The Port Burwell Village Council held their trent-fourth meeting in the ;Municipal
Hall at 8 0'cl k on the evening of Iionday December 9, 1963, with Reeve Kenneth
Baird and Councillors Harold Hos#al, Donald Mole and Ivor Rowley in attendance.
The meeting was opened by Reeve Baird, follo�-.ed by the reading of the minutes of the
previous meeting.
It was moted by Don. Mole and sec. by Ivor Rowley that accounts 1-44 on Voucher No.
12 be paid and the chairman be authorized to sign the same.
Loved by Ivor Rowley and sec. by Don. Mole that subscriptions for the (Municipal
7�Orld be purchased for the Reeve and Members of Council for the year 1964.
Moved by Harold Hoshal and sec. by Ivor Rowley that this Council authorizes the
O.W.R.C, to Recall Tenders on Water System for the Village of Port Burwell.
Tenders to be called for work to commence in the spring of 1964.
Moved by Harold Hoshal and sec. by Don. Mole that the Village send a cheque to the
;lar Memorial Children's Hospital of Western Ontario for the sum of y10.00 (ten).

of 44P5.00 (five) for the trip to Tillsonburg in connection with medical care to Mrs.
Carl Eckmier.
Moved by Don. Mole amd sec. by Harold Hoshal that Mr. Ivor Rowley be paid the sum
of $5.00 (five) for room and meal service rendered to (Mrs. Audrey Betts. re welfare.
Moved by Ivor Rowley and sec. by Don. Mole that the resolution appointing Jack
Sutherland to a three term to the Tillsonburg District Hiph School Board be resinded.
Moved by Harold Hoshal and sec. by Don. Mole that this Council has appointed Jack
Sutherland as our Re resentivive to Tillsonburg District High School Board for a two
year tern (1964-1965
Moved by Ivor Rowley and sec. by Harold Ho�hal that Council authorize purchase of a
front end blade for the village tractor at a cost of ,291.50.
?Moved by Don. (Mole and sec. by Ivor Rowley that the Vi.11age employees be given
a turkey for Christmas as a yearly bonus, said employees include Mr. Hector ?McLean
Village Assessor, Mr. Earl Boyd, Village Clerk, and Mr. Norman Loucks, Village
Foreman.. Price to compare with previous years, per turkey.

Twenty-first Meeting Monday November 4th., 1963
The twentyfirst meeting of the Port Bur-aell Villa�-e Council was held in the
Municipal Hall On Monday November 4, 1963 at 8 o'clock p.m. with Reeve Kenneth:'
Baird and all members present. ... q
The meeting was opened by Reeve Kenneth Baird, followed by the reading of the
minutes of the previous meeting which were adopted as read.
It was moved by Ivor Rowley and sec. by H.O. Alward that accounts NO.1-37 on
voucher No. 11 be paid and the chairman be authorized to sign the same.
It was moved by Harold Moshal and sec. by H.O. Alward that the management of the
akeside Nursing Home be informed that in the future all applications re in-
igents responsibility by the village be approved by the chairman of the welfare
on Council before being accepted by the Home.
It was moved by Ivor Rowley and sec. by Donald Mole that the difference between a
party line and a private line be paid to Fire Chief id. Loucks every three months.
_ It was moved by H.O. Alward and sec. by D. Mole that Jack Sutherland be reappointed
to a 3 year term as village representative on the Tillsonburg High School Board.
Moved by D. Mole and sec. by Ivor Rowley that leave be granted to intorduce By-law
No. 158 to fix the day for nomination and election of Reeve and Councillor's and
other local boards in the Corporation of the Village of Port Burwell for the year
1963. Such day to be November 25th 8 p.m. in the Port Burwell Bayham Area School.
The day of election if necessary to be December 2, 1963, and that By-law presented
herewith be read a first time.

at 7:30p.m. Monday "ov. 18, 1963 with Reeve Kenneth Baird and Councillors Harold
Hoshal, Don. Mole, and Ivor Rowley present.
It was moved by Ivor Rowley and sec. by D. Mole that i4r. Earl Boyd be appointed as
returning officer for the election bf one is necessary on December 2 nd.
Moved by D. Mole and sec. by Ivor Rowley that Mrs. Harold Tuff be appointed as Polling
Clerk for the Election on Dec. 2nd if one is necessary.

The nineteenth meetin of the Port Burwell Village Council was held at 8 p.m.
Monday Oct.ber 7th., 963 in the Municipal Hall, With Reeve Kenneth Baird and
all Council members present.
The meeting was opened by the Reeve, followed by the reading of the minutes of
the previous meeting which were adopted as read.
It was moved by Ivor Rowley and sec. by Donald Mole that Voucher No. 19, accounts
1 to 36 be paid and the Chairman be authorized to sign the same.
It was moved by Ivor Rowley and sec. by H.O. Alward that the sum of $10.00 be
�lloted Councillor Harold Hoshal for his trip to Toronto re trip to Ontario Water
Recourses, witnessing the opening of dater Contract bids on Village system.

By-law No. 156 to authorize the Clerk to transfer the sum of '300.00 from

Thursday October 17th, 1963
A special meeting of the Port Burwell Village Council was held.in the olunicipal
Hall on Thursday evening October 17, 1963 to discuss the proposed village water
system. Those in attendance were Reeve Kenneth Baird, and Councillors H.O. Alward
Harold Hoshal, Donald Mole and Ivor Rowley. Alto present were P.U.C. members
Sturat MCKibbin and Morley Wolfe, and Consulting Engineer Ben Davis, and Ken. Boal
of the O.W.R.C.
After a lengthy discussion it was moved by Ivor Rowley and sec. by Harold Hoshal
That Chrysler, Davis & Jorgensen be instructed to prepare a revised preliminary
estimate based on Contract prices from Tenders opened Oct. 2nd., and that the
O.W.R.C. prepare supporting rate strutters for Council's consideration and sub-
sequently re -submit a new application to O.M.B. for revised preliminary approval.

adjourn.

Eighteenth Meeting
Monday September 9, 1963.
The regular meeting of the Port Burwtil Village Council w -s held in the
Municipal Hall on Monday evening September 9, 1963 at 8 p.m. with all members
present.
The meeting was opened by Reeve Kenneth Laird, followed by the reading of the
minutes of the previous meetings, which were adopted as read.
It was moved by D. Mole and sec. by H.O. Alward that accounts No.1-38 on voucher
No. 9 be paod and the chairman be authorized to sign the voucher for the same.
• It was moved by H.O. Alward and sec. by Harold Hoshal that Constable Richard
Albee be paid the remainder of his 1963 salary as severance pay, in as much as
his employment by the village is being terminated. Payment of the same to be
made on regular pay days for the balance of 1963.
Moved by D. Mole and sec. by I. Rowley that the Village Council pay Mr. Richard
Albee the sirn of $90.00, the insurance premium due for police cruiser covering the
year 1963.

Monday .Aug. 12, 1963
A regular meeting of the Port Burwell Village Council ,,Is held at 8:30 p.m.
in the Municipal Hall on Manday Aug. 12. with Reeve Kenneth Baird and all
Council members present. Also in attendance were Assessor Hector McLean,
Constable Richard Albee, Mr. Fred Waldeck, Mr. Stewart Henderson.
The meeting was opened by Reeve Baird, followed by the reading of the minptes
of the previous meetings which were adopted as read. 1//
It was moved by Ivor Rowley and sec. by D. Mole that accounts 1 to 53 on
voucher No. 8 be paid and the chairman be authorized to sign the same.
It was moved by H.O. Alward and sec. by D. Mole that the Consulting Engineers
re a water system be requested to call for tenders for both asbestos pipe and
also for the tyton joint type as relating to cast iron pipes.
Moved by I.H.F. Rowley and sec. by H.O. Alward that a Grant of #'100.00 be made
by the Village to the local Library.

Special Meeting Fourteenth Meeting
July 22, 1963
The Port Burwell Village Council held a special meeting in the Municipal Hall
on Monday evening July 22, 1963 at 8 p.m., with Reeve Kenneth Baird and all
Councillors present. Also in attendance was Mr. Hector McLean.
The purpose of the meeting was to discuss the proposed sub -division planned by
Mr. Gerald Livingstone, but due to the fact that Mr. Livingstone did not
attend the meeting the matter was layel over to a later date.
It was moved by H.O. Alward and sec. by D. Mole that in as much as Clarence
• Durling has violated the regulations respecting his license by the Village re his
pool room, be it resolved that the age limit be 16 years and that the same be
strictly enforced, and a sign placed in a conspicuous place in the pool room re
age requirements, and that Constable Albee be given full authority to enforce
said regulations.
Moved by Ivor Rowley and sec. by D. Mole that leave be granted to introduce
By-law No. 155 that the Reeve's fee be increased to $300.00 yearly and that the
Councillors fee be increased to $200.00 yearly and further that the fee be paid
bi-yearly re June 30th and Nov. 15, of the current year, and that By -yaw presented
herewith be read a first time.

Special Meeting Fifteenth Meeting July 29th, 1963
Due to the fact that a local police officer was beaten and his car burned, a special
meeting was called Monday evening July 29, 1963 with all members of the Council
present. Also present were Constable Richard Albee, and Sgt Dect. D.J. Alsop and
Const. W.:4. Cowan of the London O.P.P. No. 2 Dist. Headquarters.
After a lengthy discussion it was decided to send the following resolution by
telephone to Mr. Eric Silk, O.P.P. Police Commissioner Moved by Ivor Rowley
and sec. by Donald Mole..... A real apprehended danger of personal injury and in
my opinion our force can't cope with it.
Moved by H.O. Alward and sec. by Donald Mole that this special meeting of Council
be adjourned.

Thirteenth Mebting
July 8th., 1963
The thirteenth meeting of the Port Burwell Village Council was held in the
Municipal Hall at 8 p.m. Monday evening July 8th., with Reeve Kenneth Baird and
CouncillorsH..O. Alward and H. Hoshal present.
The meeting was opened by Reeve Baird, followed by the reading of the minutes of
the previous meeting which were adopted as read.
Moved by H.O. Alward and sec. by Harold Hoshal that acco,:nts numbering 1-59 on
voucher No. 7 be paid and the Reeve be authorized to sign the same.
It was moved by H.O. Alward and sec. by Harold Hoshal that Crysler, Davis &
Jorgenson, engineers engaged by the village relative to a water supply be given
full authority to proceed with final plans,resulting in the installation of a
water system for the village at the earliest possible date.
Moved by H.O.Alward and sec. by Harold Hoshal that a Grant of Q`75.00 be made to
the Community Centre.
Moved by Harold Hoshal and sec. by H.O.Alward that the Clerk send a cheque in the
amount of $15.00 to the Ontario Good Roads Convention to make the Village a paid
up member for the Current year 1963.
It was moved by Harold Hoshal and sec. by H.O.Alward that the Village Clerk write
to H.O. Ostrander Funeral Home, Tillsonburg, also Mr. G.A. Barrie as to a
minimum cost of a funeral in case the Village was to bear the cost of same.
That this Council go on record as requiring that in future, applications for
building permits or permits to move buildings within the village be approved by
the Council, also applications for other concessions.
It was moved by Harold Hoshal and sec. by H.O.Alward that this Council authorise
Mr. Boyd to send Mr. Ivor Rowley a plant of flowers at his home, a card with
sender the Council.

until the next regular meeting unless in case of emergency.

The meeting was called to order by Reeve Baird followed by the reading of t' -)e
minutes of the previous meetings, which were adopted as reap?.
It was moved by Z.H.F. Rowley and sec. by Donald Mole that accounts 1 to 52 on
voucher No. 6 be paid and the chairman be authorized to sign voucher for the same.
Moved by Harold Hoshal and sec. by L.H.F. Rowley that the clerk write a letter to
,Mr. Peter Gloin asking him to bar the following youths from the village of Port
Burwell, in the event that they come up for trial in the future. ---Mr. Wayne Cole,
and James Ambo are considered by the Village Council to be trouble makers and thus
are undesirables also we would like to add the name of Dwight Dagg to the list.
Moved by Ivor Rowley and sec by Donald Mole that the Village of Port Burwell
authorize an expenditure of 1500.00 (five hundred) for the promotion of tourism

--send $25.00 as a membership fee in the Central Erie Tourist Assoc.
Moved by Donald Mole and sec. by H.O. Alward that this Council grant Mr. Ivor
Rowley the sum of $150.00 for expenses incurred re ferry service to Port Burwell.
Moved by Ivor Rowley and sec. by Donald Mole that a letter be sent to the Dept.
of Transport requesting that the lighthouse be lighted and also that the lighthouse
be painted.
Moved by H.O. Alward and sec. by Harold Hoshal that leave be granted to introduce
by-law No. 153 to Levy the rates and taxes for the year 1963 and to provide for the
collection thereof with a mill rate as follows---- Public Commercial 70.11, Public
Residential 61.92, Seperate Commercial 72.81, Seperate Residential 64.35, and also
tax penalties and discounts to remain the dame as last year, also in addition
beginning June 30th., 1963 J of 1% per month will be charged on all arrears, and
that By-law presented herewith be read a first time

Tenth Meeting Monday May 6th 1963.
The tenth meeting of the Port Burwell Village Council was held in the Municipal
Hall Monday evening May 6th., 1963 with Reeve Kenneth Baird, and Councillors

Reeve Kenneth Baird opened the meeting at 8 p.m. followed by the reading of the
minutes of the previous meeting, which were rn-&x adopted as read.
It was moved by D. Mole and sec. by H.O. Alward that accounts No. 1-56 on voucher
No. 5 be paid and the chairman be authorized to sign the voucher for the same.
It was moved by H.O. Alward and sec. by Harold Hoshal that the Council request Joe
Thomas to take immediate steps to srect a tight board fence , painted, in front
of his vacant lot on the West side of Robinson Street, so as to hide an
unattractive view.
Moved by Ivor Rowley and sec. by D. Mole that two &etal litter receptacles.be
purchased at a price of $19.50.
Moved by D. MOle and sec. by Ivor Rowley that Clancey Hilliard be hired as part
time Constable. With wages at $8.00 pet night. Duties to commence at the
discretion of the Police Commission.
Moved by H.O. Alward and sec. by Ivor Rowley that this Council instruct the
village Solicitor R.G. Groom to prepare a by-law governing the control and
licensing of pin ball machines abd jute boxes in the village and that Mr. Groom
be requested to present a schedule of proposed license fees.
Moved by D. Mole and sec. by H.O. Alward that the Village Council approve up to
$400.00 in expenditures to provide for certain essential equippment for the
Volunteer Fire Department.
Moved by Ivor Rowley and sec. by Harold Hoshal that leave be granted to introduce
By-law No. 152 to amend By-law No. 19 that Minimum land be 15,000 square feet.
Minimum Buildings be 720 square feet, and Minimum Building value be 47,000.00 and
that a lot have a minimum frontage of 66 feet and that a temporary permit be issued
for 6 months with a completion date of 12 months, and that By-law presented herewith
be read a first time.

Mrs. Foote Sr. be admitted to the Lakeside Nursing Home at the agreed rate of $4.00 per day
with the Village paying their welfare portion after the pension portion has been paid by the
people mentioned in this resolution.

A special meeting with Mr. R.G. Groom, the Village solicitor in regards
to by-lawsand other dealings for the Village was held in the Municipal Hall
at 8 p.m. Friday April 19th, 1963. This meeting was a.tended by R.G. Groom
Reeve Kenneth Baird, Clerk W.E. Boyd and Constable Richard Albee.
Mr. Groom was asked to draft a by-law re parking signs speeding etc. for the
Village and to forward same to the Village Council.
Due to lack of quoram this meeting was adjourned at 9:30 p.m.

Monday April 22, 1963
A special meeting of the Port Burwell Village Council was held in the Municipal
Hall at $ p.m. Monday evening April 22, to discuss plans for the celebration of
arrisal of the ferry."North American" May 30th 1963. The entire Council was
present at this meeting.
It was moved by H.O. Alward and sec. by Donald Mole that the sum of N200.00 be
made available for expenses incured in the welcoming ceremonies for the vessel
"The North American" scheduled to begin operation here May 30th.
It was mov6d by I.H.F. Rowley and sec. H.O.Alward that a letter be forwarded to
G.N. Scroggie District Engineer, Dept. of Public Works, London, Ontario. re-
questing a right of way be built from the pier to the foot of RobinFon Street
which is also designated as #19 Highway.

The Village Council met with representatives from the Valley Camp Coal Co,
The C.P.R. and the Department of Public Works at 10:30 a.m. Tuesday morning
April 30, to discuss the possibility of obtaining a right of way from the
pier to the foot of Robinson St.
Present at this meeting were Reeve Kenneth Baird, , H. Hoshal and
Ivor Rowley of the Council, and W. Moore -of the Valley Camp Coal Co. J. Crate
M. Munford and G. Cootts of the C.P.R. and W.I. Slywchuk and T.O. Kolberg of the
Department of Public Works.
A discussion was held in the Municipal Hall after which the meeting was carried
on at the site of the propped right of way, where they were meet by Harbour
Master Bruce Park.
This delegation retired to the Hotel for Coffee.

Fifth Meeting Monday April 1, 1963
The Port Burwell Village Council held their fifth meeting for 1963 in the
`4unicipal Hall '"onday evening April 1, with Reeve Kenneth Baird and Councillors
H.O. Alward, Harold Hoshal, Donald Mole, and Ivor Rowley in attendance. Also
present were Constable Richard Albee, Assessor Hector McLean, Mrs. Wm. Smith
(Librarian) and Mr. C. Durling, also Mr. Murrey Scanlan.
The meeting was opened by Reeve Baird, followbd by the reading of the minutes of
the previous meeting which were adopted as read.
Mrs. Wm. Smith presented a financial statement from the Library also a letter
requesting a furthur grant $200.00 which was to be dwelt with at a later date.
Mr. Scanlan requested an increase of 450.00 for the use of the garbage dump.
Mr. Durling placed another request for permission to operate his Pool Room open
on Sunday. This matter was also left over until another date.
It was moved by I.H. F. Rowley and sec. by Donald Mole that accounts 1 to 21 on
voucher No. 4 be paid and That the Chairman be authorized to sign the same.
It was moved by I.F.H. Rowley and sec. by H.O. Alward that the rental fee for
the use of Murrey Scanian's garbage dump be increased from $100.00 to $150.00
for the year 1963.
It was moved by Harold Hoshal and sec. by H.O. Alward that the Village Garbage
Collection be returned to the regular collection day of Monday of each week,
unless a holiday falls on Monday, then it will be the following day.
It was moved by Harold Hoshal and sec. by H.O. Alward that leave be granted to
introduce By-law No. 150 to license, regulate and govern the keepers of the
class of lodging houses known as nursing homes, and that By-law presented herewith
be read a first time.

Fourth Meeting Monday March 11, 1963
The Port Burwell Village held their fourth meeting in the Municipal Hall at
8 p.m. on the evening of Marchll, 1963 with Reeve Kenneth Baird and Councillors
H.O. Alward,Harold Hoshal, Donald Mole, and Ivor Rowley in attendance. Also
present were Constable Richard Albee and a delegation from the Tillsonburg and
District Memorial Hospital.
The meeting was called to order by Reeve Kenneth Baird followed by the reading
of the minutes of the previous meeting, which were adopted as read.
Owing to the much regetted illness of the clerk -treasurer, W.E. Boyd it was res-
olved that this Council authorizes the reeve, Kenneth Biard and the acting clerk
treasurer Mrs. Wanda Boyd to sign cheques for the village pending the recovery
of the clerk -treasurer.
It was moved by I.H.F. Rowley and sec. by Donald Mole that accounts No. 1 to
58 on voucher No. 3 be paid and that the chairman be authorized to sign the
same.
It was moved by H.O. Alward and sec. by Donald Mole that this Council make a
grant of $100.00 to the Port Burwell Library, and furthur it is resolved that
any furthur financial assistance from the cofincil will only be considered whan
a satisfactory financial statement is presented.
It was moved by Harold Hoshal and sec. by H.O. Alward that the clerk write a
letter to the P.U.C. instructing additional street lights (used lights) be
placed in the following locations 1. Wm. Smith 2. M. Thomas 3. C. Irvine
This resolution will acknowledge the omission of the lights in front of
Stuart McKibbin and Mrs. Stephen Laemers as mentioned in February letter to
your office.
It was moved by Ivor Rowley and sec. by Donald Mole that the Council acknowledge
approval of the volunteer fireman recommended by the fire chief and that these
men have a medical examination as soon as possible at the expense of the
village.
Mr. Harry Ostrander introduced Mr. G.W. Stenens, Superintendant of the
Tillsonburg and District Memorial Hospital who gave an account of comming
plans for an addition to the Hospital thereby soliciting financial aid from
the village when the time arrives. Mr. Baird replied stating that the
Council would give the matter careful consideration.

introduce By-law#149 to Estimate the expenditures of the Village on the roads
and streets under its jurisdiction during the year 1963 as follows, for the
maintenance $5,700.00 and overhead $400.00 Total $6,100.00 and that By-law
presented herewith be read a first time.

The Port Burwell Village Council held their Inaugural Meeting for 1963 in the
Municipal Hall at 8 p.m. Monday evening January 7, 1963 with Reeve Kenneth Baird
and Councillors H, Hoshal, H.O. Alward, D. Mole and I. Rowley in attendance.
Also present was Rbv;,'P.-G:cDocksey who opZned the meeting with Prayer followed by
a short address. Reeve Baird thanked Mr. Docksey and he was present with a small
gift by the Clerk.
It was moved by Ivor Rowley and sec. by D. Mole that accounts 1 to 32 or. voucher
No. 1 be paid and the chairman be authorized to sign the same.
It was moved by H.O. Alward and sec. by Ivor Rowley that W.71. Boyd be again
engaged as Clerk -Treasurer and Tax Collector for the village for the year of 1963
at a salary of $1700.00 the same as in the previous year.
I;, was inoved by D. Mole and sec. by Harold Hoshal that Hector McLean be re-engaged
as Assessment Commissioner for the village for 1.963 at a salary of $1200.00 the
same as in 1962.
It eras moved by Donald Mole and sec. by Ivor Rowley that the Village rehire
Richard Albee as C`.sf Constable for the year 1963. Salary to remain the same as
1962, which was ',2800.00 plus ',100.00 clothing allowance, and $2.00 a day car
allowance, plus 10 cents a mile Aver 17 mile radius.
It was Moved by Harold Hoshal and sec. by H.O. Alward that this Council rehire
Norman Loucks as Town Foreman for year 1963 at the same salary of $2800.00 as in
year 1962.
It was moved by H.O. Alward and sec. by Harold Hoshal that a grant of .52.30 be
paid to Branch No. 524 of the Canadian Legion.
