Present were: Reeve,Gundy Goutouski, and Councillors, Keith Underhill, Rick Marlatt, Douglas Brackenbury and C. Valerie Donnell and Clerk, Lynda Millard. Valerie Donnell THAT WHEREAS the Ontario Government has used unprecedented interference in municipal jurisdiction through Bill 143 and waste management policies AND WHEREAS Ontario Municipalities want the responsibility of finding environmentally responsible solutions to their municipal waste AND WHEREAS Ontario municipalities are not prepared to eliminate alternatives to waste management that have been well researched and will offer solutions to these municipalities AND WHEREAS there is inadequate research to support the environmental and health aspects of mega dump alternatives BE IT RESOLVED that the municipality of the Village of Vienna condemns the Ontario Government's intrusion into this traditional area of municipal jurisdiction AND that the municipality of The VILLAGE OF VIENNA demands that the Ontario Government permit municipalities to examine all environmentally responsible alternatives and halt the present process for mega dump site selection so that research may proceed to determine the most environmentally sound answers to waste elimination and disposal CARRIED An update was given by C. Valerie Donnell concerning a recent B.E.A.T. ( Beneficial Environmental Action Team)meeting. Various alternative ideas were discussed regarding costs associated with the Local Transfer Station. MEETIN = JANUARY 19,1995 The Council of the Village of Vienna met with Village Engineer Cyril Demeyere on Thursday,January 19th, at 7:30 p.m,in Council Chambers. The meeting, attended by all Council members and clerk was chaired by Reeve G. Goutouski. Cyril Demeyere updated Council on recent discussion with M.O.E. representatives regarding various items of concern and requesting direction. A letter from Reeve Tom Nesbitt, regarding a study report required to determine the capacity of the Port Burwell Sewage Treatment Facility was discussed. Council did not embrace the need to commit funds to such a study at this time. Clerk L. Millard is to supply mapping information to Mr. Demeyere. Mr. Demeyere then made a presentation on behalf of the Tillsonburg District Memorial Hospital regarding review of services among the three hospitals in the Tillsonburg Tri- County area. In reply to a letter of request from the Tillsonburg District Memorial Hospital it was: MOVED BY COUNCILLOR: Doug Brackenbury SECONDED BY COUNCILLOR: Rick Marlatt THAT WHEREAS a review of hospital services in Oxford County is being conducted by the Oxford Hospitals Planning Study AND WHEREAS goals of the study include exploration of the feasibility of shared governance and the identification of ways to reorganize/combine services among Oxford County hospitals AND WHEREAS it is commonly conceived that, although the Government of Ontario and through its various agencies, encourage input at the local level in regard to decisions affecting local services, in many cases ignore the very information submitted THEREFORE BE IT RESOLVED THAT THE COUNCIL OF THE VILLAGE OF VIENNA DEMAND THAT: 1) the GOVERNMENT OF ONTARIO and its agencies respect the opinions, direction, and input from the local populace in regard to the above noted Study, 2) consideration of access and proximity be given to those living in areas of Elgin County, outside of Tillsonburg,namely in the Village of VIENNA, Village of Port Burwell, and the Township of Bayham 3) there be no rationalization of services in the areas presently served without the level and quality of services being maintained or improved, 4) oppose the shared governance concept for the three hospitals in Oxford County, as we believe it would not be in the best interests of our local inhabitants,the majority of which are served by the Tillsonburg District Memorial Hospital AND THAT the Premier of Ontario,the Ministry of Health, Peter North M.P.P.- Elgin, the Oxford Hospital's Planning Consultants(Carolyn Sherk Consultants Ltd.),Thames Valley District Health Council be so informed. Brackenbury SECONDED BY: R Marlatt WHEREAS the Federal Government has released"The Government's Action Plan on Firearms Control"and given this plan form in the draft legislation Bill C- 68;and WHEREAS the Federal Minister of Justice has not established that this Action Plan will reduce crime or improve public safety;and WHEREAS the Action Plan and legislation, if implemented, contain severe sanctions and restrictions on the continued ownership of firearms by responsible,law-abiding citizens by subjecting them to unnecessary and unjustified controls,limits, stipulations, red tape and financial burdens;and WHEREAS the existing controls on firearms ownership as contained in the Criminal Code of Canada and the Regulations pased pursuant to the Criminal Code are more than adequate to ensure public safety and that crime could be controlled throught enforcement of the existing laws along with those in proposed Bill C- 68 to counter criminal firearms use;and WHEREAS implementation of further controls on law-abiding Canadians as proposed in the Federal Action Plan on Firearms Control will place an overwhelming burden on scarce police resources at the local,regionall, and provincial levels;such costs that would be better used fighting crime; THEREFORE BE IT RESOLVED: THAT the Council of THE VILLAGE OF VIENNA is opposed to those measures in • the Government's Action Plan and in Bill C- 68 that impose needless burdens on law- abiding Canadians such as universal firearms registration and licensing; THAT the Council of the Village of Vienna opposes any measures that prohibit or ban any firearms that are presently, or were prior to January 1, 1995,legally owned by registered owners in Canada; THAT the Council of the VILLAGE OF VIENNA insist that the Government of Canada abandon those sections of the Action Plan on Firearms Control affecting the continued ownership and legal use of firearms by responsible Canadians; AND THAT the Right Honourable Jean Chretien,Justice Minister Allan Rock,Gar Knutson, M.P. The Council of the Village of Vienna met with the Council of the Village of Port Burwell in the Vienna Council Chambers at 7:30 p.m. All members of Councils and clerks were present. Also present were interested persons: S. Straub, S. McKibbin, as well as I-IL editor A. Spicer. The purpose of the Joint-Council meeting was to discuss the alternative of Vienna residents hooking in to the Port Burwell Sewage Treatment Plant as a possible solution to Vienna's ongoing pollution problem. Vienna Reeve Gundy Goutouski welcomed those present. Reeve Goutouski presented estimated figures that would put the Port Burwell Treatment Plant at designed capacity with a combined total population of 1,886. Present populations were estimated,would put the plant at approximately 71%of capacity. The need to collect as much information prior to another Public Meeting, and before an application is submitted was stressed by Reeve Goutouski. Port Burwell Reeve Tom Nesbitt stated the concern over possible beach closures and that although hook-up to the Port Burwell plant would not be cheap,he hoped it would be the preferable solution. It is felt that ongoing development will require the present capacity. Various thoughts discussed included available room for addition to the plant, increased summer population growth, outer harbour development,continual transfer finding cuts, joint co-operation,development charges, Elgin County restructuring,possibility of Pembina spin-off benefits,possible funding from Vienna to assist in harbour dredging, the Environmental Bill of Rights and future growth capacity requirements. • Stuart McKibbin, a former Police Village Trustee offered comment on a past similar situation in regard to proposal for a water system for Port Burwell,and urged that action be taken soon. Vienna Council,having met with the Council of the Village of Port Burwell on March 30. 1995,in regard to Vienna's efforts to remedy the Pollution of the Otter Creek,was • requested by Mr. Demeyere to have Vienna Clerk, L. Millard write to Port Burwell Council asking that the position of Port Burwell be put in writing so that a Public meeting date in Vienna can be arranged. It must be determined whether or not Port Burwell is willing to negotiate committment of sewage plant capacity to the future needs of Vienna and that the information be available prior to any further public discussion.
