Definition of dredging a channel only versus complete dredging of the Harbour, was reviewed. The weather, untrained personnel and other possible set-backs as factors which could delay payment of the Grant, were also discussed. At the Solicitor's request, the Reeve .xplained where the dredging fonds would come from, which include.. Underwater Gas and other Harbour users, lessen Harbour lards, Canada Mortis Grunt for Salaries and expenses and-the probable availability of a Mintario Grant as a Recreational Harbour, after initiation of the project. Borrowing of the pre-trending until Government payment, was estimated at $065. per mcath. Insurance fees •mere estimated. The reduced price for the dredge was calculated to, offset the above expenses along with towing charges. . • Future prospects for Port Burrell were queried in the LigOt of Goverment changes, etc. The Reeve requested opinions from the two Councillors pre- sent. One expressed second thoughts an prior sanction of the proposal and one remained "firm" pending amendments to the contract. A complete member meeting of Council will be held for full consensus of Council. He suggested the Village rust charge 141 par foot as minimum fee for berthage, • 400 that costs be estimated, if extra services are provided re hydro, fire /wboatimn, etcD, and then charge accordingly. The Village may have privileges t• 411404wt, but Bust get Small Craft Harbours' approval to do so. He stated that currMi ralee in the area presently set the price that Small Craft Harbours charge. T e Village will henceforth set its own price. IA explanation of Market Value, Public Works Canada usually establishes the Market Value through assess- ment figures. The Village would sub-lease at 0 of market value, mimosa. ?he Contract would be for five years, renewable camsecvtively each fieri years until the fourth term is ended. The lamas would take effect officially on January 1, 1978. Small Craft Harbours will have the draft drawn up and sera to the Village approximately six weeks before that date. Small Craft Harbours' lease with Underwater Gas Developers Limited, expires at the and of June 1977. Mr. Moffatt did not want it /Mr14410d, but stated that the Village will merely collect this rental from OldslMbsrr Gas Developers Ltd. from June 30, 1977, on, until the new lease is effective January 1, 1971. The Reeve asked what sesuraacs Council would have that Underwater Gas Developers would not be doubly billed. Off the record, Mr. Moffatt stated he would give his "word" on this, but could not put it in writing. He felt this was in order since his word was good and the federal Government would not lose any money an such a deal. Mr. Moffatt suggested that Council use L.I.P., Canada Works, Wintario, or any Member of Parliament's assistance available the Villar emw use, to augment expanses for dredging. He stated that the Village s- ib' stay an the Recrea- tional moppet& in planning development, rather then 1iRrial, and gave ma- sans for this advice. The Reeve asked Mr. Moffatt if he could foresee any problems with the Dredge. Mr. Moffatt replied "Mo", and asked if the Reeve had talked with Ms Samara people further. The Reeve enamoured affirmatively, relating the agreement with them for additional pipeline, etc. He stated that for Insurance purposes, the Village must have someone do a Marine Survey before the Dredge can be moved here. Mr. Moffatt replied that he has a copy of the report they had dans initially, which would probably be accepted by the Insurance Company, and if not, all the Village would require would be to have the hull Purveyed. The peeve may obtain this report from Small Craft Harbours in Burlington. The Reeve reported that the dredge rouii be ready to move neat week, at a tow- ing charge of $r.,5(L. It is now felt, that too great an area has been designated as hazard laid. Since then, Fisheries and g+vironment Canada and the Ministry of Natural Resources have completed a study of the Great Lakes flood and erosion prone areas, which includes the village of Port Burwell Harbour to the Bridge.
