Twenty-first Meeting Monday, Dec. 1, 1969
The December meeting of the Port Burwell Village Council was held
at 7.30 p.m. Monday, Dec. 1, 1969 in the Village Office with all
the Council present. Harry Alward, Port Burwell representative
on the Otter Creek Conservation Auth, was also present.
The minutes of the last meeting were read and adopted.
1. Moved by R. Bradfield and sec. by A. Loucks that accounts 1-44
on Voucher 12 be paid and the reeve authorized to sign the same.
2. Moved by R. Bradfield and sec. by G. McCord that this Council
appoint Edward Shelly as Deputy Fire -chief on the recommendation
of Fire -Chief Robert Hannigan.
An estimate of One Thousand and Twelve Dollar"s and 50 cents (L012.50)
was given by Port Burwell Hardware for an oil furnace for the Garage.
3. Moved by G. McCord and sec. by A. Loucks that this Council give the
clerk permission to pay the Fire -Chief Morley Wolfe and deputy Chief
S. McKibbin $150.for the year 1969.and the firemen 14.00 per fire and
Mutual Aid Meetings, and $1.00 for practice meetings.
#236 Moved by H. Hoshal dnd sec. by R. Bradfield that leave be granted to
introduce By-law #236 --- 1. That one-third of the remuneration and
mileage allowance paid to members of the Council of the Village of
Port Burwell be deemed to be for expenses, incident to the discharge
of their duties. 2. That t is By-law be retroactive to January 1, 1969.

Moved by Harold Hoshal and sec. by G. McCord that By-law now read a
third time do pass, be engrossed by the Clerk, and signed and sealed by
the Reeve.
Letter received with regret of the resignation of Verne Hambly as By-law
Enforcement Officer and also Voluntary fireman.
It was noted teat during the year 1969 there were 15 fire calls, 20
practise meetings, and 5 mutual aid meetings attended.
Mr. Harry Award reported on the Otter Creek Conservation Authority.
Turkeys are to be purchased for the Village employees.
The Clerk to write the Humane Society to see if they would take over
the dog control in Port Burwell.

1969 Court of Revision was held in the Municipal Office at 2 p.m.

Twentieth Meeting Monday Nov. 3,.1969
The November meeting of the Port Burwell.Village Council was held
in the Municipal Office with the Reeve and Council present.with the
exception of G. McCord.
The minutes of the last meeting were read and adopted as read.
1.
Moved by A. Loucks and sec. by H. Hoshal that accounts 1-33
on Voucher 11 be paid and the Reeve be authorized to
sign the same.
2.
Moved by A. Loucks and sec. by R. Bradfield that we,
the Council of
the Village of Port Burwell believe that at the present time Elgin
County should be left as is --a County as a whole.
3.
Moved by H. Hoshal and sec. by A. Loucks that this Council donate
$25.00 to Tillsonburg Minor Hockey Association.
Resignations were received with regret from Morley Wolfe, fire -chief
and Stuart McKibbin Assistant Fire -chief of the Port
Burwell Voluntary
Fire Department. Both resigned because of ill -health.

introduce By-law #235 to rescind By-law #246 and appoint Mr. Robert
Hannigan as Fire -Chief of the Port Burwell Volunteer

Nineteenth Meeting
Monday Oct. 6, 1969
The October meeting of the Port Burwell Village Council was held
in the municipal office with the Reeve and all Councillors present.
The minutes of the last meeting were read and adopted as read.
1. Moved by R. Bradfield and sec. by G. McCord that accounts 1-37 on
Voucher 10 be paid and the Reeve be authorized to sign the same.
#233 Moved by H. Hoshal and sec. by G. McCord that leave be granted to
introduce By-law #233 to estimate the expenditures of the Village
on the roads and streets on a Supplementary to By-law #225 k #230
as follows: Maintenance $1300.00.
By-law read a first, second, and third time.
Moved by G. McCord and sec. by H. Hoshal that By-law now read a
third time do pass, be engrossed by the Clerk, and signed and
sealed by the Reeve.
2. Moved by R. Bradfield and sec. by H. Hoshal that this Council apply
for an interim payment of Subsidy under the Highway Improvement Act,
3. Moved by R. -Bradfield and sec. by G. McCord that this Council endorse
the resolution submitted to this council, by the Bayham Township
Council, in -regards to the transfer of certain students from the
Tillsonburg District High School to the High School in Aylmer.
#234 Moved by G. McCord and sec. by H. Hoshal that leave be granted
to introduce By-law #234 to renew lease on Erieus Street, Port Burwell
Ontario, for the Department of Justice--O.P.P. Detachment. File L 891
for three years at a rate of One Thousand and Twenty Dollars (=1,020.00)
per annum, payable monthly.

Moved by R. Bradfield and sec. by G. McCord that By-law now read a
third time do pass be engrossed by the Clerk, and signed and sealed
by the Reere.
Letter was read from P.U.C. advising that the street lighting account
,.ad been increased due to the addition of one Florescent light on the
corner of Robinson and Wellington.
Letters read from the County of Elgin, suggesting that all municipalities
in the County try to achieve uniformity in the number of times taxes are
collected each year, also the penalty and interest charged and the discount
given. Also recommending licensing Hawkers, pedlars, etc, be lett to the
discretion of the local municipalities; also in regard to forming three
planning areas in the County.
It was decided to have rooms reserved for the Reeve and a Councillor for
the good roads convention in Toronto.

Eighteenth Meeting Monday, Sept. 9, 1969
The Port Burwell Village Council held their September Meeting
on Monday September 9, at 7.30 P.M. in the Municipal office.
Reeve M. Blyth and all the Councillors were present.
The minutes of the last meetings were read. and adopted as read.
1. Moved by A. Loucks and sec. by R. Bradfield that accounts 1-24
on Voucher 9 be paid and the Reeve be authorised to sign the
same.
2. Moved by R. Bradfield and sec. by A. Loucks that this Council
delete Faye Street from "Schedule A" to water rate by-law No.
232 of the Corporation of the Village of Port Burwell.
The Village insurance was reviewed with Mr. Royden Cathers of
Hamilton Ward and Cathers, and Mr. McLaughlin of Cowan Ins.
The insurance was left the same as in 1968 except for the
addition of new equipment.
Counstable Arbour of the O.P.P. was present in regard to the
parking problem on the North side of Wellington St. and the
West side of Robinson street. It was decided to look into
a parking lot for the Village.
Mrs. Brown was present with a petition with 133 names in reggrd
to dogs in the village. After a discussion with the Council
Mrs Brown declined to leave her petition.
3. Moved by A. Loucks and sec. by G. McCord that this Council be
adjourned until next regular meeting unless in case of an
emergency.

Seventeenth Meeting
Monday August 18, 1969
A special meeting of the The Port Barwell Village Council was
held in the Municipal Office at 1.00 p.m. on Monday August 18
1969. All the Council was present with the exception of A.
Loucks who is in the hospital.
1. Moved by R. Bradfield and sec. by H. Hoshal that this Council
give authority to the Reeve and Clerk to sign the agreement
with the O.W.R.C, for the supplying of water to the Municipality
from water works to be provided by the Commission.
2. Moved by G. McCord and sec. by R. Bradfield that this Council
meeting adjourn, until the next regular meeting, unless in case
of emergency.

Sixteen"h Meeting Monday August 11, 1969
The Port Burwell Village Council held their August Meeting in
the Municipal Office at 7.30 p.m. on Monday August 11. Councillors
A. Loucks, H. Hoshal and R. Bradfield were present. A. Loucks
was acting Reeve in the absence of Mrs. Blyth,

The Minutes of the last meeting were read, ar,d adopted as read.
1. Moved by R. Bradfield and sec. by H. Hoshal that accounts from 1-
43 on Voucher 8 be paid and reeve be authorized to sign the same.
2. Moved by H. Hoshal and sec. by R. Bradfield that this Council invite
Constable Arbour of the Ontario Provincial Police to attend CouBcil
Meeting on September 8, 1969, to discuss his suggestions for parking
on Robinson and Wellington streets.
3. Moved by H. Hoshal and sec. by R. Bradfield that Clerk see that
drapes be installed in O.P.P. office.
4. Moved by H. Hoshal and sec. by R. Bradfield that Clerk contact
Mr. Percy Wall of Glencoe, to come to Port Burwell to look at
sidewalk job on Chatham Street.
5. Moved by R. Bradfield and sec. by AH. Hoshal that this Council give
the Village solicitor permission to use the service of a bailiff to
remove tenants from property on the west half of lots 26 and 27 on
the west side of Milton Street in the Village of Port Burwell in the
County of Elgin, according to Plan 12.
6. Moved by R. Bradfield and sec. by H. Hoshal that this Council give the
Fire Chief permission to have a new block installed in the fire truck.
7. Moved by R. Bradfield and sec. by H. Hoshal that Clerk advise P.U.C.
that Dusk to Dawn light that was requested to be installed on Comm-
unity Centre Property and at present is installed on pole on torsi property
on the street. Would like it installed on Community Centre property.
Lease of the O.P.P. office to be renewed for 3 years with the Dept.
of Public Works at $85.00 per Month.
The Village of Port Stanley be allowed to rent the oil tank used for
oiling streets for $50.00. Also they look after the transporting of it
to and frok Port Stanley.
Letter read from Elgin County Library Board informing the Council the
rent will be raised $60.00 per year on all properties, effective July 1,
1969.
Letter also read from County acknowledging payment of 1969 County Levy,
and the discount on prepayment is =601.31.
8. Moved by R. Bradfield and sec. by H. Hoshal that this Council meeting
be adjourned until the next regular meeting unlews in case of emergency.
Next regular meeting to be held September 8, 1969.

Fifteenth Meeting Monday June 30, 1969
The Port Burwell Village Council held their July eeeting in the
Municipal Office at 7.30 p.m. on Monday June 30, 1969. All the
Council members were present.
The minutes of the last meeting were read, and it was moved by
G. McCord and sad. by R. Bradfield that they be adopted as read.
Cottage owners from Beach Ave. were present at the meeting, and
also the Village Solicitor Mr. J. -R. Farlow. After the cottagers
explained their problems due to the erosion, it was moved by R.
1. Bradfield and sec. by A. Loucks that this council give the
solicitor for the Village, the authority to take such steps he
may deem necessary for the plotting establishment of an alternate
service road or right of way for the assistance of lot owners on
Beach Ave. Plan 197.
2. Moved by H. Hoshal and sec. by G. McCord that this Council give our

The decision of the Ontario Municipal board re the Port Burwell Water
System was read ---------in all the circumstances the board is of the
opinion that the Village cannot continue in its present plight for
very much longer and that any further growth will continue to he stifled
unless the water shortage is solved. Therefore the Board will approve the
application with the exception of the main on Libbye Avenue as heretofore
mentioned.
Correspondance also read regarding open burning at the disposal area.

on the building and improvements at the Athletic Field at the
Community Centre.
Letter was read from Dominion Foundr-.es at Hamilton inviting the
Reeve to tour their plant on July 10. The Clerk to ask permission
for two.Councillors to go in Mrs, Dlyth!s place.
Reeve Mrs. Blyth appointed Alvin Loucks as Acting Reeve, until
such time as she returns to the Village.

Tuesday May 20, 1969
A hearing was held by the Ontario Municipal Board on Tuesday,
May 20, 1969 at two o'clock p.m. at the school auditorium in the
Village of Port Burwell for all persons interested in support or
in opposition to the application and the imposing of water rates
as set out in the proposed provincially -owned water works project.
This meeting was also attended by Mr. Dav-is, and Mr. Jorgenson of
Chrysler, Davis and Jorgenson, and Mr Cockburn of the 0. W.R.C.
The Village solicitor R. J. Farlow, Q.C. represented the Village,
and their were twelve speakers sworn in to give evidence.
Decision of the Ontario Municipal Board was held until a later
date.
Twelfth Meeting Special Meeting Friday May 23, 1969
A special meeting was held in the Municipal Office on Friday May 23
1969, at 7.30 p.m. with the Reeve and Councillors present with the
exception of A. Loucks, Mr. Clarke Village Auditor from Higgins,
Page and Co. was also present.
1968 budget and financial statement were reviewed, and with Mr.
Clarke's help a 1969 budget was drawn up.

Thirteenth Meeting Special Meeting Tuesday May 07, 1969
A special meeting of the Port Burnell Village Council was held in
the Municipal Office with the Reeve and all Councillors present.
The sooting was held at 1. p.s.
Moved by A. Loucks and sec. by R. Bradfield that leave be granted to
#231' levy the rates and taxes for the year 1969, and to provide for the
collection thereof with a mill rate as follows: Public Residential
81.60, Public Commercial 92.88, Separate Residential $1.60, Separate
Commercial_92.88. The first instalment be due July 21, and the second
on Nov. 21, 1969. Tax penalties to be on first instalment paid on or
after July 22 1%, Aug. 1 2%, Sept. 1 3%, Oct. 1 4%, Nov. 1 5%, Nov. 21
6%. Discounts on second instalment when paid on or before July 21 2%.
Penalty on second instalment if paid on or after Nov. 22 1%. 2/3 of
1% per month on all arrears.

Fourth Meettng Monday March 3, 1969
The Port Burnell Vila, --e Council held their March meeting in the
Municipal Office with all members present, at, 7.30 p.m.
The minutes of the last meeting were read, and adopted as read.
1. Moved by A. Loucks and sec. by R. Bradfield that. accounts 1-46 on
Voucher 3 be paid and the Reeve be authorized to sign the same.
i 2. Moved by H. Hoshal and sec. by G. McCord that, this Council a�'-ree to
pay Murrey Scanlan she sun of X500.00 for garbage disposal dump for
the year 1969.
3. Moved by A. Louc;tis and sec. by H. Hoshal that, the Village of Port
Burwell accept the resolution from the Ontario Humane Society in the
e:fect. of bill # 73 to which is presently before the Ontario Legislature.
4. Moved by R. Bradfield and sec. by A. Loucks that this council tran,:fer
the title to 411 feet of lot, 36 on Southey St. south side to Mr. George
Young for $1.00, and cost. for 4 -he transfer to be charged back to the
Village.
5. That this Council advertise for jealed tenders on t. ie Villa,e property
of west half of lots 26 and 27 on the west side of Milton Street in the
Village of Port Burwell, formerly ovined by Mr Harley and Jean Vyse.
It, was decided to purchase drapes for the Municipal Office at the cost
of X95.00.
Let*,ers of inquiry re the proposed water system were read from Mrs. Chappell
and Idr. Brown, cottage owners on Ad iJ.son Street..
6. Moved by A. Loucks and sec. by G. McCord that, this Council be adjourned

Misner of Dept. of Lards and Fores-s. Presen*. '.;ere Reeve I -I. Blyth, and

L. St.eaart,, S. McKibbin, and F. Stephenson. The future of the Port
Burtiiell Harbour was discussed, _ind also the coal industry ahich opera*es
from leased land on both sides of the ::arbour.

A special meeting was called a* 4.30 p.m. at the Hardware S*.ore on Monday
March 10, 1969 *.o meet with representatives of the 6anadian Pacific Railway
Mr. Robinson and Mr. Cope. The closing of the local C.P.K. s*3*ion was
discussed, which will take place approxtiia-ely September 1969. Cus*omer
service was promised from a coariercial building in *he Villa e.

The February meeting of the Port Buryell Village Council was
held on February 3rd, 1969 in the Municipal Office at. 7.30 p.m.
All gembers were present, with the exception of G. McCord.

Village on the roads and streets under its jurisdiction during
the year 1969 as follows: '.Ia;.ntenance $9000.00
By-law read a firs*.,second and third time.
Moved by R. Bradfield and sec. by A. Loucks that By-law now read
a third time do pass, be engrossed by the Clerk, and signed and
sealed by the Reeve.
2 Moved by R. Bradfield and sec. by A. Loucks that idr. C. Hanson
be employed by the Village to re-modle the interior of the"Clerk*s
Office; with the help of the 4 -oven's ass *. foreman when available.
R. Bradfield reported *Iia*- 121 animals -were vaccinated at the
Free rabies clinic held February 3 9;30 to 12 Noon at the Firehall.
I* was decided to pu*. up *he property which Mr. Harley Vyse formerly
owned for sale unless some arrangement to pay the taxes is made by
February 24.
Letter was read from P.U.C. advising the Council of an increase of
$43.20 monthly in the street, light rates for 1969.
A new truck was discussed for the Village but laved over for the
next. meeting. '
Letter was read from Municipal Affair Finance Advisor Mr. D. J. Date
summarizing a meeting held with the Clerk's of E:pin County.
3. Moved by R. Bradfield and sec. by A. Loucks that this Cowicil
meeting be adjourned until the next regular meeting, except in
case of emergency.

in the Municipal Office at 7.30 p.m. on Monday Jan. 6, 1969. The
1969 and 1970 Council were sworn in as follows: Reeve Mrs. Mary Blyth
Councillors Ronald Bradfield, Harold Hoshal, Alvin Loucks, and George
McCord.

be re-engaged as Assistant Village foreman at the rate of $2.40 per
