Twenty-first meeting Wed. Dec. 14, 1966.
A special meeting of the Port Burwell Village Council was called
on Wednesday Dec. 14,, 1966 at the Municipal Office. In attendance
were Reeve Ivor Rowley, and Councillors H. Hoshal, A. Loucks, and
N. Todd. Also present were 1967 Reeve J. Sutherland, and Councillors
R. Bradfield and Mrs. M. Blyth. Mr. Carl Altenberg Planning Director
of the County of Elgin, and Mr. C. Phillips, Chairman of the County
�- of Elgin Planning Committee were present.
Moved by A. Loucks and sec. by H. Hoshal that this Council appoint
Mr. Stuart McKibbin as our representative to the Tillsonburg District
High School Board for the remaining term of J. W. Sutherland.

Moved by N. Todd and sec. by A. Loucks that the 1967 Council meet on
the 9th day of January 1967.
Mr. Phillips and :dr. Altenberg discussed planting, Duilding By-laws,
and also Holding By-law with the 3.966 and 1967 Counc'l. It was
decided to look into planning and the By-laws further in 1067.
It was noted that if a holding By-law was passed approval must be
obtained from the Municipal Board, and a copy sent to every one on the
Assessment roll.
Moved by A. Loucks and sec. by 11. Todd that this meeting be adjourned
until Jan. 9, 1967 unless in case of emergency. . Time 3.15 p.m.

Twentieth Meeting Dec . 6, 1966
The December meeting of the Port Burwell Village Council was held
on Tuesday Dec. 6, 1966 at 7.30 p.m. with Reeve Ivor Rowley and
Councillors H. Hoshal, A. Loucks, and N. Todd present. New members
of the 1967 Council --Reeve J. Sutherland, and Councillors R. Brad-
field, and M. Blyth were also present.
The minutes of the last meetini-s were read, and adopted as read.
Moved by H. Hoshal and sec. by A. Loucks that accounts 1-40 on
Voucher 12 be paid and Reeve authorized to sign the same.
Moved by A. Loucks and sec. by N. Todd that the Poll Clerk be paid
Fifteen Dollars (^15.00) and the Returning Officer be nai-' Twenty -
Five Dollars ($25.00) for election on bec. 5, 1'66.
Moved by N. Todd and sec. by A. Loucks that the firemen be paid as

Idoved by N. Todd and sec. by A. Loucks that Ronald Bradfield and
Kenneth Matth,-ws be added to the Village Fire Department.
A report was read from the Fire Department that up to Dec. 6, 1966
the fire department has answered five fire alarm calls and two false
alaras. Fire Department spent approximately w650.00 in remodelling
the upstairs of the fire hall. They drew 82,000 rallons water to the
school for a total of $365. Sixteen fire practives were held.
It was also reported that the p:.:ap and the motor on the water truck
is not in very good shape. Four sets of coats, boots, and hats have
been delivered to the Department, and also two swivel spotlights.
The clerk reported that on election. day 265 voted of these 17 were
non resident, making a total of 691,S of residents voting and 4CY%j over
all.
Welfare was discussed, and .".r. Loucks was F oing to visit I".rs. Davison
as soon as possible.
It was also noted that Mr. Buckberrough has appealed the decision of
the Court of Revision, and that Judge McMillan will hold the appeal
in the Municipal Office at 2.30 on January 9, 1967.
Moved by A. Loucks and sec. by N. Todd that this Council now adjourn
until the next regular meeting unless in the case of an emergency a

Nineteenth Meeting
Nov. 22, 1966.
A special meeting of the Port Burrell Village Council was held
on Tuesday November 2 2 at 1 p.m. Reeve Ivor Rowley was present
and Councillors H. Hoshal, A. Loucks, and F. Waldeck.
Moved by F. Waldeck and sec. by H. Hoshal that leave be granted to
introduce By-law # 202 --Whereas the Council of the Village of Port
Burwell deems it necessary to borrow the sum of One Thousand Dollars
($1000.00) to meet current expenditures of the Memorial Park Comm.
By-law read a first and second time.
By-law read a third time. Moved by H. Hoshal and sec. by A. Loucks
that By-law now read a third time do pass, be engrossed by the
Clerk, and signed and sealed by the Reeve.
Moved by H. Hoshal and sec. by A. Loucks that leave be granted to
introduce By-law # 203 --Whereas the Council of the Village of Port
Burwell deems it necessary to borrow up to the sum of twenty -
Thousand Dollars ($20,000.00) to meet current expenditures until
taxes are collected.

that By-law now read a third time do nass, be engrossed by the
Clerk, and signed and sealed by ;:he Reeve.
Moved by A. Loucks and ser,. by H. Hoshal that this Council agree
to hire Longs Lumber Co. of Vien-ia to put in the foundation for
the addition to the fire hall. This work to be done at the
earliest date possible.
A thank you letter was read from Father Hollerhead of the St. Joseph's
Church for the reception on the day of the official blessing of the
new church, and it was agreed to pay the Ladies Auxiliary of the
Legion One Hundred and Sixty-five Dollars for the dinner.,
Mr. Waldeck attended the Ontario Municipal dater Association Meeting
in London on November 17, and gave a report and list of Officers
appointed at this meeting.
Moved by F. Waldeck and sec. by H. Hoshal that we do now adjourn
until the next regular meeting.

Eighteenth Meeting Monday Nov. 7, 1906.
The November meeting of the Port Burwell Villame Council was held
on Monday Nov. 7, 1966 at 9. p.m. following the Court of Revision.
Reeve I. Rowley and all the Councillors were present. Assessor
H. McLean was also present.
The minutes of the last meeting .•iere read, and adopted as read.
Moved by F. Waldeck and sec. by H. Hoshal that accounts 1--54
on Voucher 11 be paid.
Moved by F. Waldeck and sec. by N. Todd that tr'e west 41.25 feet
of lots 35 and 36 Chatham street west side, be offered for sale
at Six Hundred Dollars ($600.) to Mr. E.• Davis.
It was decided to reserve a room at the Royal York Hotel for the
1966 Reeve to attend the Ontario Good Roads Convention in February.
Culverts are being installed on Chatham and Addison Streets for
the cottages which have been moved t -,ere recently.
Report was received from the Memorial Park board that they -gave
put in flush toilets at the trailer park at an approximate cost
of $2000. They also asked for permission to borrow $1000. to nay
their remaining bills.
The following communications were read:
itrom Mrs. E. Stafford regarding do -s barking and disturbing them.
This was referred to Councillor F. Waldeck to approach Mr Butterwick
on a solution to this problem.
From Mr. Elley, public health Inspector in regard to Mr Ron Bradfield
installing a septic tank system. Approval was given to this install-
ation if it is made according to the Health Inspector's recommendations.
From the Provincial Government that Port Burwell is not considered a
practical site for the new Hydro plant.
Harold Hoshal chairman of the fire Committee as asked to have a
revised list of fireman drawn to be approved at the December meeting.
Insulation for the ceiling of the Municipal Office was discussed, and
it was decided to have it put in.
The Clerk is to inquire �3s to the cost of having a base map of the
Village of Port Burwell prepared.
also to apply for tree cutting and enlarging the Village Garage on
Winter Works Program.
A deed is to be prccured for the Village property let 38 east side
of Shakespeare Street.
Cenotaph service is to be held Sunday Nov. 13 at 2 of clock, and Alvin
Loucks was asked to place the Village wreath.

Moved by F. Waldeck and sec. by N. Todd that this Court of
Revision having considered all appeals against the 1966
Assessment Roll for the Municinal�ty of Port Burwell properly
before it, now certifies this Moll,, as Revised and Amended by
the decisions of the Court, to be -the Last Revised Assessment
Roll of the Municipality, in accordance with Section 73 of the
Assessment Act. (R.S.O. 1960, Chapter 23). Time 9. p.m.
Fifteenth Meeting
October 3, 1966.
The October meeting of the Port Burwell Village Council was held on
Monday October with Councillors Harold Hoshal, Norman Todd, and Alvin
Loucks present. In the absence of the Reeve, Harold Hoshal was acting
Reeve.

The Council decided to help Mr. Philip Vau?han out by paving his
hydro bill of $13.32 to stop the P.U.C. from cuttinp•the power.
Mr. Vaughan to pay back this amount as he is a ble.
It was decided to discontinue garbare collection on Friday.
Mr. Loucks is to have permission to have Mirror and turning limhts
installed on the Village Tractor. Also pricps Qf wheel weights are
to be inquired into.
Moved by A. Loucks and sec. by N. Todd that we hereby repeal By-law
#195 March 7, 1966 of the Corporation of the Village of Port Burwell.
Moved by A. Loucks and sec. by N. Todd that Jack Sutherland be
authorized to paint the Provincial Police Station and Library at a
price of $80.00 price of paint included.
Moved by N. Todd and sec. by A. Loucks that accounts 1-34 on Voucher
10 be paid and the Reeve authorized to sign the same.
The Clerk is to notify the Otter Creek Conservation Authority that
work done by the Village on the Conservation Park is with their
compliments.
Letters were read to the Council that had been sent to Mr. Stafford,
and Mr. McNeil in regard to the proposed $200,000,000. Steam Generating
Plant at Port Dover; also letter sent to Mr. Stafford reparding the
transfer of the Marine Radio Station to Clear Creek.
It was decided to lay over the matter of new sidewalks until more
estimates are received.

Sixteenth Meeting Special Meeting Oct. 27, 1966
A special meeting was called at 1 p.m. on October 27, 1966 at the
Municipal Office. Reeve Ivor Rowley, and all the Co�rucillors were
present.
Moved by H. Hoshal and sec. by F. Waldeck that leave be granted to
introduce By-law # 201 to fix the day for nomination and election
for Munciipal Councillors and any other local Boards in the Corporation
of the Village of Port Burwell.
WHL'REAS Chapter 249, Section 44 and clause (1) of the revised Statutes
of Ontario as amended 1960, provides that the da-, fixed for nomination
must be at least 7 nays prior to t`�e day fixed for polling.
THEREFORE BE IT tNACTEU by the Municipal Council of the Village of Port
Burwell as follows:
1. That the last Monday '.n November shall be the day fixed for the
holding of the nominations for Municipal Council and other local
boards in the Village of Port Burwell and such nominations shall
be held at the Village Municipal Office, or in them Priblic School in
the Village of Port Burwell between the hours of 8 P.M. and 9 P.M.
on such day.
2. That the First Mondav in December shall be the day fixed for the
holding of the Municipal Elections for Council and other local Boards
in the said Village of Port Burwell and the polls shall be open from
10 o'clock A.M. to 7 o'clock P.M.
3. Nominations and Election to he held in the year 1966, and every
second year thereafter. This By-law shall remain in force from year
to year until repealed.

new Roman Catholic Church.

side of Chatham Street.
Weights for the rear tires of the Tractor Nerf to be ordered at a
price of approximately $$6. Dept. of Highways to be notified of
the two Ontario Police sirne that have been knocked down.

Thirteenth Meeting Sept. 6, 1966.
The September meeting of the Port Burwell Village Council was held
on Tuesday September 6 with all members present.
The minutes of the last meeting were read, and adopted as read.
Thn accounts for the month of September were nresented and it was
moved by F. Waldeck and sec. by H. Hoshal that accounts 1--43 on
Voucher 9 be paid.
Moved by N. Todd and sec. by H. Hoshal that three suits, coats,
boots, hats and gloves, three hand lights and one spot light be
purchased for the Volunteer Firemen.
The Council decided to accept the Elgin County Library's Proposal
to pay the Village Three H,1ndred Dollars rent for the accommodation
for the Library. For this consideration the Village agreed to supply
light, heat and water to the library.
Moved by H. Hoshal and sec. by F. Waldeck that the renewal of lease
on building on Erieus Street, Villape of Port Burwell, be granted to
the Department of Public Works for a term of three years as per t=heir
letter of August 16, 1966, and enclosed lease forms. This lease was
an increase in rental from $900--$1020.00 per year.
A number of complaints were read in regand to cutting weeds, and it was
decided that the minimum fee is to be WOO, even though in some cases
the lot wasn't too large.
Mr. Elmer Davis was present in regard to movingg his cottage on lot 36
Addison. The portion Mr. Davis owns is 66 x $6, and unfortunately is
not large enough to move on. He inquired also about the back 42' of
lot 36 Chatham street. This will be looked into, and taken up at a
later meeting.
Moved by F. Waldeck and sec. by N. Todd that the Village of Port
Burwell purchase a side mower for the price of $275.00.
It was noted that the lights around the Village are full of insects,
and the P.U.C. to be notified of this.
Moved by N. Todd and sec. by A. Loucks that the Village of Port Burwell
send a cheque for $100.00 to the Vienna and Port Burwell Lion's Club
for medical care for the Vyse girl.
Moved by F. Waldeck and sec. by PJ. Todd t:'-Iat a stag: -,-road system of
voting be set up with two councillors and Reeve elected each year
and for the first term the two councillors with the most votes run
for the first two-year term. This motion was defeated.
Moved by H. Hoshal and sec. by A. Loucks that the present system of

year 1966, and at elections to be h=eld every second year thereafter
shall hold office for a term of two years.

Fourteenth Meeting Sept. 12, 1966.
A special meeting was called on Monday September 12 at 1.15 P.M.
Reeve Ivor Rowley was present and Councillors H. Hoshal, N. Todd
and F. Waldeck.
It was moved by H. Hoshal and sec. by N. Todd that Ivor Rowley shall
be appointed as the voting member of the County of Elgin Planning
Board, and Fred Waldeck as alternate member for the tillage of Port
Burwell. These appointments to be made for the balance of 1966.
It was decided to continue collecting, garbage on Robinson street on
Friday for a little longer.

Twelfth Meeting Aug. 2, 1966.
The August meeting of the Port Burwell Village Council was
held in the Municipal Office at 7.30 p.m. August 2, 1966.

The accounts for the month of August were presented, and it was
moved by F. Waldeck and sec. by H. Hoshal that accounts No. 1-45
on Voucher #8 be paid.
Moved by H. Hoshal and sec. by A. Loucks that this Council byy
two Heavy Duty Rain Coats, and two rain hats to be used for town
employees, and to be left in town workshop when not in use.
Letter to be sent to Mr. Buchner confirming phone call to order
steel cab for the new tractor. Flowers to be sent to Mr & Mrs
N. Wright honouring their 50th wedding anniversary.
Reply in regard to Mrs Marsh Brown's septic tank installation
to Elgin Health Unit --that the Council has no objection to the
proposed installation if it is made as suggested.
Letter to be sent to Dept. of Lands and Forests in care of Mr. L.
Stewart in regard to the dumping of dead fish in the Village.
The Clerk to get in touch with Jim Tait to put ventilators in the
Library and the Municipal Office, also with Mr. Toth for new
eavestrough on the Municipal Office.
Letter to Mr. Bob Moore in regard to the condition of road 42
coming into the Villagew also to Keewadin Dairy, in care of Mr
Milton Seymour on the condition of the milk when it reaches
Port Burwell, and the dirt on the cartons.

Eleventh Meeting Special Meeting July 12, 1966.
A special meeting of the Council was held in the Municipal Office
at 7. o'clock Tuesday, July 12. Reeve I. Rowley, and Councillors
A. Loucks, N. Todd, and F. Waldeck were present.
It was moved by F. Waldeck and sec. by N. Todd that Mrs. Wanda Boyd
be employed as Census taker for the year 1966 at the rate of $1.25
per hour.
Mr. D. Collis of D. C. Animal Control was present at this meeting,
and it was moved by F. Waldeck and sec. by N. Todd that the D. C..
Animal Control be engaged as Animal control Officers for the
period July 12, 1966 to Jan. 12, 1967. The following is a copy of
contract between the Village of Port Burwell and D. C. Animal
Control, RR1, Union, Ontario.
The undersigned, namely the Village of Port Burwell and the D. C.
Animal Control hereby agree to the following terms for the duties
of Animal Control Officer.
1. That the Animal Control Officer shall receive payment of Fifteen
Dollars ($15.00) per trip, payable monthly, plus One Dollar ($1.00)
per dog tag sold by the control officer.
2. That the Animal Control Officer shall give complete coverage of
the Village of Port Burwell at least once a month, and additional
trips when required, and that the days of coverage be left to his
discretion unless otherwise ordered by the Council.
3. That the animal Control Officer shall sell and record dog tags
at the following rates:
Male Dogs ........... 2.50
Female Dogs.. ... ... 5.00
Female Dogs,Spayed2.50
Each Additional dog 5.00
4. That the Animal Control Officer shall charge an additional fee of
$1.00 per day to be retained by him for the feeding,and care of the
animal.
5. That the Animal Control Officer shall, when requested, pick up any
sick, injured or unwanted cats. All cats so icked up must be placed
in a suitable container, otherwise a fee of 91.00 per animal shall be
charged for the service rendered, said fee to be retained by Animal
Control Officer.
6. That the Animal Control Officer shall fully comply with all rules and
regulations of the Humane Society and By-law No. 199 of the Village of
Port Burwell.
7. That this contract shall remain in force for a period from July 12,
1966 and expire on January 12, 1967.

Moved by F. Waldeck and sec. by N. Todd that leave be granted to
introduce By-law # 199 to regulate the keeping and/or harboring of
dogs within the Corporation of the Village of Port Burwell, Ont.
1. That wherever referred to in this By -law --
"'A. Dog- shall include, bitches or spayed bitches of any age (except
where otherwise stated.)
"B" Owner -includes any person who possesses or harbors any dog.
"C" Owns or Owned -shall have a corresponding meaning.
2. No person shall suffer or permit any dog of which he is the owner
or custodian to run at large or'trespass on any pronerty in, the
Village of Port Burwell, Ont. -

3. (1) For the purpose of this By-law, any dog shall be deemed at
large when found on any highway or other public place, or on
any property other than that of the owner and not in charge
of any person.
(2) To provide that dogs when at larp,,e shall he restrained upon
leash.
Yr -wry dog within the Village of Port Burwell, Ont. when not
visibly confined or restrained to the dwelling or property of
its' owner or of the person having the care and custody of
the same, shall at all times be restrained upon leash in
charge of some person.
4. (1) In accordance with the provision of the Statutes of Ontario,
Section 4, Chapter 107, Sub -section 2(1), 3 (5) (6), 4 (11
(3) (4).
r (2) Sffbject to sub -sections. An animal Dog Tax shall be levied
in every Municipality upon every person who is assessed as
owner or tenant of any land and who is in occupation thereof
in respect of every dog which he owns within the Municipality
or which is habitually kept upon the premises for which he is
assessed although such dog may be owned by some other person.
(3) In every Municipality in which a Dog Tax is levied, every
person in each year on or before the 15th day of February
shall procure from the Clerk or Assessor or other person
designated for that purpose, a tag for each dog in amount of
which he is liable for the dog tax and shall keep the tag
securely fixed on the dog at all times during the year and
until he procures a tag for the following year, excepting, that
the tag may be removed while the dog is being lawfully used
for hunting in the bush.
(4) The tag shall bear a serial number and the year in which it
was issued and a record shall be kept by the Clerk or other
officer designated for that purpose, showing the name and
address of the owner, the serial number of the tag and the
amount of the fee paid in respect of the tax.
5. A pound keeper, appointed by the Council of the Village of
Port Burwell, Ont. shall and any Police Constable may seize
any animal found at large contrary to any of the provisions
contained in the preceeding sections of this by-law. When-
ever any animal is seized by a Police Constable he shall
forthwith deliver same to the Pound Keeper of the Municipality
of Port Burwell, Ont. It shall be the duty of the Pound Keeper
to impound any dog seized by him or deliveded to him by a Police
Constable.
6. The owner of any dog impounded as provided in the preceeding
sections of this By-law, within forty-eight hours after such
dog shall have been impounded, claim such animal on application
to the Pound Keeper and proof of his ownership. The fee for
impounding such animal shall be Five DollarG and shall be
paid to the Pound Keeper plus One Dollar daily for board of
animal. If said dog has not a license for the current year,
it shall be the duty of the Pound Keeper to sell the owner
a dog tag before releasing said dog.
7. If such animal be not reclaimed by the owner or person having
the care and custody thereof, the Pound Keeper may retain such
animal for such further time as he may consider proper and
further may destroy or otherwise dispose of such animal at
his discretion.
8. PENALTIES
this section "person" shall mean any owner or person
having the care and custody of any dog, or any person harbour- y
ing or being the tenant of any premises on which any dog is
habitually kept.
(2) Any person who contravenes or fails to comply with any of
the provisions set forth in section 2 or 3 shall be guilty of

an offence, and upon conviction, shall forfeit and pay at
the discretion of the convicting_ Map=strata a enalt
exclusive of costs not exceeding Ten Dollars (i10.W for
the first offence and not less than Ten Dollars 310.00
and not more than Fifty Dollars ($50.00) for each
subsequent offence and the same shall be recoverable
under the provisions of the Summary Convictions Act.
(3) Any person who contravenes section 4 sub -section 3
or who uses a Tag upon a dog, other than that for which it
was issued shall be guilty of an offence and on Summary
Conviction shall be liable to a penalty of not more than
Fifty Dollars ($50.00) and the same shall be recoverable u
under the provisions of the Summary Convictions Act.
(4) Destruction of a dog on failure to nay tax.
When a tax is demanded and not paid the nerson assessed
may be summoned before a Magistrate, who may order the
dog destroyed unless the tax and costs shall be raid
before a time named therein.
(5) Authority to enter and destroy
For the purpose of carrying out such an order, ani officer
may enter upon the premises of the owner or -person having
the care and custody and destroy such dog.

A spayed female dog shall be taxed at the same rate as a male

10. No Kennel license shall be granted within the Municipality.
11. That By-law 199 and all other By-laws not in accord with the
provisions of thhs By-law be and the same are hereby repealed.

Ninth Meeting June 6, 1966.
The Port Burwell Village Council held their monthly meeting
in the Municipal Office at 7.30 p.m. June 6, 1966. H. Hoshal,
N. Todd and A. Loucks were prnser.t.
Moved by Norman Todd and sec by Alvin Loucks that Harold Hoshal
be acting Reeve on Monday June 6. Reeve Ivor Rowley is ill,
and unable to be present.
The minutes of the last meeting were read, and adopted as read.
The azcoixits for the month of June were presented, and it was
moved by N. Todd, and sec. by A. Loucks that accounts 1--50 on
Voucher 6 be paid and Reeve be authorized to sign the same.
On request of the Clerk Mr. C. Durling was present, but his
business was laid over until another meeting when all the Council
can be present.
It was decided to order 400 Fire Call Cards to be printed, with
the new number of 874-4600 on it. It was also requested that the
number be in the new telephone book in bold print.
Moved by N. Todd and sec. by A. Loucks that the Advance Poll By-
law # 183 be rescinded.
Livin gstons to be billed at $10.00 per hour for oiling done on
May 14. Nine and a half hours, and making a total of $95.00t
for the machinery and labor.
Moved by A. Loucks and sec. by N. Todd that this Council work in
conjunction with the Chamber of Commerce in the Village in the
week of June 13-18 for the purpose of clean up week. An Ad. to
be put in the Tillsonburg News, and letters sent to Mr. G. Matthews,
and Mr J. Willaert in regard to regard to junk in front of their
property.
Moved by N. Todd and sec. by A. Loucks that the clerk advise the
Dept. of Highways to paint the connecting link for Highway No. 19
in the Village of Port Burwell.
It was noted that Mr. Robert's would like to purchase the W 66' of
lot 16 known as part of Market square. This was laid over for
further consideration.
Norman Loucks was given permission to purchase a new mower blade
and a creeper.
Moved by A. Loucks and sec. by N. Todd that this Council approve
in the amount of $250. for the purpose of hard surfacing approx-
imately 200 linial feet of Village street fronting the Wolfe's
Garage property.
Moved by A. Loucks and sec. by N. Todd that this Council of the
session of June 6, 1966, request the Village Clerk to notify by
letter to Councillor Fred Waldeck that he purchase a permit for
repairs that he has completed on his premises so that the Village
By-law Inforcement Officer can carry out his obligations as
Inforcement Officer.

The Port Burwell Village Council held a special me -ting in the
Municipal Office at 7.30 April 19, 1966 With Reeve Ivor Rowley,
Councillors F. Waldeck, N. Todd, and A. Loucks present. The
Village Auditor Mr. Clark, of Higgins Page & Co was also present.
The 1965 budget and expenditures ::ere reviewel, and with fir. Clark's
help a 1966 budget was dra up. This budget was taken by Mr. Clark
to set up a mill rate, subt to the approval of the council .
It was decided to advertise for a Village and Park 1.11aintenance man
for the Village.

Moved by F. `Jaldeck and sec. by 11. Todd that Robert Farlow,
Viliare Solicitor aid the Reeve Ivor Rowley go to Ottawa to
meet the Federal Government re the erosion of the east beach.
Moved by F. 'Waldeck and sec. by H. Hoshal that the Corporation
of the Village of Port Buy -cell hereby confirms and acknowledges
the changes in By-law 11550 of the Corporation of the Township
of Bayham (a copy of which is attached to By-law No. 195 of this
Corporation) whereby One Hindred and Nineteen Thousand (3P119,000.)
Dollars with interest at the rate of six and one quarter nercent
is now required for the purpose outlined therein. That t'•e
Corporation of the Village of Port Burwell agrees to ray its share
of the said debenture debt and generally approves of the undertaking.

local municipalities.
Alr. Hoshal reported that he had looked over the tree situation,
and suggested the Village purchase twenty trees, ten to be the
flowering crab, which is Canada's Centennial tree.
Letter to be sent to Mr. N. Loucks notifying him that all
correspondence and purchases should be sent throur h the office.

The Port Burwell Village Council held a special meeting on
March 9 to finish the busirYe'ss forothe month. The Reeve and
all Councillors were present.
H. Hoshal and A. Loucks were appointed to look over the trees
I needed in the Village to replace those which have been cut down,
and report at April meeting.
Letters to be written to C.P.R. and Valley Camp in regard to
Timber Walkway, and also ask Hamilton Ward and Cathers to do
the same. Inquiry to be made of Dept. of Municipal Affairs
4n regard to a more recent Building By -la,:,.
Moved by N. Todd and sec. by A. Loucks that. F. Waldeck and H.
Hoshal be appointed representatives front thb Village for L.L'.R.D.A.
for the year 1966.
The Village Insurance with Hamilton ';hard and Cathers wap reviewed,
and the following recommendations were made.

a change in our present Building By-law to enable them to -rove to one
Villar e lot.
Moved by F. Waldeck and sec. by N. Todd that leave•be granted to
introduce By-law ir` 196 to hereby rescind By-law # 152, and By-law
196 to amend By-law 7119 as follows:
1. No d:vellinr' shall ',;e erected on, or moved to any lot within
the municipality of Port Burwell unless said lot is at least 7500
square feet, and, or reristered as a lot on a registered plan of
the municipality.
2. Only one single dwelling or single cottare shall be erected
or moved to any one lot as registered on a plan as set out in
Clause 1.
3. Any dwelling or cottage erected on, or move,: :o any uch lot
shall not have any sanitary nlumbinr connected to a septic tank
and field bed until such lot is serviced by a public ,eater sur-ly,
and such septic tank and fiell bed have heen inrpected and approved
by the Medical Officer of Health of the County of Elc-in, or his
representative.
4. Until such time as a• public water supply is connected to such
dwelling or cottage, a chemical toilet, or a properly constructed
privy must be erected and located to meet the ap-•roval of the
Building Inspector, or the ?Tedical Officer of Health of the County
of Elgin, or his representative.
5. Not withstanding anything heretofore provided, any single dwelling
or single cottage locatei on lots comprising an area of at least 15,000
square feet, may with the approval of the Medical Officer of Health of
the County of Elgin, or his representative, have the sanitary plumbing
connected to an approved septic tank and field bed.
6. That all su-n er cottages that are presently in the Village of Port
Burwell, that are to be moved ^gust have a minimum of 480 souare feet,
any any new cottage erected or moved into the Village must have a
mininum of 600 square feet. any per^ranent dwelling erected within the
Village of Port Burnell must have minimum of 720 snuare feet.

Second Meeting Monday, Feb. 7, 1966.
The Port Burwell Villae Council held their monthly meeting in
the Village Office at 5 o'clock Monday Feb. 7, 1966. In attend-
ance were Reeve Ivor Rowley, Harold Hoshal, Alvin Loucks, and
Fred P1aldeck,
Mr. Charles Philips, Reeve of Bavham To,giship was present renre-
�_ senting a committee to form a planninc area --composed of 17
municipalities in Elgin County. Mr. Phillips made it clear that
we only pay for services received. In a municipality such ab
Port Burwell there will be one elected member and one apnointed
member to sit on the board. This board will only make recommendations
to the council. The Councils to make all actual motions.
Moved by Alvin Loucks and sec. by Harold. HoChal that -the Minister.of
r Municipal Affairs be requested under Section 2 of the Planting Act,
R.S.O., 1960, Chapter 296, to define and name a ,joint planning area
including all Municipalities situated within the County of E1Fin
and the planning area to be named the "County of Elgin Planning
Area" and the planning board to be named the "County of Elr-in
Planning Board'', and the Corporation of the Township of Yarmouth be
named the designated Municinality, and that all other planning areas
and planning boards within the County of Elein be dissolved at the
time when the County of Elgin Planning Area has been established.
The minutes of the last meeting were read, and adopted as read.
Mr. Hodpins, a cottage owner on the 'gest beach was present to
inquire if there is any further information on water.
The Village Insurance was completely reviewed with the help of
Mr. Cathers, and Itr McLaughlin, and it was decided to accept the
policies as written until a special meeting could be arranged.
Move'. by F. 'Waldeck and sec.by H. Hoshal that accounts 1-36 on
Voucher 2 be paid and the Reeve be authorized r,o sign the same.
Mr. Hector McLean, County ,fie sessor was also nresent,

be appointed to the Library Board for three years to expire Feb 19,
1969.
Moved by H. Hoshal and sec.by F. 'Jaldeck that leave be eranted to
introduce By-law # 193 to estimate the expenditures of the Village
on the roads and streets unler its jurisdiction durin;. the year 1966
as follows: for maintenance X7000.
By-law read a first, second and third time.
Moved by A. Loucks and sec. by H. Hoshal that By-law now read a
third time io pas::, be engrossed by the Clerk, and sinned and sealed
by the Reeve.

introduce By-law #194 --Whereas the Council of the Village of Port
Burwell deems it necessary to borrow up to the sum of 320,000. to
. meet current expenditures until taxes are collected.
By-law read a first, second, and third time.

time do pass, be engrossed by the Clerk, and sign,!: and sealed by the
Reeve.
A letter to be written to the Elgin Countv Library informing them that
a washroom would be installed in the Library and the reading room
opened up at the same time.. The.,. -village would pay all utilities but
would still like X600. a ,,ear rent.,. Also Promising to investig4kte
possibilities of electric 'neat.
Letter to be written to Mr. Brown in regard to derelict automobile on
his premises.

First Meeting riAUGCRAL IfEETING Monday Jan. 10, 1966
The Inaugural meetin7 of the Port Burwell Village Council was held
in the Ilunicipal Office at 7.30 o'clock I•londay Jan. 10, 1966. In
attendance were the 1966 Reeve Ivor Rowley, and the 1966 Councillors
Harold Hoshal, Alvin Loucks, Borman Todd, and Fred Waldeck. The
1966 Council were sworn into office
The meeting was opened with prayer by Rev. Im. Bennett. The minutes
of the previous meetin7 were read and adopted as read.
�- Moved by Norman Todd and sec. by Fred WaIjOeck that Norman Loucks be
re-engaged as Villa -e foreman for 1966 on a 40 hour week, and an
added 3 or 4 hours ner week in case of emergency, at a salary of `
;75.00 per :geek. Term of emplo,rnent at the discretion of council.
Moved by F. Waldeck and sec. by H. Hoshal that Emerie DeFaun be
enraged as assistant foreman at V'60.00 per -eek# based on 44 hour
week. This to include the duties renuired_at the Iliun=cipal Park
on Saturdays and Sundays during the suimer effective Jan. 1, 1966.
Term of employment at the discretion of Village Council.
Moved by A. Loucks and sec. by iI. Todd that Helen Wolfe be paid
the sum of V"37.00 per creek for the office of Village Clerk for the
Village of Port Burwell for the year 1966.
Iioved by H. Hoshal and sec. by F. Waldeck that Harry Brown be
re-engaged as By-law :Enforcement Officer, Collector of Dog Licenses,
and Building and Weed Inspector for the year 1966. Term of employment
at discretion of Council.

as Truant Officer fcr tale Village at a salary of X75.00 per year.

Board :or 1966 be as follows --Verne Hambly, Ralph 4ackson, Stuart
Mchibbin, Louis Toth, hurley '.olfe, Ivor Rowlev--Reeve, and Norman
Todd -Councillor. All members on the board to be notified of their
re -appointment.

introduce By-law # 192 to provi-ie for the participation of the
Village of Port Burwell Fire Department in County Mutual Aid
1. That the Villaf-e of Port Burwell Fire Dept. be authorized to
leave the limity of the municipality or fire area, at the discretion
of the Chief and under the direction of the Elrin County Fire Co-
ordiriator, to respond to calls for assistance from other municipal
fire departments authorizer' to participate in the Elgin County Aid
System or any other County I,lutual Aid System on a reciprocal aid

2. In case the provisions of this by-law Conflict with the provisions
of any other by-law, the provisions of this by-law shall prevail.

The proposed addition to the Straffordville school was discussed, and
tentative approval was given for tie estimated cost of $100,00.
