Minutes of the Twentieth (a special meeting) of the Council of the
Corporation of the Village of Port Burwell; held in the office of
Councillor J. H. Kaufmann; on Wednesday evening Deo. 31st. 1952.
Meeting called to order at 7.30pm; Reeve Alward presbding and
Councillors present: Bonner, Brown, and Kaufmann.
Meeting called primarily for the purpose of setting a date for
the inaugural meeting of the 1953 Council it being deemed advisable to
have that mee tin* before the date set by states namely Jan. 12th/53.
and in order to do,this it being necessary to pass a by-law to that
effect.
The ref ore By-Law Number 37 was submitted being a By-Law to set the
date for the inaugural meeting at January 5th. 1953.
It was moved by Chas. Bonner and Seconded by S S Brown that By-Law number
37 being a By-Law to set the date for the inaugural meeting of the Council of the
Corporation of the Village of Port Burwell fpr the year 1953 be read a
first timwe. Carried,
It waw moved by S S Brown and Seconded by J H Kaufmann that By-Law
number 37 be read a seoond time. Carried.
It was moved by J H Kaufmann and seco#ded by Chas Bonner that By-Law
number 37 be read a third and final time. Crried.
The purpose for whioh the meeting had been oz.:11ed having been fulfilled
it was moved by ohas. bonner and seoondee by J. H. Kaufmann that this meeting
adjourn. Carried.

on Monday evening December 15th. 1952.
Meeting called to order at 7.30pm; Reeve Alward presiding and
Councillors present; Bonner; Brown; Kaufmann end Ives.

Reading of Correspondence.
No oorres)ondence was presented for disposal.
On the account from Bayham Township covering Fire Truck Services
two of the items were protested. In the first item the village
was billed for 450.00 to cover services at a fire Mch.5th/52
Geo. Bradt barn. It was shown that no equipment was used at this
fire in fact that the equipment was out of order and could not
be used; therefor the Clerk was instructed to reduce this item
to an amount of 430.00. In the Second item the Village was
billed for 450.00 to cover a grass fire Nov. 14th. on the
Catholio Church property on Victoria Street. It was shown that
this fire had been purposely set in order to destroy weeds and
had been allowed to get out of control. The Clerk was instructed
to bill Rev. Father Smith for this item; being 450.00 less the
Provincial Subsidy of 25% leaving j37.50 to be collected.
All items of business coming before Council having been disposed RES. f 112
of it was moved by S . S. Brown and Seconded by J. H. Kaufmann ADJOURNMENT
that this Council adjourn until the next meeting except in case
of emergency. Carried.

December 4th. 1952.
Meeting called to order at 7.30pm, Reeve Alward presiding

that the sum of Fifty Dollars (450.00) be paid to the LIBRARY
Library Board; being the balance of the grant for the GRANT
Year 1952. Carried.
It was moved by J. H. Kaufmann and Seconded by S . S. Brown RES. t 107

It was Moved by. T. R. Ives and Seconded by Chas. Bonner that RES. # 106
BY-LAW Number 36; being a by-law to authorize the borrowing BY-LAW 36
of 417.000 by Debenture for the rebuilding of the Public 1st. READING
School Gymnasium; be read a First time. Carried.
It was Moved by Chas. Bonner and Seconded by T. R. Ives that RES. # 109
BY/LAW Number 36; being a by-law to authorize the borrowing BY-LAW 36
of 417,000 by Debenture for the rebuilding of the Public 2nd. READING
School Gymnasium; be read a Second time. Carried.
The Council was waited upon by Mr. W.B.MoCord and his Son W.B.MCCORD &
George McCord who wanted to know what responsibility the SON GEORGE RE
council would take in the matter of the killing by * dog BIRDS KILLED
of some valuable birds owned by George McCord. After due BY DOG.
deliberation the Council decided that in otder to avoid
all manner of claims in the future, no responsibility
whatever could be taken by the Council and that Mr.MoCord
should look to the owner of the dog for redress. The Clerk
was instructed to advise Mr. McCord to this effect.

The matter of a conference with The Hon.fletcher S.Thomas RE MAKING AN
M. L. A. was brought to the fore; Mr. Thomas having phoned APP'T WITH THE
the previous weekend after having been contacted by H0N.FLSTCHER
Yr. Kondal re the contract for the school gymnasium. It S.THOMAS M.L.A.
was felt that Mr. Thomas might be able to expedite the
Village By-Law through the Municipal Board. Also there being
a couple of other items to discuss with Mr. Thomas the
clerk was instructed to get in touch with Mr. Thomas by
telephone and endeavour to arrange an appointment.
At this time Reeve H. 0. Alward rose to address some suitable ADDRESS BY REEVE
remarks to the retiring Councillors; Stuart S. Brown and TO RETIRING
Thos. R. Ives. Mr. Ives responded for the retiring councillors COUNCILLORS.
and expressed his regrets that he would not be serving the
people in the ooming year as there were some matters that had
been started that he would have liked to see through, to a
conclusion.
All matters of business having been attended to it was moved RES. # 110
by S. S. Brown and seconded by T. R. Ives that this Council ADJOURNMENT.
adjourn until the next regular meeting except in case of
emergency. Carried.

regular meeting; held in the Polioe Hall on Monday
November 3rd. 1952.
Meeting called to order at 7.30pm. Reeve Alward presiding
and councillors present, Bonner, Brown, Kaufman., and Ives.
The minutes of the sixteenth (regular meeting) were read
oy the clerk and ordered adopted.
The minutes of the Court of Revision, held October 15th
were read and ordered adopted.

A letter was read from The Dept. of Lands & Forests re the LE'�1TER RE
accreted land on the West side of the Otter river. Laid WEST BEACH
over for future discussion.
A letter was read from The Li )uor Control Board re the LETTER RE
starting date for the agreement on the villages share L.C.B.O.
of the gallonage tax. This was stated to be July lst/52. GALLONAGE
Filed. TALL.
A letter was read from The Board of Education requesting LETTER RE
the council to arrange to supply the sum of #17,000 to RAISING OF
cover the cost of the rebuilding of the school gymnasium. MONEY FOR
The clerk was instructed to have a by-law prepared by the REBUILDING
Solicitor so that this sum may be borrowed through the GYMNASIUM
issuing of ten year deoentures at 5% interest. A special
meeting to be called when the By-Law is ready for
presentation.
A deputation from The Board of Education waited on council
to discuss the building programme . Also present was the
Contractor Mr. Kondal of London accompanied by Mr. Wilson
a member of the St. Phomas Council. A very instructive
discussion followed and it was agreed that the contractor
should be given permission to start the work to the extent
of putting on the roof, in order that the winter would not
further damage the walls.It is hoped that the permission
of the Municipal Board for the issuing of the debentures
can be obtained in time to allow the construction to
continue but in any event it was felt that the roof should
go on without further delay. The members of the Board of
Education left with the contractor to draw up an agreement
to this effect.
It was moved by J. H. Kaufmann and seconded by Chas. Bonner that in
accordance with By-Law number 15 of the municipality, the
date for the holding of Niminations for the Municipal Council RES.#103
and other local boards of the village is November 24th/62 Nal.S LBC.
and the date for the holding of an election for the said council DATES.

Mrs. Cora Meyer be appointed to act as Poll clerk for the
Election, if one is necessary. Carried.

COURT OF REVISION
minutes of a court of revision held in the Police Hall
on Wednesday evening October 15th. 1952, acoording to
statute and as advertised in the Tillsonburg News.
The Court opened at 7.3Opm.
Present and duly sworn in as members of the Court of
Revision were; Reeve H. 0. Alward, Councillors
Brown; Kaufmann; and Ives.
It was moved by S. S . Brown and seconded by T.R.Ives
that H. 0. Alward be appointed chairman of this Court
of Revision. Carried.
The clerk presented only one notice of appeal. That of
The Central Pipe Line Company. The notice did not
state the reason of the complaint nor did the complainant
give any further advioe as to its nature+ nor did they
have alresentative present in the court.
It was moved by T. H. Ives and seconded by S. S. Brown
that in the ebsence of any representative of the
Central Pipe Line Company, the assessment for the year
1953, sttinds as recorded on assessment notice . Carried.
The Court having been in session for one hour and no
further appeals having been presented; the assessment
Roll for 1963 was declared accepted as the
"Last Revised Assessment Roll" for the Municipality.
It was moved by J. H. Kaufmann and seconded by
S. S. Brown that this Court of Revision having
completed the necessary business, adjourn. Carried.

Meeting called to order at 7.30pm. Reeve Alward presiding

a truant officer be appointed to cover the schools of the
village .

A letter was read from Miss Lena Harries, acknowledging the
receipt of her pension cheque under the disabled persons
Assistance Act, and thanking the council for the assistance
received over the past year. Filed.
Two letters were read from the Dept. of llunioipal Affairs
one covering the receipt of the Fire Dept. Subsidy and the
other the receipt of the Police Dept. Subsidy. Filed.
The Council was waited on by a deputation from the Ladies RBS. f 98
Auxiliary ; Canadian Legion Branch 624, with a request that RENTING OF

Community Hall for regular meetings on the first and third

The matter of the land on west oeaoh was discussed again
at some length and it was agreed that an attempt should
be made to either have Mr. Glenn Wilson attend on the
council or that the Council would wait on ler. Wilson
if that would oe more suitable to him. The clerk was
instructed to see what arrangements could be made.
All matters before Council hawing been taken care of
and the hour growing late;

from The Dept. of Highways Ontario, covering expenditures INTERIM SUBSIDY
in 1952 on roads and streets. up to August 31st. 1952.0arried.
A letter was read from The Community Club asking for the RE RENTING OF
use of Tho Community Hall for the coming season and COMMUNITY HALL
offering an annual rental of 475.00 with the privilege TO COMMUNITY
of subletting to other orginisations as occasion demanded. CLUB.
After a considerable discussion it was agreed that the
annual fee of 75.00 was agreeable but that the subletting
pvivilegs be disallowed. The letting of the upstairs part
of the hall to remain in the hands of the manager, under
the supervision of the council.
It was moved by Chas. Bonner; seconded by S. S. Brown HES.# 90
that the Community Club be rented the upstairs of the AGREEMENT RE
Community Hall, one night a week. (Thursdays) for the RENTING OF

The council next entered upon a general discussion re
the assessment of the Village. it having become known that
the Township have been collecting the taxes on certain
property that rightfully belongs to the village , the
clerk made it known that he had been in touch with the
Township and the Village Assessors re having the matter
straightened out. it was agreed that due to the roll
being oompleted for the year that it be allowed to stand
111 as drawn up with the understanding that a claim would be
made for the taxes wrongfully oolleoted by the Township
retroaotive to the year of 1949. All were in agreement
that the assessment of the village needed a thorough going
over as there were many inequalities.

A deputation composed of residents of Chatham Street IMPUTATION FROK

unusually heavy traffic on this street is becoming a
problem; particularly over the weekends. Chairman of
Road Committee Kaufmann explained that although Chatham
Street had had more than its share of treatment this
year that conditions were really bad but that not much
could be done at this time to change it, the difficulty
being mainly that owing to the extremely dry early
summer weather, the calcium chloride treatment had
failed to do its best work as it required considerable
moisture in the atmosphere to be really effective.

Minutes of the eighth meeting of the Port Burwell Village E
Council, being the regular monthly meeting, held in the
police hall, and called to order at 7.30pm on Monday May theme
1952, presided over by Reeve Ailward and all council-
lors present.
A delegation composed of residents of Chatham Street and vi- Chatham Street

Councillor Kaufmann explained that the chloride was being
applied in three installments, this year, instead of all
being applied at one time as formerly. The matter of speeding
and horn blowing was to be looked after and due to the
fortunate presence at the meeting of Provincial Officer
Hiokingoottpm; the delegation was assured of prompt action
should the offenders be recognised and a charge laid. the
co-operation of the citisens was asked for by the Officer
in gaining necessary information for a charge to be laid the
Officer assuring the meeting that he would do all necessary
once he received the required complaint accompanied by
indentification of the guilty part# or parties.
The breaking of street lights was also mentioned and assuil
anoe was given by Officer Hiokingbottom that he intended to
devote considerable time to the apprehension of the guilty
parties. The ersotion of signs to control speed within the
village limits was discussed. Officer Hiokingbottom stated
that if a speed of less than 30 miles per hour was wanted.xitL
It would be necessary to obtain permission of the Depart-
ment of Highways.
Representatives from The St. Thomas Times & Journal; Mr. ADVT. IN TIMES
Waite and Mr. Sherry, waited on the meeting; and brought up JOURNAL RE
the matter of the special edition to be issued account the ELGIN CTY.CENT.
Elgin County Centennial. It was felt that Port Burwell
should have a display advertisement in this edition, the
cost of which was stated as forty dollars.
Mr. Earl Smith was in attendance with a query as to whether QUERY EROS

special meeting, held in the Polios Hell and called to order at
7.30pa on Friday May End 186E by Reeve H. 0. Allward. Meeting held
account the illness of Clerk-Treasurer W. S. Lay000k and his consequent
resignation and for the purpose of appointing a successor.
Motion oy J. H. Kaufmann and seconded by S. Brown that T. R. Ives sot
P as secretary for the meeting. Carried.
Three applications were received for the position of Clerk-Treasurer ILLNESS AND
from the following. H. E. Greeve; J. Harry quirt; Yernioe L. Bates. RESIG'N OF
The Council held a discussion as to the qualifications of the three CLERK
applicants and in each case found good individual fitness for the office.
It was felt however that the vacancy should be filled by a resident
of the municipality and that ruled out Mr. Greeve; who resides at
present in Vienna. It was then decided by council to give the two
remaining applicants; a personal interview; and Mr. quirt was given
the first hearing. INTERVIEWS
The duties pertaining to the office were oriefly outlined and an WITH APPLIC
understanding was arrived at as to the services expected. Mr. Quirt FOR POSITION
voiced his assurance of being able to fill the position satisfactorily CLERK.
Mrs. Bates was then interviewed and after having been oriefed on the
duties of the position; assured the council that she felt confident
of being able to give satisfactory service in the position of village
clerk.
The council then privately discussed the qualifications of the respectkyTT OF
applicants and after due deliberation, it was moved by Chas. Bonner J.H.gUIRT
and Seconded by T. R. Ives that the application of J. Harry quirt be AS CLERK.
