Twenty-First Meeting Monday December 3, 1973 •
The December meeting was held in the Municipal Office on Monday Dec. 3,
1973 with all Council present with the exception of H. Alward who was

The minutes of the last meeting were read an adopted as read. .
1. Moved by A. Loucks and sec. by K. Matthews that regular Village
accounts from 1-4$ on Voucher 12 be paid and the Reeve be authorized
to sign the same.
Rabies Clinic to be held Wednesday Dec. 5, 1973 1.30-4.00 p.m. in the
— firehall. .
Letter read from Mrs. Robertson, a cottager on Chatham Street regarding
the water channelled into the ditch beside her property. .
Correspondence received from the Engineering Services Branch of, the
Ministry of Natural Resources advising Council that the Flood Damage
Group approved for participation under the Special Emergency Assistance
Program--Province will, pay 80% of cost of program after the one-third
deduction to be funded by the Federal Government.
#278 By-Law #278 to stop up and close all that portion of Brock street lying
east of Strachan Street in the Village of Port Burwell, County of Elgin.
According to the Municipal Act. 1970 Ch. 284 s 443 (c) .
By-law read a first time. .
By-law # 278 to be inserted in the Tillsonburg News for 4 weeks. and also
in six places around the Village. .
Elgin County Board of Education inquired about Trailer licensing in
Port Burwell. They are to be notified that we do not charge a license
fee for trailers in Port Burwell. .
Medina kas lease to be laid over until Bayham Township have a lease
ready.
B. Hannigan was present and reported on the fire calls for the year.
Mr. Ralph Hipgrave of Emergency Measures St. Thomas would like to hold
a meeting with Council early in the new year.
Welfare to be administered by the County of Elgin, Dept. of Social
Services beginning January 1, 1974. '

Twentieth Meeting Monday November 5, 1973.
The November meeting was held in the Municipal-Office on Monday
November 5 at 7.30 p.m. Reeve Bates and all the Council were present.
' The minutes cf the last meeting were read and adopted as read.
1. Moved by A. Loucks and sec. by K. Matthews that regular village accounts
1-44 on Voucher no. 11 and that water accounts from 1-6 on Voucher 11
he paid and the Reeve be authorized •to sign the same.
Jack McCord was present inquiring about fire protection for his farm
buildings by the Village Fire Department. '
Bob Hannigan Fire Chief was present and expressed the need of some sort
— of two way radio system for the fire department.
2. Moved by K. Matthews and sec by A. Loucks that fire protection by the
Village of Port Burwell Fire Department be extended to cover the farm
buildings on the McCord Farm adjacent to the north limit of the Village,
and that coverage beyond these buildings and in the Township be covered
by the Township of Bayham or by the Vir age under Mutual Aid.

4. Moved by H. Hoshal and sec. by H. Alward that Reeve Charles Bates and
Councillor Kenneth Matthews be appointed as Village Representatives
for 1974 to the East Elgin Planning Board.

3. Moved by H. Alward and sec. by H. Hoshal that the Village Council express
their deep appreciation of the excellent service rendered by the
Volunteer Fire Brigade at the fires in the village on Oct. 31st and Nov 1st.
which undoubtedly saved many village properties and that a copy of the
resolution be forwarded by the clerk to Robert Hannigan Fire Chief, and
that a similar letter of commendation be forwarded to the Bayham Township
Fire Department for appreciated assistance. •

5. Moved by H. Alward and sec. by A. Loucks that Len Brisseau be notified
in writing of the Councils' intention of closing the portion of Brock
street on which he resides. R.S.O. 1970 c.2$4 s.445. • .
6. Moved by A. Loucks and sec. by K. Matthews that the Village Council
has authorized the Clerk to notify the McPherson family of the
hazardous condition of the partly burned down house in the Village.
It would be appreciated if you would come down and clean this up before
someone is hurt. Please give this your attention as soon as possible.

Correspondence read regarding Township of Bayham appealing 1974 County
apportionment

from Elgin Health Unit to the effect that 96 water samples from the Port
Burwell Water System have been taken since Dec. 1, 1972, and all have
been satisfactory.

applications, suggesting that no Building Permit be issued. until the
applicant has an approved form of septic tank and field bed issued by
the Unit.
from the Workmen's Compensation Board signifying their willingness to
pay for three men per shift from the Volunteer Fire Department to take
a St. John's Ambulance course.
Letter read from property owner V. Goberis in regard to erosion along
the shore.

It was reported that Aldershot Construction was inquiring about the
C.P.R. property at the end of Pitt Street as a possible location of
a business.

Letter read from Ministry of Transportation and Cor-rnunications re
the intersection of Elgin County Road #42 and Victoria Street in the
Village of Port Burwell. They recommended that the Council and the
County decide an suitable traffic control, but advised that someone from
their office would be down to give assistance in correcting the problem.
alsoom Minister of Public works--Canada--re erosion in Port Burwell
and to the effect that they would assume one third of the cost of
some adequate protection work for the 3,000 foot stretch of shoreline
east of the Department's East Pier.

meeting be adjourned until next regular meeting unless in case of
emergency. _

The October meeting wa.9 held on Tuesday October 9 in the Municipal
Office at 7.30 p.m. Reeve Bates and all the Council were present
illwith bhe exception of Councillor Loucks who was ill.
,� The minutes of the last meeting were read and adopted as read.
1. Moved by H. Alward and sec by H. Hoshal that accounts on Voucher 10
1-21 and accounts on the Water Voucher be paid and the Reeve be
authorized to sign the Vouchers for same.
Mr. Jerry Seghers, Vienna representative oh the Long Point Region
Conservation Authority was present. Mr. Beghers_ suggested that the
r Council seek help for the senior levels of the Government to bring
about preventative methods for flood control along the Otter from
Port Burwell to Tillsonburg, he also had reason to believe that the
neighboring municipalities would support such action.
2. Moved by K. Matthews and sec. by H. Alward that Business Computor
Services be hired to provess the 1974 tax billing and to supply the
tax bills.
3. Moved by K. Matthews and sec. by H. Alward that (1) endorsement to
policy b7F-1659 extending coverape to the Clerk-treasurer on a 24
hour a day basis; additional premium 50.69.

Correspondence was read from Barristers for the Medina Natural Gas
Co. in regard to the signing o'' a Franchise Agreement. This was
again laid over until the next meeting.
Reservation for Good Roads Convention to be arranged for the Reeve.
Apportionment of the County rate for the County of Elgin for the year
1974 was read. Port Burwell was set at 1.146% which is .0085 less than
1973.
Letter read from Ministry of Natural Resources regarding a protection
project for the lands east of the harbour entrance. They are now
working on a policy statement from the Department of Public Works
on participation in the cost of such a project.
4. Moved by H. Hoshal and sec. by H. Alward that this Council meeting
he adjourned unless in case of emergency a special meeting will be
called.

Eighteenth Meeting Monday, September 24, 19
The September Meeting was held on Monday, September 24 in the
Municipal Office at 7.30 p.m. Reeve Bates, ant Councillors H. Alward,'
• A. Loucks and K. Matthews were present.
The minutes of the last meeting were read and adopted as read.
Resignation was read from Councillor R. Kearse, expressing his regrets
but as he had moved out of the Village was resigning from the Council.
1. Moved by H. Alward and sec. by K. Matthews--Resolved that the
resignation of Robert Kearse as Councillor for the Village of Port
Burwell be accepted. Municipal Act Ch. 264-147.
2. Moved by A. Loucks and sec. by H. Alward that Harold Hoshal be
nominated to the office of Councillor vacated by Councillor R. Kearse,
according to Municipal Act Ch.264-150, for the balance of the 1973
an4 1974 term of office.
Councillor H. Hoshal took his seat in Council and was extended a
welcome by the Council.
3. Moved by A. Loucks and sec. by K. Matthews that regular Village
accounts from 1045 on Voucher 9, be p1id and that water accounts 1-6
on Voucher 9 he paid and the Reeve be authorized to sign the same.
Royden Cathers and Terry Black of Hamilton, Ward and Lathers , and
Fred Green of Cowan Insurance Co. were present and reviewed the
Village Insurance.. Several recommendations were made, to be decided
at the October meeting.
4. Moved by K. Matthews and sec. by A. Loucks that this Council approve
a fee of 11100.00 fcr services performed by the Village Fire Department
when calls are received from the Ministry of Transport and Communications
Other municipalities to he so advised to ensure the fees are standardized.
The Medina gas Contract was again laid over, until more information is
received.
Since the County Engineer R. Moore can not do anything in regard to a
four way stop at Victoria and Wellington Street in the Village„ the
following motion was passed.
5. Moved by H. Alward and sec. b•, H. Hoshal that a letter be forwarded to
the Provincial Minister of Highways citing the dangerous conditions
existing at the intersection of Victoria Street and the County Road
42 (Wellington St) at the eastern extremity of the village, and
further that this Council respectfully requests that a four way siftop
he instituted at this busy intersection or flashing lights be installed.
That a copy of this letter be forwarded to Ronald McNeil. M.P.P.
Correspondence was received from the Ministry of Natural Resources to
the effect that the roads in the Park are owned by the Province and
the maintenance is their responsibility.

A letter was read from the Long Point Region Conservation Authority
stating that the executive was not prepared to recommend to the
Authority that the 15 acre Wall property be purchased for addition
to the Port Burwell Conservation Area because, in their opinion ,
the cost was not Justified.
The Reeve and all Council members received copies of County of Elgin
Peacetime Emergency Plan. .
1972 Audit of the Roads Expenditure was received.
Acknowledgement of Erosion letters written to Ministers at Toronto,
and Ottawa was received.

Correspondance received from the Ministry of the Environment in regard
to recent legislature which enables Councils to enforce mandatory
connection to sewer and water systems under section 362a of the act.
6. Moved by K. Matthews and sec. by A. Loucks that this meeting be adjourned

Seventeenth Meeting SPECIAL MEETING Monday Aug. 20, 1973.
A special meeting was called on Monday August 20, 1973 at 7.30 in the
Municipal Office. Reeve Bates, and all the Council were present with
the exception of R. Kearse.
This meeting was called to discuss the erosion problems of Port Burwell
with Mr. L. Edwards of the Ministry of Natural Resources and Mr. V. Morris
Of James F. MacLaren Ltd. Mr. and Mrs Farlow ware also present.
Mr. Morris and Mr. Edwards gathered all the information and photos and
will make a full report.
1. Moved by A. Loucks and sec. by K. Matthews that this special erosion
meeting be adjourned.

Sixteenth Meeting Tuesday August 7, 1973
The August meeting of the Port Burwell Village Council met in the
Municipal Office with Reeve Bates and all the Councillors present. .
The minutes of the last meeting were read and adopted as read.
Moved by A. Loucks and sec. by K. Matthews that regular village
accounts from 1-58 on Voucher No. 8 and that Village water accounts
from 1-7 on Voucher 8 be paid and the Reeve be authorized to sign .
the same.
Village Solicitor J. R. Farlow was present and requested the Village
to write letters to Provincial and Federal Ministries requesting aid
with the erosion problem in Port Burwell: Mr. Farlow also read letters
that the Port Burwell Ratepayers Association will be sending to the
London Free Press and also to the Ministries.
2. Moved by H. Alward and sec. by A. Loucks that the Village Council give
complete endorsation of letters written by the Village Solicitor J.R.
Farlow Q.C. coupled with unanimous approval that the said letters be
forwarded at once to appropriate Federal and Provincial Ministries.
Mr. Ferris was present representing Medina Gas regarding a new lease
as recommeded by the energy board. Lease was turned over to. solicitor
J.R.Farlow for advice.
3. Moved by K. Matthews and sec. by R. Kearse that the P.U.C. be charged a
rent of $50.00 per month for use of office space in the Municipal
Building, starting the 7th Day of August, 1973.
4. Moved by H. Alward and sec. by R. Kearse that the F.U.C. be respectfully
requested to take appropriate action to eliminate the inadequate service
re street lighting on Pitt and Victoria Streets on existing street
lights.
5. Moved by H. Alward and sec. by K. Matthews that the Village Council
unanimously request the Long Point Region Conservation Authority to
take the necessary action re the acquisition of 15 acres of land more
or less from Mr. John Wall as an extension to the Port,Burwell Conservation
Area with the understanding that Port Burwell be not assessed for any
additional cost other than through the annual municipal assessment by the
said Conservation Authority.
It was decided to lay a new sidewalk along the remaining two blocks of
Shakespeare street this fall, also repair Municipal Office steps and
lay sidewalk from Office to P.U.C. Office.
Council discussed the excessive speeds of cars entering the Village from

Fifteenth Meeting Thursday July 5, 1973
The July meeting of the Port Burwell council was held in the
Municipal Office on Thursday July 5, 1973 at 7.30 p.m. Reeve Bates
and all the Council were present.
- • The minutes of the last meetings were read and adopted as read.
Building Inspector Jack Hayward discussed several buildings that
have been moved to new locations in the village, they are in
delapitated condition and have not been completed; as a result the
following motion was passed.
1. Moved by K. Matthews and sec. by R. Kearse that any cottages or
other buildings being moved to a new location within the Village
limits shall not be lived in until the conditions laid out in
Village By-laws 19 and 196 and the National Building Code of Canada,
have been met. If these conditions have not been met within six
months of such moving, the offender shall have such building or
buildings removed or destroyed, at the discretion of the Council.
2. Moved by H. Alward and sec. by A. Loucks that the Ontario Provincial
Police be requested by the Village to give all diligence to prohibit
"Hippies" and other transients from living in the old delapidated Dance
Hall adjacent to Memorial Park Beach, as such practice provides for
fire and other hazards such as crime.
3. Moved by A. Loucks and sec. by R. Kearsethat regular Village accounts
from 1-48 on Voucher 7 and that Village Water Accounts from 1-10 on
Voucher 7 be paid and the Reeve be authorized to sign the same.
4. Moved byKMatthewa and sec. by H. Alward --Resolved that the Ministry
of the Environment be requested to prepare and present a proposal to
the Corporation of the Village of Port Burwell for the construction
of sewage works as a Provincially owned project, including a rate
on a usage basis to meet all the costs involved under the Provincial
programme and an appropriate form of contract.
5. Moved by A. Loucks and sec. by H. Alward that Reeve Bates, Councillors
K. Matthews and R. Kearse and Ratepayers Harvey Neville, Hugh Brooks,
and Ruth Vaughan be appointed by this Council as members of the 1973
Community Centre Board.
6. Moved by R. Kears and sec. by A. Loucks that when mowing weeds on
private property, the owners of said property pay at tho rate of $7.00
a lot, with larger lots or smaller lots in accordance.
7. Moved by R. Kearse and sec. by K. Matthews that no work that can be
done by private enterprize on private property in town, be done by
town workers unless in case of emergancy. That motion number 5 of
February 5, 1973 be rescinded. This motion is regarding minimum job
rate of ,$1.80 an hour for work done on private property by Village
employees.
8. Moved by A. Loucks and sec. by H. Alward that the Clerk be authorized
to purchase flowers for Village ex Reeve's or Municipal personal to
be determined from time to time by the Clerk.

introduce By-law #277 to prohibit the use, and and to prohibit the
owner or lesee of any trailer from permitting the use, of any trailer
for the living, sleeping or eating accommodation of persons within
the municipality for more than 60 days in any period of ten consecutive
months except in a licenced mobile home park or licened tent and / or
twiner park. see also attached schedule.

Complaint was received of excessive speeds and careless
handling of boats in the Otter Creek and harbour. Harbour
Master Fred Kemp to be notified.
Notification received from Canadian Imperial Bank of Commerce
that interest rate of 2 will be allowed on current accounts.
Letter from Ontario Municipal Recreation Association regarding
resolutions on snowbobiling and railway lines to be filed.
Letter Deceived from Long Point Region Conservation Authority
notifying Council that Mr. Wall will sell 15 acres for $20,000.
or 84 acres for $80,000.00. Their Committee feels the price
should not be charged against all municipalities in the region
but rather against the three benefiting ones. Bayham, Vienna
and Port Burwell to be asked what percentage of the Authority's
share (The authority will receive a 60% grant) they would be
prepared to contribute. The Council was of the opinion that
this sharing would not be acceptable, but Councillor Alward
Village representative on the Authority was to arrange a meeting
. with Vienna and Bayham to talk over the proposition.
Letter received from Mr. Wise M.P. notifying Council that the
Port Burwell Harbour would be dredged as soon as the method
of disposal has been determined, and tenders could be called.
An estimated removal of 13,000 cubic yards of material at
II the entrance of the harbour and at the end of the concrete
breakwater is proposed.

Twelvth Meeting Thursday June 21, 1973.
A special meeting was held on June 21 at 7.30 p.m. with the Village Solicitor
J. R. Farlow. Reeve Bates and all the Councillors were present.
The excessive erosion taking place this year wasdiscussed and the following
motion was passed.

Council of the Village of Port Burwell accept the tenor of Bill 100, being
an act to provide assistance for the rehabilitation and protection of
property on or adjacent to shorelines; and further resolve to pass the
necessary by-laws in the prescribed form authorizing the borrowing of
money from the Treasurer of Ontario for the purpose of lending the money
for the construction of works and the issuance of debentures in the prescribed
form by the municipality. All in accordance with tha provisions of said Bill 100.

Thirteenth Meeting Thursday June 28, 1973
A special meeting was held on Thursday June 28 with Reeve Bates and all
the Councillors present. The meeting was held in the Village office
at 2.00 p.m. with the Ministry of the Environment Mr. Bray of Toronto
and Mr. Ferris of London offices.
Mr. Bray informed Council that the Province would subsidize a sewage
system in Port Burwell up to 75%. He answered Council's questions .
regarding sewage system in the Village. Council decided to discuss
at their July meeting the passing of a resolution requesting the
Ministry of the Environment to prepare and present a proposal for the
construction of Sewage Works for Port Burwell.

Fourteenth Meeting Wednesday July 4, 1973.
A special meeting was held in the Village office on Wednesday July 4
at 10.30 a.m. Reeve Bates, Village Councillors, Vienna Reeve K.Emerson
and Vienna Councillors Mr. Goethals, and Mr. Hardaman were present,
also water superintendent L. Bates. Mr. Cockburn of the Ministry
of the Environment attended to explain the revision of water rates
to the Councils. Unfortunately the revision has not been completed
and Mr. Cockburn was unable to quote the rates. He answered questions
asked by the municipalities, and promised another meeting as early
as possible.

The June meeting of the Port Burwell Village Council was held on
Monday June 4, 1973 with Reeve Bates and all the Council present,.

1. Moved by A. Loucks and sec. by K. Matthews that regular village
accounts 1-72 on Voucher 6 and that village water accounts 1-7 on
Voucher 6 be paid and the Reeve be authorized to sign the same.
2. Moved by H. Alward and sec. by A. Loucks that Lester Bates be paid
an hourly rate of $2.80 for his services retroactive to Jan. 1, .1973
Clerk instructed to write Ministry of the Environment and set the
date of either June 18, or June 28 to meet with them liscussing.costs
and possibility of sewers installed in the Village.
Letter read from Medina Natural Gas Co. enclosing a draft by-law
requesting a new franchise with them for 30 years. By-law to he
laid over until more information can be obtained.
It was decided to appoint a new community centre board next meeting.
Plans were made to remodel the other room in the Municipal building,
and also to instal washroom facilities. P.U.C. to be offered room
for $50.00 monthly rent if they would either put in their own
cupboards or supply the labour to instal the electric heat. ,
Letter of thanks for flowers received from Charles Bates--also from
Mary and Charles Blyth congratulating Council on the impneved
condition of the Village Streets.
Correspondance read from Jack Sawyer regarding the sanitation
problem on Pitt and George St corner. Council decided to look into
the matter at once.
Letters read from Robert Moore County Engineer regarding
1. copy of resolution passed by County council requesting the
local municipalities to froward to the County Engineer, a copy of
all requests for building permits within 150 feet of the County
Road, and also requesting that no permit be issued until the
approval of the County is received.
2. inquiring if the municipality wish to have a control placed ,
on overnight parking on county roads within the municipality.
Council were of the opinion there was not a need for a control ,
on overnight parking in the village.
Letter received from The Nast Elgin Planning Board with a copy of
the following resolution that had been passed--"That this Planning
Board recommend to the member municipalities with the exception pf
the Town of Aylmer, that consideration be givent o the passing of*
a by-law to restrict further trailer development (both individual
and park) until such time as a policy is presented by this board"
Council decided to inquire the type of By-law the other Elgin
Municipalities were passing, before making a decision.

Eighth Meeting SPECIAL MEETING May 23, 1973

on Nov. 21, 1973. Tax penalties on the first instalment when paid on or

Seventh Meeting Monday, May 7, 1973.
The Port Burwell Village Council held Their May meeting on Monday May
7, 1973 at 7.30 p.m. Reeve Bates and all the Council were present.
INDThe minutes of the last meeting were read and adopted as read.
1: Moved by A. Loucks and sec. by K. Matthews that regular village accounts
from 1-64 on Voucher no. 5 and that Village Water Accounts from 1--9
on Voucher 5 be paid and the Reeve be authorized to sign the same.
2. Moved by K. Matthews and sec. by R. Kearse that the Village Council
renew the lease of the Ontario Provincial Police Detachment for a
period of 1 year from Nov. 1, 1973 at a rental of $85.00 per month
in advance with the provisal that all other terms and conditions
remain the same.
Mr. Tony Murphy and Mr. Len Brisseau were present inquiring about
Mr Woolcock, Klein, Stock and Murphy using a 15' easement through
Brock Street to their property. Mr. Brisseau and his family before
him have resided on this street allowance for many years. This to be
referred to Mr. Farlow the Village Solicitor.
Letter also read from Mr. Murphy requesting gravel on Beach lane,
a light mid way along the street, and his water left on until Nov. 14.
3.. Moved by H. Alward and sec. by A. Loucks that the Clerk advise Mr.
Tony Murphy of the provisions of By-law No. 260 that water service to
all cottagere will be available only from May 1st to Oct. 31st.
Further the Council goes on record as not being in favour of the
gravelling of Beach street or additional street lighting on Beach
street.
4. Moved by A. Loucks and sec. by R. Kears that the Village Council of
Port Burwell wish to extend a hearty thanks to the Superintendent of
the 0.P.P. in London for the manner in which Constable Donald Perkins
of the 0.P.P. Detachment in the Village for the way he conducted
himself to save Mr. Norton's life a resident of London , vacationing
in the Village on Sunday April 29, 1973 for at least 30 minutes of
mouth to mouth respiration until arrival of the ambulance and their
service.

supplementary allocation of subsidy moneys for work on roads and
bridges under its jurisdiction as follows: MA401441114ftee 3000.00

were the property of the Village Police Department and are now in the

John Scholten to be so advised.

connecting link be repainted.
8. Moved by R. Kearse and sec. by K. Matthews that Harry Alward be allowed
to purchase twenty-five trees of any type he chooses.

that the Village Council eventually plans to build washroom facilities
in the room adjoining the Council Chambers rather than providing space
for this accommodation in what now serves as the Clerk's office and
Council Chamber.

By-law officer Jack Hayward was present and reported he had sold 100
dog tags and had a f,w more to go.
Thank you's were received from Mr. Smith and Harry Alward.
Monday May 28 was set as the date to pick up heavy articles in the Village
not accepted in the weekly collection.
Inte.est rate raised to 7 on loan at the Canadian Imperial Bank of
Cor coerce.
Letter read from J.H.W. Cavey, Dept. of Transport regarding depth of
water do the harbour. They agreed the water depths should be 10 feet
in the harbour entrance outside the piers, and a minimum of 8 feet
inside the piers. Further soundings will be taken.
Five-properties in the Village have been registered for- taxes.
Letter was read from the Public Utilities Commission offering transfer
of Street Light Equipment to Corporation at a price of $5,452.77. It
was decided to wait until further information could be obtained.
Letter read from Mr. Cockburn of Ministry of the Environment offering
assistance regarding Port Burwell obtaining sewers..

The April meeting of the Port Burwell Village Council was held on

Accounts frcm 1-46 on Voucher 4 and that Village water accounts •
1-5 on Voucher 4 be paid and the Reeve be authorized to sign the same.
It was estimated that approximately 700 tons of screenings would be
needed from the Steel Co. for 1973.
Mrs. S. Brown was present protesting the hiring ,f Mr.. Davison,
caline Control Officer for Port Burwell for 1973.
School levies to be wi theld for one moa,;h or until funds are
available.
Clerk reported the 1973 County Levy is 412,149.83, which '.s almost
$3,000.00 less than 1972.
2. Moved by R. Kearse and sec. by K. Matthews that any property three
years in arrears of taxes have said property registered for taxes by
the treasurer.
Hr. McCaig of Sanitary Collection Service was present to explain the
1972 adjustment on garbage collection in Port Burwell.--which is •
computed on a cost of living basis and population.
Letter of approval from Ontario Hydro and Canadian Imperial Brink of
Commerce for the P.U.C. to borrow $6000.00, therefore the following
By-law was introduced--

to introduce By-law #274 to authorize the borrowing of 106000.00 by
the Port Burwell Public Utilities to provide in part the finds
required for the purchase of utility equipment and for extensions
and improvements to the electrical distribution and street-lighting
systems. Subject to the approval of the Ontario 1`.unicipal board.

Letter from Mr. John Wise M.P. was read acknowledging our letter
regarding dredging of the harbour. Annual meeting of Association of
Municipalities to be heli in Leamington May 4 & 5.
Gordon Loucks and Wilbur Cookson to be charged' $5.40 each for 3 hours
pumping water on property. Karl Mulhhock and Wayne Elliott to be •
charged $2.00 each for cement tile put on their property.

It was decided to apply for sidewalk repair on the incentive program.

Fourth Meeting Monday M:arch 5, 1973
The March meeting of the Port Burwell Village Council was held on Monday
March 5, 1973 at 7.30 p.m. in the Municipal Office. Reeve Bates and all
the Council were present with the exceptionJof A. Loucks who was ill.
The minutes cf the last meeting were read and adopted as read.
Mr. D. Axford was present at the meeting asking for stone for the roadway
into his home off Chatham Street.
Firechief Hannigan was present to request Council to repair the road in
front of the Fireball so that if necessary the fire trucks may get out.
Also he asked to have the hydrant on Hagerman Street moved to Erieus St.
if possible. He stated it was not needed .in the present location, but
that Erieus St. was not covered sufficiently. Also asked that the Fire
— Line be changed from the home of Mahlon Chute to that of R. Kearse.
1. Moved by K. Matthews and sec. by R. Kearse that Village accounts 1-44 on
Voucher 3, and Village water accounts 1-4 on Voucher 3 be paid Lnd . the
Reeve he authorized to sign same.
It was brought to the attention of the Council of the bad condition of
th. Village streets. Clerk to get in touch with Prouse Transport to have
stone drawn instead of screenings for the present.
Letter was read from the London Humane Society notifying Council that
their 1973 cost of patrolling Port Burwell would be 0460 .00 a year for
two patrols, and $950.CO for four patrols a month. After a discussion
on this the Council decided to pass the following motions.
2. Moved by K. Matthews and sec. by R. Kearse that an agreement re dog
control with the London Humane Society be cancelled and the Clerk be
authorized to notify the Lin ton Humane Society of s 'me. .
3. Moved by K. Matthews and ser. by R. Kearse that an agreement re dog
control be made with James S. Davison Canine Control Officer, Simcoe
RR5, Ont. at a rate of $300.00 for 50 trips a year, with a minimum
time of one hour to be spent in the Village during each trip.

Port Burwell endorse the resolution of County Council for the
County of Haldimand re the financial burden placed on Municipalities
and private property owners due to the high water level in the Great
Lakes.
3. Moved by A. Loucks and sec. by R. Kearse that 10,000.00 subsidy be
allocated for 1973 maintenance on Roads and :streets, and if needed
a supplementary allowance to be applied for before May 31, 1973.

4. Moved by R. Kearse and sec. by K. Matthews that $50.00 worth of trees--
25 Silver Maples and 25 Mountain Ash be purchased from E1 ;in County.
5. 14 Moved by R. Kearse and sec. by K. Matthews that any jobs done by town
help on private property be paid for at the minimum job rate of $1.80
an hour plus material. Pensioners to be exempt.

6. Moved by B. Kearse and sec. by H. Alward that on the Municipal Incentive
plan, the :yen be paid at the thinimum wage of $1.80 :,er hour.
Bill Tait of the local Boy Scouts Association was present inquiring
about a rebate on the taxes on the 3cout building. It was suggested
that he first try for a Provincial Rebate on the building.

Clerk to send flowers to Constable R. Arbour in the hospital. Constable
Arbour of the O.P.P. was formerly in Port Burwell.
H. Alward reported on the annual meeting of the Long Point Region
Conservation Authority in Simcoe Jan. 31., 1973.
Fire Chief R. Hannigan was present and reported four new members had
been added to the brigade, and thanked Council for the 1973 increase
in pay.

Second Meeting SPECIAL MEETING Thursday Jan. 25, 1973
A special meeting was held at 7. p.m. in the Municipal Office on
Thursday January 25, 1973. Reeve Bates and all the Council mere
present.
1. Moved by K. Matthews and sec. by R. Kearse that the Public Utilities
have permission to purchase a truck for approximately $8000.00, and
approval for a loan of $6,000.00 payable in three promissory notes
of $2,000.00 each, in favour of the Canadian Imperial Bank of Commerce,
Port Burwell--for a period nut exceeding three years.
Subject to the approval of the Ontario Hydro, and the Ontario Municipal
Board.

The Inaugural meeting of the Port Burwell Village Council was held in
the Municipal office on Tuesday Jan. 3, 1973. 1973 and 1974 Council
were sworn in as follows: Reeve Charles Bates, Councillors Harry Alward,
Robert Kearse, Alvin Loucks, Kenneth Matthews. P.U.0 Members Charles
Blyth and Frank Stephenson.
An Address anr: a prayer was given by H . Alward followed by the Lord's
Prayer. Reeve Bates voiced the thanks of the Council to Mr. Alward.

The minutes of the last meeting were read and adopted as read.
1. Moved by A. Loucks and sec. by K. Matthews that regular village accounts
from 1-56 on Voucher 1 and that Village water accounts from 1-7 on Voucher
1 be paid and the Reeve be authoriged to sign the same.
2. Moved by R. Kearse and sec. by K. Matthews that this Council appoint
H. Alward as their representative to the Long Point Region Conservation
Authority for 1973 and 1974.
3. Moved by H. Alward and sec. by Al. Loucks that Mrs. Mary Blyth and K. •
Matthews be appointed as Village representatives to the Erie Economic .
Council for the year 1973
Fire Chief R. Hannigan was present and discussed raises in pay for the .
Voluntary Firemen for 1973.
4. Moved by K. Matthews and sec. by H. Alward that this Council agree to .
raise the wage of the FireChief to $300.00 a year plus $5.00 for
emergency calls and Mutual Aid Meetings, Deputy Fire Chief to $150.00
per year plus $5.00 for emergency calls and Mutual Aid Meetings, and
the firemen to $5.00 for practices and Mutual Aid Meetings for the
year 1973.
5. Moved by H. Alward and sec. by R. Kearsethat the present deplorable
conditions cf Port Burwell's harbour re docks and much needed dredging
as well as other phases of the harbour's present neglect be brought to.
the attention of John Wise M.P. for Elgin and Wallace Nesbitt for Oxford
respectfully soliciting their assistance in bringing about proper aid
in alleviating and correcting present conditions relating to this the
best natural harbour on the North Shore of Lake Erie.
The Clerk was instructed to order the 1973 Dog tags and the Municipal
World for the Council.
5. Moved by A. Loucks and sec. by K. Matthews that Kenneth Kirkpatrick be re-
engaged as Asst. Village foreman at the rate of pay of $2.80 per hour.
Subject to conditions of employment as per attached schedule. Term of
employment at discretion of council. 48 hours per week regular pay, over
48 hours pay and a half if needed. 1 week holidays up to two years, two
weeks holiday pay two years and over-three weeks holiday pay ten years and •
over. Sick leave two-thirds day per month or 8 days per year. Carry over
50% sick leave. Village Office or Reeve to bo notified in the event of
absence from work. \

as Village Foreman at the rate of ppy of e2.90 per hour. Subject to conditions
of employment as per attached schedule. Term of employment at discretion of

Pro7inci_al approval was read for t2000.00.under the provincial-municipal
employyment program to assist municipalities with unemployment in the winter
months. also application has been made for additional aid .
Edgar Matti:ews was present in regard to '„ho removal of a large Maple tree in
front of his home on Newton street.
