P4 Vi 1962 • Twentifirst Meeting • Monday Dec. 10, 1962 The twentifisrt meeting of the Port Burwell Village Council was held in the Municipal Hall on Monday evenirgDecember 10, 1962 at 8 o'clock p.m. with Reeve Kenneth Baird and Councillors H.O. Alward, H. Hoshal and Donald Mole in attendance. Also present were Constable Richard Albee, Assessor Hector Mclean and the newly elected Council member Ivor Rowley. The 'ieetirg was opened by Reeve Kenneth Baird, followed by the reading and adopting of the minutes of the previous meeting. It was moved by H.0. Alward and sec. by D. Mole that accounts 1 to 54 on Voucher No. 12 be paid and the chairman authorized to sign the vouche - for the same. 111/1 t ::as moved by H.0. Alward and sec . by :i�r^'^1 ^steal that this Council enter into a?r agreement re an option with view to purchase Lorts No. 9, 10, 11, and 12 on Union St. also Lots Nos. 23 , 24, 25, on Water St. from Imperialle Fuels Co. Ltd. and that the Clerk-Treasurer be authorized to forward .„100.00 to the Company to cover the option. Moved by Harold Hoshal and sec. by Donald Mole that the Clerk renew subscription to the Municipal World for Earl Boyd, Kenneth Baird, Harold Hoshal, Harry Alward, Donald Mole, and Ivor Rowley. _ - Moved by Harold Hoshal and sec. by H.O. Alward that the Village Assessor, the Village Foreman, the Village Clerk and the Village Constable be given a turkey for Christmas as a bonus' for their services. Price to compare with previous year per turkey. • It was moved by H.O. Alward and sec. by Donald Mole that the Village Council will meet at the Municipal Hall Jan. 3rd, to be 'worn in and then adjourn to a supper meeting to be held at the Lakeside Hotel to enjoy the company of their wives along with the Village employees and their wives, time of supper to be 7 o'clock p.m. It was moved by Donald Hole and sec. by H.O.Alward that this Council now adjourn until next regular meeting unless in case of emergency. The meeting was opened by Reeve Kenneth Biard, with Councillors H.O. Alward, Donald Mole, and H.Y. Hambly pre::ent. Also in attendance were Mr. R.G. Stewart of the Fire Marshalls Office, and Fire Chief Norman Loucks. It was moved by Donald Mole and sec. by H.V. The Port Burwell Village Council held the seventeenth meeting of 1962 at 8 .^,. on Monday October 1st. in the municipal Hall. Those in attendance were Reeve Kenneth Baird and Councillors H.O. Alward, H. Hoshal, and D. Mole. Constable Richard Albee and Assessor Hector McLean. Also present at this meeting was Constable Richard Albee, Assessor Hector McLean, and James Horvath. and I or Xtowely Reeve Kenneth Baird opened the meeting, followed by the reading and adopting of the minutes of the previous meeting. It was moved by H.V. Hambly and sec. by Harold Hoshal that accounts No.1-30 on Voucher No. 9 be paid and that the Reeve be authorized to sign the same. ill It was moved by Harold Hoshal and sec. by H.O.Alward that the Clerk contact the T.U.C. to have the light on top of the pill at steps going down to the beach put back into service. The Council is greatly concerned that they would be held responsible for any accident to persons using this area not being properly lighted. It was moved by H.V. Hambly and sec. by H.O.ALward that Richard Albee be placed on perminent staff as police constable after serving probationary period of six months and that his salary be increased from 32600.00 per year to $2800.00 per year. with Two Dollars per day car allowance, effective September 1st. 1962. It was moved by H.O.Alward and sec. by H.V. Hambly that this Council endorse the action of the Port Burwell & District Chamberof Commerce in their efforts to influence Governmental Authorities to consider the advisability of prohibiting drilling operations in Lake Erie. As a result of requests by Mr. James Horvath it was decided to allow 10 minute parking in the area immediately oppositehis place of business. Police protection for said place of business was discussed. It was moved by H.O. Alward and sec. by H.V. Those present beside the Council were Assessor Hector McLean, Jack Sutherland and Sid. Shelly. The moetinf was opened by Reeve Kenneth Baird followed by the reading of t 'e minutes of the previous meeting, said minutes adopted as read. It was roved by H.O. Alward and sec. by D. Mole that accounts Ho. 1-60 on voucher No. 8 be paid and the chairman be authorized to sign the voucher for the same. The Clerk was authorized to send a cheque to the Crown Assetts Disposal Corp. in the amount of $50.00 re the purchasing of a building for the Canadian Legion 3ranch No. 524, provided tar said Legion de posit with the Clerk t .e said amount of $50.00. Hoshal, and V. Hambly in attendance. Also present were Constable Albee and Hilliard. It was moved by H.O. Alward and sec. by Harold Hoshal that this Council insure the new Fire Hall and Municipal Building for the sum of $6000.00 with Hamilton Ward, and Cathers. Much discussion was had following the reading of letters received from Constades Albee and Hilliard, resulting in the desire of the Council to have more harmony 111111 between the Council and the police officers. The Port Burwell Village Council met in the Municipal Hall at 8 p.m. on the evening of July 9th, with all members present. Constable Richard Allbee was also present to give his report. Reeve Kenneth Baird opened the meeting and the minutes or the previous meeting were read and adopted. It was moved by H.O. Alward and sec. by H.V. Hambly that accounts 1-47 on Voucher No. 7 be paid and the chairman authorized to sign the voucher for the same. It was moved by Harold Hoshal and sec. by Donald Mole that this council request the .4110 P.U.C. to install two street lights on Libby Ave. as soon as possible, with recommendations that lights be replaced by more modern lights be used. Moore, Elgin County Engineer requesting that he give immediate attention re. much needed improvement to the hill on the county road at the western entrance to the village. '238 e k Reeve Eleventh Meeting Monday June 4th. , 1962 The Port Burwell Village Council held their eleventh meeting in the Municipal Hall Monday evening June 4th, at 8 o'clock p.m, with Reeve Kenneth Baird and all 'members of the Council present. Also present at this meeting were Constable Richard Albee, Assessor Hector McLean. The meeting was opened by Reeve Kenneth Baird followed by the reading of the minutes of the previous meeting which were adopted as read. This was followed by Constable Albee's report, which was satisfactory to the Council. Reeve Baird stepped down and Harold Hoshal was appointed as chairman It was moved by H.O. Alward and sec. by D. Mole that accounts No.1 to 36 on Voucher No. 6 be paid and the Chairman be authorized to sign the voucher for the same. Phillips of Bayham Twsp, Warden of Elgin to take necessary action to improve and care for the old Baptist Cemetery adjacent to the Glen Erie as a mark of respect to the resting place of the pioneers of this district. A_Committee was set up to try and locate suitable land for a cemetery for the village. This Committee consists of Vern Hambly as Chairman and members H. Hoshal, H.O.Alward, and D. Mole. It was moved by H.O.Alward and sec. by D. Mole that any employee of the Village of port Burwell may place any dogs running at large in pound where they will be kept 48 hours before displosal for the owner to reclaim. The fee for reclaiming dogs to be $1.00 first offence, $5.00 second offence and an additional fee of $5.00 for every offence thereafter made payable of the Village of Port Burwell. Also that Mr. Nathan Hayward be paid a fee of $3.00 per dog for humane disposal of same. It was moved by D. Mole and sec. by H. V. Alward, H. Hoshal, and Vern Hambly present. It was moved by H.O. Alward and sec. by Harold Hoshal that the Village adopt Daylight Saving time effective April 29th at 2 a.m. and terminating October 28th at 2 a.m. in conformity with similar action taken by neighbouring municipalities. By-Law No. 137 was passed namely A BY-LAW FOR LICENING AND REWIRING THE REGISTRATION OF DOGS Be it hereby enacted by the Muninicipal 0ouscil of the 14110 Corporation of the Village of Port Burwell: 1. The owner, harbourer, or possessor of any dog within the said municipality shall procure from the Corporation a tag for same and shall pay an annual license fee of TWO DOLLARS for a dog, if only one, and FOUR DOLLARS for each additional dog, if only one,and Four DOLLARS for eachfemale dog owned, harboured or possessed by him. Where the certificate of a veterinary surgeon or other bona fide proof is produced showing that a female has been spayed, it shall be shall be taped at the same rate as a male dog. Interpretation: In this by-law (a) "Dog" means any dog, male or female and the defination included dogs of any age. (b) Harbourer or possessor means a person, who habitually keeps a dog upon his premises although such dog is owned by some other person. 2. Application for the licensing and registration of dogs and payment of all dog license fees shall be made at the municipal office to the CLERK-Treasurer of the Corporation who is hereby authorized to issue suitable tags and collect all dog license fees. 3. Each shall bear a serial number and the year in which it was issued and a record shall be kept by the CLERK-TBBASURER showing the namd and address of the owner and the serial number of the tag. 4. All license tags under this by-law shall be procured on or before. .April 30th in each year and shall expire on the 31st day of December in each year. 5. Every person procuring a tag shall keep it fixed on the dog for which it was procured at all times during the year and until he procures a tag for the following - year, except that the tag may be removed while the dog is being lawfully used for hunting deer in the bush. 6. Every owner of a dog who neglects to obtain a tag each yea' by the designated time in this by-law or who uses tag upon a dog other than that for which it was issued shall beliable to a penalty not exceeding TEN DOLLARS, upon summary conviction. 7. Every dog which is found off the premises upon which it is habitually kept without a tag and not under control of any person may be killed. 8. All by-laws or parts of by-laws conflicting with this by-law are hereby repealed. 9. This by-law shall come into force and have effect from and after the passing thereof. The eighth meeting of the Port Burwell Village Council was held in the Municipal Hall on Monday evening the 2 nd. of April at 8 o'clock p.m. Members of the Coun cil present were Reeve Kenneth Baird, Councillors H.O. Alward, H. Hoshal. and H.V. Hambly. Also present were Constable Richard Albee and Assessor Hector McLean, and two members from the St. Thomas Y.M.C.A. speaking on behalf of a building campaign to assist in youth programs. The Clerk was later instructed to send a letter in- forming them that we are unable at this time to offer any assistance. The meeting was opened by Reeve Kenneth Baird followed by the reading and adopting of the minutes of the previous meeting. 4 It was moved by Vern Hambly and sec. by Harold Hoshal that accounts from No.l to 34 on Voucher No. 4 be paid and the Reeve be authorized to sign the same. The Clerk was instructed to send a letter to the Association for Retarted Children of St. Thomas informing them that we are unable to make a donation to their building fund at this time. A letter was also to be written to the Port Burwell Community Centre regarding their request for a donation to purchase a fence at the ball diamond. Council fells that due to a rather close budget and the fact that they have been giving — a grant to offset the taxes on this property a donation would not be possible at this time. After carefull considering a letter from the 0.W.R.C. containg several rate structers for the purposed water system, the Clerk was instructed to write the 0.W.R.0 informing them that this Council were in favour of item no.2. The meeting was opened by Reeve Kenneth Baird, all members were present. It was moved by Donald Mole and sec. by H.V. Hambly that this Council accept the resignation of Earl Andress as Constable for the Village and relieve him of all his duties in the Village. After due consideration the Clerk was instructed to write to Mr. Harold Bays of St. Williams, Ont. , and Mr. Richard Albee of Aylmer, Ont., asking them to meet with this Council on Feb. 24th., for an interview. Sharpe of the O.W.R.C. on the evening of Feb.22, to discuss the purposed water system for the village. After a lengthy discussion it was decided that the Consulting Engineers should meet with the O.W.R.C. to review the overall cost of the purposed system to see if it couldn't be lessened considerable.
