Incentive Program of $2100.00 to be used for Brush Clearing, Removing
trees, Improvements to Municipal land, tree planting, and painting and
repairing Buildings.
04111 Correspondance read from County of Elgin advising that the County has
assumed Victcria St. from Highway No. 19 (Erieus St) to Road # 42
(Wellington St.). Reverting to our municipality Robinson St, from
the United Church to Wellington St., County to continue maintaining
the bridge.

Twenty-Second Meeting Special Meeting Thursday Dec. 16, 1971
A special meeting was held in the Municipal Office on Thursday Dec. 16
1971 at 7.30 p.m. with all the Council present. Mr. E. McMaster
Supervisor of Buildings & Maintenance and Mr. Tony Kennedy of the
Elgin County Board of Education were also present.
•
This special meeting was called due to a request from the School
Board regarding the plastic Pipe used in the water service. It
was- pointed out that the Village By-law calls for Type "K" Soft
•
Copper, and the Board •have agreed to change the service to conform
with the By-law. •
•
1 Moved by C. Bates and sec. by A. Loucks that the Village Regular
employees be given turkeys for Christmas.
•
2. Moved by A. Loucks and sec. by C. Bates that this special meeting •
be adjourned until nect regular meeting unless in case of emergency.

Twenty-first Meeting Tuesday Dec. 7, 1971
The December meeting of the Port Burwell Village Council was held in
the Municipal Office at 7.30 p.m. on Tuesday Dec. 7, 1971. All the
Council were present with the exception of Alvin Loucks who is ill.
1. Moved by H. Alward and sec. by C. Bates that the Elgin County Board of
\ Education be advised that the Village of Port Burwell respectfully
requires that compliance with the provisions of By-law # 260 re a
waterworks system as set forth in Section 8 (a) of said by-law namely that
"all water services up to ani including 3" in internal diameter shall
be of copper pipe and shall be type "K" Soft Copper is required.
2. Moved by H. Hoshal and sec. by C. Bates that account voucher 12 1--89 '
be paid and the Reeve be authorized tc sign the_ same.
The minutes of the last mPeting were read and adopted as read.
3. Moved by C. Bates and sec. by H. Hof:hal that this Council do hereby
join the Good Roads association. Membership fee of $ 15.00.
4. Moved by H. Alward and sec. by H. Hoshal that the Chief and Deputy
Chief of the Port Burwell Volunteer Fire Brigade be paid $150.00 and
75.00 respectively, and that other members of the Brigade be paid
4.00 for services on fire calls and Mutual Aid Meetings plus $1.00
per practice meeting during 1971.
#261 Moved by H. Hoshal and sec. by C. Bates that leave be granted to
introduce By-law # 261 to estimate the expenditures of the Village
on the roads and streets on a Supplementary to By-laws#251 and #253
as follows: Maintenance 35000.00

time do pass, be engrossed by t'-,e Clerk, and signed and sealed by the
Reeve.
5. Moved by C. Bates and sec. by H. Hoshal that the proposed Lama
Subdivision located in part of lot 13, Con 1 in the Village of Port
Burwell be approved.
#262 Moved by H. Alward and sec. by H. Hoshal that leave be granted to
introduce By-law # 262 to prohibit the use of all guns including
pellet and B.B. guns within the limits of the Villageof Port Burwell.
By-law read a first, second and third time.
Moved by C. Bates and sec. by H. Hoshal that By-law now read a third
time do pass, be engrossed by the Clerk, and signed and sealed by L;e
Reeve.
Copy of By-law to be sent to the local Provincial Police.
It was decided to lay over correspondance from Middleton Township re
Sanitary landfill site until next meeting.
Letter read from Norfolk County Board of Education thankirg Mr. Charles

Bates for recent tour of the Village.
The Village Insurance was reviewed with the help of Mr. McLaughlin and
R. Cathers and it was decided to transfer the office fire insurance from
Hogarth Insurance Agency to Hamilton Ward and Cathers.
Municipal Fire Protection Survey was laid over until next meeting.
It was decided to sell the pressure pump at the Police Office.
Six copies of the Municipal World to be ordered for the Council and 'Clerk.
Twentieth Meeting Special Meeting Thursday Nov. 11, 1971
A special meeting was held in the Municipal Office at 7.30 p.m. on
Thursday Nov. 11, 1971 with all the Council present. Mr. A. Ladbrook
of O.W.R.C. and Lester Bates, Water Inspector were also present.
U259 Moved by H. Alward and sec. by H. Hoshal that leave be granted to
introduce By-law #259 with respect to a Water Rate under sections
16a and 42 (6) of the Ontario Water Resources Commission Act, imposed
upon the owners or occupants of lands which are supplied with water
as a consequence of the entering into an agreement with the Ontario
Water Resources Comm., See By-law.
By-law read a first, second, and third time.
Moved by C. Bates and sec. by A. Loucks that-By-law now read a third
time do pass, be engrossed by the Clerk, and signed and sealed by the
Reeve.
1. Moved by H. Alward and sec. by A. Loucks that Lester Bates, Superint-
endent of the Port Burwell Water System be paid the sum of $559.00
to compensate him for his services to date and that in future he be
paid an hourly rate of $2.70 plus 15 cents per mile as travelling
allowance.
# 260 Moved by A. Loukks and sec. by C. Bates that leave he granted to
introduce By-law # 260 to set Rules and Regulations for the operation
of the Corporation of the Village of Port Burwell Water System.

Eighteenth Meeting Monday Nov. 1, 1971'
Tho November meeting was held at 7.30 p.m. on Monday Nov.- 1, 1971
in the Municipal Office with all the Council present. •
The minutes of the last meeting were read and adopted as read.
J. Moved by A. Loucks and sec. by C. Bates that accounts 1-44 on
Voucher 11 be paid and the Reeve be authorized to sign the same.

2. Moved by H. Alward and sec. by H. Hoshal that the Port Burwell •
Vontary Fire Brigade be giv]n the sum of $100.00 as a token of
appreciation for services given in protecting public and private
properties during the Hallow-een week-end.
•
Letters of appreciation .to be sent to the local Ontario Provincial
Police Detachment, and also the Tillsonburg Detachment for .the .
excellent policing over the Hallow-een week end.
3. Moved by H. Hoshal and sec. by H. Alward that the revised statutes
of Ontario 1970 be purchased from Municipal World.
Free anti-rabies clinic to be held Nov. 29 1.30-4.00 p.m. at the
fire hall.
Mr. Anthony Murphy and Mr. David Stock, Beach street cottagers
were present regarding a road through the Brisseau property. or
Brock street.
Water is now available for fire protection in the hydrants and
will be ready for public use in the near future.
Clark noted that a Park Grant of $998.00 was received Oct. 25, 1971.
Charge for screenings supplied by the Village to be 32.50 per ton.
It was reported that Houghton Area Public School Children will tour
the Village on Nov. 9, 1971. Councillor C. Bates had been asked to
tell them some of the history of the Village.

Nineteenth Mee ting SPECIAL MEETING Tuesday Nov. 2, 1971
A spec131 meeting was held 1n the Municipal Office at 7.30 p.m. on Tuesday
Nov. 2, 1971. All the Council were present along with Frank Stephenson
,from the P.U.C.
1/ The Water By-law to set the rules and regulations for the operation of
the Port Burwell Water ,System was reviewed, and it was decided to have
another meeting to pass the By-law after some of the difficulties have
been looked into.

adjourned until the next regular meeting unless in case of emergency.

Sixteenth Meeting Monday October 4, 1971.

The October meeting was held on Monday October 4, 1971 in the Municipal
Office with the Reeve and all the Councillors present.
00110 The minutesofthe last meeting were read and adopted as read.
1. Moved by H. Alward and sec. by H. Hoshal •that accounts 1-45 on Voucher
10 be paid and the Reeve be authorized to sign the Voucher for the same.

2. Moved by A. Loucks and sec. by C. Bates that in future per diem rate
for the Reeve or any member attending a meeting on Village business
be $25.00 and $8.00 for an evening engagement.
-3. Moved by A. Loucks and sec. by H. Alward that Lester Bates of the Village
of Port Burwell be appointed by Village Council as the Inspector in •the
Village for the connections made to the new Lake Erie Water Supply System
and that an interim agreement be signed 'With no rates at the Village Office.
4. Moved by H. Hoshal and sec. by H. Alward that the Community Planning
Branch undertake a planning appraisal for the East Algin area with the
understanding that there are no costs involved or no binding committments.
5. Moved by C. Bates and sec. by A. Loucks that one double and one single
room be reserved at the Royal York Hotel for the Good Roads Convention
to be held February 21 to February 23.

introduce By-law to purchase from Sterling Fuels 1962 Dodge Truck with
1600 gallon tank for Thirteen Hundred Dollars plus Sales Tax if applicable.

do pass, be engrossed by the Clerk, and signed and sealed by the Reeve.
The meeting was also attended by a Beach street Cottager,Mr. Anthony
Murphy regarding a road in to his property from Brock St. A phone call
received earlier in the evening from Mr. Medland offered a 101 right of
way from Pitt St. Mr. Murphy still wishes a rodd in on the property
occupied by L. Brisseau. Letter read from Mr. Grant Brown Solicitor
for Mr. Brisseau. Council decided to seek advice from Village Solicitor.
The apportionment of the County Rate for Port Burwell for 1972 is 1.175%
which is the same as 1971.

Seventeenth Meeting Special Meeting Friday Oct. 8, 1971
A special meeting was held in the hardware store in Port-Burwell with
• all the Council present. The Council met at 11 a.m. '
By-law • Moved by H. Hoshal and sec. by A. Loucks that leave be granted to
258 introduce By-law # 258 to amend By-law # 244'which imposes a water
rate on certain lands designated in Schedule "A" to the By-law. Adding
to "A" Pitt Stree . from Robinson to Strachan Street) and Addison Street
from Wellington to Homer Street.

Fifteenth Meeting Tuesday Sept. 7, 1971
The September Meeting was held on Tuesday Sept. 7, 1971 in the Municipal
Office with all of the Council present with the exception of A. Loucks
who is in the hospital. '
The minutes of the last meeting were read and adopted as read.
1.` Moved by H. Alward and sec. by H. Hoshal that accounts on Voucher 9 '
1-65 be paid and the Reeve be authorized to sign the voucher for the
same.

2. Moved by C. Tates and sec. by H. Hoshal that the coverage of the
Volunteer Firemen be raised to an annual rate of $6000.00 with the
Workmen's Compensation Board.
3. Moved by H. Alward and sec. by H. Hoshal that the entire Village
Council be appointed to the Lighthouse Committee.
Donation to be sent to the Cancer Society in honour of the late
Mrs McNeil. '
Letter read from the Dept of Transport noting their permission for •
the Memorial' Park Board to lease from Sept 1, 1971--July 1, 1977 '
at a rental 'of $125. per year for an area on the east side of the'
harbour for parking purposes.
The Council decided against leasing the area, and the Dept. to be
advised of this. •
Mr. Anthony Murphy, a cottager on Beach street was present regarding
a road into the back of his cottage. Clerk instructed to write Mr.
Medland regarding leasing or selling road allowance into the cottages
from Pitt Street. •
It was decided to accept Mr. Jack Hillikers offer to lay sidewalk on
Erieus Street for .520 per sq. foot for 4" sidewalk and .60¢ per sq.
foot for 6" sidewalk.
Clerk reported that Ron Lowe from Dept. of Highways, London office had -
telephoned Aug. 19, 1971 to say that they had heard of no change in the.
route of #19. Highway through the village.

the Village Council be adjourned at 10.55 p.m. until the next regular •
meeting except in case of emergency.

Twelfth Meeting Special Meeting Thursday July 15, 1 971.
A special meeting was held in the Municipal Office on Thursday
July 15, 1971 at 10 a.m. with Mr. Murray Wilson. Acting Supervisor
00111 on Provincial Projects of O.W.R.C. All the Council were present.
Mr. Wilson asked Council to have the residents on Addison Street
from Wellington to Homer Streets, and those on Pitt Street from
Robinson to Strachan Street, to sign a petition to be serviced
by the water main if they desired water at the following rates.
Frontage charge of 60 cents per foot, $11.5$ connection charge
and Flat Water Rate of $50.00 per year.
1. Moved by H. Hoshal and sec. by H. Alward that council ask for 4
inch line from Robinson to Strachan Street, with double take
connection on Erieus Street.
2. Moved by A. Loucks and sec. by C. Bates that council appoint Mrs.
Joyce Farlow and Mr. Robert Hannigan as members of a committee of
Council to be known as Light House Preservation Committee, Chairman
Harry Alward.

of the Lake Erie Tertiary Water Supply System Port Burwell Provincial
Water Works Program be requested to provide an extension to the said
system to include Pitt Street from Robinson Street to Strachan Street,
MIDfollowing a petition by a majority of ratepayers on Pitt Street.
2. Moved by A. Loucks and sec. by C. Bates that Monday August 2nd be
declared an official Holiday in the Village of Port Burwell.
3. Moved by A. Loucks and Sec. by H. Hoshal that this special be adjourned

pay $11.00 per day for Nursing Home Care at the Lakeside Nursing Home
for the month of June.

It was brought to the attention of the Council of a meeting with
Mr. Wilson from OWRC in the Municipal Office On July 15 at 10 a.m..
Mr. Giesbrecht asked for permission to cut trees on his lot, and
dump the brush in the lake. Permission was given to cut trees, .
but not to put the brush in the lake.

gym on July 20, 1971.
Permission read from the County of Elgin to close off Couty Road
#42 on. Wellington Stree t from Robinson to Erieus for the Optimist
to hold a Carnival and Street Dance on July 24, 1971.
Letter read to the effect that the fire protection survey will be
taken from August 1$ to Sept. 13, 1971.
Application to build a garage bbside his home on Erieus Street by
Mr. Granger was approved by Council.

1. Mover' by A. LouLks and sec. by C. Bates that the Fire Marshals
Office be requested to conduct a fire protection survey for the
Village of Port Burwell.
Mr. Stewart of the Fire Marshallts Office and R. Hannigan Fire •
Chief were present to explain to the council on this fire •
protection survey, which is to be done at no cost, to the village, •
— and that the recommendations would not be mandatory.

any other technical aspects to be regulated by the Village of
Port Burwell.

Port Burwell lend any-moral support to any organizing of effort •
on behalf of the youth of the Village, but at present this Council.

A special meeting was held in the-Municipal Office on Tuesday May 4 '
at 10 a.m. 'Mr. Greenley Municipal Engineer, Mr. R. Lowe and Mr. O'Dell
from the Dept. of Highways. Reeve M. Blyth and Councillor I. Loucks
were in attendance.
A tour was taken of the connecting link and the council were informed
that on February 8, 1971, Mr. Timko of O.W.R.C. informed them that
Port Burwell would be having sewers installed in 3 or 4 years, •
therefore 'there would be no resurfacing of Erieus St. from Victoria
to Wellington Streets at this time. There would be a thin layer-
of resurfacing from Wellington to Pitt on Robinson St, and from Pitt
to Hagerman 2" of asphalt and the raising of catchbasins accordingly.

introduce By-law #253 to estimate the expenditures of the Village
on the roads and streets on a Supp-lemtary to By-law #251 as- follows

2. Moved by H. Alward and sec. by H. Hoshal that the Council of the
Village of Port Burwell support the No 3 Highway Association in its
drive to establish a Parkway Authority from Windsor to Niagara.
3. Moved by A. Loucks and sec. by C. Bates that this Council advise
the Department of Highways as their wish to have the connecting
Link to be painted in the Village of Port Burwell.
A.. Moved by H. Alward and sec. by A. Loucks that the following
resolution originating in the County of Norfolk and endorsed
by Malahide Township be further endorsed by the Village of
Port Burwell namely: That the Minister of Social and Family
services inaugurate a method of work for able bodied Welfare
Recipients whereby all Municipalities will receive 80% subsidy
for work performed.
It was decided to hire three unemployed able bodied persons
under the Municipal Incentive Program for 43 man days @ 1.75
per hour until the grant allowed of $675.00 is used up.
It was decided to have the first meeting between the Local
Liaison Committee , the consulting Engineers and OWRC staff
regarding the water distribution system on April 22, 1971
at 4. p.m. at the Municipal Offices. The Liaison Committee
• to be Reeve M. Blyth, Councillor Charles Bates, and P.U.C.
member F. Stephenson.
It was noted that the Canadian Imperial Bank of Commerce will.
now be charging .200 to collect accounts.
Clerk to write Mr. Mack McConkey in regard to cleaning up his
property or else build a proper fence around it.
Correspondance read from the City of Parkhill asking permission
to operate the Ontario Sweepstakes in our Village. Council
ordered letter to be filed.
Reeve M. Blyth and Clerk-treas H. Wolfe were appointed as
representatives to attend the Elgin County Board of Education
meeting on April 14, 1971 at 8. p.m.
Correspondance read from Bayharn TownsOip in reply to Councils
decision to administer its own Welfare for the balance of 1971.

The March Meeting of the Port Burwell Council was held in the

Voucher ror the same.
2. Moved by 14. Hoshal and sec. by H. Alward that. this Council
appoint Reeve M. Blyth and Councillor C. Bates to meet with '
the Engineer re Water Distribution System on a weekly basis.
3. Moved by .C. Bates and sec. by H. Alward that this Council
advise the Municipalities of Bayharn Township and the Village of
Vienna that it has been decided that the Village of Port Burwell
administer its own welfare for the balance of 1971.
4. Moved by H. Hoshal and sec. byH. Alward that the fire Committee
be authorized to spend up to 2400.00 for the purchase of a new
tank truck for the fire department.
5. Mcved by H. Alward and sec. by C. Bates that the Village Employees
be instructed by the clerk that in future in case-of sickness •
notice shall be sect or phoned into the Municipal Office of such
absence from duty.
6. Moved by H. Alward and sec. by H. Hoshal that in future on behalf
of the Village, citizens attaining the age of 80 years or over
receive some suitable recognition in the way of a visit by the
Reeve and representatives of the Council and a small suitably •
presentation.

Council decided not to pay the added $20.75 monthly on Street -
Lights until the 1970 work has been colleted.
It was noted the Long point Conservation Authority are levying.
$425. from Port Burwell in 1971, as compared to $206. in 1970.-
Correspondance read from The Elgin County Roman Catholic. Separate
School Baard informing Council that to the lateness of their 1971
budget, suggests that xn 50% of the 1971 levy be paid on June. 30
instead of a payment in March. No interest to be charged on that
part due on March 31, 1971.
also from. the Elgin County Board of Education informing Council
that due to the lateness of their 1971 budget, that it required
25% of the 1970 levy to be paid on March 31, 1971, or interest
would be charged on late payment.
Clerk was. instructe i to pay 25% of the 1970 levy to the Elgin
County Board of Education less surplus of $4916.00 plus interest
owing to Port Burwell.
Engineers from Crysler Davis & Jorgenson report that Contractors
will move into Port Burwell on March 22, 1971 to begin the.
ditribution system of a water system for Port Burwell.

2. Moved by 8. Alward and sec. by H. Hoshal that the Village Council
support and urgently request the Attorney General of Ontario and -
the Ontario Police Commission to give sympathetic consideration -
to the retention of the Ontario Police College in Aylmer and that
a copy of this resolution be forwarded to Ronald McNeil, M.P.P.

grant of $25.00 to Tillsonburg Minor Hockey Association.
4. Moved by C. Bates and sec. by H. Alward that Reeve Mrs. Mary Blyth

Royden Cathers of Hamilton Ward and Cathers Insurance Service Ltd. ,
was present to review the 1971 Insurance with the Council. It was
decided to Make the following changes. Raide the fire insurance on
fireball from 10,000. to 15,000. and on the library building.from
$8000. to 12,000. Also to take out new policies covering the
Building Inspector and the Council or their representatives.when
they are on Village business.
01110 Correspondance was read from the Minister of Fisheries in regard. to
loan to fishermen because of mercury pollution--referring them to
Department of Lands and Forests who are administering this program.
i also from the Ontario Provincial Police, Londog, who advised council
that after consideration by their superiors in Toronto, the
Detachment in Port Burwell would not be closed at the present time.
Fire-Chief Robert Hannigan was present and reported a new lock was
needed on the Firehall door as the present was giving trouble.
Moved by H. Alward and sec. by H. Hoshal that this meeting of the
Village Council be adjourned until the next regular meeting except

First Meeting INAUGURAL MEETING Monday Jan. 4, 1971.
The Inaugural Meeting of the Port Burwell Villacxe Council was
held in the Municipal Office at 7. p.q. on Monday Jan. 1 , 1971.
The 1971 and 1972 Council were sworn in as follows: Reeve Mrs.
1411 Mary Blyth, Councillors Charles Bates, Harry Alward, Haro]d Hoshal
and Alvin Loucks. P.U.C. Members Harry Cookson, and Frank Stephenson.
An address and prayer was given by Councillor Harry Alward after
which everyone and their wives went to the Lal:eside Hotel where
a 'ielil-htful dinner was enjoyed by all,
