Tnentieth Meeting Monday-December 5th., 1960
The Port Burwell Village Council held their tventieth meetin^ _n the Municipal
Hall on Monday evening December 5th., at 8 o' clock p.m. The meeting was preside.'._
over by Reeve_Senneth Baird and all members were present also H.O. Alward, Burton
McCord and Hector McLean (Assessor) .
The minutes were read and adopted, and it was moved by A. Evely and tec by F.'T

It was moved by F.9. Cooper and sec by A. Evely that the Village of Port Burwell ?
petition the Minister of Planning and Development to enlarge the area of the
Otter Authority to include all the streams draining into Lake Erie from the west
boundary of the present Otter Authority to the west boundary of Bayham Township. •
It was moved by J.7. Sutherland and sec. by F.'+. Cooper that the Council is in
favour of erecting a set of steps as recommended by the Dept. of Public Works in
their letter dated November 22, 1960 and signed by C.N. Scroggi_e, District
Engineer.
It was moved by F.7. Cooper and sec by Harold Hoshal that the Village Clerk,
Policeman, town foreman end Village Assessor be given turkeys for Christmas,.
and this gift will be considered their yearly bonus.
On a motion by F.". Cooper, sec. by Harold Hoshel the Village Clerk was
instructed not to give any future reimbursments to the Police Constable until
all monies received. by him by way of' levies have been received.
It was moved by A. Evely end sec. by Harold Hoshal that leave he :rented to

introduce Py-law NO. 112 That the sale of fireworks and to prohibit the sale
of, and setting off of fireworks by any one under the age of fifteen years
within the minicipality except under the supervision of a responsible adult
and to regulate the sale of fi�^eworks to eight days only prior to a national
holiday inv which fireworks are normally used without prior consent of Council
under provisions of Sec. 388 (1) clause 37A and �7B of the Municipal Act.

Monday November 21, 19F0 Court of Revision
The 1960 Court of Revision was held in the Municipal Hall on Monday the 21st.,
of November at 8 of.clock p.m. , with Reeve Kenneth Baird as Chairman.
CouncilMembers A. Evely, H. Hoshal, J.W. •kitherland and F.T. Cooper were all present
to take the Oathof the Court of Revision.
The list of Appeals were heard and discussed, and the Appellants were to be
notified of the Courts 9eci cion within 10 days.

It was moved by• A. Evely and sec. by H. Hoshal that the Village Council grant
the sum of $44.61 th the Canadian Legion of Port Burwell.
The Clerk was instructed by Council the write the P.O.C. and get a definate
answer as to the two street lights that were requested by the Council, if they
will be installed by Dec. 31st., 1960
Council also intsructed the Clerk to write Hamilton,' Ward & Cathers,informing them
that we have contar;ted the '7owkmen' : CompensatIrr 2e.ord regarding their rates
for Village employees, and that payment to Hamilton, "lard P- Cathers will be
delayed pending answer from the Compensation Hoard.
It was moved by A. Evely and sec. F. V. Cooper that leave he granted to introduce
By-Law No. 111 to fix the day for nomination and election for Reeve and Mun-
icipal Councillors and the other local boards in the Corporation of the Village
of tort Burwell for the year 1961. Such day to be November 28th 8 p.m. to 9 p.m.
at the Port Burwell Bayham Area School.
The day of election to set if necessary Dec. 5th., 1960

Special Meeting October 20th., 1960 Eighteenth Meeting
A special meeting of the Council was called for Thursday evening October 20th
19E0 to discuss the possibility of tearing down the old Community Hall, and
erecting a building suitable for a Public Library and P.T .C.TOffice.
The meeting was called to order at 9 o' clock p.m. by Reeve Kenneth Baird. All
members of the Council were present.
The Clerk was instructed to write to The Workmen' s Compensation Board asking that
the Village Foreman, Constable, Assessor, and Clerk all he covered by Commpen-
sation.
IS was moved by P. Evely and sec. by J. Sutherland that the Clerk contact Mr.
Wm. Hogarth informing him to insure the Municipal Hall Building and contents,
also transfer present insurance from Hamilton, *lard & Ca there and adjust same
to cover as specified Building 5000.00, Contents 442000.00
It was moved by J.W. Sutherland and sec. by A. Evely that the Clerk contact the
Chairmen of the P.U.C. and he Public Library Board, and inform them that the
Village Council wish to have a meeting with their respective boards on the
evening of October 24th at 8 p.m. to discuss the possibility of erecting a
building to serve their respective purposes. -
It was moved by F.W. Cooper and sec. by J.W. Sutherland that a Public Meeting
will be called for Tuesday November 1st., at 8 o' clock p.m. in the school
Gymnasium to get the opinion of the people of the Village as to the tearing
down of the old Community Hall and using the salvaged materiel for the con-
struction of a Public Librery. .This project will by covered by the Winter '7orks
Programme.
The meeting adjourned at 11 p.m.

October 74th., 1960
Ameeting was held in the Municipal Ball on Mondry evening October 24th. , at 8 p.m.
with all members of the Council present, also the Chairmen and members of the
Public Library Board and the P.U.C.
The purpose of the meeting was to discuss the erecting of a building to house a
new Public Library and F.U.C. Officeand to arrive at ar approxiriate size of
building needed.
Moth discu•ss'on was had on the subject with nothing definate decided pending the
outcome of the Public Meet5_ng to be held on November 1st.

A Public Meeting was held in the School Cymne +iu^t s.* ?c' clock p.m. on November 1st.,
with all members of the Council present.
It was moved by F.W. Cooper and sec. by A. Evely that the date for the, court of
revision be set for November 21st., at Ao' clock p.m. in the V! lace Police Hall.
The purpose of the meeting was to (155m:cc the tearing down of the old Community
Hell and erecting a new building out of the salvaged material. Pt a showing of
hands the majority were in favour of the project.

Seventeenth Meeting October 3rd., 1960 -
The seventeenth meeting of the Village Council was held in the Municipal
Hall, on Monday evening October 3rd., 1960 with Reeve Kenneth Baird, and
Councilors A. Evely, F.Cooper and J.A. Sutherland in attendance.
The meeting was opened by Reeve Kenneth Baird at 8 o' clock p.m. followed by '
the reading of the minutes of the previous meeting, which were adopted as
read.
It was moved by A. Evely and sec. ty F. Cooper that r+ccounte from f1 to 26
Ail on Voucher #9 be paid and the Reeve be authorized to sign the same.
It was moved by F. "I. Cooper and sec. by J.W. Sutherland that permission be
\- given to the Department of Public Works for the construction of a wall(to retein
the fill that would be dredged or sucked up from the lake bottom) from the
foot of Strachan Street due south out into the lake. The fill to be placed on
ii: the east side of the wall and continue east as far as the Little Otter Creek.

Ontario Water Rescources Commission inquiring as to the progress being made
r cr. the Port Burwell 'later System as we are .anxious to get on with the: Job.
The Clerk was instructed by Council to write the Department of Municipal
Affairs inquiring if the demolishing of the present Community Hall, and
errecting of a smaller building to be used as a Public Library, would be
covered by the Winter Works Program.

Clerk Reeve
PUBLIC MEETING
A well attended Public Meeting was held in the Municipal Hall on Thursday
evening September 22nd., 1960 at 8 p.m. to discuss the question of Hydralic
fill in the East Beach Area.
The meeting was presided over by Reeve Kenneth Baird, who introduced the
guest Mr. Scroggie the District F]ngineer, and Mr. James McBain M.F. Mr. Baird
also introduced the Council Members to the guests. Council members in attendance
were A. Evely. H. Hoshal, J.W. Sutherland, and F."'. Cooper.
Mr. Scroggie gyve a very explainatory report on the dredging that has to be
carried on yearly at Port Burwell. MUch discussion was centred on the placing
of dredged material end its cost. There were three possible locations mentioned
for the disposal, namely the west beach area, the east beach area, or the
building of a retaining wall being built at the south end of' Strachan Street
and the fill planed from said wall east to the Little Otter Creek. The latter
being more pleasing to the majority of those attending the meeting.
This discussion was followed by a short address by M.P. James McBain stating
his views of th' situation.
The meeting closed at 9:30.
Special Meeting September 22nd. , 1960 Sixteenth Meeting
A special meeting of the VillaCe Council was held in. the Municipal Hall on
September 22nd., 1960. The meeting was called to order at 10 o' clock p.m. by
Reeve Kenneth Baird with all members of the Council present.
The meeting was called to discuss the problem of Police protection for the
Village. Constable Geo. Foote was present at the meeting for a short time.
It was moved by A. Evely and sec. by H. Hoshal that the resolution asking for
the resignation of Constable Foote be recinded dated September 12th 1960.
Asecond resolution was moved by F.W. Cooper and sec. by H. Hoshal that Constable
Foote be placed on probation until the 31st., of December 1960. If this is
not satisfactory with Constable Foote, he will be asked to resign immed'.lately.
On returning to the meeting Constable Foote was read the above resolutions, and
found them quite agreeable.
The meeting closed at 11:30 p.m.

Fifteenth Meeting Monday ceptember 12th, 1960
The fifteenth meeting of the village Council was held i-: the Municipal Rall on
Monday evening Septsriber the 19th 196C at 8 o' clock p.r. Members present were
Reeve Kenneth Baird, Clerk !.E. Boyd, and rr c'_lors A. Evely, H. Hoshal, F.
Cooper, and J.7. Aitherland. A130 present were Assessor H. MCLean, Frank Matthews
Len. Prisseau, and cottager owners Yr. Massey, and Mr. Clark.
The minutes of the previous meeting wore read and adopted.
It was moved by A. EVely and sec. by H. Hoshal that accounts from 1 th 47 on
voucher f8 be paid and the Reeve be authorized to sign the same.
There was considerable discussion regarAng the property on which Mr. Frank
Matthews house is situated, and the property on which the cottages of Mr.
Massey and Mr. Clerk are located. After information on the matter by Mr. McLean
regarding the proposed right of way, the matter was laid over until a future
date pending consideration by the Council as to the proper steps to he taker.
It was moved by J.W. Qutherland and sec. by H. Hoshel that the Cle ^k write to
the Workman, Compensation Board asking that the Town employees be covered.
It was moved by A. Evely and sec. by J.W. Sutherland that the Clerk write to
Keewadin Dairy, Tillsonburg, asking them if they would be interested in opening
a Dairy Bar in Port Burwell, an early reply would be appreciated.
Also it was moved by J.'7. Sutherland and sec. by A. Evely that the Clerk write to
F.R. Stokes, Welfare Administrator Memorial Hospital, St. Thomas, a letter in
reply as to our consent re paying t10.80 per month Nursing Home care for gxsanna
Temple, stating our acceptance.
On a motion by H. Hoshal and 30c. by F.W. Cooper the Clerk was instructed to
wr1 to a letter to the P.R.(% asking them to install two used street lights, one
in front of Mrs. Francis Tedfords, and one tn front of the Michael Thomas apart-
ment house, or the second pole south of Pitt Street.
It was moved by A. Evely and sec. by F.w. Cooper that a rebate in the amount of
''49.82 to returned to the Conservation Authority because of double payment or Taxes
Tb go on record as the former Clerk - Treasurer had been previously paid this
amount.
F.w. Cooper moved and J.'a. Sutherland sec. that a grant of 473.02 he given the
Port Burwell Community Centre.
It was moved by F. Cooper and sec. by H. Hoshal that the Village Constable he
asked to resign. The resignatior to become effective on the 15th of October 1960.
It was moved by F.W. Cooper and sec. by J.w. Sutherland that the Clerk write a
letter to the Sentinel-Review Newspaper office, Woodstock, advising them that
when the Council and Clerk receive a copy of the paper in which the advertisement
was entered as agreed at time of ad sold, we will mail their account to them.
It was moved by A. Evely and sec. by F.W. Cooper that this Council adjourn until
the next regular meeting unless in case of emergency.

Minutes of 13th meeting. August 8th, 1960
The meeting was called to order at 8 p.m. by Reeve Kenneth Baird. Members of
Council present •mere A. Evely, J Sutherland, and H. Hoshal.
The minutes of the previous meeting were read and adopted.
Hector McLean was present end expressed his regrets of the loan of Mr. Hynes.
He also presented Council with an acnount of his work regarding the Tillsonburg
and District High School, es to rates the Village has to pay.
AilThere was considerable discussion about the land on which Frank Matthew' s
Pr house is located, and it was decided that Jack Sutherland prepare the proper
papers to clear up this matter.
The Clerk was instructedby Council to send a letter to Alex Simister, giving
him 3 days to remove his old unused car from the street, or it would be
removed by the Village and charged to him.
The Clerk was also instructed to send a statement of Business Tax owing on the
Lakeside Hotel requesting payment from George M. Teetzel of St. Thomas,
immediately.
Aletter was to he sent to John E. Thompson, Accounts Manager of Victoria
Hospital, informing him that Council was or the opinion that bills of indigent
persons should be dealt with by the County.
- Norman Bates was present with pictures taken of the unvieling of the plaque to
the memory of Colonel Mahlon Burwell, and it was decided by Council to purchase
8 pictures to be placed in the Municipal Hall, and Library.
It was moved by A. Evely and sec. by J.W. Sutherland that the Accounts from
1 to 25 on Voucher 47 be paid and the Reeve be authorized to sign the same.
It was moved by H. Hoshal and sec. by J.7. Sutherland that council adjourn
until the next regular meeting unless in case of emergency.

August 23, 1960 /A/ Special Meeting
A special meeting of the Port Burwell Village Council was held August the
23 rd, 1960 to discuss the purchase of a bus by the Port Burwell and Bayham •
Area School Board.
After much debate it was moved by J.W. Sutherland and sec. by A. Evely that
the Village Council go on record as being in favour of the purchase of a bus
for the transportation of school pupils that meets the recommendations of the
Ontario Department of Education, and are not in favour of any bus that does
not entitle them to the proper grant on the total amount of such purchase, and
that the Port Burwell and Bayham Area School Board be notified of same.

Also ;t was moved by Harold Hoshal and sec. by J.'7. Sutherland that the Clerk •
send copy of the Village Council meeting this p.m. to the secretary of the
Port Burwell and Bayhem Area School Area also to Mr. R. 3. Groom, Tillsonburg,
the Village Solicitor.

Minutes of the Twelfth meeting July 25th., 1960.
The meeting was called to order at 8 p.m. by the chairman Reeve Kenneth
Baird.
The minutes of the previous meeting were read and adopted, also the minutes
of the special meetings.
As a result of Council meeting with the Board of Education on the evening
of July 18th, it was moved by A. Fvely and sec. by Harold Hoshal that the
Village Council approve the purchase of a school bus by the Port Burwell-
Bayham School Area Board, with the understanding that tenders will be
received to quote a suitable price.
' On a resolution moved by J.W. Sutherland and sec - by A . Evely the Clerk was
initructed to wriite to the Village solicitor, Mr. Robt. Groom of Tillsonburg
s ruc ng him to prepare a debenture to cover the amount of 86400.00
(sixty-four hundred dollars) for the purchase of a new school bus to be delivele
delivered by September 1st., 1960 to transport school pupils for the
Port Burwell-Bayham School rea .
It was moved by A. Evely and sec. by Harold Hoshal that the Village
Council grant the Village forman $12.00 (Twelve Dollars) clothing
allowance for the year 1960.
It was decided by Council to pay Eva Dorken the remaining $15.00 (fifteen
dollars) owing her for helping Mr. Hynes with the Tax Slips.
It was moved by A. Evely and sec by J.W. Sutherland that the Clerk write
to the Ontario Water Resources Commission to make inquiry relative to
the awarding of Water Contract for the Village of Port Burwell. Since
test drilling has been completed the Municipality is anxious to have
the water system installed ready for use.
On i resolution moved by J.W. Sutherland and sec. by Harold Hoshal the
Clerk was instructed to send notice to the Proprietor of the Lakeside
Hotel of Business Tax owing , also amount of Tax Arrears owing for
immediate payment of same or action will be taken to collect these
amounts.
A. Evely moved and Harold Hoshal sec. that Accounts from 1 to 45- on
Voucher *6 be paid and the Reeve be authorized to sign the same.
It was moved by J.W. Sutherland and sec. by A . Evely that the Village
of Port Burwell Council adjourn until the next regular meeting unless

Special Meeting June 28th 1960
The tenth meeting of the Village Council was held on June 28, 1960 in the
Municipal Hall.
It wis moved by F. Cooper and seconded by H. Hoshal that the resignation of
J.V. Hynes as Village Clerk be accepted with regret, and that the resignation
will become effective immediately after the auditors have made their audit.

in tie St. Thomas Times-Journal for the July 4th, 5th, and 6th issues, and in
the Till onburg News for July 7th issue to read as follows , Applications
will be received for the position of Village Clerk Port Burwell. Applicants
should state age, experience if any, place of resident,e, and salary expected.
When available. Lowest applicant not necessarily accepted. Applications
should be mailed to Reeve Kenneth Baird not later than July 9th, 1960.

Clerk for the Village of Port Burwell. The ad to be placed in The St. Thomas
Times Journal and The Tillsonburg News to read Village Clerk-Treasurer for
Village of Port Burwell.
Apilications for she position Clerk-Treasure were received from, Ann E. Long-
staff, W.E. Boyd, Mrs . Minnie M. Brown, and Harley H. Tedf_rd

Clerk-Treasurer for the Village of Port Burwell at a salary of 0400.00 per
year. Duties to commence the 12th of July, 1960.

The meeting was called to order at 2.00P.M. by the Chairman Reeve
K.Baird, the meeting was called for the purpose of discussing By-law
109 dealing with the selling and setting off of Firecrackers in the
Village of Port Burwell.
After some discussion on this matter a resolution was moved by

That the sale of fireworks be prohibited in the Village of Port Burwell,
before May 16th 1960 and the discharg of Fireworks other titan on May 23rd
1960 be a criminal offence and a fine of $ 50.00 or a period of imprisonment
will be levied against anyone selling of discharging Fireworks .
That the Village Merchants be asked to use their discretion on the sale
of Fireworks for this period only .No child under 15 years shall be sold
fireworks or no person whom the merchant considers adolesent be allowed
to purchase fireworks. -

May 7th 1960 be rescinded in favor of a new Py-law in the near future
regarding firecrackers.

Hall, on Saturday at 2.00 P.M. April 9th 1960.
i The meeting was called to order by the Chairman Reeve K.Baird, Councilors
present : F.W.Cooper, A.Evely, J.9. Sutherland,H.Hoshall.
The minuitea of the 4th & 5th meetings were read by the Clerk and ordered
adopted by the Reeve.
Next was the reading of accounts payable by the Village,after which
All there was a motion by A.Evely, Seconded by H•Hoshall, that accounts 1 to 31
on Voucher # 3 be paid and the Reeve be authorized to sign the same. RES 92 CARR.

. be paid $30.00 expenses while on Welfare business for the Village (meeting

a letter to the Village Policeman,Mr.Foote, informing him of the Councils

for future use, that the work be done by local labour and the wage rate

of fireworks and to prohibit the sale of and setting off of fireworks by
anyone under the age of sixteen years within the municipality of Pt.?urwell
except under the supervision of a responsible adult and to regulate the
sale of fireworks to three days only prior to a National Holiday in which
fireworks are normally used without prior consent of the Council under
the provisions of Section 388(1) claus 37 end 37 B of the Municipal Act.
