emails,will there be another meeting after April 6th and
prior to making a decision to address these and other peoples questions and concerns?

Good Morning:
I have reviewed the facilities backgrounder and have a few questions/concerns/thoughts. Please
respond by return email and if possible at tonight's meeting.
1. Has a study been done to determine which location will bring in the most revenue should a
shared facility be the decision?
If so,where would I find it and will it be available for this evenings meeting?
Anyone I have spoken to has stated if they close the Straffordville Center,they will go to
Tillsonburg,Aylmer,Brownsville or Springfield before they will go to Vienna. Vienna is out
of the way and the drive in the winter is considered treacherous. Many have already booked
in Springfield,Brownsville and Aylmer rather than Vienna during the Straffordville
closure. Building or fixing up a community center that won't draw sufficient business doesn't
make sense.
The cost to build a new Shared facility should be virtually the same regardless of where it is
located. Therefore,the decision on where to put the New Facility should be based on the
revenue it will produce.
Straffordville is central in the Municipality and much more accessible to ALL of the taxpayers
of Bayham who will ultimately be footing the bill.
2. Why isn't there an Option 7-Basically Option 6 without fixing up the Vienna Center? If we
cart run with just the Vienna Center then we can run with just the Straffordville Center and
save the costs associated with fixing and maintaining the Vienna Center.
3. Why is there only one option for Straffordville and 0 for Eden(aside from the"fix all
Facilities"option)on this report?
This report seems to be leaning towards a Vienna Center,with 4 options for Vienna, 1 for
Straffordville,0 for Eden.
What other options were available for Straffordville and Eden that did not make the
report? Could the other"Shared Options" shown for Vienna also be proposed for
Straffordville or Eden?
While the cost to keep a Center in Straffordville is higher than elsewhere the rate of return may much
higher. The biggest issue people had with the Straffordville Center was the dated rundown
interior. Modernizing and updating the interior to make it visually pleasing for weddings,
Anniversaries etc along with increased advertising should bring higher demand.

Subject: Building Infrastructure
As a tax paying resident of Bayham,I wish to provide my thoughts/comments on the proposals for municipal
building infrastructure improvements.
-Bayham has 3 community centers at present,it only needs one and can't afford any
-permanently close the Eden Community Centre and the Straffordville Community Center buildings
-leave the buildings closed and boarded up,do not spend money you don't have on tearing them down until
you have the money to spend
-put aside the money you normally spend on these buildings in reserve for future addition to the Vienna
Community Centre
-do not venture into any building addition to the Vienna Community Center until at least 5 years,giving
sufficient time for substantial reserves to build up to lessen the amount of funds to borrow and to allow for
the recent financial hardship from the Ojibwa loan to lessen.
-The existing municipal office building will not fall down or be unfit to be used in the next 5 years,the
municipal workers don't need anymore room at present,they can manage with what they have for some
time, if some part of the building needs work,patch it up,patch the roof if it leaks

Thank you for sharing the facilities backgrounder. I have read it in its entirety and have several
questions. Unfortunately I will not be able to attend Monday nights presentation.Linda and I are off to see a
show in Niagara Falls on Monday.
Is there a possibility that a current report could be shared with respect to the"use"of each facility?With
respect to the loss of the Straffordville Community Complex,how has that impacted the community?
The municipal office expenses seem way too high.What is going on there that half a million dollars in repairs
renovations is required over the next 5 year period.I doubt the building would be worth that type of money
with the addition of that type of money.
I do not expect a reply Ed.I know you are busy and we can always talk later. I would be interested in seeing a
"use"report though if available.

BY-LAW NO.2015-056
A BY-LAW TO CONFIRM ALL ACTIONS OF
THE COUNCIL OF THE CORPORATION OF
THE MUNICIPALITY OF BAYHAM FOR THE
SPECIAL MEETING HELD MAY 11,2015
WHEREAS under Section 5(1)of the Municipal Act,2001 S.O.2001, Chapter 25,the powers
of a municipal corporation are to be exercised by the Council of the municipality;
AND WHEREAS under Section 5(3)of the Municipal Act,2001,the powers of Council are to
be exercised by by-law;
AND WHEREAS the Council of the Corporation of the Municipality of Bayham deems it
advisable that the proceedings of the meeting be confirmed and adopted by by-law.
THEREFORE THE COUNCIL OF THE CORPORATION OF THE MUNICIPALITY
OF BAYHAM ENACTS AS FOLLOWS:
1. THAT the actions of the Council of the Corporation of the Municipality of Bayham in
respect of each recommendation and each motion and resolution passed and other
action by the Council at the special meeting held May 11,2015 is hereby adopted and
confirmed as if all proceedings were expressly embodied in this by-law.
2. THAT the Mayor and Clerk of the Corporation of the Municipality of Bayham are
hereby authorized and directed to do all things necessary to give effect to the action of the
Council including executing all documents and affixing the Corporate Seal.
READ A FIRST,SECOND AND THIRD TIME and fmally passed this 11th day of May,
2015.
